This article gives an account of the implementation of a stakeholder analysis framework at La Brava Wetland Basin, Argentina, in a common-pool resource (CPR) management context. Firstly, the context in which the stakeholder framework was implemented is described. Secondly, a four-step methodology is applied: (1) stakeholder identification, (2) stakeholder differentiation-categorization, (3) investigation of stakeholders' relationships, and (4) analysis of social-biophysical interdependencies. This methodology classifies stakeholders according to their level of influence on the system and their potential in the conservation of natural resources. The main influential stakeholders are La Brava Village residents and tourism-related entrepreneurs who are empowered to make the more important decisions within the planning process of the ecosystem. While these key players are seen as facilitators of change, there are other groups (residents of the inner basin and fishermen) which are seen mainly as key blockers. The applied methodology for the Stakeholder Analysis and the evaluation of social-biophysical interdependencies carried out in this article can be seen as an encouraging example for other experts in natural sciences to learn and use these methods developed in social sciences. Major difficulties and some recommendations of applying this method in the practice by non-experts are discussed.  相似文献

Large lowland river valleys include a variety of floodplain environments that represent opportunities and constraints for human activities. This study integrates extensive field observations and geomorphic data with analysis of satellite remote sensing data to examine spatial relations between land use/land cover (LULC) and floodplain environments in the lower Pánuco basin of eastern Mexico. The floodplain of the lower Pánuco basin was delineated by combining a digital elevation model with a satellite image of a large flood event. The LULC was classified by combining a hybrid classification strategy with image stratification, applied to 15-m-resolution ASTER data. A geomorphic classification of floodplain environments was performed using a dry-stage image (ASTER data) and a 1993 Landsat image acquired during a large flood event. Accuracy assessment was based on aerial photographs (1:38,000), global positioning satellite ground-truthing, and a Landsat 7ETM+ image from 2000, which resulted in an overall accuracy of 82.9% and a KHAT of 79.8% for the LULC classification. The geomorphic classification yielded 83.5% overall accuracy, whereas the KHAT was 81.5%. LULC analysis was performed for the entire floodplain and individually within four valley segments. The analysis indicates that the study area is primarily utilized for grazing and farming. Agriculture is primarily associated with coarse-grained (sandy/silty) natural levee and point bar units close to the river channel, whereas cattle grazing occurs in distal and lower-lying reaches dominated by cohesive fine-grained (clayey) deposits, such as backswamps. In the Pánuco valley, wetlands and lakes occur within backswamp environments, whereas in the Moctezuma segments, wetlands and lakes are associated with relict channels. This study reveals considerable variation in LULC related to spatial differences in floodplain environments and illustrates the importance of considering older anthropogenic influences on the landscape. The research design should be applicable for other large lowland coastal plain river valleys where agriculture is a major component of the floodplain landscape.  相似文献

Advances in telemetry have facilitated the continuous monitoring of fish position and movement. At present, there are few examples where this approach has been applied to environmental monitoring or assessment. Here we 1) present a case study that used a fixed antenna array and continuously scanning coded receiving system to monitor the movement of radio-tagged smallmouth bass (Micropterus dolomieu) in a thermal discharge canal on Lake Erie during the winter of 1998/1999, and 2) evaluate the use of fixed telemetry arrays for environmental monitoring. Although the number of radiotagged bass in the canal decreased gradually over time, fish spent the majority of the winter in the canal. When in the canal, bass selected areas upstream of the tempering pumps where water was the warmest. This region was also high in habitat complexity, had adequate velocity refuges, and abundant forage. Despite residing in the thermal effluent throughout the winter, none of the fish monitored were observed to participate in reproductive activities in the canal in the Spring. Interestingly, during a biofouling chlorination pulse in May, 50% of radiotagged fish still residing in the canal left and did not return during the monitoring period. Utility infrastructure accessible to fish, including thermal effluents, should be considered as fish habitat and managed accordingly to minimize mortality and sublethal effects on resident and transient fish. Fixed telemetry arrays that permit the continuous monitoring of fish behavior as described in this paper are widely applicable to many issues in environmental management, monitoring, and conservation.  相似文献

ABSTRACT: The Snowmelt Runoff Model (SRM) is designed to compute daily stream discharge using satellite snow cover data for a basin divided into elevation zones. For the Towanda Creek basin, a Pennsylvania watershed with relatively little relief, analysis of snow cover images revealed that both elevation and land use affected snow accumulation and melt on the landscape. The distribution of slope and aspect on the watershed was also considered; however, these landscape features were not well correlated with the available snow cover data. SRM streamflow predictions for 1990, 1993 and 1994 snowmelt seasons for the Towanda Creek basin using a combination of elevation and land use zones yielded more precise streamflow estimates than the use of standard elevation zones alone. The use of multiple-parameter zones worked best in non-rain-on-snow conditions such as in 1990 and 1994 seasons where melt was primarily driven by differences in solar radiation. For seasons with major rain-on-snow events such as 1993, only modest improvements were shown since melt was dominated by rainfall energy inputs, condensation and sensible heat convection. Availability of GIS coverages containing satellite snow cover data and other landscape attributes should permit similar reformulation of multiple-parameter watershed zones and improved SRM streamflow predictions on other basins.  相似文献

Development of a marina in a flooded brownstone quarry will require construction of a canal to the Connecticut River through an isthmus separating the two systems. An environmental audit over a 16-month period developed quantitative limnological data required by regulatory agencies. The deep quarry basin, protected by high sandstone walls, became strongly stratified in summer. Development of littoral vegetation in the quarry was prevented by the steep sides of the basin. Unusual characteristics of the manmade quarry basin, compared to most natural lakes in Connecticut, included a mean depth of 14 m, an intense thermocline, and negative heterograde oxygen profiles with metalimnetic minima. Alkalinity, conductivity, and nutrient levels differed significantly between the quarry and the river. Mean chlorophyll a concentrations in the two systems were similar, but the distribution of phytoplankton classes were quite different. The environmental audit, by comparing physical, chemical, and biological characteristics of the quarry to those of the river, allowed prediction of changes in trophic status when the two systems are joined.  相似文献

There have been no published performance evaluations of nongovernmental, voluntary habitat stewardship programs. The Operation Burrowing Owl (OBO) stewardship program, initiated in 1987, was evaluated for its effectiveness in conservation of grassland habitat during 1986–1993. The 108 OBO sites from 1987 to 88 and 98 randomly selected non-OBO sites that were grassland in 1986 in the Regina-Weyburn, Saskatchewan study area were classified by size and agricultural soil suitability. By 1993, 41 (38%) of the 108 OBO sites had been withdrawn from the program. The 1986 area of grassland was compared with grassland area calculated from digitized 1993 LANDSAT imagery. A correction for satellite inaccuracies was determined. Grassland retention in 1993 was significantly higher at OBO sites (66%) than at random sites (49%), demonstrating that the OBO voluntary program effectively conserved habitat. Also, grassland retention was significantly lower on sites with better agricultural soils, and for sites <12 ha in size. Site type (OBO or random), size and their interaction, followed by agricultural soil suitability, had the greatest effects on grassland retention. During an era of accelerated grassland loss, OBO strongly and positively (statistically significant) affected conservation of grassland sites most at risk: sites <12 ha in size and with good to excellent agricultural soils. This suggests that grassland conservation efforts focus on vulnerable sites (small size and/or good agricultural soils) to provide nesting habitat for burrowing owls. Our study demonstrates that a voluntary stewardship program can significantly increase conservation of habitat.  相似文献

Subsurface drainage is a beneficial water management practice in poorly drained soils but may also contribute substantial nitrate N loads to surface waters. This paper summarizes results from a 15-yr drainage study in Indiana that includes three drain spacings (5, 10, and 20 m) managed for 10 yr with chisel tillage in monoculture corn (Zea mays L.) and currently managed under a no-till corn-soybean [Glycine max (L.) Merr.] rotation. In general, drainflow and nitrate N losses per unit area were greater for narrower drain spacings. Drainflow removed between 8 and 26% of annual rainfall, depending on year and drain spacing. Nitrate N concentrations in drainflow did not vary with spacing, but concentrations have significantly decreased from the beginning to the end of the experiment. Flow-weighted mean concentrations decreased from 28 mg L(-1) in the 1986-1988 period to 8 mg L(-1) in the 1997-1999 period. The reduction in concentration was due to both a reduction in fertilizer N rates over the study period and to the addition of a winter cover crop as a "trap crop" after corn in the corn-soybean rotation. Annual nitrate N loads decreased from 38 kg ha(-1) in the 1986-1988 period to 15 kg ha(-1) in the 1997-1999 period. Most of the nitrate N losses occurred during the fallow season, when most of the drainage occurred. Results of this study underscore the necessity of long-term research on different soil types and in different climatic zones, to develop appropriate management strategies for both economic crop production and protection of environmental quality.  相似文献

Investigations of land use/land cover (LULC) change and forest management are limited by a lack of understanding of how socioeconomic factors affect land use. This lack also constrains the predictions of future deforestation, which is especially important in the Amazon basin, where large tracts of natural forest are being converted to managed uses. Research presented in this article was conducted to address this lack of understanding. Its objectives are (a) to quantify deforestation in the Northern Ecuadorian Amazon (NEA) during the periods 1986–1996 and 1996–2002; and (b) to determine the significance and magnitude of the effects of socioeconomic factors on deforestation rates at both the parroquia (parish) and finca (farm) levels. Annual deforestation rates were quantified via satellite image processing and geographic information systems. Linear spatial lag regression analyses were then used to explore relationships between socioeconomic factors and deforestation. Socioeconomic factors were obtained, at the finca level, from a detailed household survey carried out in 1990 and 1999, and at the parroquia level from data in the 1990 and 2001 Ecuadorian censuses of population. We found that the average annual deforestation rate was 2.5% and 1.8%/year for 1986–1996 and 1996–2002, respectively. At the parroquia level, variables representing demographic factors (i.e., population density) and accessibility factors (i.e., road density), among others, were found to be significantly related to deforestation. At the farm level, the factors related to deforestation were household size, distance by road to main cities, education, and hired labor. The findings of this research demonstrate both the severity of deforestation in the Northern Ecuadorian Amazon and the array of factors affecting deforestation in the tropics.  相似文献

In the last three decades the Nigerian environment has experienced rapid degradation. A major contributory factor of this phenomenon is the pattern of socioeconomic development in the country that gives little or no consideration to environmental outcomes. An aspect of this development is the economic policy of removal of subsidies on petroleum products initiated in 1986 as a result of the worsening economic situation in the country which begun in the early 1980s. The result of this is that prices of commercial fuels inclusive of kerosene and LPG (cooking gas) have continued to rise beyond the reach of majority of the Nigerian population. The paper examines the effect of increasing prices of petroleum-derived energy sources on the pattern of energy use for cooking in low and middle-income households and the environmental implication in Ibadan, the largest truly indigenous urban centre in sub-Saharan Africa. Results show that prior to the further subsidy removal of 1993, majority of households sampled used kerosene for cooking. Thereafter, a complete or partial switch in the pattern of domestic energy consumption ensued with more households using fuel wood and other more polluting and less efficient energy sources for cooking. The paper recommends a transition towards more environmental friendly energy sources for household use.  相似文献

When local resource users detect, understand, and respond to environmental change they can more effectively manage environmental resources. This article assesses these abilities among artisanal fishers in Roviana Lagoon, Solomon Islands. In a comparison of two villages, it documents local resource users’ abilities to monitor long-term ecological change occurring to seagrass meadows near their communities, their understandings of the drivers of change, and their conceptualizations of seagrass ecology. Local observations of ecological change are compared with historical aerial photography and IKONOS satellite images that show 56 years of actual changes in seagrass meadows from 1947 to 2003. Results suggest that villagers detect long-term changes in the spatial cover of rapidly expanding seagrass meadows. However, for seagrass meadows that showed no long-term expansion or contraction in spatial cover over one-third of respondents incorrectly assumed changes had occurred. Examples from a community-based management initiative designed around indigenous ecological knowledge and customary sea tenure governance show how local observations of ecological change shape marine resource use and practices which, in turn, can increase the management adaptability of indigenous or hybrid governance systems.  相似文献

This article discusses some recent developments in water management in Latin America. It is based on research done during the joint CEPAL/UNEP project on Water Development and the Environment. The author discusses the changes in water use occurring in Latin America in general, the contemporary relationship with the water resource in four major metropolitan centres, Bogotá, Colombia, Lima, Peru, and Sāo Paulo and Rio de Janeiro, Brazil. On the basis of the general and specific experiences described, general conclusions are drawn as to styles of water management current in the region and adjustments to the problem posed by the emergence of very large metropolitan concentrations of population and economic activity. Cet article reprend des développements récents en matière de gestion des ressources en eau en Amérique latine. II se base sur des recherches effectuées au cours de l'exécution du projet conjoint CEPAL/PNUE sur la mise en valeur des ressources en eau et de l'environnement. L'auteur discute des modifications intervenues dans l'utilisation des ressources en eau en Amérique latine en général et le rapport qui existe actuellement entre les ressources en eau et quatre centres principaux urbains (Bogota en Colombie, Lima au Pérou, et Sāo Paulo et Rio de Janeiro au Brésil). Sur la base des experiences générales et particulières décrites, des conclusions génèrales sont tirées quant aux modes de gestion actuelle des ressources en eau dans la région et aux améliorations apportées au problème créé par l'apparition d'énormes agglomérations urbaines à activité économique intense. Este artículo trata sobre algunos desarrollos recientes en la administración del uso de recursos de agua en Latinoamérica. El artículo está basado en la investigación realizada en el proyecto conjunto CEPAL/PNUMA sobre Desarrollo de Agua y el Medio Ambiente. El autor analiza los cambios que están ocurriendo en el uso de recursos de ague en Latinoamérica en general y las relaciones entre los recursos de agua y los usos en cuatro centros metropolitanos: Bogotá, Lima, Sāco Paulo y Rio de Janeiro. Incorporation of environmental flow releases from reservoirs has proven to be challenging due to fear of losses to existing water uses. Moreover environmental flow requirements (EFR) have not often been operationalized. This study compares the possibility of implementing dynamic EFR based on natural flows lagged against an upstream unregulated gauging point with static EFR. It simulates different scenarios with a high flow release in the wet season and analyses its impacts on hydropower production. This method accounts fully for the natural variability of environmental flows, implying less pressure on existing water uses during relatively dry years. Joint operation of two cascading dams vs. individual operation for EFR was also explored. These approaches were tested for the Zambezi River basin in Southern Africa using a water resources model, WAFLEX. Historic data on reservoir water levels, releases and power generation of the hydropower schemes were synthesized. Combining these yielded a validated series of monthly flow data for a 28 year period (1982‐2010). The results show that Kariba and Cahora Bassa reservoirs face a reduction in power produced when they would annually release an environmental flow. However, the dynamic EFR method entails smaller hydropower losses. Joint environmental flow operations will reduce overall basin power production more than if Cahora Bassa alone would release an environmental flow. However, such joint operation would be more beneficial to the ecosystem.  相似文献

Ecosystem-based approaches to aquaculture integrate environmental concerns into planning. Social–ecological systems research can improve this approach by explicitly relating ecological and social dynamics of change at multiple scales. Doing so requires not only addressing direct effects of aquaculture but also considering indirect factors such as changes in livelihood strategies, governance dynamics, and power relations. We selected the community of Puerto Morazán, Nicaragua as a case study to demonstrate how the introduction of small-scale aquaculture radically transformed another key livelihood activity, lagoon shrimp fishing, and the effects that these changes have had on lagoons and the people that depend on them. We find that shrimp aquaculture played a key role in the collapse, in the 1990s, of an existing lagoon common-property management. Shrimp aquaculture-related capital enabled the adoption of a new fishing technique that not only degraded lagoons but also led to their gradual privatization. The existence of social ties between small-scale shrimp farmers and other community members mitigated the impacts of privatization, illustrating the importance of social capital. Since 2008, community members are seeking to communally manage the lagoons once again, in response to degraded environmental conditions and a consolidation of the shrimp industry at the expense of smaller actors. This research shows that shrimp aquaculture intersects with a complex set of drivers, affecting not only how ecosystems are managed but also how they are perceived and valued. Understanding these social–ecological dynamics is essential to implement realistic policies and management of mangrove ecosystems and address the needs of resource-dependent people.  相似文献

Historical aerial photographs (from 1946 through 1983) were used to study and describe the nature and extent of changes in wetland vegetation of a section of the St. Lawrence River and to evaluate the relative importance of water level, fire, and vegetational development as causal factors of these historical changes. Data were encoded and analyzed using a geographical information system, autocorrelation, and Mantel tests. Results show three temporal patterns in wetland dynamics. First, some wetland zones have been reduced by human activities (urbanization, landfilling, canal dredging). The second group consists of wetland areas that remain stable and do not change over time. They are generally protected sites artificially maintained by water-level control. A third situation has occurred in the Lake Saint-François National Wildlife Area, where no significant wetland losses were detected, but where landscape structure has changed greatly. Modeling with Mantel tests suggests that, in the latter case, these changes in wetland landscape are related to the suppression of burning (fires set deliberately by Indians) since the purchase of the territory by the Canadian federal government. This situation has caused rapid replacement of wet meadows byAlnus rugosa scrub and a possible decline in habitat diversity.  相似文献

Land-cover changes are caused by human activities and natural ecological processes. Thus, our study uses an interdisciplinary approach to research land-cover changes. We present a method to (i) link socio-economic/environmental factors and land-cover changes, (ii) identify indicators of land-cover changes, and (iii) distinguish between socio-economic and environmental indicators associated with local types of overall land-cover changes. The study was conducted in the Lahn-Dill Highlands, Germany, a typical marginal rural landscape. In this region, we investigated land-cover changes occurring over the period 1945-1999. Land-cover data were derived from multi-temporal aerial photographs. Types of overall land-cover changes characterising the districts within the study area were differentiated. With the help of redundancy analysis (RDA), we analysed the relationships between land-cover changes and widely available socio-economic/environmental factors. The results reveal that both individual land-cover changes at patch level and types of overall land-cover changes characterising districts are correlated with socio-economic and environmental factors. Whereas the stable environmental factors are drivers of land-cover changes in our rural study area, socio-economic factors introduced into the analysis mostly result from land-cover changes. We identified correlative socio-economic indicators that cannot explain land-cover changes, but that in combination with the environmental factors can be used to greatly facilitate the reconstruction of past land-cover changes and thus lead to a better knowledge of land-cover history. Based on the types of overall land-cover changes, the results of the study can be adopted for the study of land-cover changes in other regions.  相似文献

This paper examines causes and consequences of wetland losses in coastal Louisiana. Land loss is a cumulative impact, the result of many impacts both natural and artificial. Natural losses are caused by subsidence, decay of abandoned river deltas, waves, and storms. Artificial losses result from flood-control practices, impoundments, and dredging and subsequent erosion of artificial channels. Wetland loss also results from spoil disposal upon wetlands and land reclamation projects.Total land loss in Louisiana's coastal zone is at least 4,300 ha/year. Some wetlands are converted to spoil banks and other eco-systems so that wetland losses are probably two to three times higher. Annual wetland losses in the Barataria Bay basin are 2.6% of the wetland area. Human activities are the principal determinants of land loss. The present total wetland area directly lost because of canals may be close to 10% if spoil area is included. The interrelationship between hydrology, land, vegetation, substrate, subsidence, and sediment supply are complicated; however, hydrologic units with high canal density are generally associated with higher rates of land loss and the rate may be accelerating.Some cumulative impacts of land loss are increased saltwater intrusion, loss of capacity to buffer the impact of storms, and large additions of nutrients. One measure of the impact is that roughly $8–17 × 106 (U.S.A.) of fisheries products and services are lost annually in Louisiana.Viewed at the level of the hydrologic unit, land loss transcends differences in local vegetation, substrate, geology, and hydrology. Land management should therefore focus at that level of organization. Proper guideline recommendations require an appreciation of the long-term interrelations of the wetland estuarine system.  相似文献

This article examines the relationship between increased metal mining and sustainable development in the eastern section of the Amazonian state of Pará in Brazil. Since the early 1980s, mining has grown rapidly in Pará and local mining operations have become global leaders in the production of iron, manganese, bauxite, aluminum, gold, copper and — in the near future — nickel. To stay in tune with global standards, these companies have committed themselves to the principles of sustainability and have obtained certification for both social and environmental aspects of their activities. The article looks into whether such certification is linked to sustainable development of the relatively poor regions where these companies operate. The main findings are that: (1) there is a visible association between certification and improved performance by the companies, but not with the development of nearby areas; and (2) social‐environmental certification processes place more emphasis on ecological variables than on social ones.  相似文献

We present results of mercury (Hg) in surface waters and soils and an analysis of satellite imagery from the Tapajós River basin, Brazilian Amazon, and the Reserva Garimpeira do Tapajós, the legal gold mining district of the basin. Hg bound to suspended sediment was roughly 600 and 200 times the concentration of dissolved Hg per litre of water, in impacted and pristine areas, respectively. Suspended sediments thus represent the major pathway of river-borne Hg. Median concentrations of Hg in suspended load from both impacted and pristine waters were 134 ppb, and 80% of samples were below 300ppb-in the range of naturally occurring surficial materials in the tropics. Regionally, riverine Hg fluxes were proportional to the concentration of total suspended solids. This shows that the dominant source of Hg is the sediment itself rather than anthropogenic mercury discharge from the small-scale mines. To independently test this conclusion, a mass balance was performed. A conservative calculation of the annual export of mercury (Hg) from the Creporí River (a minimum) was 1.6 tonnes for the year 1998-it could be significantly larger. This amount of Hg is difficult to account for by anthropogenic discharge alone, confirming that enhanced physical erosion caused by sluicing and dredging operations is the dominant source of Hg. We therefore conclude that gold mining operations are primarily responsible for elevated Hg concentrations. The dominant source of contamination is not, however, the loss of Hg in the gold amalgamation process. Rather, the disturbance and mobilization of large quantities of Hg-rich sediment and floodplain soil into the water column during mining operations is the source of contamination. These findings shift the focus of remediation and prevention efforts away from Hg control toward soil and sediment erosion control. The minimization or elimination of Hg losses in the mining process remains important for the health of local peoples and environments, but keeping basin soils and sediments in place would be a much more effective means of minimizing Hg fluxes to the region's rivers. To gain a spatial and historical perspective on the source and extent of emissions, satellite imagery was used. We were able to reconstruct historical mining activity, locate impacted areas, and estimate historical Hg fluxes with the imagery. To do so, the spectral characteristics of satellite images were calibrated to the concentration of suspended sediment in the rivers, which, in turn, is proportional to the Hg concentration. This analysis shows that mining-induced sediment plumes have been a dominant source of sediment to the Tapajós River system for decades. As well, the intensity and location of these emissions has varied through time. For example, sediment discharge from the Creporí River was greater in 1985 than in 1998; and the tributaries on the west bank of the Tapajós were actively being mined in 1985 but had been abandoned in 1998. This type of information should greatly assist in understanding original and ongoing sources of emissions, and in managing prevention and remediation efforts.  相似文献
