There exists a clear imperative across the EU and within the UK towards the enhanced integration of community knowledge in environmental and health decision-making processes. The underlying social force that underpins this dynamic is the drive for a more accountable, transparent and publicly acceptable decision-making arena. However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. The task is to unveil the sequential chains of association that comprise the LAQM risk communication process.  相似文献

Summary This paper describes the co-evolution of environmental concerns with civil rights. Over the last 20 years the two issues have found considerable overlap in what is now called the environmental justice movement. The results are exciting, with implications about decision-making, about protecting both environmental quality and civil rights. The promotion of environmental justice spurs social progress. This paper looks at a recent example of local authority/academiccollaboration over a protracted period of time from the different perspectives of those people who were directly involved in the process as key role players. The arena within which this collaboration took place (Local Agenda 21 policy-making in Manchester) has some particular characteristics of its own which influenced this process, and these are identified alongside some of the theoretical issues which affect the way collaborations of this kind are perceived and (much more rarely) are written about. The perspectivesof the client and of the contractor, as the authors reflect on their experiences in these roles, show that in practice processes of adjustment and of learning were taking place, because both sides for various reasons found that the dynamics of this situation meant that their preconceptions both of each other and of the contractual relationship they had thought they were entering had to be modified as the process unfolded. The paper concludes with both specific observations about this collaboration, and more general and more tentative comments about issues that might be experienced in future collaborations of this kind.  相似文献

This paper analyzes the human–nature interaction in a village in rural South Africa. It discusses preconditions, perceptions, and consequences of natural resource use, and places these findings into a regional and historical context. Applying an interdisciplinary perspective, the study uses interviews, questionnaires, remote sensing, and participatory mapping to analyze land cover changes and local perceptions of the environment. The study area is located in a former homeland (Transkei), a setting where well-recorded conflicts in the human–nature sphere have previously been triggered by population pressure, apartheid policies, and other historical, political, and social reasons. A small-scale and subjective conceptualization of environmental security is used as an approach to analyze local livelihood strategies in a selected village. The results indicate that the environment is not the highest priority in local survival strategies. Instead, formal and informal jobs and governmental grants are the most important security strategies. There are thus no major conflicts resulting from the interaction between the local population and the natural resources in this specific area. Explanations to this pattern can partly be found in historical contexts, which include apartheid policies, re-localizations, and a system of migrant labor. The study also suggests that general truths about a region such as Transkei might be misleading in specific localities. For relevant and successful environmental management and development planning however, it is crucial that decision-makers be able to get a clear picture of local situations and adjust their plans accordingly.  相似文献

State of the environment reporting (SoER) is a well-established and widely applied environmental management tool in the South African context. Despite a wealth of knowledge about conducting and preparing SoERs, there is a paucity of research on the effect SoER has had on decision-making at the local government sphere. This study investigated the effect of SoER on decision-making for a sample of municipalities in the Gauteng Province of South Africa. The methodology relied on interviews with key role players, which include the ‘‘environmental function’' as well as ‘‘other functions’' responsible for infrastructure development and planning within the municipalities. The results show that notwithstanding the extensive time and resources spent on SoER, it appears to have had a limited effect on decision-making, especially beyond the environmental function. Recommendations to improve the influence of SoER on decision-making in developing countries include improved clarity on the purpose and home of SoER within municipalities, adequate budget and capacity, and effective cooperative governance both within the municipalities, and with other spheres of government.  相似文献

This paper argues that salmon aquaculture operations situated in First Nations' claimed territories on Canada's West Coast create issues of environmental injustice. Salmon farms are associated with various environmental problems including pollution of the aquatic environment, risks to wild salmon, and food safety issues. These environmental problems constitute issues of environmental injustice due to the disproportionate, and different, impacts they have on coastal First Nations in comparison with other Canadians. The paper draws on material from several reviews of British Columbian (BC) salmon aquaculture to analyse coastal BC First Nations' claims and concerns about salmon farming along three environmental justice dimensions: distribution, participation and recognition. Qualitative evidence is obtained suggesting that coastal First Nations face disproportionate health risks from salmon farms, are excluded from decision-making processes with respect to the farms, and feel that their worldviews, identities, and ways of life are both ignored and at risk from the farms.  相似文献

This article examines results from in-depth interviews conducted with parents of children with asthma living in an urban environment. We examine themes from the in-depth interviews related to participants' perceptions of the influence of their physical environment on their mental and physical health, and the actions that they take in an effort to protect their health within this context. The findings from this study suggest several implications for understanding the interface between the physical environment of urban communities and residents' health, as well as for the policy and practice of risk assessment strategies.  相似文献

It is generally accepted that the current growth in personal car use poses a serious threat to local communities and the environment, and that radical changes in transport policy are needed. In order for local authorities to develop acceptable sustainable transport options, it will be necessary that they have a clear view of the attitudes and perceptions of various groups in their community. This research compared the views of elected members and officers with those of residents and organisations in relation to the local transport situation and the use of car travel reduction measures. It was found that the views of elected members and officers reflect those of residents rather well. The views of local organisations, however, were different. Organisations were, in particular, more negative about policy measures that aim to reduce car use in the town centre. They also attached more importance to the viability of the local economy than the other respondents. However, they did agree with the other groups that the quality of life in the community would improve if there was less traffic. The consequences of these findings for local transport planning are discussed.  相似文献

Understanding the politics of deliberation, scales, and levels is crucial to understanding the social complexity of water-related governance. Deliberative processes might complement and inform more conventional representational and bureaucratic approaches to planning and decision-making. However, they are also subject to scale and level politics, which can confound institutionalized decision-making. Scale and level contests arise in dialogues and related arenas because different actors privilege particular temporal or spatial scales and levels in their analysis, arguments, and responses. Scale contests might include whether to privilege administrative, hydrological, ecosystem, or economic boundaries. Level contests might include whether to privilege the subdistrict or the province, the tributary watershed or the international river basin, a river or a biogeographic region, and the local or the regional economy. In the Mekong Region there is a recurrent demand for water resources development projects and major policies proposed by governments and investors to be scrutinized in public. Deliberative forms of engagement are potentially very helpful because they encourage supporters and critics to articulate assumptions and reasoning about the different opportunities and risks associated with alternative options, and in doing so, they often traverse and enable higher-quality conversations within and across scales and within and between levels. Six case studies from the Mekong Region are examined. We find evidence that scale and level politics affects the context, process, content, and outcomes of deliberative engagement in a region where public deliberation is still far from being a norm, particularly where there are sensitive and far-reaching choices to be made about water use and energy production.  相似文献

Academic understandings of environmental discourses are primarily based on global and national accounts, despite widespread acceptance of the local as an essential site of environmental action. Local water issues have been studied in a number of ways, including interviews and ethnographies that show the impacts of water scarcity, examine the role of mediating technologies, and provide diverse perspectives on governance. An overarching impression of key narratives and concerns at local scales, however, is lacking. In this paper, we examine water coverage in The Sowetan, a South African newspaper known for its distinctive voice, as a (albeit imperfect) proxy for local discourse. We identify key themes, location and scale, trigger events, actors, authors, and provide initial insights into the problem frames used in these texts. Our findings show distinct differences from the results of environmental media analyses at other scales, including strong individual citizen voices, emphasis on the politics of water, and rare use of language that accords with global environmental discourses; this also differs from results based on interviews and ethnographies at the local scale. Our findings raise important questions about the resonance of global discourse with local views and practices and how local discourses are produced, and suggest a need to more carefully examine the myriad ways of talking about justice and the environment at different scales and through different methodologies.  相似文献

Although there is continuing debate surrounding biofuel cultivation (especially in developing nations) in relation to issues of exploitation, land grabbing, poverty alleviation and energy security, there is a lack of empirical evidence to assess how these debates are playing out in practice on the ground. Drawing on political ecology discourse, this paper examines case studies of biofuel production in Zambia and the effects they have on environmental and social sustainability. During April and May 2011, data were collected on two case study projects involving Jatrophacurcas feedstock cultivation in Zambia. Semi‐structured interviews were used to ascertain views from affected stakeholders (local farmers, local environmental, social, and agronomic experts, and investors) on the biofuel projects and their environmental and social impacts. The findings suggest that the uneven distribution of costs and benefits are brought about by imbalances in knowledge, access to resources and the allocation of social and political influence (often associated with broader discourses of development), and this provides a likely rationale for a lack of sustainability in biofuel projects. Drawing on these viewpoints, as well as on field observations, this paper outlines the barriers and opportunities linked to Jatrophacurcas project sustainability.  相似文献

Energy supply and use is of fundamental importance to society. Although the interactions between energy and environment were originally local in character, they have now widened to cover regional and global issues, such as acid rain and the greenhouse effect. It is for this reason that there is a need for covering the direct and indirect economic and environmental impacts of energy acquisition, transport, production and use. In this paper, particular attention is directed to ways of resolving conflict between economic and environmental goals by encouraging a power plant to consider co-firing biomass and refuse-derived fuel (RDF) with coal simultaneously. It aims at reducing the emission level of sulfur dioxide (SO(2)) in an uncertain environment, using the power plant in Michigan City, Indiana as an example. To assess the uncertainty by a comparative way both deterministic and grey nonlinear mixed integer programming (MIP) models were developed to minimize the net operating cost with respect to possible fuel combinations. It aims at generating the optimal portfolio of alternative fuels while maintaining the same electricity generation simultaneously. To ease the solution procedure stepwise relaxation algorithm was developed for solving the grey nonlinear MIP model. Breakeven alternative fuel value can be identified in the post-optimization stage for decision-making. Research findings show that the inclusion of RDF does not exhibit comparative advantage in terms of the net cost, albeit relatively lower air pollution impact. Yet it can be sustained by a charge system, subsidy program, or emission credit as the price of coal increases over time.  相似文献

Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows. Furthermore, the paper discusses the suggested framework applied to results of a regional cadmium inventory.  相似文献

Examples of sustainable land management (SLM) exist throughout the world. In many cases, SLM has largely evolved through local traditional practices and incremental experimentation rather than being adopted on the basis of scientific evidence. This means that SLM technologies are often only adopted across small areas. The DESIRE (DESertIfication mitigation and REmediation of degraded land) project combined local traditional knowledge on SLM with empirical evaluation of SLM technologies. The purpose of this was to evaluate and select options for dissemination in 16 sites across 12 countries. It involved (i) an initial workshop to evaluate stakeholder priorities (reported elsewhere), (ii) field trials/empirical modeling, and then, (iii) further stakeholder evaluation workshops. This paper focuses on workshops in which stakeholders evaluated the performance of SLM technologies based on the scientific monitoring and modeling results from 15 study sites. It analyses workshop outcomes to evaluate how scientific results affected stakeholders’ perceptions of local SLM technologies. It also assessed the potential of this participatory approach in facilitating wider acceptance and implementation of SLM. In several sites, stakeholder preferences for SLM technologies changed as a consequence of empirical measurements and modeling assessments of each technology. Two workshop examples are presented in depth to: (a) explore the scientific results that triggered stakeholders to change their views; and (b) discuss stakeholders’ suggestions on how the adoption of SLM technologies could be up-scaled. The overall multi-stakeholder participatory approach taken is then evaluated. It is concluded that to facilitate broad-scale adoption of SLM technologies, de-contextualized, scientific generalisations must be given local context; scientific findings must be viewed alongside traditional beliefs and both scrutinized with equal rigor; and the knowledge of all kinds of experts must be recognised and considered in decision-making about SLM, whether it has been formally codified or not. The approach presented in this paper provided this opportunity and received positive feedback from stakeholders.  相似文献

Informal settlements are an integral part of the urban environment in South Africa. People living in these settlements exist at a close interface with the environment, constantly having to adjust to environmental changes. Urban managers and planners need to find ways of developing informal settlements that enhance residents' quality of life while reducing the settlement's impact on the environment. Central to addressing these issues is the adoption of a participatory planning approach, which recognises and acts upon knowledge of community values, perceptions and needs. This paper reports the results of a case study of informal settlers' perceptions of environmental quality. Fifteen residents of an informal settlement were interviewed regarding their perceptions of their living environment, with the aim of alerting planners to ways in which environmental quality might be improved. Four major themes were identified: aspects of the natural environment; services and facilities; personal and community security; and employment opportunities. The need to unite the community to work together to achieve its own goals was a common thread in all these aspects. The findings indicate that informal settlers have a developed appreciation of local environmental quality which should be investigated and incorporated in the planning and development process.  相似文献

In 1991, New Zealand implemented new legislation to govern the management of natural resources and the environment. The Resource Management Act establishes sustainable management as the guiding principle for decisions in respect of the allocation and use of natural resources. The reform has also brought about the devolution of decision-making authority from central government to the local level. Underlying this shift to a 'bottom up' decision-making framework is the belief that it is communities of interest that should have the most direct voice in the allocation and use of natural resources. Regional policy statements will be amongst the most important mechanisms through which the principle of sustainable management will be implemented at the local scale. A sample of these policy documents is reviewed, with the aim to identify what specific regional interpretations are given to the principle of sustainable management, what particular resource management issues are considered to underpin the achievement of the principle and to identify what visions have been crafted for the future. An underlying objective was to identify whether characteristics of locality have influenced the interpretations of sustainable management.  相似文献

Interest in Community Benefits (CB) has increased over the past decade mainly due to the growing number of wind farms and related criticism. Because CB are a voluntary gesture by the developer, there is no standard practice or institutionalised approach for good governance of the benefits; every community has a different approach, tailored to local needs and depending on the stakeholders involved. Additionally, since CB are a rapidly emerging practice, little is known about their governance, what actors are involved and how affected communities participate in decision-making on renewable projects. Using the Farr wind farm in Scotland, one of the first to introduce CB, as a case study, this paper sheds light on the governance structures surrounding the set-up, management and allocation of funds. It also contributes to the emerging body of work regarding transparency and community participation in CB, and the extent to which these might facilitate a transition to a low-carbon future.  相似文献
