In response to protection needs in class I wilderness areas, forest land managers of the USDA Forest Service must provide input to regulatory agencies regarding air pollutant impacts on air quality-related values. Regional workshops have been convened for land managers and scientists to discuss the aspects and extent of wilderness protection needs. Previous experience with a national workshop indicated that a document summarizing workshop discussions will have little operational utility. An alternative is to create a knowledge-based analytical system, in addition to the document, to aid land managers in assessing effects of air pollutants on wilderness. Knowledge-based methods were used to design and conduct regional workshops in the western United States. Extracting knowledge from a large number of workshop participants required careful planning of workshop discussions. Knowledge elicitation methods helped with this task. This knowledge-based approach appears to be effective for focusing group discussions and collecting knowledge from large groups of specialists.  相似文献

Five major management goals were identified for the upper Grande Ronde River Basin on the Wallowa-Whitman National Forest in northeastern Oregon: to produce high-quality fish habitat, to maintain elk habitat, to restore and maintain forest conditions within the natural range of viability, and to contribute to community economic stability. From the broad goals, specific goals for stream temperature, habitat effectiveness index (HEI), habitat corridors, maintenance of land in late or old seral stages, and a nondeclining even flow of timber were selected. A case study was undertaken in a small watershed that is under typical societal constraints to determine whether one decisionsupport tool, SNAP II+, could evaluate the selected goals in a single planning exercise. Three riparian management strategies and two forest road scenarios were used. The exclusion of harvest and road-building from riparian zones in order to increase habitat protection decreased harvest levels and net present value but maintained preactivity stream temperatures. Other resources were generally maintained within prescribed management levels. Although the technique has limitations (e.g., it does not account for riparian zones in calculations of forage and cover for HEI, and it can use the maximum but not minimum acreage goal for some resources), it shows promise for evaluating management tradeoffs in watershed analysis.This is Paper 3069 of the Forest Research Laboratory, Oregon State University, Corvallis, Oregon.  相似文献

Forest fires are an integral part of the ecology of the Mediterranean Basin; however, fire incidence has increased dramatically during the past decades and fire is expected to become more prevalent in the future due to climate change. Fuel modification by prescribed burning reduces the spread and intensity potential of subsequent wildfires. We used the most recently published data to calculate the average annual wildfire CO(2) emissions in France, Greece, Italy, Portugal and Spain following the IPCC guidelines. The effect of prescribed burning on emissions was calculated for four scenarios of prescribed burning effectiveness based on data from Portugal. Results show that prescribed burning could have a considerable effect on the carbon balance of the land use, land-use change and forestry (LULUCF) sector in Mediterranean countries. However, uncertainty in emission estimates remains large, and more accurate data is needed, especially regarding fuel load and fuel consumption in different vegetation types and fuel layers and the total area protected from wildfire per unit area treated by prescribed burning, i.e. the leverage of prescribed burning.  相似文献

The formulation and implementation of new fire policies in the national forests depend upon public acceptance. A national survey of organized groups of forest users indicates that, contrary to the concern of many forest managers, considerable support exists for flexible fire suppression policies. Forest users are also willing to accept the risk associated with the manager's use of prescribed fire. However, important intergroup differences do exist. Such variation is discussed in relation to a number of socioeconomic variables, general fire knowledge, specific knowledge about the effects of low-intensity fires, and risk preference levels.  相似文献

A model-based analysis of the effect of prescribed burning and forest thinning or clear-cutting on stand recovery and sustainability was conducted at Fort Benning, GA, in the southeastern USA. Two experiments were performed with the model. In the first experiment, forest recovery from degraded soils was predicted for 100 years with or without prescribed burning. In the second experiment simulations began with 100 years of predicted stand growth, then forest sustainability was predicted for an additional 100 years under different combinations of prescribed burning and forest harvesting. Three levels of fire intensity (low, medium, and high), that corresponded to 17%, 33%, and 50% consumption of the forest floor C stock by fire, were evaluated at 1-, 2-, and 3-year fire return intervals. Relative to the control (no fire), prescribed burning with a 2- or 3-year return interval caused only a small reduction in predicted steady state soil C stocks (< or =25%) and had no effect on steady state tree wood biomass, regardless of fire intensity. Annual high intensity burns did adversely impact forest recovery and sustainability (after harvesting) on less sandy soils, but not on more sandy soils that had greater N availability. Higher intensity and frequency of ground fires increased the chance that tree biomass would not return to pre-harvest levels. Soil N limitation was indicated as the cause of unsustainable forests when prescribed burns were too frequent or too intense to permit stand recovery.  相似文献

Federal land managers in the western United States are interested in the potential of prescribed fire as a tool to decrease fuel loads, increase vegetational heterogeneity, and increase faunal diversity in various ecosystems. I tested whether implementation of a prescribed fire program by the US Forest Service in a watershed in the central Great Basin had significant effects on butterfly species richness and composition. I monitored butterfly communities during the first two years after implementation in five to seven burn units and controls in the watershed. To estimate baseline spatial and temporal variation in butterfly communities in the greater ecosystem, I also monitored butterflies in five untreated canyons outside the project area. Butterfly species richness and butterfly species composition (measured as community similarity) did not differ significantly between burn units and controls. Geographic location had statistically significant effects on species richness. Butterfly species composition of individual locations varied over time, as did the magnitude of that variation. These results emphasize that standardized, repeatable monitoring protocols are vital for evaluating the effects of experimental management treatments and for predicting and assessing the effects of future management strategies and environmental changes.  相似文献

The proliferation of community-based collaborative approaches to public land management and planning has spawned many questions regarding issues of community representation and the effects of participation for local residents. This paper presents a longitudinal assessment of local resident participation in collaborative forest planning on local community–forest relations in southwestern Colorado. Using survey data of participants involved in the San Juan National Forest's forest plan revision community study groups from 1998 to 2003, we assess participation in terms of community representation and the effects of community-based collaboration upon individuals' forest uses, forest values, and the level and form of involvement in forest management and planning activities. Results show that community representation remains slanted towards existing active stakeholders, and that while forest values, uses, and frequencies of involvement change little, participants cite positive effects in terms of the development of new knowledge, personal relationships, and greater confidence to engage in forest management affairs.  相似文献

State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Program administration often involvesrule promulgation, harvest plan reviews, coordination of interagency reviews,and pre- and postharvest on-site inspections. In a 1989 article, Ben Twight and Fremont Lyden compared the attitudes of national forest managers in the United States in 1981 with those of its major constituents to assess the extent to which the U.S. Forest Service was biased: were the beliefs and values of agency employees concerning resource management more representative of one of two major constituent groups, environmentalists and forest utilizers? The research tested Culhane's (Public Lands Politics: Interest Group Influence on the Forest Service and the Bureau of Land Management. Baltimore, Maryland: John Hopkins University Press. 1981) theory that the Forest Service occupies a middle ground in its attitudes relative to those of its environmental and utilization constituencies. They concluded that the agency did not; ideologically, district rangers were quite close to the Forest Service's utilizer constituency and relatively far from its environmentalist constituency. Given recent changes in the attitudes of Forest Services managers, the present study sought to answer the question: what do these changes reveal about the ideological position of the agency in 1981 vis a vis its position in 1990, and what are their implications for continuing concerns over the agency's representation of all interest groups? The response to survey questions of four groups—1990 district rangers and district rangers, environmentalists and forest utilizers in 1981—were combined for statistical comparison. Discriminant analyses were conducted to clarify the differences in the groups. Although the hypothesized bias of the Forest Service toward the traditional utilizer position was confirmed, the results also suggested that managers' values and attitudes had changed over the decade. The major issue underlying this bias—preservation versus utilization of resources—no longer adequately represented the agency's position, which has been fragmented into concerns with multiple issues.  相似文献

This article inserts itself into the ongoing debate over the changing role of State Forest Departments from the traditional task of obtaining revenue for the State through extracting timber and sale of minor forest products, to the emerging identity of protector of wildlife and biodiversity of the forest environment. The article focusses on the adivasi (indigenous) people in the Bastar region of Madhya Pradesh in Central India. It highlights how market forces, regional politics and official conservation policies adversely affect the adivasi people, who inhabit these forests and gain their livelihood from them. Ironically, efforts intended to conserve and protect in many instances instead contribute to increased pressure on the forest.
Major portions of the forests in the region are officially under the authority of the State Forest Department, and many of the adivasi traditional activities, necessary to their livelihood, have been curtailed by law. The article discusses the various areas of conflict/dialogue between the adivasi and the authorities, and the different perceptions of forest space versus land rights. The vegetation of the area and local usage of non-timber forest products are central themes of the article .  相似文献

ABSTRACT: Australia's ‘Landcare’ program is a community-based participatory program established by government to tackle the problem of land degradation. Landcare involves thousands of Australians working together in locally based groups, tackling problems of common concern. Government and community are now looking to ‘scale up’ the Landcare idea to a regional level. State and territory governments have moved to create regional (often watershed-based) frameworks for land management planning and resource conservation, in accordance with the concept of integrated watershed management. Growing out of the success of community involvement in Landcare, many of these approaches involve the community. However scaling up of the Landcare idea introduces problems of both time and space. There have been a number of problems experienced in the implementation of Landcare and integrated watershed management. These problems include the equitable delineation of membership on decision-making bodies; the raising of sufficient funds for program implementation; and the coordination of a diversity of governmental layers, planning processes and management programs. This paper reviews how the State of Victoria has responded to these challenges and suggests what challenges remain.  相似文献

The paper examines a forest guard system protecting Monteverde Cloud Forest Reserve in Costa Rica. Using field observation, interviews and content analysis of records, the study determines the major threats facing the reserve from the local population. These threats, which include hunting, squatting and logging, are dealt with by the guards not just by creating barriers but by the guards as linkages among the many participants in the region. Community, institutional, legal and ecological linkages are identified, described and measured. The community linkage is recognized as particularly important because the Reserve's protection will be greatly enhanced if the community itself becomes ‘the guards’ and protects the Reserve. We use a travel cost model to test the effects of wild and prescribed fire on visitation by hikers and mountain bikers in New Mexico. Our results indicate that net benefits for mountain bikers is $150 per trip and that they take an average of 6.2 trips per year. Hikers take 2.8 trips per year with individual net benefits per trip of $130. Both hikers' and mountain bikers' demand functions react adversely to prescribed burning. Net benefits for both groups fall as areas recover from prescribed burns. Because both visitation and annual recreation benefits decrease to these two types of visitors, this gives rise to multiple use costs associated with prescribed burning. With respect to wildfire, hikers and mountain bikers both exhibit decreased visitation as areas recover from wildfires, however, only hikers indicate an increase in per trip net benefits. Bikers' demand effectively drops to zero. These results differ from previous findings in the literature and have implications for efficient implementation of the National Fire Plan and whether prescribed burning is a cost effective tool for multiple use management of National Forests. Specifically, that fire and recreation managers cannot expect recreation users to react similarly to fire across recreation activities, or different geographic regions. Changes in forested landscapes may have important consequences for ecosystem services and biodiversity conservation. In northern Spain, major changes in land use occurred during the second half of the 20th century, but their impacts on forests have not been quantified. We evaluated the dynamics of landscape and forest distribution patterns between 1957 and 2003 in Fragas do Eume Natural Park (northwestern Spain). We used orthoimages and a set of standard landscape metrics to determine transitions between land cover classes and to examine forest distribution patterns. Eucalypt plantations showed the greatest increase in area (197%) over time. Furthermore, transitions to eucalypt plantations were found in all major land cover classes. Forest showed a net decline of 20% in total area and represented 30% of the landscape area in 2003. Forest losses were mainly due to eucalypt plantations and the building of a water reservoir, while forest gains were due to increases in shrubland, meadows and cultivated fields which had been recolonised. Forest patch size and core area decreased, and edge length increased over time. In turn, increases were obtained in mean distance between forest patches, and in adjacency to eucalypt plantations and to a water reservoir. These results suggest an increase in forest fragmentation from 1957 to 2003, as well as a change in the nature of the habitat surrounding forest patches. This study shows that land use changes, mostly from eucalypt plantation intensification, negatively affected forested habitats, although some regeneration was ongoing through ecological succession from land abandonment.  相似文献

The Southeastern United States is a global center of freshwater biotic diversity, but much of the regions aquatic biodiversity is at risk from stream degradation. Nonpoint pollution sources are responsible for 70% of that degradation, and controlling nonpoint pollution from agriculture, urbanization, and silviculture is considered critical to maintaining water quality and aquatic biodiversity in the Southeast. We used an ecological risk assessment framework to develop vulnerability models that can help policymakers and natural resource managers understand the impact of land cover changes on water quality in North Carolina. Additionally, we determined which landscape characteristics are most closely associated with macroinvertebrate community tolerance of stream degradation, and therefore with lower-quality water. The results will allow managers and policymakers to weigh the risks of management and policy decisions to a given watershed or set of watersheds, including whether streamside buffer protection zones are ecologically effective in achieving water quality standards. Regression analyses revealed that landscape variables explained up to 56.3% of the variability in benthic macroinvertebrate index scores. The resulting vulnerability models indicate that North Carolina watersheds with less forest cover are at most risk for degraded water quality and steam habitat conditions. The importance of forest cover, at both the watershed and riparian zone scale, in predicting macrobenthic invertebrate community assemblage varies by geographic region of the state.  相似文献

Forest loss and fragmentation are of major concern to the international community, in large part because they impact so many important environmental processes. The main objective of this study was to assess the differences in forest fragmentation patterns and drivers between China and the conterminous United States (USA). Using the latest 300-m resolution global land cover product, Globcover v2.2, a comparative analysis of forest fragmentation patterns and drivers was made. The fragmentation patterns were characterized by using a forest fragmentation model built on the sliding window analysis technique in association with landscape indices. Results showed that China’s forests were substantially more fragmented than those of the USA. This was evidenced by a large difference in the amount of interior forest area share, with China having 48% interior forest versus the 66% for the USA. China’s forest fragmentation was primarily attributed to anthropogenic disturbances, driven particularly by agricultural expansion from an increasing and large population, as well as poor forest management practices. In contrast, USA forests were principally fragmented by natural land cover types. However, USA urban sprawl contributed more to forest fragmentation than in China. This is closely tied to the USA’s economy, lifestyle and institutional processes. Fragmentation maps were generated from this study, which provide valuable insights and implications regarding habitat planning for rare and endangered species. Such maps enable development of strategic plans for sustainable forest management by identifying areas with high amounts of human-induced fragmentation, which improve risk assessments and enable better targeting for protection and remediation efforts. Because forest fragmentation is a long-term, complex process that is highly related to political, institutional, economic and philosophical arenas, both nations need to take effective and comprehensive measures to mitigate the negative effects of forest loss and fragmentation on the existing forest ecosystems.  相似文献

Recent catastrophic floods in Viet Nam have been increasingly linked to land use and forest cover change in the uplands. Despite the doubts that many scientists have expressed on such nexus, this common view prompted both positive forest protection/reforestation programs and often-unwarranted blame on upland communities for their forest management practices. This study discusses the disparity between public perceptions and scientific evidences relating the causes of catastrophic floods. The former was drawn on the results of a questionnaire and focus groups discussions with key informants of different mountainous communities, whereas the latter was based on GIS and remote sensing analysis of land cover change, including a statistical analysis of hydro-meteorological data of the Huong river basin in Viet Nam. Results indicate that there is a gap between the common beliefs and the actual relationship between the forest cover change and catastrophic floods. Undeniably, the studied areas showed significant changes in land cover over the period 1989–2008, yet, 71% of the variance of catastrophic flood level in the downstream areas appeared related to variance in rainfall. Evidences from this study showed that the overall increasing trends of catastrophic flooding in the Huong river basin was mainly due to climate variability and to the development of main roads and dyke infrastructures in the lowlands. Forest management policies and programs, shaped on the common assumption that forest degradation in the upland is the main cause of catastrophic flood in the downstream areas, should be reassessed to avoid unnecessary strain on upland people.  相似文献

The effects of military training activities on the land condition of Army installations vary spatially and temporally. Training activities observably degrade land condition while also increasing biodiversity and stabilizing ecosystems. Moreover, other anthropogenic activities regularly occur on military lands such as prescribed burns and agricultural haying—adding to the dynamics of land condition. Thus, spatially and temporally assessing the impacts of military training, prescribed burning, agricultural haying, and their interactions is critical to the management of military lands. In this study, the spatial distributions and patterns of military training-induced disturbance frequency were derived using plot observation and point observation-based method, at Fort Riley, Kansas from 1989 to 2001. Moreover, spatial and variance analysis of cumulative impacts due to military training, burning, haying, and their interactions on the land condition of Fort Riley were conducted. The results showed that: (1) low disturbance intensity dominated the majority of the study area with exception of concentrated training within centralized areas; (2) high and low values of disturbance frequency were spatially clustered and had spatial patterns that differed significantly from a random distribution; and (3) interactions between prescribed burning and agricultural haying were not significant in terms of either soil erosion or disturbance intensity although their means and variances differed significantly between the burned and non-burned areas and between the hayed and non-hayed areas.  相似文献

According to the Seventh National Forest Inventory (2004–2008), China’s forests cover an area of 195.45 million ha, or 20.36% of the total land area. China has the most rapidly increasing forest resources in the world. However, China is also a country with serious forest pest problems. There are more than 8,000 species of potential forest pests in China, including insects, plant diseases, rodents and lagomorphs, and hazardous plants. Among them, 300 species are considered as economically or ecologically important, and half of these are serious pests, including 86 species of insects. Forest management and utilization have a considerable influence on the stability and sustainability of forest ecosystems. At the national level, forestry policies always play a major role in forest resource management and forest health protection. In this paper, we present a comprehensive overview of both achievements and challenges in forest management and insect pest control in China. First, we summarize the current status of forest resources and their pests in China. Second, we address the theories, policies, practices and major national actions on forestry and forest insect pest management, including the Engineering Pest Management of China, the National Key Forestry Programs, the Classified Forest Management system, and the Collective Forest Tenure Reform. We analyze and discuss three representative plantations—Eucalyptus, poplar and Masson pine plantations—with respect to their insect diversity, pest problems and pest management measures.  相似文献

To achieve the overall objective of restoring natural environment and sustainable resource usability, each forest management practice effect needs to be predicted using a simulation model. Previous simulation efforts were typically confined to public land. Comprehensive forest management practices entail incorporating interactions between public and private land. To make inclusion of private land into management planning feasible at the regional scale, this study uses a new method of combining Forest Inventory and Analysis (FIA) data with remotely sensed forest group data to retrieve detailed species composition and age information for the Missouri Ozark Highlands. Remote sensed forest group and land form data inferred from topography were integrated to produce distinct combinations (ecotypes). Forest types and size classes were assigned to ecotypes based on their proportions in the FIA data. Then tree species and tree age determined from FIA subplots stratified by forest type and size class were assigned to pixels for the entire study area. The resulting species composition map can improve simulation model performance in that it has spatially explicit and continuous information of dominant and associated species, and tree ages that are unavailable from either satellite imagery or forest inventory data. In addition, the resulting species map revealed that public land and private land in Ozark Highlands differ in species composition and stand size. Shortleaf pine is a co-dominant species in public land, whereas it becomes a minor species in private land. Public forest is older than private forest. Both public and private forests have deviated from historical forest condition in terms of species composition. Based on possible reasons causing the deviation discussed in this study, corresponding management avenues that can assist in restoring natural environment were recommended.  相似文献
