Reducing emissions from deforestation and forest degradation (REDD+) attracts poor nations to keep their forest standing only to sequester carbon through monetary incentives. However, in countries like Nepal where forest is an integral part of social practices, communities need to keep using forests for making a living. Based on household survey, field interview, personal observation, and broad review of forestry legislations, this paper scrutinizes villagers’ experiences of changes in forest management after implementation of a REDD+ pilot project in nine Community Forestry Users Groups (CFUGs) of Nepal. Since REDD+ was not initiated by local communities but tacitly implemented by international NGOs, most villagers lacked knowledge about it and the associated benefits from the pilot project, thus fewer villagers were found to be motivated to participate in the pilot project. Consequently, it delinked villagers from their forest by implicitly tightening uses rules, which resulted in constraints to fetch forest products. In addition, REDD+ benefits were distributed to some poor households but not to all, which resulted to an antagonistic sentiment in the villages. Thus, a rigorous assessment of conditions and framework of REDD+ and an involvement of local community from the start without compromising in the uses of forest products is of the utmost importance before considering the REDD+ framework as an alternative or as similar to CFUG in Nepal. Alternatively, REDD+ can be a part or a development project under the CFUG’s framework, which could be socially as well as legally acceptable on the present situation.  相似文献

Abstract:  I evaluated the Northwest Forest Plan as a model for ecosystem management to achieve social and economic goals in communities located around federal forests in the U.S. Pacific Northwest. My assessment is based on the results of socioeconomic monitoring conducted to evaluate progress in achieving the plan's goals during its first 10 years. The assessment criteria I used related to economic development and social justice. The Northwest Forest Plan incorporated economic development and social justice goals in its design. Socioeconomic monitoring results indicate that plan implementation to achieve those goals met with mixed success, however. I hypothesize there are two important reasons the plan's socioeconomic goals were not fully met: some of the key assumptions underlying the implementation strategies were flawed and agency institutional capacity to achieve the goals was limited. To improve broad-scale ecosystem management in the future, decision makers should ensure that natural-resource management policies are socially acceptable; land-management agencies have the institutional capacity to achieve their management goals; and social and economic management goals (and the strategies for implementing them) are based on accurate assumptions about the relations between the resources being managed and well-being in local communities. One of the difficulties of incorporating economic development and social justice goals in conservation initiatives is finding ways to link conservation behavior and development activities. From a social perspective, the Northwest Forest Plan as a model for ecosystem management is perhaps most valuable in its attempt to link the biophysical and socioeconomic goals of forest management by creating high-quality jobs for residents of forest communities in forest stewardship and ecosystem management work, thereby contributing to conservation.  相似文献

An assessment of human interference in Kedarnath Wildlife Sanctuary (KWLS) showed huge dependence of local communities on forest fringes. KWLS is under active consideration as a national park because of its unique flora and fauna. Studies have evidenced habitat destruction and successional changes in the area because of ongoing unsustainable harvesting and logging. The present study provides an integrated approach towards evaluating resource extraction and management of the sanctuary. The study was based on in-depth semi-structured interviews and group discussions with local inhabitants of six villages and with forest officials. In addition, regeneration patterns and vegetation analysis was conducted in three land tenurial systems: community forest (CF), reserve forest (RF) and protected forest (PF). Key issues identified were wildlife offences, encroachment, pressure from unsustainable harvesting of resources and lack of livelihood opportunities. Ecological studies showed continuous change in regeneration patterns in forest patches/stands. The local survey stressed managing sanctuary fringes considering the village economy, social issues and resource requirements, and enhancing on-farm resource production to reduce pressure on forests. Forest personnel demanded more training on encroachment and poaching, these being major threats to biodiversity and bio-resources. Supporting and providing better livelihood opportunities is a viable option for minimizing pressure and managing biodiversity of the area through active community participation. This study generated useful outcomes and strategies for advancing policies to reduce pressure and overcome management constraints in the sanctuary.  相似文献

Globally, deforestation continues, and although protected areas effectively protect forests, the majority of forests are not in protected areas. Thus, how effective are different management regimes to avoid deforestation in non‐protected forests? We sought to assess the effectiveness of different national forest‐management regimes to safeguard forests outside protected areas. We compared 2000–2014 deforestation rates across the temperate forests of 5 countries in the Himalaya (Bhutan, Nepal, China, India, and Myanmar) of which 13% are protected. We reviewed the literature to characterize forest management regimes in each country and conducted a quasi‐experimental analysis to measure differences in deforestation of unprotected forests among countries and states in India. Countries varied in both overarching forest‐management goals and specific tenure arrangements and policies for unprotected forests, from policies emphasizing economic development to those focused on forest conservation. Deforestation rates differed up to 1.4% between countries, even after accounting for local determinants of deforestation, such as human population density, market access, and topography. The highest deforestation rates were associated with forest policies aimed at maximizing profits and unstable tenure regimes. Deforestation in national forest‐management regimes that emphasized conservation and community management were relatively low. In India results were consistent with the national‐level results. We interpreted our results in the context of the broader literature on decentralized, community‐based natural resource management, and our findings emphasize that the type and quality of community‐based forestry programs and the degree to which they are oriented toward sustainable use rather than economic development are important for forest protection. Our cross‐national results are consistent with results from site‐ and regional‐scale studies that show forest‐management regimes that ensure stable land tenure and integrate local‐livelihood benefits with forest conservation result in the best forest outcomes.  相似文献

As one of the dominant large-scale mechanisms proposed to combat climate change, biodiversity loss, and rural poverty, REDD+ (Reducing Emissions from Deforestation and Forest Degradation) has added further complexity to the challenging governance of rights and resources in global forests. As REDD+ is commodifying carbon, concerns emerge about how carbon ownership and its rights can be accommodated into the existing framework that governs local forest resource rights. The Nepalese government has formally entered into REDD+ policy preparations, but it lacks clear legal provisions regarding key forest tenure rights such as carbon ownership, benefit sharing, and the political participation of community forest user groups from national to local. As a result, Nepal’s policy process points toward performance-based carbon forestry in a way that may undermine and weaken existing community tenure rights and forest tenure security.

This paper discusses Nepal’s potential impacts of new REDD+ and carbon ownership arrangements on forest tenure security and community-based forest governance. In a threefold methodological approach, the paper presents three scenarios for a REDD+-oriented tenure reform within the existing framework and assesses their concerns through in-depth qualitative interviews with key stakeholders, representatives, and advocates of Nepal’s community forestry system, complemented by a review of government documents and academic literature of REDD+ lessons so far. The analysis identifies critical concerns for forest tenure security, state-community power relationships, and effective local institutions of the commons, and suggests that Nepal’s REDD+ process is taking place at a particularly consequential time for structural changes of the forest governance framework.  相似文献

Thailand underwent a major shift in forest policy in the second half of the 1980s to promote sustainable management and control of deforestation. This paper puts this in the context of earlier changes in forest policy and analyses the underlying causes of the shift by analysing changes in the relative strength of different interest groups within the framework of a policy pressures model. Internal pressures had a stronger impact on Thai forest policy than external pressures. Protectionist groups became more numerous and more powerful in Thailand in the 1980s in relation to exploitative groups, and their rise in influence was facilitated by continuing progress in democratization and pluralization, linked to the consequences of economic development. Such political change could help to explain the apparent link between better environmental management and economic development shown in the Environmental Kuznets Curve.  相似文献

We propose the wildlife premium mechanism as an innovation to conserve endangered large vertebrates. The performance‐based payment scheme would allow stakeholders in lower‐income countries to generate revenue by recovering and maintaining threatened fauna that can also serve as umbrella species (i.e., species whose protection benefits other species with which they co‐occur). There are 3 possible options for applying the premium: option 1, embed premiums in a carbon payment; option 2, link premiums to a related carbon payment, but as independent and legally separate transactions; option 3, link premiums to noncarbon payments for conserving ecosystem services (PES). Each option presents advantages, such as incentive payments to improve livelihoods of rural poor who reside in or near areas harboring umbrella species, and challenges, such as the establishment of a subnational carbon credit scheme. In Kenya, Peru, and Nepal pilot premium projects are now underway or being finalized that largely follow option 1. The Kasigau (Kenya) project is the first voluntary carbon credit project to win approval from the 2 leading groups sanctioning such protocols and has already sold carbon credits totaling over $1.2 million since June 2011. A portion of the earnings is divided among community landowners and projects that support community members and has added over 350 jobs to the local economy. All 3 projects involve extensive community management because they occur on lands where locals hold the title or have a long‐term lease from the government. The monitoring, reporting, and verification required to make premium payments credible to investors include transparent methods for collecting data on key indices by trained community members and verification of their reporting by a biologist. A wildlife premium readiness fund would enable expansion of pilot programs needed to test options beyond those presented here. This article presents a system dynamics (SD) method to examine the problem of forest degradation. The model developed takes a system-oriented view of forest management, embracing both social and biophysical factors affecting deforestation. Social factors examined are socio-economic variables or elements that influence behaviour and decision-making choices at the household level. Biophysical factors are four sub-components that are considered major land uses namely, the paddy field component, rattan plantations, coffee plantations and forest stands. The model was applied in a case study located in Pasir District of East Kalimantan, Indonesia. The site covers an area that includes a protected forest and a privately allocated timber license concession. Three village communities are examined in the case study. The SD model developed was applied to the case study focusing on three management policies or scenarios, which are based on access rights to the forest resources within the study area. Specifically, the property arrangements examined in each scenario are: Policy 1 – status quo (i.e. continue present property rights arrangements); Policy 2 – local communities manage the forest exclusively; and Policy 3 – collaborative management involving both local communities and a private company. Results from the model show that the third policy is the most viable option, and also lead to a win–win solution.  相似文献

Economic analysis of optimal ecosystem management in the presence of a threshold has typically ignored the potential for induced behavioral responses. This paper contributes to the literature on non-convex ecosystem management by considering the implications of a particular behavioral response in a regional economy – that of amenity-led growth – to changes in ecosystem services generated by a lake ecosystem subject to a eutrophication threshold. The essential policy challenge is to achieve optimal levels of lake nutrients and urbanization given that improvements to water quality will induce additional migration and urbanization in the region with attendant ecological impacts. We show that policies that ignore the recursive relationship between urbanization and water quality unintentionally exacerbate boom-bust cycles of regional growth and decline and risk pushing the system towards long-run economic decline. In contrast, the optimal policy accounts for the behavioral feedbacks to improved ecosystem services, and balances regional growth and ecological degradation.  相似文献

Abstract: Conservation biologists have developed powerful tools for reserve selection and design over the past two decades, yet seldom are protected areas actually designed on scientific grounds. Using fundamental biological and socioeconomic principles of conservation science, we designed a new protected area and its multiple-use zone on the Masoala Peninsula in the humid forest zone of Madagascar. The explicit design criteria determined the data gathered for the work, which included (1) spatial distribution and quality of habitat, (2) the areas and species at greatest risk, (3) the relationship between environmental gradients and species distributions, (4) current and predicted human settlement and land and resource use, and (5) the economic potential of natural forest management as an alternative to deforestation. We used a geographic information system to integrate these data layers and applied the design criteria to develop a park proposal that balanced human and wildlife needs. The proposal won the approval of local residents, and a national decree in 1997 designated 2100 km2 of rainforest and three satellite marine reserves as the Masoala National Park, with a surrounding multiple-use zone of approximately 1000 km2. The new park is Madagascar's largest protected area and protects more lowland (<400 m) humid forest habitat than the entire reserve system combined, a significant step forward in conserving a globally important ecoregion. Consideration of local needs and the national economy was a key element in gaining approval for the Masoala Park. Such an approach toward reserve design could be applied elsewhere to improve chances of establishing and maintaining protected areas over the long term.  相似文献

Concerns about the social consequences of conservation have spurred increased attention the monitoring and evaluation of the social impacts of conservation projects. This has resulted in a growing body of research that demonstrates how conservation can produce both positive and negative social, economic, cultural, health, and governance consequences for local communities. Yet, the results of social monitoring efforts are seldom applied to adaptively manage conservation projects. Greater attention is needed to incorporating the results of social impact assessments in long‐term conservation management to minimize negative social consequences and maximize social benefits. We bring together insights from social impact assessment, adaptive management, social learning, knowledge coproduction, cross‐scale governance, and environmental planning to propose a definition and framework for adaptive social impact management (ASIM). We define ASIM as the cyclical process of monitoring and adaptively managing social impacts over the life‐span of an initiative through the 4 stages of profiling, learning, planning, and implementing. We outline 14 steps associated with the 4 stages of the ASIM cycle and provide guidance and potential methods for social‐indicator development, predictive assessments of social impacts, monitoring and evaluation, communication of results, and identification and prioritization of management responses. Successful ASIM will be aided by engaging with best practices – including local engagement and collaboration in the process, transparent communication of results to stakeholders, collective deliberation on and choice of interventions, documentation of shared learning at the site level, and the scaling up of insights to inform higher‐level conservation policies‐to increase accountability, trust, and perceived legitimacy among stakeholders. The ASIM process is broadly applicable to conservation, environmental management, and development initiatives at various scales and in different contexts.  相似文献

Background

This paper describes a conceptual framework for solutions-focused management of chemical contaminants built on novel and systematic approaches for identifying, quantifying and reducing risks of these substances.

Methods

The conceptual framework was developed in interaction with stakeholders representing relevant authorities and organisations responsible for managing environmental quality of water bodies. Stakeholder needs were compiled via a survey and dialogue. The content of the conceptual framework was thereafter developed with inputs from relevant scientific disciplines.

Results

The conceptual framework consists of four access points: Chemicals, Environment, Abatement and Society, representing different aspects and approaches to engaging in the issue of chemical contamination of surface waters. It widens the scope for assessment and management of chemicals in comparison to a traditional (mostly) perchemical risk assessment approaches by including abatement- and societal approaches as optional solutions. The solution-focused approach implies an identification of abatement- and policy options upfront in the risk assessment process. The conceptual framework was designed for use in current and future chemical pollution assessments for the aquatic environment, including the specific challenges encountered in prioritising individual chemicals and mixtures, and is applicable for the development of approaches for safe chemical management in a broader sense. The four access points of the conceptual framework are interlinked by four key topics representing the main scientific challenges that need to be addressed, i.e.: identifying and prioritising hazardous chemicals at different scales; selecting relevant and efficient abatement options; providing regulatory support for chemicals management; predicting and prioritising future chemical risks. The conceptual framework aligns current challenges in the safe production and use of chemicals. The current state of knowledge and implementation of these challenges is described.

Conclusions

The use of the conceptual framework, and addressing the challenges, is intended to support: (1) forwarding sustainable use of chemicals, (2) identification of pollutants of priority concern for cost-effective management, (3) the selection of optimal abatement options and (4) the development and use of optimised legal and policy instruments.

Techniques for water harvesting from streams for irrigation and waterpower utilities, particularly in the semi-arid middle mountain region of Nepal, were developed many centuries ago. Water harvesting techniques have traditionally evolved to fit the local environment and living conditions of the people. In terms of community participation, the sustainability of community-based local water resources management in Nepal should promote traditional streamwater harvesting technologies that will potentially benefit local communities and also should be recognized by environmentalists and water experts. This paper investigates some traditional forms of water delivery technologies adopted by local farmers in three catchment areas from the middle mountain region of Nepal. Each form of indigenous practice is considered from the objective of scientific validation.  相似文献

The study was conducted to investigate people’s forest dependency and contributions of forests to the livelihoods in the three hill districts of Chittagong Hill Tracts (CHT), Bangladesh. The study revealed that forest resources contribute significantly to rural community’s livelihoods and economic well-being. Using generalized logistic regressions, this study has also investigated the socioeconomic factors that affect people’s dependency on forest resources of CHT. The study revealed that people’s income from forest and forest-related occupation was positively aligned with their forest dependency. However, their education level significantly reduced their dependency on forest resources. Thus, educating the forest-dependent people and supporting alternative income generation activities should be appreciated for effective forest management in CHT. This study will be helpful to forest and environmental policy makers for CHT.  相似文献

As interest in sustainability-related issues has increased over recent years, so too has urban sustainability risen to the fore, in academic, practitioner, and policymaking circles alike. Urban sustainability requires a balance between environmental concerns, the economy, and social development in urban areas. However, over the years, there has been an exponential increase in urban density, accompanied by increased economic activity and high levels of consumption, which have hindered urban planning and made the sustainable management of urban areas more difficult. It has therefore become increasingly necessary to combine the interests of the various stakeholders involved in – or affected by – urban planning measures, in order to achieve a balance between their needs, those of the environment and future generations, and the need for economic development. Sustainability evaluation models can in this sense be considered a baseline condition for sustainable development. However, most existing evaluation systems present limitations in terms of criteria identification and the calculation of the respective trade-offs. To address these issues, the current study aims to combine cognitive mapping and the Analytic Hierarchy Process (AHP) to prioritize the determinants of sustainable development in urban areas. This article proposes an analytical framework for developing indicators of agriculture and rural community sustainability, including the symbiotic relationship between sustainable agriculture and rural well-being. Rural well-being offers a sustainable approach to healthy lifestyles that are based on a balance of many complex components including social, economic, and environmental issues. The United States (US) and the United Kingdom (UK) have taken positions on these issues. The United States Department of Agriculture is ‘committed to helping improve the economy and quality of life in rural America’ through loans and subsidies (USDA 2015). The USDA Sustainable Agriculture Research and Education (SARE) program vision is to sustain ‘an enduring American agriculture of the highest quality that is profitable, protects the nation’s land and water and is a force, providing a healthy and rewarding way of life for farmers and ranchers whose quality products and operations sustain their communities and society’ (SARE 2016; Smart, Sandt and Chris Zdorovtsov 2016). UK government and non-government agencies have taken a more holistic approach to rural well-being in their efforts to achieve a more balanced social–economic–environmental state of rural well-being. The UK interpretation of Community Supported Agriculture is a tested example of this sustainable approach to fostering rural well-being (Saltmarsh et al. 2011).  相似文献

Abstract:  World chocolate demand is expected to more than double by 2050. Decisions about how to meet this challenge will have profound effects on tropical rainforests and wild species in cocoa-producing countries. Cocoa, "the chocolate tree," is traditionally produced under a diverse and dense canopy of shade trees that provide habitat for a high diversity of organisms. The current trend to reduce or eliminate shade cover raises concerns about the potential loss of biodiversity. Nevertheless, few studies have assessed the ecological consequences and economic trade-offs under different management options in cocoa plantations. Here we describe the relationships between ant ecology (species richness, community composition, and abundance) and vegetation structure, ecosystem functions, and economic profitability under different land-use management systems in 17 traditional cocoa forest gardens in southern Cameroon. We calculated an index of profitability, based on the net annual income per hectare. We found significant differences associated with the different land-use management systems for species richness and abundance of ants and species richness and density of trees. Ant species richness was significantly higher in floristically and structurally diverse, low-intensity, old cocoa systems than in intensive young systems. Ant species richness was significantly related to tree species richness and density. We found no clear relationship between profitability and biodiversity. Nevertheless, we suggest that improving the income and livelihood of smallholder cocoa farmers will require economic incentives to discourage further intensification and ecologically detrimental loss of shade cover. Certification programs for shade-grown cocoa may provide socioeconomic incentives to slow intensification.  相似文献

Abstract:  The physical, economic, and sociocultural displacement of local peoples from protected areas generates intense discussion among scholars and policy makers. To foster greater precision and clarity in these discussions, we used a conceptual framework from the political economy literature to examine different forms of human displacement from protected areas. Using marine protected areas (MPAs) to ground our analysis, we characterized the 5 types of property rights that are reallocated (lost, secured, and gained) through the establishment of protected areas. All forms of MPA "displacement" involve reallocation of property rights, but the specific types and bundles of rights lost, secured, and gained dramatically shape the magnitude, extent, and equity of MPA impacts—positive and negative—on governance, economic well-being, health, education, social capital, and culture. The impacts of reallocating rights to MPA resources vary within and among social groups, inducing changes in society, in patterns of resource use, and in the environment. To create more environmentally sustainable and socially just conservation practice, a critical next step in conservation social science research is to document and explain variation in the social impacts of protected areas.  相似文献
