There exists a clear imperative across the EU and within the UK towards the enhanced integration of community knowledge in environmental and health decision-making processes. The underlying social force that underpins this dynamic is the drive for a more accountable, transparent and publicly acceptable decision-making arena. However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. The task is to unveil the sequential chains of association that comprise the LAQM risk communication process.  相似文献

A promising new pathway for research on environmental justice is understanding public perceptions of justice or equity around a range of issues. Here we focus on policies intended to reduce air pollution from road traffic. We ask different urban communities, distinguished by the quality of local air and by socio-economic status, to judge the equitability of policies intended to reduce traffic emissions, both in terms of the environmental benefits of the policies and allocating the financial burden of paying for improvements. In the latter case, we are interested not only in the popular principles of equity that emerge, but also in whether a trade-off might exist between such principles of equity and the overall effectiveness and cost of the policy.  相似文献

The environmental behavior of the residents depends on their perception of environmental pollution. Hence, it is important for scientific and policy experts to research on the impact of the environmental pollution perception of local residents. Owing to the richness of natural resources, Hancheng coal mine areas are abound in heavy industries, and environmental pollution is serious and typical in this area, thus, the residents are anxious about their health. Using questionnaires, this paper surveys the perception of residents living in the coal mine area. The influential factors of environmental perception were analyzed by the Rank Sum Test. The results were: (1) the majority of the residents in the coal mine area are not satisfied with their living environment. The perception order of pollution severity is: air pollution?>?noise pollution?>?sanitation?>?water pollution. The residents think that pollution is mainly caused by coal processing. Hence, coal mining is not the main reason of the pollution in the coal mine area. (2) Age and length of residence have significant positive effects on perceptions of air, water, and noise pollutions; whereas education has a significant negative effect on perceptions of water and noise pollutions, as well as sanitation. This phenomenon can be explained by the various cultural groups having varied perceptions on the environmental pollution. In addition, proximity to mine has significant negative effect on perceptions of water and noise pollution. In conclusion, the paper discusses the effects of demographical and social factors on the perception of environmental pollution and gives suggestions on the planning and management of the environment.  相似文献

The rapid growth in motor vehicle activity in India and other rapidly industrializing low-income countries is contributing to high levels of urban air pollution, among other adverse socioeconomic, environmental, health, and welfare impacts. This paper first discusses the local, regional, and global impacts associated with air pollutant emissions resulting from motor vehicle activity, and the technological, behavioral, and institutional factors that have contributed to these emissions, in India. The paper then discusses some implementation issues related to various policy measures that have been undertaken, and the challenges of the policy context. Finally, the paper presents insights and lessons based on the recent Indian experience, for better understanding and more effectively addressing the transport air pollution problem in India and similar countries, in a way that is sensitive to their needs, capabilities, and constraints.  相似文献

Traditional air pollution management practices are examined using the human ecological framework adopted by Boyden and others (1981) in their study of Hong Kong—the biohistorical or biosocial approach. The subsequent analysis of current air quality management practices assesses their effectiveness in protecting the overall health of both humans and the natural environment. The uncertainties inherent in air pollution management practices which emerge highlight the need to reduce emissions rather than rely on scientific knowledge to define clean air. The assessment also clearly defines roles for research in various areas such as atmospheric models, health effects, and environmental damage. The final recommendations emphasize the need for the introduction of such incentives to reduce emissions as economic instruments and warn against using health information to define clean air. Health and environmental damage information can, however, be used in risk assessment strategies together with atmospheric dispersion models.  相似文献

Citizen science projects are increasingly recognised as catalyst for triggering behaviour change and building social capital around environmental issues. However, overview studies observe recurrent challenges in many citizen science projects in terms of combining high levels of data quality with deep citizen engagement and policy influence. This paper reports on the findings of the CurieuzeNeuzen project (www.CurieuzeNeuzen.eu), a large-scale citizen science project on air quality in Antwerp, delivering results in the three areas described above. Through CurieuzeNeuzen, 2,000 citizens studied the air quality levels in and around Antwerp in 2016 and were intensively deliberating on possible causes and solutions. Surveys were conducted at the start and towards the end of the project, with participants stating that their participation resulted in changed views and behaviour towards air pollution, mobility solutions, and city planning. The findings were picked-up academically and contributed to policy debates on air quality at city and regional level.  相似文献

Considerable importance is attached to the role of the public in environmental matters as consumers, investors, lobbyists and electors. To involve the public in safeguarding the environment it is necessary to capture their interest and to inform them. This paper assesses the contribution of registers of environmental information as one way of informing the public. It draws together the findings of three separate pieces of research into the use of public registers (including water registers, planning registers, local air pollution control registers and waste registers) undertaken in the last seven years. The registers are assessed in terms of their contribution in promoting public reassurance, agency accountability, industrial responsibility and public participation.  相似文献

External threats to the environmental integrity of Glacier National Park, Montana, USA, fit into three categories: adverse land use practices adjacent to the Park, air pollution, and water pollution. This article identifies and evaluates the laws that Glacier National Park officials might rely upon to protect the Park against these external threats. This paper provides an assessment of the tools required to fulfil the air quality management role now expected of local authorities within the UK. The use of a range of pollution monitoring tools in assessing air quality is discussed and illustrated with evidence from a number of previous studies of urban background and roadside pollution monitoring in Leicester. A number of approaches to pollution modelling currently available for deployment are examined. Subsequently, the modelling and monitoring tools are assessed against the requirements of local authorities establishing air quality management areas. Schedule 11 of the Environment Act 1995 underpins the requirement for consultation on air quality issues. The ongoing air quality review and assessment process represents one of the largest locally based science policy and communication initiatives ever undertaken in the UK. This paper outlines the practice of consultation and communication for Air Quality Management (AQM) and reviews the interaction between Environmental Health professionals, as the leading actor in the AQM process and other stakeholders involved in air quality consultation, including the public. Results are presented from a widespread questionnaire survey of English local authorities. Data indicate that the majority of air quality consultation has been carried out with statutory consultees (by sending the review and assessment reports) and the public (via websites and leaflets) in the form of information dissemination.  相似文献

From 1996 to 1997, the US Environmental Protection Agency (EPA) and the Texas Natural Resource Conservation Commission (TNRCC) conducted an air quality study known as the Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP). The study was a US–Mexico Border XXI program project and was developed in response to local community requests on a need for more air quality measurements and concerns about the health impact of local air pollutants; this included concerns about emissions from border-dependent industries in Mexico, known as maquiladoras. The TAPP was a follow-up study to environmental monitoring done by EPA in this area in 1993 and incorporated scientific and community participation in development, review of results, and public presentation of findings. In spite of this, critical remarks were leveled by community activists against the study's preliminary “good news” findings regarding local air quality and the influence of transboundary air pollution. To resolve these criticisms and to refine the findings to address these concerns, analyses included comparisons of daily and near real-time measurements to TNRCC effects screening levels and data from other studies along with wind sector analyses. Reassessment of the data suggested that although regional source emissions occurred and outliers of elevated pollutant levels were found, movement of air pollution across the border did not appear to cause noticeable deterioration of air quality. In spite of limitations stated to the community, the TAPP was presented as establishing a benchmark to assess current and future transboundary air quality in the Valley. The study has application in Border XXI Program or other air quality studies where transboundary transport is a concern since it involved interagency coordination, public involvement, and communication of scientifically sound results for local environmental protection efforts.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. When scientists consider the interaction of science and value judgments, debates often occur. When public policy grows out of science, disagreements between scientists can become even more spirited. This paper examines the case of nutrition policy in the United States, which has been both at the interface between agriculture and medicine and the object of serious discord concerned with the strength and validity of the scientific evidence and the responsibility for action. The development of indirect intervention policies, designed to educate and inform the public on diet and health, is traced as a practical demonstration of the effects of involvements of nutritional scientists of different disciplines and philosophic bents. Controversies centered mainly on the issues of diet and coronary heart disease and of diet and cancer in nutritional guidelines for Americans and the recommended dietary allowances (RDAs). But the arguments turned on a complex web of values and interests as well as scientific questions. A remarkable turnaround by animal agriculture and its scientific support occurred, changing from a defensive, rightist stance to one that appears to recognize a moral responsibility to the public health. The convincing point was likely the changing market. Nutritional scientists, however, remained divided on the issue of whether a public health strategy keyed to public education should replace a strategy to identify persons of high risk and modify the risk by treatment. Our analysis suggests that the tension between libertarian and utilitarian social values of scientists is at least as important as disagreements relative to validity and strengths of the scientific evidence.  相似文献

The emerging challenge of managing increasing volumes of urban sewage has resulted in municipalities pursuing sustainable ways to manage urban biosolids and their by-products. Using content analysis of public debates, and situating the debate within science, policy and facility siting literature, this study examines claims and counterclaims relating to the siting of a biosolid processing facility in rural Ontario. The equivocal evidence on the health and environmental effects of biosolids resulted in a heated “expert versus lay” debate. The study critically evaluates the importance of trust and the shifting role of scientific evidence in politicised settings, while making relevant policy recommendations.  相似文献

Practitioners and stakeholders involved in environmental and risk assessment and decision-making efforts have access to a growing list of policies and guidance for implementing good process. The advice is often general. There is little understanding of how situation specific features are relevant in new circumstances. In a series of ten case studies we investigated how people’s (a) perceptions of the context, (b) preferences for outcomes, and (c) affiliations, experiences and motivations are related to their preferences for process features in a particular situation. The cases are in three policy areas: watershed management, forestry management, and clean-up and public health management of radioactively contaminated sites. We conclude this paper with a discussion of how the results can inform process design. Process design should be based on a diagnostic approach that specifically assesses relevant situational characteristics.  相似文献

当前,我国大气污染形势严峻,复合型污染特征突出。新修订的《中华人民共和国环境保护法》、《中华人民共和国大气污染防治法》、《环境空气质量标准》以及《大气污染防治行动计划》的发布和实施,对我国大气污染防治工作提出了更高要求。"十三五"时期是我国环境保护负重前行困难期和大有作为关键期,也是我国改善大气环境质量的攻坚期,需要系统谋划大气污染防治战略。欧盟和美国在制定大气污染防治战略时,以改善空气质量为核心,构建了涵盖一次污染物和二次污染物的多污染物目标体系,规定了环境浓度、排放量、直观感受(能见度)、健康以及管理等约束性指标,并且针对大气污染防治政策分析实施的成本与收益,开发相应的模型工具,基于收益成本比进行科学决策。本文对欧美环境规划和战略中的多污染物协同控制目标体系以及大气污染防治政策成本效益评估经验进行梳理,分析我国大气污染防治战略的现状和问题,并提出相关政策建议,以期为解决"心肺之患"、实现环保"十三五"总体目标提供参考。  相似文献

生态环境科技成果转化是生态环境科技创新活动全过程的"最后一公里",决定着科技创新的成败,对打好污染防治攻坚战起着重要的支撑作用。本文依据成果转化法,按照系统工程方法进行生态环境科技成果转化顶层设计研究,界定了生态环境科技成果转化的内涵,系统提出了技术评估、二次开发、技术交易、产业孵化四环节转化内容,明晰了相关方的职责,分析了存在的问题,并提出相应对策,以期为我国的生态环境科技成果转化工作提供有益借鉴和参考。  相似文献
