This study contributes a bathtub‐style inundation prediction model with abstractions of coastal processes (i.e., storm surge and wave runup) for flood forecasting at medium‐range (weekly to monthly) timescales along the coastline of large lakes. Uncertainty from multiple data sources are propagated through the model to establish probabilistic bounds of inundation, providing a conservative measure of risk. The model is developed in a case study of the New York Lake Ontario shoreline, which has experienced two record‐setting floods over the course of three years (2017–2019). Predictions are developed at a parcel‐level and are validated using inundation accounts from an online survey and flyover imagery taken during the recent flood events. Model predictions are compared against a baseline, deterministic model that accounts for the same processes but does not propagate forward data uncertainties. Results suggest that a probabilistic approach helps capture observed instances of inundation that would otherwise be missed by a deterministic inundation model. However, downward biases are still present in probabilistic predictions, especially for parcels impacted by wave runup. The goal of the tool is to provide community planners and property owners with a conservative, parcel‐level assessment of flood risk to help inform short‐term emergency response and better prepare for future flood events.  相似文献

Understanding flood and erosion hazards in the context of developing coastal management plans requires an appreciation for variations in climate, geology, vegetation, land uses, human activities and institutional arrangements. On the Great Lakes, fluctuating water levels are characterized by temporal variations in their magnitude and frequency and their impact on flooding and erosion also differ from site to site. The traditional planning and management mechanisms in Ontario, through the use of emergency responses and land use setbacks, have been insufficient in resolving the rising costs of damage to property due to flooding and erosion along the Great Lakes shoreline. There is a need to develop an alternative management model with a focus on understanding hazards in the context of their natural and human components. A case study of the preparation of a resource survey for the Saugeen Valley Conservation Authority illustrates the development of a human ecological approach and its applicability in developing shoreline management plans for the Great Lakes.  相似文献

ABSTRACT: Recent research that couples climate change scenarios based on general circulation models (GCM) with Great Lakes hydrologic models has indicated that average water levels are projected to decline in the future. This paper outlines a methodology to assess the potential impact of declining water levels on Great Lakes waterfront communities, using the Lake Huron shoreline at Goderich, Ontario, as an example. The methodology utilizes a geographic information system (GIS) to combine topographic and bathymetric datasets. A digital elevation surface is used to model projected shoreline change for 2050 using water level scenarios. An arbitrary scenario, based on a 1 m decline from February 2001 lake levels, is also modeled. By creating a series of shoreline scenarios, a range of impact and cost scenarios are generated for the Goderich Harbor and adjacent marinas. Additional harbor and marina dredging could cost as much as CDN $7.6 million. Lake freighters may experience a 30 percent loss in vessel capacity. The methodology is used to provide initial estimates of the potential impacts of climate change that can be readily updated as more robust climate change scenarios become available and is adaptable for use in other Great Lakes coastal communities.  相似文献

Our goal in the development of a nearshore monitoring method has been to evaluate and refine an in situ mapping approach to assess the nearshore waters across the Great Lakes. The report here for Lake Huron is part of a broader effort being conducted across all five Great Lakes. We conducted an intensive survey for the United States nearshore of Lake Huron along a continuous shoreline transect (523?km) from Port Huron, Michigan, to Detour Passage. A depth contour of 20?m was towed with a conductivity-temperature depth profiler, fluorometer, transmissometer, and laser optical plankton counter. Multiple cross-contour tows (10-30?m) on the cruise dates were used to characterize the variability across a broader range of the nearshore. The cross-contour tows were comparable with the alongshore contour indicating that the 20-m contour does a good job of representing the nearshore region (10-30?m). Strong correlations were observed between water quality and spatially associated watershed land use. A repeat tow separated by several weeks investigated temporal variability in spatial patterns within a summer season. Strong correlations were observed across each variable for the temporal repeat across broad- and fine-scale spatial dimensions. The survey results for Lake Huron nearshore are briefly compared with a similar nearshore survey in Lake Superior. The biomass concentrations of lower food web components of Lake Huron were notably approximately 54-59?% of those in Lake Superior. The towed instrumentation survey supported the recent view of a change in Lake Huron to an ultra-oligotrophic state, which has been uncharacteristic in recent history.  相似文献

Information on flood inundation extent is important for understanding societal exposure, water storage volumes, flood wave attenuation, future flood hazard, and other variables. A number of organizations now provide flood inundation maps based on satellite remote sensing. These data products can efficiently and accurately provide the areal extent of a flood event, but do not provide floodwater depth, an important attribute for first responders and damage assessment. Here we present a new methodology and a GIS‐based tool, the Floodwater Depth Estimation Tool (FwDET), for estimating floodwater depth based solely on an inundation map and a digital elevation model (DEM). We compare the FwDET results against water depth maps derived from hydraulic simulation of two flood events, a large‐scale event for which we use medium resolution input layer (10 m) and a small‐scale event for which we use a high‐resolution (LiDAR; 1 m) input. Further testing is performed for two inundation maps with a number of challenging features that include a narrow valley, a large reservoir, and an urban setting. The results show FwDET can accurately calculate floodwater depth for diverse flooding scenarios but also leads to considerable bias in locations where the inundation extent does not align well with the DEM. In these locations, manual adjustment or higher spatial resolution input is required.  相似文献

/ A method adapted from the National Weather Service's Extended Streamflow Prediction technique is applied retrospectively to three Great Lakes case studies to show how risk assessment using probabilistic monthly water level forecasts could have contributed to the decision-mak-ing process. The first case study examines the 1985 International Joint Commission (IJC) decision to store water in Lake Superior to reduce high levels on the downstream lakes. Probabilistic forecasts are generated for Lake Superior and Lakes Michigan-Huron and used with riparian inundation value functions to assess the relative impacts of the IJC's decision on riparian interests for both lakes. The second case study evaluates the risk of flooding at Milwaukee, Wisconsin, and the need to implement flood-control projects if Lake Michigan levels were to continue to rise above the October 1986 record. The third case study quantifies the risks of impaired municipal water works operation during the 1964-1965 period of extreme low water levels on Lakes Huron, St. Clair, Erie, and Ontario. ABSTRACT: A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing severe impacts on shoreline vegetation and water based recreation facilities located in the flood pool. A mathematical simulation model describing shoreline vegetative succession in response to flooding is presented. Plant species are grouped into ecologically similar compartments. Differential equations describing compartment intrinsic growth, intraspecies competition, interspecies competition, and other growth limiting factors are solved numerically. The model is used to evaluate the impacts of various operating policies on plant succession for a new reservoir in Central Iowa.  相似文献

Major coastal flooding events over the last decade have led decision makers in the United States to favor structural engineering solutions as a means to protect vulnerable coastal communities from the adverse impacts of future storms. While a resistance‐based approach to flood mitigation involving large‐scale construction works may be a central component of a regional flood risk reduction strategy, it is equally important to consider the role of land use and land cover (LULC) patterns in protecting communities from floods. To date, little observational research has been conducted to quantify the effects of various LULC configurations on the amount of property damage occurring across coastal regions over time. In response, we statistically examine the impacts of LULC on observed flood damage across 2,692 watersheds bordering the Gulf of Mexico. Specifically, we analyze statistical linear regression models to isolate the influence of multiple LULC categories on over 372,000 insured flood losses claimed under the National Flood Insurance Program per year from 2001 to 2008. Results indicate that percent increase in palustrine wetlands is the equivalent to, on average, a $13,975 reduction in insured flood losses per year, per watershed. These and other results provide important insights to policy makers on how protecting specific types of LULC can help reduce adverse impacts to local communities.  相似文献

The Veteran's Fishing section of the Blackledge River in central Connecticut was relocated in the late 1950s. The relocation resulted in an unstable channel despite extensive efforts to prevent erosion. Overbank erosion and meander cutoffs were investigated using detailed survey data, characterizations of sediment deposits, flow modeling, and a moment-stability analysis. Limited reworking of revetment boulders indicate that riprap bank material was immobile during a 1979 flood event responsible for the formation of the cutoff channel. A moment-stability analysis factor-of-safety value of 1.1 supports the conclusion that riprap was not directly eroded from the banks. Alluvial particles with d95 values ranging up to 120 mm were deposited along a bar downstream from the cutoff channel at flows estimated to be below a 1.5-year recurrence interval flow. Development of the bar deposit resulted in locally elevated water surfaces at high flow. The resulting overbank flow across the meander neck to the adjacent downstream bend led to the creation of an upstream migrating knickpoint, the erosion of approximately 16,000-year-old sediments, and the subsequent meander cutoff. The results of the study indicate that traditional erosion-control measures cannot prevent extreme channel adjustments if the geomorphic processes that control sediment continuity also are not considered.  相似文献

The amount of damage that will occur in the upper levels of the flood storage area will depend on the depth and duration of the inundation that occurs. This, in turn, is directly related to the operating policy for the reservoir. A dynamic programming optimization model of flood control reservoir operation is presented. This model determines the reservoir operating schedule that minimizes downstream flood damages. Various constraints are added to the model to account for the environmental impacts of long periods of flood storage.  相似文献

While deterministic forecasts provide a single realization of potential inundation, the inherent uncertainty associated with forecasts also needs to be conveyed for improved decision support. The objective of this study was to develop an ensemble framework for the quantification and visualization of uncertainty associated with flood inundation forecast maps. An 11‐member ensemble streamflow forecast at lead times from 0 to 48 hr was used to force two hydraulic models to produce a multimodel ensemble. The hydraulic models used are (1) the International River Interface Cooperative along with Flow and Sediment Transport with Morphological Evolution of Channels solver and (2) the two‐dimensional Hydrologic Engineering Center‐River Analysis System. Uncertainty was quantified and augmented onto flood inundation maps by calculating statistical spread among the ensemble members. For visualization, a series of probability flood maps conveying the uncertainty in forecasted water extent, water depth, and flow velocity was disseminated through a web‐based decision support tool. The results from this study offer a framework for quantifying and visualizing model uncertainty in forecasted flood inundation maps.  相似文献

In late May, 2007, a drinking water crisis took place in Wuxi, Jiangsu Province, China, following a massive bloom of the toxin producing cyanobacteria Microcystis spp. in Lake Taihu, China’s third largest freshwater lake. Taihu was the city’s sole water supply, leaving approximately two million people without drinking water for at least a week. This cyanobacterial bloom event began two months earlier than previously documented for Microcystis blooms in Taihu. This was attributed to an unusually warm spring. The prevailing wind direction during this period caused the bloom to accumulate at the shoreline near the intake of the water plant. Water was diverted from the nearby Yangtze River in an effort to flush the lake of the bloom. However, this management action was counterproductive, because it produced a current which transported the bloom into the intake, exacerbating the drinking water contamination problem. The severity of this microcystin toxin containing bloom and the ensuing drinking water crisis were attributable to excessive nutrient enrichment; however, a multi-annual warming trend extended the bloom period and amplified its severity, and this was made worse by unanticipated negative impacts of water management. Long-term management must therefore consider both the human and climatic factors controlling these blooms and their impacts on water supply in this and other large lakes threatened by accelerating eutrophication.  相似文献

Carex meadows are critical habitat for wintering geese in the floodplains of the middle and lower reaches of Yangtze River, China. These meadows follow a growth cycle closely tied to the seasonal hydrological fluctuation: as water levels recede in the fall, exposed mudflats provide habitat for Carex spp. growth. The seasonal growth of Carex overlaps the arrival of wintering geese and provides an important food source for the migrants. Recent alterations to the Yangtze’s hydrology, however, have disrupted the synchronous relationship between water levels, Carex growth and wintering geese at Dongting Lake. In October 2012, we carried out an outdoor mesocosm experiment to investigate potential impacts of delayed water recession on the germination and growth of Carex heterolepis, the dominant Carex species at Dongting Lake, to understand how changes in hydrology might impact wintering goose habitat. Results showed that the delayed flood recession exerted significant impact on the first growth cycle of Carex growth. Prolonged inundation significantly lowered the intrinsic growth rate (P = 0.03) and maximum growth rates (P = 0.02). It also took significantly longer time to reach the peak growth rate (P = 0.04 and 0.05 for number of shoot and biomass, respectively). As a result, biomass accumulation was reduced by 45, 62 and 90 % for 10-day, 20-day and 30-day inundation treatments, respectively. These results indicate a severe risk of food shortage for wintering geese when water recession delayed. This potential risk should be taken into consideration when operating any hydrological control structures that alter the flood regimes in Dongting Lake.  相似文献

Running Reelfoot Bayou (RRB) is the outlet canal of Reelfoot Lake, the largest natural lake in Tennessee. RRB is not able to contain discharge from Reelfoot Lake greater than the bankfull discharge of 28 m3/s (1000 ft3/s), which typically occurs at the beginning of the growing season (April–June). Historically, the planting of crops has been delayed until flooding subsides and cropland has drained. The objective of this study is a preliminary quantification of cropland inundation to determine its spatial distribution in the RRB floodplain. Inundated croplands in the RRB floodplain were delineated over a range of spillway discharges from 2 to 57 m3/s (70–2000 ft3/s), using one-dimensional–two-dimensional hydrodynamic modeling and multispectral satellite images (Landsat 8 and Sentinel-2). The composite maps made by combining the simulated and image-derived flood maps were overlaid on the United States Department of Agriculture CropScape layer to determine the inundation of individual summer crops during the growing season. About 25% of the inundated croplands are flooded at discharges of RRB less than 28 m3/s, implying wetland hydrology. The results of this analysis can be used to inform operational management of the Reelfoot Lake spillway.  相似文献

Flood inundation maps play a key role in assessment and mitigation of potential flood hazards. However, owing to high costs associated with the conventional flood mapping methods, many communities in the United States lack flood inundation maps. The objective of this study is to develop and examine an economical alternative approach to floodplain mapping using widely available soil survey geographic (SSURGO) database. In this study, floodplain maps are developed for the entire state of Indiana, and some counties in Minnesota, Wisconsin, and Washington states by identifying flood‐prone soil map units based on their attributes. For validation, the flood extents obtained from SSURGO database are compared with the extents from other floodplain maps such as the Federal Emergency Management Agency issued flood insurance rate maps (FIRMs), flood extents observed during past floods, and flood maps derived using digital elevation models. In general, SSURGO‐based floodplain maps (SFMs) are largely in agreement with other flood inundation maps. Specifically, the floodplain extents from SFMs cover 78‐95% area compared to FIRMs and observed flood extents. Thus, albeit with a slight loss in accuracy, the SSURGO approach offers an economical and fast alternative for floodplain mapping. In particular, it has potentially high utility in areas where no detailed flood studies have been conducted.  相似文献

Real‐time flood inundation mapping is vital for emergency response to help protect life and property. Inundation mapping transforms rainfall forecasts into meaningful spatial information that can be utilized before, during, and after disasters. While inundation mapping has traditionally been conducted on a local scale, automated algorithms using topography data can be utilized to efficiently produce flood maps across the continental scale. The Height Above the Nearest Drainage method can be used in conjunction with synthetic rating curves (SRCs) to produce inundation maps, but the performance of these inundation maps needs to be assessed. Here we assess the accuracy of the SRCs and calculate statistics for comparing the SRCs to rating curves obtained from hydrodynamic models calibrated against observed stage heights. We find SRCs are accurate enough for large‐scale approximate inundation mapping while not as accurate when assessing individual reaches or cross sections. We investigate the effect of terrain and channel characteristics and observe reach length and slope predict divergence between the two types of rating curves, and SRCs perform poorly for short reaches with extreme slope values. We propose an approach to recalculate the slope in Manning’s equation as the weighted average over a minimum distance and assess accuracy for a range of moving window lengths.  相似文献

Devils Lake is a terminal lake located in northeast North Dakota. Because of its glacial origin and accumulated salts from evaporation, the lake has a high concentration of sulfate compared to the surrounding water bodies. From 1993 to 2011, Devils Lake water levels rose by ~10 m, which flooded surrounding communities and increased the chance of an overspill to the Sheyenne River. To control the flooding, the State of North Dakota constructed two outlets to pump the lake water to the river. However, the pumped water has raised concerns about of water quality degradation and potential flooding risk of the Sheyenne River. To investigate these perceived impacts, a Soil and Water Assessment Tool (SWAT) model was developed for the Sheyenne River and it was linked to a coupled SWAT and CE‐QUAL‐W2 model that was developed for Devils Lake in a previous study. While the current outlet schedule has attempted to maintain the total river discharge within the confines of a two‐year flood (36 m3/s), our simulation from 2012 to 2018 revealed that the diversion increased the Sheyenne River sulfate concentration from an average of 125 to >750 mg/L. Furthermore, a conceptual optimization model was developed with a goal of better preserving the water quality of the Sheyenne River while effectively mitigating the flooding of Devils Lake. The optimal solution provides a “win–win” outlet management that maintains the efficiency of the outlets while reducing the Sheyenne River sulfate concentration to ≤600 mg/L.  相似文献

ABSTRACT: Understanding the effects of dams on the inundation regime of natural floodplain communities is critical for effective decision making on dam management or dam removal. To test the implications of hydrologic alteration by dams for floodplain natural communities, we conducted a combined field and modeling study along two reaches in the Connecticut River Rapids Macrosite (CRRM), one of the last remaining flowing water sections of the Upper Connecticut River. We surveyed multiple channel cross sections at both locations and concurrently identified and surveyed the elevations of important natural communities, native species of concern, and nonnative invasive species. Using a hydrologic model, HEC‐RAS, we routed estimated pre‐and post‐impoundment discharges of different design recurrence intervals (two year through 100 year floods) through each reach to establish corresponding reductions in elevation and effective wetted perimeter following post‐dam discharge reductions. By comparing (1) the frequency and duration of flooding of these surfaces before and after impoundment and (2) the total area flooded at different recurrence intervals, our goal was to derive a spatially explicit assessment of hydrologic alteration, directly relevant to natural floodplain communities. Post‐impoundment hydrologic alteration profoundly affected the subsequent inundation regime, and this impact was particularly true of higher floodplain terraces. These riparian communities, which were flooded, on average, every 20 to 100 years pre‐impoundment, were predicted to flood at 100 ? 100 year intervals, essentially isolating them completely from riverine influence. At the pre‐dam five to ten year floodplain elevations, we observed smaller differences in predicted flood frequency but substantial differences in the total area flooded and in the average flood duration. For floodplain forests in the Upper Connecticut River, this alteration by impoundment suggests that even if other stresses facing these communities (human development, invasive exotics) were alleviated, this may not be sufficient to restore intact natural communities. More generally, our approach provides a way to combine site specific variables with long term gage records in assessing the restorative potential of dam removal.  相似文献

Improving access to clean water has the potential to make a major contribution toward poverty reduction in rural communities of Lao P.D.R. This study focuses on stream water quality along a Mekong basin tributary, the Houay Xon that flows within a mountainous, mosaic land-use catchment of northern Lao P.D.R. To compare direct water quality measurements to the perception of water quality within the riparian population, our survey included interviews of villagers. Water quality was found to vary greatly depending on the location along the stream. Overall, it reflected the balance between the stream self-cleaning potential and human pressure on the riparian zone: (i) high bacteria and suspended load levels occurred where livestock are left to free-range within the riparian zone; (ii) very low oxygen content and high bacteriological contamination prevailed downstream from villages; (iii) high concentrations of bacteria were consistently observed along urbanized banks; (iv) low oxygen content were associated with the discharge of organic-rich wastewater from a small industrial plant; (v) very high suspended load and bacteria levels occurred during flood events due to soil erosion from steep cultivated hill slopes. Besides these human induced pollutions we also noted spontaneous enrichments in metals in wetland areas fed by dysoxic groundwater. These biophysical measurements were in agreement with the opinions expressed by the majority of the interviewees who reported poor and decreasing water quality in the Houay Xon catchment. Based on our survey, we propose recommendations to improve or maintain stream water quality in the uplands of northern Lao P.D.R.  相似文献

Abstract: The purpose of this article was to show how the value of recreational boating can be assessed and how that value can be linked to water levels. Data were gathered via a survey of recreational boaters to determine days boated and willingness‐to‐pay (net economic value) for boating on Lake Ontario and on the St. Lawrence River in 2002. Depth measurements were taken at marinas and yacht clubs, boat launch ramps, and private docks. Stage‐damage curves were used to pinpoint at what water levels and to what extent boaters would be impacted. Boaters recreated an estimated 1.3 million days in 2002 and spent an estimated US$178 million in New York counties bordering Lake Ontario and the St. Lawrence River. The mean net economic value per day per boat (above current expenditures) was $69.36, with an estimated total net economic value of US$90 million. Using Lake Ontario as an example, the stage‐damage curves show that the overall negative impact would be small, between 245 and 248 ft. Maintaining water levels within that range for the entire boating season would be ideal for Lake Ontario boaters and associated businesses.  相似文献
