This paper examines the ways residents in the Grampians area in the Australian state of Victoria used their local and their state and national based media before, during and after the 2006 bushfires (wildfires). The researchers were particularly concerned to understand how residents evaluated media sources as trustworthy and credible in relation to bushfire warnings and information about the fires delivered in the media.

Analysis of data derived from two separate focus group sessions conducted by the researchers reveals four main themes. (1) The media are perceived as part of a broader information gathering process. (2) Local knowledge is the most important aspect in broadcast information. (3) Members of small communities can feel disenfranchised and resentful of the media when media coverage focuses on larger towns, and (4) the effects of media reporting, including specific warnings, are both immediate and long lasting.

The paper explores some of the tensions that result from the ways rural residents use and distinguish between local/regional and metropolitan and out-of-state bushfire information; and it encourages better use of the local/regional media to increase community safety and awareness in relation to bushfire mitigation, preparedness and crisis management issues before, during and after the fires. It is suggested that risk communications professionals need to understand that when mediated risk-related communications are provided, a key evaluative criterion is whether or not those media and the messages represent and reflect local knowledge.  相似文献

Australian bushfire safety policy does not require mandatory evacuation from bushfire as practiced in North America and other jurisdictions. Australian householders confronted with a bushfire threat must decide whether they remain and defend their property or evacuate. A better understanding of factors that influence householders’ decisions to self-evacuate can inform bushfire safety policy. Studies have identified variables that motivate evacuation from various hazards, including wildfire, but factors shaping the decision processes are not well understood. The Protective Action Decision Model (PADM) provided a theoretical framework of factors influencing protective response to hazard to analyse the actions of householders affected by two bushfires. Three factors that predict self-evacuation were identified: the perception that evacuation is effective in protecting personal safety; the receipt of official warnings; and perceived threat to property. These findings reinforce the importance of increasing householder awareness and sensitivity to the danger posed by bushfire; the adequacy of people’s bushfire preparedness; the effectiveness of early evacuation in protecting personal safety; and the potential persuasiveness of accurate, relevant and timely official warning messages in influencing safe evacuation from bushfire.  相似文献

The present context of escalating environmental risks places increased pressure and importance on our technical ability to predict and mitigate the potential consequences and occurrence of major natural hazards such as bushfire (or ‘wildfire’). Over the past decade, bushfire prediction in Australia, as in many other fire-prone countries, has increasingly come to involve both trained fire behaviour analysts and complex computer-based two-dimensional bushfire simulation models. During this transitional moment in bushfire management, there is a clear need to better understand the ways in which such predictive technologies and practitioners influence how we anticipate, encounter and manage this natural hazard and its effects. In this paper, the authors seek to prepare the ground for studies of the social dimensions of bushfire prediction by investigating how simulators and predictive practitioners have been mobilised and represented in Australia to date. The paper concludes by posing several questions that bushfire practitioners, policy-makers and researchers alike in Australia and elsewhere will need to address as our flammable future emerges.  相似文献

Information and communications technology (ICT), primarily mobile telephones and social media, is increasingly important in crisis and disaster response in developing countries. This fact raises an important question: in an information environment that includes traditional media such as radio and television, who are the people that trust information from ICT enough to act on it during a disaster? Drawing on a case study of and original survey data from the island nation of the Independent State of Samoa, this paper yields insights into who uses new technologies, particularly mobile telephones, to make decisions at the local level during crises such as natural disasters, as well as the socio‐political factors that motivate their behaviour. The results add to the growing pool of knowledge on utilisation of ICT and new technologies in developing countries for disaster response, and provide practical information on the social and political factors that lead people to trust different information sources and media.  相似文献

ABSTRACT

Heatwaves are an increasing environmental hazard and an important public health issue in Australia. Heat-health warnings are being adopted widely to promote protective behaviours, but there has been limited evaluation of public responses. This study used a household telephone survey to examine public attitudes and responses to heat-health warnings in regional areas in two Australian states, South Australia and Victoria. The results indicate a high level of recall of heat-health warnings and awareness about managing extreme heat. Respondents viewed heat-health warnings positively, but the effects on behaviour change were variable. Our findings suggest that the warnings may be reinforcing existing protective behaviours more than promoting change. Perceptions of heat risks were higher among women than men, but lower in older age groups. Evidence of this nature is important to identify ways to improve heat-health warnings and more effectively address the public health risks.  相似文献

This paper reports on an examination of data on how local residents in Tuscaloosa, a mid‐sized city in the state of Alabama, United States, responded to Hurricane Ivan of September 2004. The evaluation revealed that an integrated connection to community‐level communication resources—comprising local media, community organisations and interpersonal networks—has a direct impact on the likelihood of engaging in pre‐hurricane preparedness activities and an indirect effect on during‐hurricane preparedness activities. Neighbourhood belonging mediated the relation between an integrated connection to community‐level communication resources and during‐hurricane preparedness activities. Neighbourhood belonging was determined to increase the likelihood of taking preparedness actions during Hurricane Ivan, but not prior to it. In addition, we discovered an interesting pattern for two different types of risk perceptions: social and personal risk perceptions. Social risk perceptions increase the likelihood of taking preventative steps before a hurricane while personal risk perceptions are positively related to engaging in preventative action during a hurricane.  相似文献

A comparative survey of a diverse sample of 96 US and Italian emergency management agencies shows that the diffusion of new information technologies (IT) has transformed disaster communications. Although these technologies permit access to and the dissemination of massive amounts of disaster information with unprecedented speed and efficiency, barriers rooted in the various professional cultures still hinder the sharing of disaster knowledge. To be effective the available IT must be attuned to the unique settings and professional cultures of the local emergency management communities. Findings show that available technology, context, professional culture and interaction are key factors that affect the knowledge transfer process. Cultural filters appear to influence emergency managers' perceptions of their own professional roles, their vision of the applicability of technology to social issues, and their perspective on the transferability of disaster knowledge. Four cultural approaches to the application of IT to disaster communications are defined: technocentric; geographic,; anthropocentric; and ecocentric.  相似文献

The issue of communities and their exposure to bushfire hazard is highly topical internationally. There is a perceived trend of greater exposure to bushfire risk which is exacerbated by increased levels of building in fire-prone areas or peri-urban regions. There is a need to clarify what we understand to be peri-urban regions, and how we conceptualise and describe the communities that reside in them, in order that efficient and effective services are provided. However, more questions arise for us. For example: Where are these communities located? What do we know about the people who live there? What are the implications for bushfire mitigation? Despite being problematic, locality remains important to the understanding of communities, bushfire hazard and delivery of services.  相似文献

There are many accounts of hazard warnings which, although received by the target population, have not been appropriately understood and/or acted upon. In all such cases, what needs to be explored is a social relational failure rather than a technological one. Although the relationship between the mass media and the general public has been thoroughly explored, that between the media and the scientific community has been generally neglected. Scientists who communicate warning information to the media must recognise the background, commitments, values, needs and expectations of those they communicate with. Their efforts should be directed at conveying information in a way which is useful to the target population and, at the same time, which appeals to the media. Various "communication strategies" for the achievement of this goal are outlined.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

The International Decade for Natural Disaster Reduction, which began in January 1990, will embrace efforts to reduce death, injury and property losses stemming from rapid-onset natural disasters. Our expanding science and technology base makes possible this concerted cooperative international effort, and communications is a central part of that effort — for public education, early warning, evacuation and coordination of post-disaster relief. Mass communication is inextricably entwined with disasters and hazard mitigation. Reflecting the public's great interest and concern, the electronic and print media extensively cover natural disasters and significantly affect how and what the public learns about and how it perceives natural hazards. Improving the linkages between the media and disaster-mitigation researchers and practitioners could prepare the public to act promptly on warnings, helping to mitigate disasters. This could also accelerate the shift of the societal emphasis from post-disaster relief toward pre-disaster initiatives.  相似文献

为了解溧阳地震四十年来该地居民防震减灾科学素质情况,通过问卷调查的方式对社区居民的个人基本信息、防震减灾科学知识理解、知识需求和偏好,以及对江苏省防震减灾科普宣教工作的评价进行调研。采用SPSS软件进行数据处理。结果表明,溧阳市社区居民防震减灾科学知识水平处于中等偏上水平,但对地震预报信息发布和相关法律法规认知方面还有欠缺;防震减灾知识需求强烈且务实,最想了解的是自救互救知识,偏好科普讲座和应急演练活动;对我省防震减灾科普宣传工作的评价为中等偏上,在评价过程中,最主要的影响因子是防震减灾科普知识实用性、宣传品质和渠道。本次调查为今后开展溧阳市社区防震减灾科普宣传工作提供了理论依据。  相似文献

Among the most typical consequences of disasters is the near or complete collapse of terrestrial telecommunications infrastructures (especially the distribution network–the 'last mile') and their concomitant unavailability to the rescuers and the higher echelons of mitigation teams. Even when such damage does not take place, the communications overload/congestion resulting from significantly elevated traffic generated by affected residents can be highly disturbing. The paper proposes innovative remedies to the telecommunications difficulties in disaster struck regions. The offered solutions are network-centric operations-cap able, and can be employed in management of disasters of any magnitude (local to national or international). Their implementation provide ground rescue teams (such as law enforcement, firemen, healthcare personnel, civilian authorities) with tactical connectivity among themselves, and, through the Next Generation Network backbone, ensure the essential bidirectional free flow of information and distribution of Actionable Knowledge among ground units, command/control centres, and civilian and military agencies participating in the rescue effort.  相似文献

Major storms in the northeastern United States in 2011 and 2012 caused widespread power outages, bringing attention to the vulnerability of utility infrastructure as a result of extreme weather and environmental change. Media coverage of such focusing events provides context for and can affect government and public response. Our objective was to analyze gatekeeping, agenda setting, and framing in the New York Times (NYT) and local newspapers covering power outages related to large storm events in 2011 and 2012 (Tropical Storm Irene, October snowstorm, Hurricane Sandy). Government and utility officials focused on structural solutions to mitigate future storm impacts, whereas residents and businesses targeted individual actions. NYT interviews included residents more frequently than local newspapers, influencing coverage of impacts and solutions. Geographic differences between NYT and local newspapers’ foci may relate to coverage of solutions to and responsibility for outages. Our findings demonstrate the importance of collective action toward shared solutions.  相似文献

The authors compared the effect of the 3 May 1999 F5 and 8 May 2003 F3 tornadoes on the community of Moore, Oklahoma, by canvassing damaged areas after both tornadoes and surveying residents. Significantly more 1999 than 2003 residents reported property damage and injuries. Television and tornado sirens were the most common warnings each year, however, more 1999 residents received and responded to television warnings. Importantly, storm shelters were used more frequently in 2003. Fifty-one per cent of residents who experienced both tornadoes took the same amount of protective action in 2003 as they had in 1999; 22% took less; and 27% took more. Residents who took less action said that the reason for doing so was inadequate warning and shelter. First-hand experience of tornadoes prompts people to heed warnings when adequate notification is received and to take effective protective action when adequate shelter is available.  相似文献

Community-based disaster risk management methods routinely include capture of local knowledge which is used to inform community-level risk reduction programmes and development plans. In Jamaica, development planning at the national level has relied historically on scientific knowledge, usually to the exclusion of local knowledge. However, community disaster risk management plans reviewed for this paper show that communities have very clear ideas on the threat posed by hazards, resources at risk from the hazards and ways of reducing the risk. Communities also appreciate the value of cultural and historical sites and are willing to sacrifice development in order to protect and preserve these sites. Such knowledge is valuable for informing risk-sensitive development planning, and should be captured within the formal development approval system. A model is proposed in which community and scientific knowledge can be integrated into the formal development approval process at the national level. The model includes integrating community representatives in technical committee reviews, capturing local knowledge through community consultations and subjecting community knowledge to validation prior to its use. Successful implementation of this model should result in more accurate field assessments for risk-sensitive development planning as local knowledge provides current, site-specific information. Better risk-sensitive development planning will ultimately lead to reduced exposure to hazards and reduction in losses from the impact of hazards for Jamaica.  相似文献

This study explores the preparedness of residents livingin a rural community in Victoria, Australia, for wildfires, and the factors influencing their preparedness. Overall, participants were well aware of wildfire risks and appeared well prepared for the event of a fire. However, residents involved in agriculture and with a long-standing association with the area appeared better prepared than were those on small properties and newcomers. Their social networks, previous experiences with wildfires and grassfires, and involvement with the local fire brigade influenced preparedness of long-term residents. Characteristics of agricultural communities, including a culture of self-reliance, experience with fires as part of farming, and social cohesion, appeared to contribute to wildfire preparedness within this community. Included are recommendations encouraging preparedness for wildfires.  相似文献

The 2008 Disaster Mitigation Preparedness (DMP) study took place in Aceh province, Indonesia. It sought to help develop radio programmes and messages to increase resilience to disasters. The role of radio was evaluated during and after the 2004 Asian tsunami disaster. The study team interviewed 984 tsunami survivors from nine sub-districts of Banda Aceh, and local nongovernmental organisations convened eight focus groups around the area of Aceh Besar. Six key informant interviews were held with government disaster management agencies. The DMP survey is the first of its kind to interview a representative random sample of Banda Aceh residents. It reveals the importance of community and social networks, during disaster situations, when essential communications are down. A disaster warning information system based on a multi-media approach needs to be developed. The wider community should be involved in the planning, education and training of Banda Aceh and Aceh Besar residents to facilitate appropriate personal and community survival strategies.  相似文献

A lack of trust in the information exchanged via social media may significantly hinder decisionmaking by community members and emergency services during disasters. The need for timely information at such times, though, challenges traditional ways of establishing trust. This paper, building on a multi‐year research project that combined social media data analysis and participant observation within an emergency management organisation and in‐depth engagement with stakeholders across the sector, pinpoints and examines assumptions governing trust and trusting relationships in social media disaster management. It assesses three models for using social media in disaster management—information gathering, quasi‐journalistic verification, and crowdsourcing—in relation to the guardianship of trust to highlight the verification process for content and source and to identify the role of power and responsibilities. The conclusions contain important implications for emergency management organisations seeking to enhance their mechanisms for incorporating user‐generated information from social media sources in their disaster response efforts.  相似文献
