在简要介绍天津市排污权交易试点的开展历程与现状的基础上,对天津市排污交易试点进行了评估。分析了排污交易试点过程中存在的主要问题,即排污权交易难以为环境管理服务,其执行状况与实施初衷不完全相符,基础数据的现状尚不支持交易的有效进行,交易跟踪系统尚不健全,初始排污权分配技术方法不成熟。针对以上问题,对"十二五"期间天津市排污交易试点开展提出了建议。  相似文献

利用物质流分析工具对天津市经济—环境系统中的物质流进行了分析,分析结果表明:2004年天津市的物质需求总量达到8.68亿t,且增长趋势明显,其中基础设施建设对环境造成了较大扰动,进口物质大于出口物质;城市环境容量总体处于饱和状态,水体污染严重;物质消耗强度不断增长,资源的利用效率处于较低水平。最后,针对存在的问题,提出相应的措施和建议。  相似文献

China has been experiencing fast economic development in recent decades at the cost of serious environmental deterioration. Wastewater discharge, especially municipal wastewater discharge, and non-point pollution sources are becoming the major water pollution source and research focus. Great efforts have been made on water pollution control and a number of renovated technologies and processes for municipal wastewater treatment and reclamation as well as non-point pollution control have been developed and applied in China. This paper discusses the development and application of the appropriate technologies, including natural treatment systems, anaerobic biological treatment, biofilm reactors and wastewater reclamation technologies, for water pollution control in the country.  相似文献

The conventional approach to wastewater system design and planning considers each component separately and does not provide the optimum performance of the entire system. However, the growing concern for environmental protection, economic efficiency, and sustainability of urban wastewater systems requires an integrated modeling of subsystems and a synthetic evaluation of multiple objectives. In this study, a multi-objective optimization model of an integrated urban wastewater system was developed. The model encompasses subsystems, such as a sewer system, stormwater management, municipal wastewater treatment, and a wastewater reclamation system. The non-dominated sorting genetic algorithm (NSGA-II) was used to generate a range of system design possibilities to optimize conflicting environmental and economic objectives. Information from a knowledge base, which included rules for generating treatment trains as well as the performance characteristics of commonly used water pollution control measures, was utilized. The trade-off relationships between the objectives, total water pollution loads to the environment, and life cycle costs (which consist of investment as well as operation and maintenance costs), can be illustrated using Pareto charts. The developed model can be used to assist decision makers in the preliminary planning of system structure. A benchmark city was constructed to illustrate the methods of multi-objective controls, highlight cost-effective water pollution control measures, and identify the main pressures on urban water environment.  相似文献

The present water pollution situation at watershed level in China has been systematically analyzed. The causes of water pollution are attributed to the extensive economic developmental pattern, poor wastewater treatment, and a lack of nonpoint pollution control. The problems of water pollution control at watershed level include a lack of thought and approach, developmental delay in the environmental standard system, an inadequate monitoring ability, and an inefficient implementation of laws and regulations. From 2006 to 2020, water pollution control and governance will be a national key specific project of science and technology in China. The strategies of this project include establishing a water pollution control system at watershed level, orienting a healthy aquatic ecosystem, conducting risk management, and using comprehensive methods. The goal is to establish and complete a technological system of pollution control and management in three five-year phases. The main tasks are to develop common technologies, management systems, and mechanisms for lake eutrophication control, river pollution control, urban water environmental pollution control, potable water safety, and water environmental management. The bottlenecks of water pollution control and management in China could be systematically removed, and the demonstration of the system engineering approach will be conducted at selected key watersheds.  相似文献

The paper examines how a public wastewater treatment plant balances objectives of cost minimization and pollution prevention. The parameters of the objective function and state equation in an optimal control model are estimated using maximum entropy and time series observations of water quality and expenditures for wastewater treatment. The estimation method does not require restrictions needed by other techniques used to estimate nonlinear, ill-posed problems. The parameter estimates indicate that the treatment plant emphasizes water quality enhancement over cost minimization. Results from the sensitivity analysis show that the plant favors conventional treatment over pollution prevention.  相似文献

China now faces double challenges of water resources shortage and severe water pollution. To resolve Chinese water pollution problems and reduce its impacts on human health, economic growth and social development, the situation of wastewater treatment was investigated. Excess sludge and greenhouse gases (GHGs) emitted during wastewater treatment were also surveyed. It is concluded that Chinese water pollution problems should be systematically resolved with inclusion of wastewater and the solid waste and GHGs generated during wastewater treatment. Strategies proposed for the wastewater treatment in China herein were also adequate for other countries, especially for the developing countries with similar economic conditions to China.  相似文献

•Phages can be better indicators of enteric viruses than fecal indicator bacteria. •Multiple phages should be added to the microbial source tracking toolbox. •Engineered phage or phage cocktail can effectively target resistant bacteria. •In phage use, phage-mediated horizontal gene transfer cannot be ignored. •More schemes are needed to prevent phage concentration from decreasing. Wastewater is a breeding ground for many pathogens, which may pose a threat to human health through various water transmission pathways. Therefore, a simple and effective method is urgently required to monitor and treat wastewater. As bacterial viruses, bacteriophages (phages) are the most widely distributed and abundant organisms in the biosphere. Owing to their capacity to specifically infect bacterial hosts, they have recently been used as novel tools in water pollution control. The purpose of this review is to summarize and evaluate the roles of phages in monitoring pathogens, tracking pollution sources, treating pathogenic bacteria, infecting bloom-forming cyanobacteria, and controlling bulking sludge and biofilm pollution in wastewater treatment systems. We also discuss the limitations of phage usage in water pollution control, including phage-mediated horizontal gene transfer, the evolution of bacterial resistance, and phage concentration decrease. This review provides an integrated outlook on the use of phages in water pollution control.  相似文献
