The nature of work has changed dramatically due to globalisation, migration, technological advances and the emergence of the knowledge-based economy. These changes have been accompanied by the increased prevalence of new and emerging types of risk to workers’ health and safety, such as psychosocial risks. This paper reviews the key regulatory and voluntary standards on occupational health and safety of relevance to the management of psychosocial risks in the workplace that are applicable to the European Union member states. The review indicates that regulatory standards set the minimum level of protection for workers and voluntary standards may further enable organisations to go beyond their legal obligations. However, the review also highlights that the terms ‘stress’ and ‘psychosocial risks’ are not mentioned explicitly in most pieces of legislation leading to lack of clarity on the terminology used. While voluntary standards seek to address this, very few provide specific guidance on the process of psychosocial risk management to enable organisations to manage psychosocial risks successfully. On the basis of the review, the case for the development of a voluntary standard for psychosocial risk management is presented. The paper further discusses the recent development of such a standard and its implications at the European level.  相似文献

Road safety performance has traditionally been measured at national level, because the national authorities have assumed main responsibility for managing road safety of citizens. With the rise of EU governance, the role of national government has slightly decreased while the role of local authorities has been reinforced in many countries, creating a new playfield for policy actions. Assessing road safety performance at local territorial level may provide new inputs needed to trigger further improvements in road safety, as it brings about a higher accountability of policy makers and brings relevant issues closer to citizens. The measures and methods for such evaluation have now become broadly available and their application may bring a difference in current pace of road safety improvements. An example of the application of full Bayes spatio-temporal model on local road risk data is provided, illustrating the potential of local areal analysis for a better road safety management.  相似文献

Spanish workers have been among the most exposed to psychosocial risks across the European Union.CC.OO. and ISTAS decided to establish an action plan to empower workers’ health and safety representatives to have an influence on the psychosocial risk assessment processes leading to negotiations with employers over a more democratic, fair and healthier work organization.Most important outcomes included 3600 companies which have followed a participatory process culminating with the implementation of agreed upon at source preventive measures in 40% of cases.There exists some evidence that preventive actions have increased in Spain since CC.OO.’s workers’ health and safety representatives started systematically pushing for improvements in the psychosocial work environment, however the quality of such actions is less clear.Future priorities include: first, to overcome barriers related to the interaction with external agents, especially with professional and administrative bodies. Second, to increase collaboration with scientific institutions to ensure and improve quality of both risk assessment tools and preventive actions. Third, to evaluate at the source interventions at company level with special interest in looking at the involvement of worker representatives, managers and OH professionals and the impact of their involvement on the undertaking of effective preventive actions. Fourth, increasing interaction between ISTAS and CC.OO. in order to place demands for the improvement of psychosocial working conditions more centrally in collective bargaining. Fifth, trying to increase unity of action of all Spanish workers’ unions on the subject.  相似文献

Fleet, work-related or occupational road safety has the potential to make a major contribution to reducing both human harm and asset damage. To date, however, there would appear to be a dearth of well researched and evaluated case studies in the public domain in this area.This paper provides an on-going, documented, real-world case study of work-related road safety within an Australian company that has sought to manage, monitor and improve its road safety performance over the last 5 years through a range of proactive, fleet manager, insurance and risk-led initiatives.Roche Australia has successfully implemented a Company Motor Vehicle Safety Program with support from its fleet insurers and risk management advisors. Four key initiatives are set out covering: (1) Driver risk assessment, monitoring and improvement. (2) Policy development and communications. (3) Process and outcomes evaluation. (4) Continuous review and refinement of policies, processes, programs and future developments.The program has led to a range of process and performance-based outcomes. Typical barriers to success in work-related road safety have been identified and overcome. Almost 100% risk assessment and improvement process compliance by drivers has been achieved. A predictive relationship between risk assessment outcomes and collision history has been identified. Reductions in insurance claims, collision costs and claims ratio have been sustained. A detailed project plan is in place to continue the program for the next 3 years.The paper concludes that with effective management, a well developed work-related road safety program can result in performance improvements within the initiating organisation. Several limitations in the case study methodology, as well as areas for further work and lessons for policy makers, researchers and practitioners are also identified.  相似文献

Work-related psychological health problems have become a major challenge for occupational health and safety (OHS) management. Hard and soft policy systems could be employed to guarantee that this issue is taken seriously and solved effectively. However, in China, compared with the European Union (EU) and Australia, few experts have reviewed the policies related to this area. Thus, a comparative analysis was performed to investigate the hard and soft law policies associated with safety-related psychological health in the workplace based on approved criteria. A total of 21 policies (16 hard and 5 soft) were evaluated, and the current realities were discovered. Then, by comparing the actual situation in China with that of countries with well-developed policy systems in this area, extant gaps and future challenges were observed. The results showed that both hard and soft policies addressed the topic, but all of them had rather low scores. The policy system is far from perfect and is still in its infancy in China, and there are great gaps between China and countries with more developed systems related to this topic. Filling these gaps may involve encountering some challenges in the future. Based on the analysis, some specific suggestions are recommended to promote the policy system and improve OHS management from the perspective of psychological health related to work.  相似文献

In 1986 the Council of Ministers of the European Community set up a 5-year demonstration project called the European Home and Leisure Accident Surveillance System (EHLASS); this project collects data on home and leisure accidents from accident and emergency departments of hospitals. The study reported upon in this paper evaluates the results of the demonstration project, in particular at the national level, and identifies problems that need to be resolved during the second stage of the project. The major finding of the study is that there are many good reasons for continuing EHLASS. The conditions for successful implementation of the system have been identified; these conditions relate to the methodology and the management of the system. The key element for a successful implementation of EHLASS is decentralization of technical responsibilities and reinforcement of the coordinating role of the European Commission.  相似文献

The European Council and the Parliament recognised that pipeline accidents had occurred in Europe and worldwide, which clearly indicated the `major accident hazard' potential of pipelines. The present paper presents an overview of the Community Policy on the control of major accident hazards arising from pipelines, summarises the Commission review/assessment of existing legislation on pipelines within the Member States and outlines the principles on which a possible EU initiative should be based. The review has shown that many Member States do not have comprehensive `major accident hazard' legislation in place for pipelines and therefore an EU initiative would complete existing industrial risk management legislation, based on the `precautionary principle'.  相似文献

Recognising the importance of establishing appropriate separation distances between hazardous installations and vulnerable residential areas for mitigating the effects of industrial accidents, the European legislation for the control of major accident hazards - the so-called Seveso II Directive - calls for procedures ensuring that technical advice is taken systematically into account for land-use planning (LUP) purposes. Due to historical, administrative, cultural and other reasons, these European Union’s Member States which have consolidated procedures for addressing this issue, have employed different approaches, methods and criteria, with a potential for great divergence in the resulting land-use planning decisions. In order to address this situation and to increase consistency and ‘defendability’ of land-use planning decisions in the EU, a European Working Group has been established and is operating under the coordination of the European Commission’s Joint Research Centre (JRC). This Group, consisting of experts from the EU Member States, the industry and the academia, is trying to understand the different approaches and their implications to LUP decision-making, to develop guidelines in support to these decisions and to examine data sources and tools for consistent application of risk assessment in support to LUP. This paper presents the activities of the Group, reviews the situation with respect to LUP in Europe and discusses whether a direction towards more consistent LUP decisions is being followed in Europe.  相似文献

Workplace accidents still occur with distressing frequency, particularly in construction. Industrialized countries have become increasingly aware of this situation and have adopted policies to attempt to deal with this issue. Such policies have led to the development of new laws and regulations with a view to improving workplace conditions.This paper first analyzes policies regarding accident prevention in the European Union, as initially stipulated in the European Framework Directive 89/391/EEC, and more specifically in Directive 92/57/EEC, on the implementation of minimum safety and health requirements at temporary or mobile construction sites, concentrating on prevention through design. Whilst designers previously had some responsibilities for reducing risk under common law provisions in many countries, this directive was the first explicit legislation to enforce particular duties upon them. The adaptation of the provisions in this directive to the national legislation of EU member countries is also studied.The second section of the paper analyzes the incidence rate of workplace accidents in the construction sector in each country from the year when these regulations came into force until the present time. Based on the evolution of these accident rates, the paper postulates the extent to which European policies have contributed to accident prevention in construction. It is now more than a decade since this legislation has been in force which provides a suitable period for a reflective analysis on it is impact.  相似文献

Occupational Health and Safety in Spain has improved considerably over the last decade, most likely due to a new concept where an overall concept of safety culture is defined. Important changes in industrial safety, hygiene, and psychosocial factors present an optimistic panorama for the future of Spain. Despite this general improvement, according to the European Convergence Program, Spanish statistics still offer far from good safety results. In fact, according to 1997 official statistics, Spain had the highest incidence rate for nonfatal occupational accidents of all European Union (EU) countries, and occupied third place for fatal accidents. This paper summarizes the organizational structure of the Spanish National System of Health & Safety at Work, its effective health and safety laws, and statistics on the Spanish work environment obtained from III Spanish National Survey on Work Conditions (1997). The researchers hope that the findings of this work will have an impact on Spanish industry that will subsequently bring about improvements in work conditions and develop assessment and intervention models in occupational health and safety, from a theoretical position integrating environmental, human, and organizational factors.  相似文献

The occupational risk model (ORM) developed by the Dutch workgroup occupational risk model WORM has been transferred to a Danish context, with the aim of creating a more simple system, particularly for SMEs. The ORM identifies the activities in a person’s daily work that contribute most to the person’s risk and also identifies which conditions need to be changed in order to reduce that risk. Our investigation seeks to determine whether we can use the ORM method to collect information about risks in SMEs and, if so, whether we can present this information in a way that allows SMEs to use it constructively. Finally, we seek to evaluate the impact of this method on occupational safety in SMEs, as the project also focuses on management factors that can motivate the SMEs to heighten their risk-awareness and expand their own initiatives. The present paper describes the methodological approaches applied and some of the preliminary findings obtained during field observations.  相似文献

After mapping of current European Union regulations on the management of accident risks related to natural hazards and different industrial activities, this paper discusses insights from past and current European Commission initiatives on harmonisation of assessment and management of safety risks. The problem of safety comparison and risk/benefit communication is of critical importance for sustainable decision making. For the specific case of the energy sector, the European Commission’s Joint Research Centre (DG JRC) and DG TREN (Directorate General for Transport and Energy) have recently started two connected initiatives, called energy risks monitor (ERMON) and safety and security of energy infrastructures in a comparative view (SEIF-CV). While ERMON deals with the development of a methodology and corresponding web-based information system to cross-compare in a consistent way safety, risk and reliability performances of different energy systems (fossil, nuclear, renewables) across their specific fuel cycle chains, SEIF-CV creates a corresponding network of stakeholders in the energy sector as well as the necessary review and user panels for ERMON. The European iNTeg-Risk project is a large-scale integrated project aimed at improving the management of emerging risks related to new technologies in European industry. The project aims to build a new management paradigm for emerging risks as a set of principles supported by a common language, agreed tools and methods, and key performance indicators, all integrated into a single framework. It is using a number of Emerging Risk Representative Applications (ERRAs), or case studies, to inform the development of the framework; one of which concerns the carbon capture and storage (CCS) process.This paper describes the iNTeg-Risk CCS ERRA. Relevant hazards and properties of carbon dioxide are described and the emerging risks from CCS are discussed. Three new tools have been developed or trialled within the ERRA. These are: the DyPASI methodology for taking account of atypical (not usually identified) events during hazard identification; a methodology for including the time dimension in a risk assessment; and life-cycle approaches for risk management and communication. For CCS, the risk assessment needs to include both short-term potential accidents from capture, transport or injection, as well as very long-term risks from storage. Knowledge gaps which are generic to emerging risks are also identified.  相似文献

This paper presents the quantification of occupational risk of the construction of a highway tunnel, located in Northern Greece. Risk assessment is based on the Workgroup Occupational Risk Model (WORM) project, developed in the Netherlands. This model can assess occupational risk at hazard level, activity level, job level and overall company risk. Seventeen job positions have been identified for this construction project, such as operators of a drilling machine, a loader, an excavator, a spraying machine, a crane operator, a blaster, a welder, the supervisor of the project, truck drivers and various other workers participating in the major construction phases. All risk profiles of workers have been quantified and jobs have been ranked according to their risk. Occupational risk has been assessed for two major tunnel construction phases which are (a) the excavation and primary support and (b) the final lining and support of the tunnel.  相似文献

In 2001–2003, the Swedish Work Environment Authority (SWEA) ran a project to develop better methods to inspect psychosocial risk factors at work. The objective was twofold: to develop methods to enable most inspectors to effectively inspect such health risks, and to set a standard for method development within SWEA. This article presents our evaluation of the project and a discussion of this as an example of regulatory implementation. The methods project largely failed. Major reasons were the lack of general provisions on psychosocial risks, isolation from other policies in SWEA that affect the inspection of such risks, and a lack of engagement and guidance by top management on how to prioritize and conduct this very challenging development project. Underlying this was possibly a preoccupation with other major internal reforms, a limited competence and an unwillingness to challenge the employers on psychosocial and organizational issues within SWEA’s top management. Yet, the project probably had some indirect positive effects by raising awareness within the authority of psychosocial risk factors, of the complexities of inspecting such risks and of the difficulty to develop effective methods to supervise them.  相似文献

Introduction: The European Union (EU) has developed different strategies to internalize the costs of excessive motor traffic in the road freight transport sector. One of these is a relaxation of restrictions on the size and load capacity of trucks that circulate between member States and a proposal has been made for Longer and Heavier Vehicles (LHVs) to be allowed to circulate across borders. LHVs are the so-called “megatrucks” (i.e., trucks with a length of 25 meters and a weight of 60 tonnes). Megatrucks have allowed to circulate for decades in some European countries such as Norway, Finland, and Sweden, world leaders in traffic accident prevention, although the impact that cross-border traffic would have on road safety is still unknown. Methods: This article provides an econometric analysis of the potential impact on road safety of allowing the circulation of “megatrucks” throughout the EU. Results: The findings show that countries that currently allow megatrucks to circulate present lower traffic accident and fatality levels, on average. Conclusions: The circulation of this type of vehicle is only advisable in countries where there is a certain degree of maturity and demonstrated achievements in the field of road safety. Practical applications: European countries that have allowed megatruck circulation obtaining better road safety outcomes in terms of accidents, although the accident lethality rate seems to be higher. Consequently, introducing megatruck circulation requires a prior proper preparation and examination.  相似文献

The world has increasingly been establishing guidelines for industrial safety and health to promote occupational safety and health. The Korean government is also providing the establishment, execution, coordination and control of the industrial safety and health policy and safety assessment and improvement for harmful and dangerous machines, instruments, and equipment, protective devices, personal protective equipment, etc. Specifically, this centered on the ILO enacted ILO-OSH 2001 guidelines, for safety and health management system in 2001. However, varied modifications were adopted because the ordinances and guidelines are diverse by nations. In addition, Korea has introduced and disseminated the safety and health management system to workplaces since 1999. However, businesses have shown reservations to introducing the safety and health management system on economic grounds. There are a lot of losses in the business because they lack experts group in the workplace and operate the quality, environment, and Safety & health management systems separately. Accordingly, in this study, KOSHA have investigated the problems and the future improvements of the safety and health management system.  相似文献

This paper has been prepared by its authors to show the benefits coming from the application of the fire risk assessment methodology prepared by the “LastFire© Project” group of experts. Now a days this methodology seems to be very effective to face the fire risk connected with large atmospheric storage tanks. It has been developed during the period 1997–2005 the HSE & operations experts from experts 16 worldwide operating oil companies. The authors, by “ad hoc” created software package, show the benefit coming from the applications of the LastFire© methodology and how, from this, using the methodology and the supporting tad, realize a coherent fire strategy in the form of a Fire Risk Management System. Same workflow could also be extended to the issues connected with other problems related with large atmospheric tanks storing hydrocarbons, such as environmental impact by soil pollution, to create a common frame walk of assessment not can be shared with authorities as well. The proposed methodology, moving from the original project, sets as an effective “Fire Hazard Management Approach” in line with the most recent trends (even enforced by the regulations) shared at international levels, that propose the integration of risk assessment with prevention and protection measures selection based on achieved risk reduction, costs, time needed, etc.  相似文献
