The conservation community increasingly views the corporate sector as a positive force for conservation. Collaborations between corporations and nongovernmental conservation organizations (NGOs) seek to mitigate the negative effects of corporate activities and augment positive conservation outcomes. I reviewed the establishment of corporate social responsibility (CSR) policies by corporations; the emerging focus on environmental practices and sustainability; and the history of engagement between corporations and nongovernmental organizations. I considered the ethical and reputation vulnerabilities of these collaborations, which depend especially on the financial nature of the relationship and reviewed how CSR approaches have influenced corporate practices. I concluded that whereas CSR practices can act to mitigate negative environmental impact, to date they have had limited positive effect on biodiversity conservation. Solutions for conserving biodiversity lie in changing people's behavior. Ambitious international and national conservation policies frequently fail to effectively mitigate biodiversity loss because they rarely apply behavior-change theories. We conducted a gap analysis of conservation behavior-change interventions advocated in national conservation strategies with the Behavior Change Wheel (BCW), a comprehensive framework for systematically characterizing and designing behavior-change interventions. Using pollinator conservation as a case study, we classified the conservation actions listed in national pollinator initiatives in relation to intervention functions and policy categories of the BCW. We included all national-level policy documents from the European Union available in March 2019 that focused on conservation of pollinators (n = 8). A total of 610 pollinator conservation actions were coded using in-depth directed content analysis, resulting in the identification of 787 intervention function and 766 policy category codes. Overall, these initiatives did not employ the entire breadth of behavioral interventions. Intervention functions most frequently identified were education (23%) and environmental restructuring (19%). Least frequently identified intervention functions were incentivization (3%), and restriction (2%) and coercion were completely absent (0%). Importantly, 41% of all pollinator conservation actions failed to identify whose behavior was to be changed. Building on these analyses, we suggest that reasons for the serious implementation gap in national and international conservation policies is founded in insufficient understanding of which behavioral interventions to employ for most beneficial impacts on biodiversity and how to clearly specify the intervention targets. We recommend that policy advisors engage with behavior-change theory to design effective behavior-change interventions that underpin successful conservation policies.  相似文献

Substantial declines in farmland biodiversity have been reported in Europe for several decades. Agricultural changes have been identified as a main driver of these declines. Although different agrienvironmental schemes have been implemented, their positive effect on biodiversity is relatively unknown. This raises the question as to how to reconcile farming production and biodiversity conservation to operationalize a sustainable and multifunctional agriculture. We devised a bioeconomic model and conducted an analysis based on coviability of farmland biodiversity and agriculture. The coviability approach extended population viability analyses by including bioeconomic risk. Our model coupled stochastic dynamics of both biodiversity and farming land‐uses selected at the microlevel with public policies at the macrolevel on the basis of financial incentives (taxes or subsidies) for land uses. The coviability approach made it possible for us to evaluate bioeconomic risks of these public incentives through the probability of satisfying a mix of biodiversity and economic constraints over time. We calibrated the model and applied it to a community of 34 common birds in metropolitan France at the small agricultural regions scale. We identified different public policies and scenarios with tolerable (0–0%) agroecological risk and modeled their outcomes up to 2050. Budgetary, economic, and ecological (based on Farmland Bird Index) constraints were essential to understanding the set of viable public policies. Our results suggest that some combinations of taxes on cereals and subsidies on grasslands could be relevant to develop a multifunctional agriculture. Moreover, the flexibility and multicriteria viewpoint underlying the coviability approach may help in the implementation of adaptive management. Abstract: The amount of privately conserved land is increasing worldwide. The potential of these areas to contribute to the global conservation of biodiversity is significant, given that statutory protected areas alone will not suffice. Nevertheless, there is still inadequate support for private conservation areas, and further research on appropriate, flexible, and generally applicable incentive measures is necessary. We conducted 25 semistructured interviews with the owners of private conservation areas in the Little Karoo, South Africa, to examine landowner opinions of existing conservation policies and their relationships with the local conservation authority. We also assessed landowner preferences regarding conservation incentive measures. Landowners doubted the conservation authority's capacity to implement its stewardship program and were also discouraged by the bureaucracy of the program. The conservation authority was often viewed negatively, except where landowners had experienced personal contact from conservation staff or where strong social capital had formed among landowners. Landowners did not desire financial rewards for their conservation efforts, but sought recognition of their stewardship role and greater involvement from the conservation authority through personal contact. We conclude that conservation policies for private lands could benefit from the provision of extension services to landowners, promotion of formation of groups of landowners and other stakeholders, and public acknowledgment of the contributions private conservation areas make.  相似文献

Abstract:  With endangered status and more than 8,000 endemic species, the Atlantic Forest is one of the world's 25 biodiversity hotspots. Less than 100,000 km2 (about 7%) of the forest remains. In some areas of endemism, all that is left are immense archipelagos of tiny and widely separated forest fragments. In addition to habitat loss, other threats contributing to forest degradation include the harvesting of firewood, illegal logging, hunting, plant collecting, and invasion by alien species—all despite the legislation that exists for the forest's protection. More than 530 plants and animals occurring in the forest are now officially threatened, some at the biome level, some throughout Brazil, and some globally. Many species have not been recorded in any protected areas, indicating the need to rationalize and expand the parks system. Although conservation initiatives have increased in number and scale during the last two decades, they are still insufficient to guarantee the conservation of Atlantic Forest biodiversity. To avoid further deforestation and massive species loss in the Brazilian Atlantic Forest, the challenge is to integrate the diverse regulations, public policies, new opportunities, and incentive mechanisms for forest protection and restoration and the various independent projects and programs carried out by governments and nongovernmental organizations into a single and comprehensive strategy for establishing networks of sustainable landscapes throughout the region.  相似文献

Europe is a region of relatively high population density and productive agriculture subject to substantial government intervention under the Common Agricultural Policy (CAP). Many habitats and species of high conservation interest have been created by the maintenance of agricultural practices over long periods. These practices are often no longer profitable, and nature conservation initiatives require government support to cover the cost for them to be continued. The CAP has been reformed both to reduce production of agricultural commodities at costs in excess of world prices and to establish incentives for landholders to adopt voluntary conservation measures. A separate nature conservation policy has established an extensive series of protected sites (Natura 2000) that has, as yet, failed to halt the loss of biodiversity. Additional broader scale approaches have been advocated for conservation in the wider landscape matrix, including the alignment of agricultural and nature conservation policies, which remains a challenge. Possibilities for alignment include further shifting of funds from general support for farmers toward targeted payments for biodiversity goals at larger scales and adoption of an ecosystem approach. The European response to the competing demands for land resources may offer lessons globally as demands on rural land increase.  相似文献

Businesses, governments, and financial institutions are increasingly adopting a policy of no net loss of biodiversity for development activities. The goal of no net loss is intended to help relieve tension between conservation and development by enabling economic gains to be achieved without concomitant biodiversity losses. biodiversity offsets represent a necessary component of a much broader mitigation strategy for achieving no net loss following prior application of avoidance, minimization, and remediation measures. However, doubts have been raised about the appropriate use of biodiversity offsets. We examined what no net loss means as a desirable conservation outcome and reviewed the conditions that determine whether, and under what circumstances, biodiversity offsets can help achieve such a goal. We propose a conceptual framework to substitute the often ad hoc approaches evident in many biodiversity offset initiatives. The relevance of biodiversity offsets to no net loss rests on 2 fundamental premises. First, offsets are rarely adequate for achieving no net loss of biodiversity alone. Second, some development effects may be too difficult or risky, or even impossible, to offset. To help to deliver no net loss through biodiversity offsets, biodiversity gains must be comparable to losses, be in addition to conservation gains that may have occurred in absence of the offset, and be lasting and protected from risk of failure. Adherence to these conditions requires consideration of the wider landscape context of development and offset activities, timing of offset delivery, measurement of biodiversity, accounting procedures and rule sets used to calculate biodiversity losses and gains and guide offset design, and approaches to managing risk. Adoption of this framework will strengthen the potential for offsets to provide an ecologically defensible mechanism that can help reconcile conservation and development. Management of Kruger National Park (KNP) has recently made considerable progress in developing new policies to address biodiversity conservation and management challenges. These include tourism, water provision and elephant management policies. This study examines the integration of these three policies with regard to biodiversity conservation and management. Findings indicate that in their current fragmented form, the three policies actually undermine opportunities for effective biodiversity conservation and management in the KNP. This can be reversed by adopting a new management approach based on an environmental matrix organizational framework. Such a framework provides a mechanism for integrated policymaking and implementation and for improving biodiversity conservation and management in the KNP. The study concludes that an integrated approach is necessary due to the interlinkages between policies that affect biodiversity conservation at the KNP.  相似文献

A major question in global environmental policy is whether schemes to reduce carbon pollution through forest management, such as Reducing Emissions from Deforestation and Degradation (REDD+), can also benefit biodiversity conservation in tropical countries. We identified municipalities in Brazil that are priorities for reducing rates of deforestation and thus preserving carbon stocks that are also conservation targets for the endangered jaguar (Panthera onca) and biodiversity in general. Preliminary statistical analysis showed that municipalities with high biodiversity were positively associated with high forest carbon stocks. We used a multicriteria decision analysis to identify municipalities that offered the best opportunities for the conservation of forest carbon stocks and biodiversity conservation under a range of scenarios with different rates of deforestation and carbon values. We further categorized these areas by their representativeness of the entire country (through measures such as percent forest cover) and an indirect measure of cost (number of municipalities). The municipalities that offered optimal co‐benefits for forest carbon stocks and conservation were termed REDDspots (n = 159), and their spatial distribution was compared with the distribution of current and proposed REDD projects (n = 135). We defined REDDspots as the municipalities that offer the best opportunities for co‐benefits between the conservation of forest carbon stocks, jaguars, and other wildlife. These areas coincided in 25% (n = 40) of municipalities. We identified a further 95 municipalities that may have the greatest potential to develop additional REDD+ projects while also targeting biodiversity conservation. We concluded that REDD+ strategies could be an efficient tool for biodiversity conservation in key locations, especially in Amazonian and Atlantic Forest biomes. The establishment of the environmental management system in the financial sector can be effectively promoted through the introduction of the environmental protection concept and its implementation by the financial sector. The impact of a sustainable development system on the sector is analyzed in this article from three aspects: environmental risk assessment, financing support for environmental protection projects, and financial services to environmentally friendly corporations and individuals. Influential factors on the development of the environmental management system in China’s financial sector are discussed from the perspective of various entities such as financial institutions, financial regulation authorities, environmental protection departments, corporations, and the public. It is pointed out that China’s financial sector is now in the transitional phase from a defensive attitude to a preventive attitude. Strengthening governmental guidance, the supervision of regulators as well as public awareness of environmental protection should be used to enhance the initiative in the development of the environmental management system in the Chinese financial sector.  相似文献

Abstract:  Questions persist regarding whether the science of conservation biology can successfully affect environmental decision making. One of the most prominent fields of intersection between conservation science and environmental policy is public-lands debates in the United States. I reviewed the role of conservation science in the roadless-area policies of the U.S. Forest Service. Since 1971, the Forest Service has systematically evaluated roadless areas on national forests three times, most recently during the Clinton administration's Roadless Area Conservation Review (1998–2000) ( U.S. Department of Agriculture Forest Service 2000b ). Drawing on the agency's environmental impact statements and supporting documents and the internal records of conservation organizations, I examined the changing goals, methodology, and outcome of roadless-area advocacy and policy. Since the 1970s, conservation science has successfully informed public and administrative concern for roadless-area protection. Conservation science has transformed public discourse regarding roadless areas and has changed the scope and rationale of national conservation organizations' goals for roadless-area policy from protecting some to protecting all remaining national forest roadless areas. The Forest Service has increasingly drawn on the lessons of conservation biology to justify its methodology and its administrative recommendations to protect roadless areas. The 2000 Roadless Area Conservation Review resulted in a recommendation to protect all remaining national forest roadless areas, up from 22% of roadless areas in the first roadless review. Despite the scientific merits of recent roadless-area advocacy and policy, however, such initiatives have faced political difficulties. The emphasis on large-scale, top-down, national approaches to conservation policy has rendered such policies politically problematic.  相似文献

This study was conducted in Gwayi Valley Conservation Area in Zimbabwe. The objective was to evaluate the level of environmental awareness raising among rural communities resettled by government in a wildlife conservation area and their behavior and actions towards biodiversity conservation. We selected three communities based on the degree of exposure to environmental awareness campaigns by various government departments and non-governmental organizations. This formed a gradient of exposure to environmental awareness campaigns, ranging from the most accessible and exposed community (Hangano), moderately exposed (Gwayi) through to the least accessible and exposed community (Karna). We used focus group discussions, key informant interviews and structured interviews with 95 respondents in the selected communities from November 2016 to April 2017. Through public awareness raising, a number of conservation groups were established including fire and hunting committees, anti-poaching teams and environmental resource monitors. While these groups were found to be either inactive or less effective in Gwayi and Karna, all were found to be very active and effective in Hangano. Similarly, community behavior and actions that caused biodiversity loss such as indiscriminate cutting of live trees, poaching, streambank cultivation, fishing in rivers with nets and use of sledges were much reduced in Hangano than in Gwayi and Karna. Frequent environmental awareness campaigns played a critical role in promoting biodiversity in Hangano. We conclude that substantial gains can be made in environmental conservation by investing more in public awareness campaigns, particularly in developing countries such as Zimbabwe where financial resources for conservation are scarce.  相似文献

Abstract:  Brazil is the world leader in amphibian diversity, with 765 species, most of which have been described in the last 40 years. The Brazilian Official List of Threatened Species and the results of a workshop for the Global Amphibian Assessment indicate that 26 species are threatened. The majority of these occur in the Atlantic Forest, one of the world's biodiversity hotspots. The main threat to amphibians is the destruction of their habitats through deforestation, conversion into agricultural land, mining, wildfires, and infrastructure development and urbanization. In Brazil little is known about other causes of amphibian decline observed worldwide, such as pesticides, infectious diseases, climate change, invasive species, or wildlife trade. Brazilian conservation policies include such important legal instruments as the Official List of Threatened Species and the selection of priority areas for conservation measures in all of Brazil's major biomes. Although there is little information on geographic distributions and the natural history and ecology of the large majority of the currently recognized species, a number of important regional studies for amphibian conservation are under way. Abstract:  Land-reform and environmental movements, revitalized by the democratization of civil society in Brazil in the 1990s, found their objectives in conflict over forested parcels that settlers want for conversion to agriculture but that are important for wildlife conservation. In the Atlantic Forest, where 95% of the forest is gone, we reviewed three cases of Brazilian nongovernmental organization (NGOs) engagement with the land-reform movement with respect to forest remnants neighboring protected areas that have insufficient habitat for the long-term survival of unique endangered species. In the Pontal do Paranapanema (São Paulo), Poço das Antas (Rio de Janeiro), and southern Bahia, environmental NGOs have supported agricultural alternatives that improve livelihood options and provide incentives for habitat conservation planning. Where land-reform groups were better organized, technical cooperation on settlement agriculture permitted the exploration of mutual interests in conciliating the productive landscape with conservation objectives. Processes of regular consultation among NGOs, environmental agencies, and the private sector revealed that there was less zero-sum conflict over the same lands than commonly perceived. In both groups, technicians found forested lands less suitable for small-scale agriculture, and leaders took risks to justify and support claims to alternative existing agricultural lands. Based on the cases we examined, the construction of landscapes with both forest stewardship and poverty-reducing agrarian reform faces continued obstacles from contradictory agrarian and environmental sector policies and inadequate economic incentives for forest stewardship on private lands.  相似文献

Drawing on the idea that biodiversity is simply the diversity of living things, and that everyone knows what diversity and living things mean, most conservation professionals eschew the need to explain the many complex ways in which biodiversity is understood in science. On many biodiversity‐related issues, this lack of clarity leads to a communication gap between science and the general public, including decision makers who must design and implement biodiversity policies. Closing this communication gap is pivotal to the ability of science to inform sound environmental decision making. To address this communication gap, we propose a surrogate of biodiversity for communication purposes that captures the scientific definition of biodiversity yet can be understood by nonscientists; that is, biodiversity as a learning experience. The prerequisites of this or any other biodiversity communication surrogate are that it should have transdisciplinary relevance; not be measurable; be accessible to a wide audience; be usable to translate biodiversity issues; and understandably encompass biodiversity concepts. Biodiversity as a learning experience satisfies these prerequisites and is philosophically robust. More importantly, it can effectively contribute to closing the communication gap between biodiversity science and society at large. Safeguarding the Pantanal Wetlands: Threats and Conservation Initiatives   总被引:2,自引:0,他引:2  
Abstract:  The Pantanal, one of the largest wetlands on the planet, comprises 140,000 km2 of lowland floodplain of the upper Rio Paraguai basin that drains the Cerrado of central Brazil. The diverse mosaics of habitats resulting from the varied soil types and inundation regimes are responsible for an extraordinarily rich terrestrial and aquatic biota, exemplified by the bird richest wetland in the world—463 birds have been recorded there—and the largest known populations of several threatened mammals, such as Pampas deer ( Ozotoceros bezoarticus ), marsh deer ( Blastocerus dichotomus ), giant otter ( Pteronura brasiliensis ), and jaguar ( Panthera onca ). Until recently, deforestation of the adjoining Brazilian central plateau was considered the major threat to this area, but now deforestation is a critical problem within the floodplain itself. More than 40% of the forest and savanna habitats have been altered for cattle ranching through the introduction of exotic grasses. And there are other threats that lead to large-scale disruption of ecological processes, severely affecting biodiversity. Although the Pantanal wetland is a Biosphere Reserve and is considered a Wetland of International Importance, only 2.5% of the upper Paraguai River basin is formally protected. To date, protected areas have been created opportunistically and as such, although of undoubted value, protect only a fraction of the Pantanal's wildlife and habitats. Among the conservation initiatives in the area, the private sector is increasingly participating in the establishment of private reserves. The prospects are far from optimistic, however, and the major challenge is to find alternative socioeconomic models that allow for conservation and economic uses of the land in association with the development of specific environmental legislation that reflects the unique characteristics of the region.  相似文献

Abstract:  The development of transportation and energy infrastructure has been a major driver in the conversion of natural ecosystems in Brazil since the nineteenth century. Although this pattern is present in most countries, Brazil differs in the scale of opportunities that are still available to build its physical infrastructure while pursuing an ambitious conservation agenda. This advantage stems from the magnitude of intact ecosystems, a dynamic policy environment, and the increasing availability of biological and economic data needed to harmonize conservation with public works. Success depends on integrating conservation and infrastructure planning, rather than relying on the project based, largely ineffective environmental assessment process. Front-loading environmental mitigation and compensation will also help, as will improving public access to, and understanding of, information on the environmental and economic values at stake in major infrastructure decisions.  相似文献

The crisis in the early 1990s over conservation of biodiversity in the forests of the Pacific Northwest caused an upheaval in forest policies for public and private landowners. These events led to the development of the Coastal Landscape Assessment and Modeling Study (CLAMS) for the Coast Range Physiographic Province of Oregon, a province containing over two million hectares of forest with a complex mixture of public and private ownership. Over a decade, CLAMS scientists developed regional data bases and tools to enable assessments of the implications of current policies for biodiversity and have begun using these data and tools to test ideas for solving policy problems. We summarize here four main lessons from our work: (1) Regional ecosystem perspectives, while rewarding, are difficult to achieve. Helping policy makers and the public understand biodiversity policies for an entire province can assist in developing more reasoned policies. However, this result is difficult to achieve because needed scientific building blocks generally do not exist, few policy institutions address regional cross-ownership issues, people can find it difficult to take a regional view, and the appropriate region for analysis changes with the policy problem. (2) Interest in environmental policy analysis may come as much from a pursuit of power as a pursuit of understanding. Biodiversity policy analyses are often viewed as weapons in an ongoing political battle. Also, results that might destabilize existing policies generally will not be well received by those in power. (3) The relationship of regional analyses to civic processes remains challenging and unsettled. Communication between citizens and scientists takes real effort. Also, collaborative processes both inspire and constrain regional policy analysis, and scientific work often proceeds at a different pace than these processes. In the end, CLAMS's most important effect on the civic dialogue may be to change how people think about the Coast Range. (4) An important role exists for anticipatory assessments done independently by scientists. Independent review will be especially important as policy analyses shift to management of nonfederal forests. Our future efforts in CLAMS will focus on evaluating ideas for fundamental changes in forest management.  相似文献

Abstract: Because habitat loss due to urbanization is a primary threat to biodiversity, and land‐use decisions in urbanizing areas are mainly made at the local level, land‐use planning by municipal planning departments has a potentially important—but largely unrealized—role in conserving biodiversity. To understand planners’ perspectives on the factors that facilitate and impede biodiversity conservation in local planning, we interviewed directors of 17 municipal planning departments in the greater Seattle (Washington, U.S.A.) area and compared responses of planners from similar‐sized jurisdictions that were “high” and “low performing” with respect to incorporation of biodiversity conservation in local planning. Planners from low‐performing jurisdictions regarded mandates from higher governmental levels as the primary drivers of biodiversity conservation, whereas those from high‐performing jurisdictions regarded community values as the main drivers, although they also indicated that mandates were important. Biodiversity conservation was associated with presence of local conservation flagship elements (e.g., salmonids) and human‐centered benefits of biodiversity conservation (e.g., quality of life). Planners from high‐ and low‐performing jurisdictions favored different planning mechanisms for biodiversity conservation, perhaps reflecting differences in funding and staffing. High performers reported more collaborations with other entities on biodiversity issues. Planners’ comments indicated that the term biodiversity may be problematic in the context of local planning. The action most planners recommended to increase biodiversity conservation in local planning was public education. These results suggest that to advance biodiversity conservation in local land‐use planning, conservation biologists should investigate and educate the public about local conservation flagships and human benefits of local biodiversity, work to raise ecological literacy and explain biodiversity more effectively to the public, and promote collaboration on biodiversity conservation among jurisdictions and inclusion of biodiversity specialists in planning departments.  相似文献

The conservation community is increasingly focusing on the monitoring and evaluation of management, governance, ecological, and social considerations as part of a broader move toward adaptive management and evidence‐based conservation. Evidence is any information that can be used to come to a conclusion and support a judgment or, in this case, to make decisions that will improve conservation policies, actions, and outcomes. Perceptions are one type of information that is often dismissed as anecdotal by those arguing for evidence‐based conservation. In this paper, I clarify the contributions of research on perceptions of conservation to improving adaptive and evidence‐based conservation. Studies of the perceptions of local people can provide important insights into observations, understandings and interpretations of the social impacts, and ecological outcomes of conservation; the legitimacy of conservation governance; and the social acceptability of environmental management. Perceptions of these factors contribute to positive or negative local evaluations of conservation initiatives. It is positive perceptions, not just objective scientific evidence of effectiveness, that ultimately ensure the support of local constituents thus enabling the long‐term success of conservation. Research on perceptions can inform courses of action to improve conservation and governance at scales ranging from individual initiatives to national and international policies. Better incorporation of evidence from across the social and natural sciences and integration of a plurality of methods into monitoring and evaluation will provide a more complete picture on which to base conservation decisions and environmental management.  相似文献
