随着经济的快速发展,机动车排气污染已成为我国城市空气污染的重要来源,而且在一定时段,机动车排气污染已成为空气污染最主要的污染源之一。以济南市经十路为例,采用实地调查的方法,得出各时段的车流量,选用大气环评助手EIAA中的CALINE4模式对机动车尾气中的主要污染物CO、NOx、THC的排放浓度进行估算,得出3种污染物CO、NOx、THC最大值均出现在7:00—8:00之间,最小值均出现在12:00-13:00之间,排放强度由大到小为:CO、THC、NOx。  相似文献

To devise and implement strategies to manage the quality of urban air, a metropolis needs air pollution data on which an air quality management plan can be formulated. Although air pollutants can come from several sources, many reports suggest that nitrogen dioxide from motor vehicle emissions is the major contributor to air pollution in cities. Since vehicles stop or move slowly through traffic intersections, concentrations of nitrogen dioxide (NO(2)) are expected to be relatively high at these sites. Inexpensive Ogawa passive samplers were placed at selected traffic intersections in the Durban Metropolis to trap the NO(2) which was then analysed by a sensitive laboratory-based method. The data obtained by this method was compared with data from sophisticated system comprising an active sampler cum on-line chemiluminescence detector. The sampling was done over a twelve month period to cover all seasons. Statistical analysis of the data showed that there was no significant difference between the means for the two methods. This study has established that an Ogawa passive sampler may be used as an economical and reliable collector for NO(2) in ambient air under varying climatic conditions. Further, the analysis method using a UV-Visible spectrophotometer was sensitive enough to detect NO(2) at the 10-20 ppb level. The cost of the method should be well within the budgets of most municipalities and it would motivate them to develop policies to alleviate traffic congestion.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. Measures for vehicle exhaust emissions aimed at reducing either air pollution or global warming could have counterproductive effects on one another. Increasing diesel passenger vehicles, which generally have lower CO2 emissions than gasoline counterparts, leads to increasing particulate matter (PM) emissions, while gasoline has lower PM emissions than diesel. It is said that stringent limits on PM emission factors discourages improved CO2 emission factors. Without including both effects in a risk evaluation, one cannot evaluate whether the total risk is reduced or not. Hence, we evaluated representative exhaust emission measures based on risk evaluation for both air pollution and global warming. Considering consumer choice between diesel and gasoline passenger vehicles and emissions standards adopted in Japan from 1995 to 2005, we built five cases for vehicle policy evaluation. For each case, we estimated disability-adjusted life years (DALY) as an index of human health risk caused by lung cancer linked to inhalation exposure of elemental carbon in PM as well as due to global warming linked to CO2. The results of our risk evaluation reveal that the case adopting the 2005 new long-term Japanese emission standard reduces the human health risk caused by lung cancer due to air pollution by 0.6 × 103 DALY, but would increase the risk due to global warming by 31.9 × 103 DALY compared with the case of adopting EURO 4, for the same conditions of passenger vehicle choice from 1995. These results suggest that the characteristics of Japanese emissions standards are mainly designed to reduce air pollution.  相似文献

通过对比分析新乡市2011年与2010年的监测数据,发现:环境空气质量、地表水河流控制断面有污染加重的趋势;气象条件、经济形势低迷、机动车尾气排放、交通干道堵塞是引起空气质量变化的原因;引起地表水质量变化的原因包括没有新鲜水源补给、结构性污染严重、其他城市来水污染、污水处理厂没有脱氮除磷设施。由此,提出了严格实行总量预算管理、转变经济增长方式、加强政府干预、加大环境监管、加强基础设施建设、河渠综合整治的改善环境质量的对策建议。  相似文献

本文从经济、能源、交通结构三大领域分析了京津冀、长三角和珠三角三大城市群的异同点,探究了结构性特征对大气污染的影响。结果表明:我国东部三大城市群中,珠三角的空气质量最优,长三角次之,京津冀最差,空气污染程度自南向北呈现阶梯状上升态势;能源规模和结构、工业规模和结构、交通规模和结构同步呈现自南向北逐步偏化石燃料、偏重工业、偏公路运输的结构性特征,与空气污染的阶梯分布在一定程度上相吻合。从时间来看,空气污染呈现历史性发展和累积特征;从空间来看,重工业规模大、比重高,化石燃料在能源消费结构中占比高,汽车保有量和船舶货物吞吐量快速增高是京津冀和长三角大气污染重于珠三角的内在结构性主因。在数据分析的基础上,本文从分区施策和结构调整两方面提出了大气污染防控对策建议。  相似文献

Since the early 1970s, Singapore has enacted a number of measures to tackle traffic congestion, including measures to restrain vehicle ownership. Although Singapore's per capita GDP is comparable to that of OECD countries, the present car-ownership level in Singapore (10 cars per 100 people) is only a fraction of levels in the OECD countries. Traffic flow in this city-State is relatively smooth, even during peak hours. Although the measures taken were aimed primarily at tackling traffic congestion, they have had other positive impacts, such as reducing energy consumption, air pollution and CO2 emissions. This article presents an overview of the transportation measures and initiatives in Singapore, and analyses two of the transport demand management measures in detail: the vehicle restraint measure, in particular the unique vehicle quota system introduced in 1990; and the two road pricing systems, i.e. the area licensing scheme (ALS) that operated from 1974 to 1998, and the electronic road pricing system (ERP) that went into operation in 1998. Energy and environmental impacts are then discussed, and finally factors contributing to the success of these schemes. Although certain conditions are unique to Singapore, the experience shows that substantial energy and environmental benefits can be achieved through managing urban transportation system in an integrated and innovative way.  相似文献

以1998—2009 年各地区的数据为样本,利用联立方程模型检验污染排放对经济发展的负面影响,以及宏观经济结构对这种影响的调节作用.研究发现,经济发展与污染排放之间存在相互影响的关系,经济结构与污染排放之间也存在相互影响的关系.当期经济发展水平的提高必然会引起污染排放的增加,但当期污染排放的增加会对今后经济发展产生滞后的负面效应.投资和出口对污染排放的负面影响存在调节作用,即投资比重越高,出口比重越低,当期经济增长引起的污染排放越少,污染排放的负面影响也越小.不过,消费比重对污染排放负面影响不存在调节作用.  相似文献

随着城市机动车保有量的不断增加,机动车尾气已经成为影响我国城市大气环境的主要问题之一。本文以儿童和交通警察两类人群为例,分析了机动车尾气污染给人体呼吸系统、免疫系统、心脑血管系统等造成的危害。结果表明,由于儿童的呼吸带与机动车尾气排放带非常接近,交警在机动车尾气环境中暴露事件太长,导致这两类人群的呼吸系统极易遭到破坏,发生支气管炎等疾病的概率大大增加;而免疫球蛋白水平和血压发生改变导致了抵抗能力的下降。最后建议通过采取发展公共交通、加强城市交通管理、完善检查维修制度等有效措施加强机动车尾气治理,减少对人体健康产生的危害。  相似文献

造成秦皇岛市空气环境状况越来越差,空气质量优良天数递减的主要原因为:不利的气象条件,污染源控制不完善,汽车尾气排放超标,港口扬尘严重,法规不健全及公众环保意识薄弱。建议通过加快产业升级与调整,推行清洁生产方式,搞好城市绿化工作,控制机动车尾气排放,加强环境科普教育的方法对秦皇岛市空气状况进行改善。  相似文献

Science and technology are an integral part of informing public policy on air pollution and transport management. Expectations of science and technology by society and their use by air quality policy makers has led to increasing reliance upon this evidence to promote health and well-being. This can be seen, for example, in the setting of the UK national objectives for air pollutants based on exposure and health effects. This paper addresses three questions. It assesses, through the use of focus groups, the public perceptions of air pollution and the atmospheric dispersion model output from the Atmospheric Dispersion Modelling System-Urban. Then it assesses their understanding of this information and its current presentation to the layperson. Finally, it assesses how their perceptions and understanding influence their solutions to local air quality management in the London Borough of Camden. The results show that participants in the study struggled with the concept of air pollution outside their sphere of experience, and they did not understand the scientific basis or modelling used to inform local policy. This is partly a result of the way this information is presented. They did not relate the technological evidence to their opinions of acceptable solutions or they expressed reluctance to suggest specific options. It is proposed that a well-informed public would make comprehensive decisions on air quality based upon a broader range of factors, incorporating the scientific reasoning and technological information as well as emotive and socio-economic factors. A balance between science and technological understanding with the validity of local expertise will improve air quality policy making to the greater satisfaction of all stakeholders.  相似文献

本文通过现场实测,获取了在不同行驶工况下深圳市横龙山隧道内CO浓度分布情况.结果表明,在堵车、缓行及正常行驶3种情况下,隧道入口、隧道中及隧道出口的CO浓度均逐渐升高,堵车时隧道内CO浓度最高,正常行驶时的浓度最低.采用环保部机动车排污监控中心关于在用车综合排放因子的研究成果中第3阶段汽车尾气排放标准计算隧道内CO浓度,结果与实测数据相符,CO在纵向全射流通风隧道内扩散规律符合一维纵向空气质量扩散方程.  相似文献

The rapid growth in motor vehicle activity in India and other rapidly industrializing low-income countries is contributing to high levels of urban air pollution, among other adverse socioeconomic, environmental, health, and welfare impacts. This paper first discusses the local, regional, and global impacts associated with air pollutant emissions resulting from motor vehicle activity, and the technological, behavioral, and institutional factors that have contributed to these emissions, in India. The paper then discusses some implementation issues related to various policy measures that have been undertaken, and the challenges of the policy context. Finally, the paper presents insights and lessons based on the recent Indian experience, for better understanding and more effectively addressing the transport air pollution problem in India and similar countries, in a way that is sensitive to their needs, capabilities, and constraints.  相似文献

通过对秦皇岛市2012—2013年的空气质量对比分析,得出2013年空气质量优良率明显下降,由2012年的96.5%下降到59.4%,其中,1月份空气污染最为严重,其次是8月份。秦皇岛市出现频率较高的前三个首要污染物分别为PM10、PM2.5、O3。提高秦皇岛市的空气质量应着重控制颗粒物和臭氧的排放及形成,更需注重1月份和8月份的空气质量状况。建议通过对重污染企业限排、机动车限行以及增加道路洒水次数等方法提高秦皇岛市的空气质量。  相似文献

本文尝试构建基于智能电网大数据的工业企业污染排放预测方法。通过分析上海大中型工业企业用电量与工业总产出、工业总产出与主要污染物直接排放量之间的关联关系,本文建立了工业企业基于用电量的直接污染排放清单估算方法。利用此估算方法,可在实时的智能电网大数据基础上估算工业企业直接污染排放量,服务于大气污染的实时预警和预测。本文研究表明,这种清单估算方法可直接应用于工业企业污染的实时防控,既可服务于政府大气污染监测、应急机制启动时防控对象的选择,也可服务于未来的污染物排放权实时交易市场的供需分析等,是大数据在污染防治领域应用的可行路径。  相似文献

Recently the possible link between air pollution and asthma has been at the centre of much political, public and media attention. This concern has been fuelled by evidence of increasing respiratory ill health, especially in children, and the search for an explanation has focused upon environmental pollution, particularly emissions from road transport. Paradoxically this concern has not been induced by new findings that address the fundamental question of the importance of current levels of air pollution in the causation, severity and responses in asthma. Asthma is predominantly an allergic disease of the human airways. These airways are known to become inflamed in response to exposure to a host of environmental factors. This paper reviews evidence of a link between pollution and asthma and examines the role of pollution in the expression of asthma. In more than 90 percent of children in the UK with asthma the major allergen is a protein particle secreted by house dust mites and this is likely to be the cause of the disease in most sufferers. However, if air pollution has a role it must be expressed in one of three ways. First, certain pollutants acting together, singly, or with other environmental triggers, may cause changes in airways and cause symptoms in people already suffering from asthma. Secondly, air pollution may be causing the initiation of asthma by a mechanism independent of other factors. Thirdly, exposure to pollutants may act in combination with allergens to initiate the asthmatic tendency. The medical evidence for each of these possible roles will be discussed. It is crucial that answers are forthcoming to these questions in order that effective and timely air pollution control strategies may be introduced.This paper was delivered at the Global Forum '94 Academic Conference.  相似文献

Sustainable development requires that the goals of economic development, environmental protection and social justice are considered collectively when formulating development strategies. In the context of planning sustainable transport systems, trade-offs between the economy and the environment, and between the economy and social justice have received considerable attention. In contrast, much less attention has been paid to environmental equity, the trade-off between environmental and social justice goals, a significant omission given the growing attention to environmental justice by policy makers in the EU and elsewhere. In many countries, considerable effort has been made to develop clean transport systems by using, for example, technical, economic and planning instruments. However, little effort has been made to understand the distributive and environmental justice implications of these measures. This paper investigates the relationship between urban air quality (as NO2) and social deprivation for the city of Leeds, UK. Through application of a series of linked dynamic models of traffic simulation and assignment, vehicle emission, and pollutant dispersion, the environmental equity implications of a series of urban transport strategies, including road user cordon and distance-based charging, road network development, and emission control are assessed. Results indicate a significant degree of environmental inequity exists in Leeds. Analysis of the transport strategies indicates that this inequity will be reduced through natural fleet renewal, and, perhaps contrary to expectations, road user charging is also capable of promoting environmental equity. The environmental equity response is, however, sensitive to road pricing scheme design.  相似文献

High taxes on new cars in Israel provide an incentive for car owners to defer the purchase of new vehicles. The result is a vehicle fleet of older, more polluting vehicles, with air pollution costs estimated at up to $530 million annually. The purpose of this paper is to conduct a cost benefit analysis (CBA) of an accelerated vehicle-retirement (AVR) programme. The analysis considers the private car fleet as well as trucks and buses. The study develops an economic model to identify the optimal payment level that will maximise the net benefit of the programme, and then apply the model to three different vehicle categories. It finds that an AVR programme for private cars may indeed yield significant net benefits, while a similar programme for trucks and buses fails to meet the cost-benefit test. For private cars, the study finds that even according to a conservative estimate, the programme will result in the voluntary retirement of approximately 98,000 private cars, with a present value net benefit of more than $50 million. This is equal to a 17% reduction in total annual private car air pollution costs for the five-year time span of the proposed programme.  相似文献
