ABSTRACT: Concentrations of atmospheric CO2 and other radiatively active trace gases have risen since the Industrial Revolution. Such atmospheric modifications can alter the global climate and hydrologic cycle, in turn affecting water resources. The clear physical and biological sensitivities of water resources to climate, the indication that climate change may be occurring, and the substantial social and economic dependencies on water resources have instigated considerable research activity in the area of potential water resource impacts. We discuss how the literature on climate change and water resources responds to three basic research needs: (1) a need for water managers to clearly describe the climatic and hydrologic statistics and characteristics needed to estimate climatic impacts on water resources, (2) a need to estimate the impacts of climate change on water resources, and (3) a need to evaluate standard water management and planning methods to determine if uncertainty regarding fundamental assumptions (e.g., hydrologic stationarity) implies that these methods should be revised. The climatic and hydrologic information needs for water resource managers can be found in a number of sources. A proliferation of impact assessments use a variety of methods for generating climate scenarios, and apply both modeling approaches and historical analyses of past responses to climate fluctuations for revealing resource or system sensitivities to climate changes. Traditional techniques of water resources planning and management have been examined, yielding, for example, suggestions for new methods for incorporating climate information in real-time water management.  相似文献

To assess the vulnerability of water resources in the Bagmati River Basin in Nepal, this paper adopts an indicator-based approach wherein vulnerability is expressed as a function of water stress and adaptive capacity. Water stress encompasses indicators of water resources variation, scarcity, and exploitation and water pollution, whereas adaptive capacity covers indicators of natural, physical, human resource, and economic capacities. Based on the evaluation of eleven indicators, which were aggregated into eight vulnerability parameters, an increasingly stressful situation and lack of adaptive capacity became evident. Considerable spatial variation in indicator values suggests differential policy options. While the northern parts need attention to reduce pollution loading and conserve vegetation cover, the southern parts need improvements in physical capacity, i.e. water infrastructures. The comprehensive and easily interpretable findings of the study are expected to help decision makers reach sound solutions to reduce freshwater resources vulnerability in the Bagmati River Basin, Nepal. With its inherent flexibility, the approach has demonstrated its potential for application in different times and areas for monitoring and comparison purposes.  相似文献

Adaptation and the adaptive capacity of human and environmental systems have been of central concern to natural and social science scholars, many of whom characterize and promote the need for collaborative cross-boundary systems that are seen as flexible and adaptive by definition. Researchers who study collaborative governance systems in the public administration, planning and policy literature have paid less attention to adaptive capacity specifically and institutional adaptation in general. This paper bridges the two literatures and finds four common dimensions of capacity, including structural arrangements, leadership, knowledge and learning, and resources. In this paper, we focus on institutional adaptation in the context of collaborative governance regimes and try to clarify and distinguish collaborative capacity from adaptive capacity and their contributions to adaptive action. We posit further that collaborative capacities generate associated adaptive capacities thereby enabling institutional adaptation within collaborative governance regimes. We develop these distinctions and linkages between collaborative and adaptive capacities with the help of an illustrative case study in watershed management within the National Estuary Program.  相似文献

Integrating social and hydrologic sciences for understanding water systems is challenged by data management complexities. Contemporary mandates for open science and data sharing necessitate better understanding of the implications of social science data types. In the context of an interdisciplinary water research program that endeavors to integrate and share social science and biophysical data, we highlight the array of data types and issues associated with social water science. We present a multi‐dimensional classification of social water science data that provides insight into data management considerations for each data type. Recommendations for cyberinfrastructure, planning, and policy are offered.  相似文献

In this study, Hydroelectric Power Plants, which have been built and integrated with irrigation schemes by the State Hydraulic Works which is a government agency and private companies in Turkey, have been examined. Technical, environmental, structural and social problems encountered during their operation have been analyzed, and appropriate solution proposals have been presented in the study for a sustainable irrigation and Hydroelectric Power Plant operation. Consequently, Hydroelectric Power Plants which have been integrated with irrigation schemes should be operated efficiently and they should be operated in attenuation with the environment. However, when hydroelectric projects are developed without preparing their necessary integrated basin management plans, then this will cause environmental, operation and maintenance, administrative, monitoring and evaluation problems. In order to ensure sustainability of hydroelectricity production and also in order to use water resources more efficiently for irrigation; it is very important to find permanent solutions to these problems.  相似文献

It is widely acknowledged that promoting the long-term sustainability of rural areas requires an assessment of their capacity to handle stress from a host of external and internal factors such as resource depletion, global trading agreements, service reductions and changing demographics, to name but some. The sustainability literature includes a number of approaches for conducting capacity evaluations but is sparse regarding effective methods and empirical examples. This article provides one approach for assessing community capacity and gives results from its application to a specific Canadian rural community. The authors use general capacity variables and indicators to focus on a particular stress, namely impacts from climate change, and on one type of capacity, namely the capacity to adapt (to such climatic change). A basic framework and profiling tool ('amoeba') for describing the resources underlying community adaptive capacity are offered. The researchers provide a set of indicators reflecting social, human, institutional, natural and economic resources and relate them to climate change adaptation at the community level. Although the indicators cannot be replicated exactly for other rural communities, the essentials of the framework and the profiling tool can. In fact it is hoped that the ideas and example found in this article will encourage researchers to enhance and improve on the methods and results for work on community capacity.  相似文献

Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity.  相似文献

For centuries, local and indigenous water rights and rules in the Andean region have been largely neglected and discriminated against. The process of undermining local communities’ water access and control rights continues up to today and not only is it headed by powerful local, national and international water‐use actors encroaching local rights — it is also a direct consequence of vertical State law and intervention practices, and the latest privatization policies. Recognition of and security for the diverse and dynamic local rights and management frameworks is crucial for improving rural livelihoods and even national food security in Andean countries. At the request of the Government of Ecuador — in which at that time the indigenous movement had its political participation — a research mission was organized to formulate a proposal for institutional reform, aiming at the strengthening of the national irrigation sector. In this article, some basic mission results are outlined and analyzed within the scope of four concepts (institutional viability, political democracy, equity, and water rights security), and practical elements for institutional reform are suggested, not only for the Ecuadorian irrigation sector but also other settings. The complementary roles of central Government, local governments and water user organizations in water resources management are emphasized as is the need to strengthen enabling legal and policy frameworks. The importance of translating constitutional recognition of local and indigenous rights and common property systems into practical procedures and institutional structures is also stressed.  相似文献

The National Water Commission (NWC) and the $2 billion Australian Government Water Fund (the fund) has drawn attention to the need for innovative and adaptive practices for water use. The NWC and the fund, whilst a critical and catalytic step in the recognition of the current water situation in Australia, has thus far neglected to consider the systemic failures of the water, irrigation and related industries that led to this point. The underlying issue of the efficient allocation of water resources can be resolved by the harmonisation of competing demands (economic, social and environmental) and the establishment of governance structures to reduce institutional impediments. The linking of the fund to National Competition Council (NCC) payments is an important consideration in this process. This paper will argue that governance reform and institutional (re)alignment to remedy the impediments to the efficient allocation of water resources needs to be embedded in and linked to national competition policy principles. This paper will consider the NWC in this context with the aim of informing future policy to consider the systemic failures of the water industry and to forge institutional change for the more effective allocation of water.  相似文献

Community capacity for watershed management has emerged as an important topic for the conservation of water resources. While much of the literature on community capacity has focused primarily on theory construction, there have been few efforts to quantitatively assess community capacity variables and constructs, particularly for watershed management and conservation. This study seeks to identify predictors of community capacity for watershed conservation in southwestern Illinois. A subwatershed-scale survey of residents from four communities located within the Lower Kaskaskia River watershed of southwestern Illinois was administered to measure three specific capacity variables: community empowerment, shared vision and collective action. Principal component analysis revealed key dimensions of each variable. Specifically, collective action was characterized by items relating to collaborative governance and social networks, community empowerment was characterized by items relating to community competency and a sense of responsibility and shared vision was characterized by items relating to perceptions of environmental threats, issues with development, environmental sense of place and quality of life. From the emerging factors, composite measures were calculated to determine the extent to which each variable contributed to community capacity. A stepwise regression revealed that community empowerment explained most of the variability in the composite measure of community capacity for watershed conservation. This study contributes to the theoretical understanding of community capacity by quantifying the role of collective action, community empowerment and shared vision in community capacity, highlighting the need for multilevel interaction to address watershed issues.  相似文献

The invasion of water hyacinth (Eichhornia crassipes) has resulted in enormous ecological and economic consequences worldwide. Although the spread of this weed in Africa, Australia, and North America has been well documented, its invasion in China is yet to be fully documented. Here we report that since its introduction about seven decades ago, water hyacinth has infested many water bodies across almost half of China’s territory, causing a decline of native biodiversity, alteration of ecosystem services, deterioration of aquatic environments, and spread of diseases affecting human health. Water hyacinth infestations have also led to enormous economic losses in China by impeding water flows, paralyzing navigation, and damaging irrigation and hydroelectricity facilities. To effectively control the rampage of water hyacinth in China, we propose a sustainability science-based management framework that explicitly incorporates principles from landscape ecology and Integrated Pest Management. This framework emphasizes multiple-scale long-term monitoring and research, integration among different control techniques, combination of control with utilization, and landscape-level adaptive management. Sustainability science represents a new, transdisciplinary paradigm that integrates scientific research, technological innovation, and socioeconomic development of particular regions. Our proposed management framework is aimed to broaden the currently dominant biological control-centered view in China and to illustrate how sustainability science can be used to guide the research and management of water hyacinth.  相似文献

Abstract: Growing populations, limited resources, and sustained drought are placing increased pressure on already over‐allocated water supplies in the western United States, prompting some water managers to seek out and utilize new forms of climate data in their planning efforts. One source of information that is now being considered by water resource management is extended hydrologic records from tree‐ring data. Scientists with the Western Water Assessment (WWA) have been providing reconstructions of streamflow (i.e., paleoclimate data) to water managers in Colorado and other western states (Arizona, New Mexico, and Wyoming), and presenting technical workshops explaining the applications of tree‐ring data for water management for the past eight years. Little is known, however, about what has resulted from these engagements between scientists and water managers. Using in‐depth interviews and a survey questionnaire, we attempt to address this lack of information by examining the outcomes of the interactions between WWA scientists and western water managers to better understand how paleoclimate data has been translated to water resource management. This assessment includes an analysis of what prompts water managers to seek out tree‐ring data, how paleoclimate data are utilized by water managers in both quantitative and qualitative ways, and how tree‐ring data are interpreted in the context of organization mandates and histories. We situate this study within a framework that examines the coproduction of science and policy, where scientists and resource managers collectively define and examine research and planning needs, the activities of which are embedded within wider social and political contexts. These findings have broader applications for understanding science‐policy interactions related to climate and climate change in resource management, and point to the potential benefits of reflexive interactions of scientists and decision makers.  相似文献

/ An integrated management plan to create favorable nesting habitat for the world-endangered Dalmatian pelicans, was tested at Kerkini irrigation reservoir, a Ramsar wetland. The lake is the major wintering site of Dalmatian pelicans in Europe, where the species lives year-round without breeding. The rise of water level at the reservoir during spring (exceeding 5 m) has an impact on the whole system, including several birds, which lose their nesting habitat. Although the integrity of the wetland demands ecological restoration with changes in its hydrologic regime, local socioeconomic conditions allow only habitat level interventions. During the planning phase of the management plan, both the ecological and social context of the interventions were considered. Monitoring of all pelican habitats and populations provided the scientific basis, while a socioecological survey on knowledge/attitudes of local fishermen toward wetland identified conflicts with specific resources and planned management. To gain public support, a broad information/education program was implemented. The education program for fishermen was based on the findings of the socioecological survey. The in situ management involved experimental construction of floating rafts, platforms over water, dredged-spoil islands, and platforms at various sites of the wetland. Monitoring of the managed habitats showed that most waterbirds used them for resting and roosting. Common terns nested on the rafts, cormorants on the platforms, and Dalmatian pelicans on the man-made island. Under the prevailing hydrologic and weather conditions, islands seem to be the most suitable habitat for pelican nesting. It is concluded that wildlife habitat management should integrate the ecological component, related to the needs of the species and ecosystem, with the social one, expressed by cooperation and involvement of the local community.KEY WORDS: Integrated management; Pelican; Nesting habitat; Habitat management; Reservoir-wetland; Public participation, Greece  相似文献

Abstract: It is critical to understand the ability of water management to prepare for and respond to the likely increasing duration, frequency, and intensity of droughts brought about by climate variability and change. This article evaluates this ability, or adaptive capacity, within large urban community water systems (CWSs) in Arizona and Georgia. It analyzes interview data on the bridges and barriers to adapting water management approaches in relation to extreme droughts over the past decade. This study not only finds levers for building adaptive capacity that are unique to each state but also identifies several unifying themes that cut across both cases. The interviews also show that a particular bridge or barrier, such as state regulation, is not universally beneficial or detrimental for building adaptive capacity within each state. Such knowledge is useful for improving water and drought management and for understanding how CWSs might prepare for future climate variability and change by removing the barriers and bolstering the bridges in efforts to build adaptive capacity.  相似文献

ABSTRACT: The use of watersheds to conduct research on land/water relationships has expanded recently to include both extrapolation and reporting of water resource information and ecosystem management. More often than not, hydrologic units (HUs) are used for these purposes, with the implication that hydrologic units are synonymous with watersheds. Whereas true topographic watersheds are areas within which apparent surface water drains to a particular point, generally only 45 percent of all hydrologic units, regardless of their hierarchical level, meet this definition. Because the area contributing to the downstream point in many hydrologic units extends far beyond the unit boundaries, use of the hydrologic unit framework to show regional and national patterns of water quality and other environmental resources can result in incorrect and misleading illustrations. In this paper, the implications of this misuse are demonstrated using four adjacent HUs in central Texas. A more effective way of showing regional patterns in environmental resources is by using data from true watersheds representative of different ecological regions containing particular mosaics of geographical characteristics affecting differences in ecosystems and water quality.  相似文献

Abstract: Assessment tools to evaluate phosphorus loss from agricultural lands allow conservation planners to evaluate the impact of management decisions on water quality. Available tools to predict phosphorus loss from agricultural fields are either: (1) qualitative indices with limited applicability to address offsite water quality standards, or (2) models which are prohibitively complex for application by most conservation planners. The purpose of this research was to develop a simple interface for a comprehensive hydrologic/water quality model to allow its usage by farmers and conservation planners. The Pasture Phosphorus Management (PPM) Calculator was developed to predict average annual phosphorus (P) losses from pastures under a variety of field conditions and management options. PPM Calculator is a vastly simplified interface for the Soil and Water Assessment Tool (SWAT) model that requires no knowledge of SWAT by the user. PPM Calculator was validated using 33 months of data on four pasture fields in northwestern Arkansas. This tool has been extensively applied in the Lake Eucha/Spavinaw Basin in northeastern Oklahoma and northwestern Arkansas. PPM Calculator allows conservation planners to take advantage of the predictive capacity of a comprehensive hydrologic water quality model typically reserved for use by hydrologists and engineers. This research demonstrates the applicability of existing water quality models in the development of user friendly P management tools.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00539.x Abstract: This essay offers some perspectives on climate‐related nonstationarity and water resources. Hydrologists must not lose sight of the many sources of nonstationarity, recognizing that many of them may be of much greater magnitude than those that may arise from climate change. It is paradoxical that statistical and deterministic approaches give us better insights about changes in mean conditions than about the tails of probability distributions, and yet the tails are very important to water management. Another paradox is that it is difficult to distinguish between long‐term hydrologic persistence and trend. Using very long hydrologic records is helpful in mitigating this problem, but does not guarantee success. Empirical approaches, using long‐term hydrologic records, should be an important part of the portfolio of research being applied to understand the hydrologic response to climate change. An example presented here shows very mixed results for trends in the size of the annual floods, with some strong clusters of positive trends and a strong cluster of negative trends. The potential for nonstationarity highlights the importance of the continuity of hydrologic records, the need for repeated analysis of the data as the time series grow, and the need for a well‐trained cadre of scientists and engineers, ready to interpret the data and use those analyses to help adjust the management of our water resources.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献
