The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible.  相似文献

ABSTRACT: Anthropogenic phosphorus loading, mainly from the Everglades Agricultural Area (EAA), is believed to be the primary cause of eutrophication in the Everglades. The state of Florida has adopted a plan for addressing Everglades eutrophication problems by reducing anthropogenic phosphorus loads through the implementation of Best Management Practices (BMPs) in agricultural watersheds and the construction of stormwater treatment areas (STAs). Optimizing the effectiveness of these STAs for reducing phosphorus concentrations from agricultural runoff is a critical component of the District's comprehensive Everglades protection effort. Therefore, the objective of this study was to develop a simple tool that can be used to estimate STAs’performance and evaluate management alternatives considered in the Everglades restoration efforts. The model was tested at two south Florida wetland sites and then was used to simulate several management alternatives and predict ecosystem responses to reduced external phosphorus (P) loadings. Good agreement between model predictions at the two wetland sites and actual observations indicated that the model can be used as a management tool to predict wetlands’response to reductions in external phosphorus load and long-term P levels in aquatic ecosystems. Model results showed that lowering P content of the Everglades Protection Area (EPA) depends on reducing P loads originating from EAA discharges, not from rainfall. Assuming no action is taken (e.g., no BMPs or STAs implemented), the steady state model predicted that the average concentration within the modeled area of the marsh would reach 20 μg L?1 within five years. With an 85 percent reduction in P loading, the steady-state model predicted that Water Conservation Area 2A (WCA-2A) P concentration will equilibrate at approximately 10 μ L?1, while elimination of all loadings is projected to further reduce marsh P to values less than 10 μg L?1.  相似文献

Water and land resources in Thailand are increasingly under pressure from development. In particular, there are many resource conflicts associated with agricultural production in northern Thailand. Communities in these areas are significantly constrained in the land and water management decisions they are able to make. This paper describes the application of a data mining approach to describing and simulating farmers' decision rules in a catchment in northern Thailand. This approach is being applied to simulate social, economic and biophysical constraints on farmers' decisions in these areas as part of an integrated water management model.  相似文献

Assessing drought-related ecological risk in the Florida Everglades   总被引:6,自引:0,他引:6  
In the winter-spring of 2001, South Florida experienced one of the worst droughts in its recorded history. Out of a myriad of ecological concerns identified during this time, the potential for catastrophic peat fire and negative impacts to wading bird reproduction emerged as critical issues. Water managers attempted to strike a balance between the environment and protection of water supplies for agriculture and urban interests. It became evident, however, that a broad-scale, integrated way to portray and prioritise ecological stress was lacking in the Florida Everglades, despite this being considered a necessary tool for addressing issues of environmental protection. In order to provide a framework for evaluating various water management operations using real-time information, we developed GIS-based indices of peat-fire risk and wading bird habitat suitability. These indices, based on real physical, chemical, and biological data, describe two ecological conditions that help define the physical and biological integrity of the Everglades. In addition to providing continuous, updated assessments throughout the drought period, we incorporated predictive models of water levels to evaluate how various water management alternatives might exacerbate or alleviate ecological stress during this time.  相似文献

ABSTRACT: Changes in watershed management and policy in Hawaii are an instructive case study on the evolution of resource management from a traditional vertically integrated system, to a segmented central government‐based system, and now towards a community and watershed focus. The rise of European social and economic influences coupled with the precipitous decline in the Hawaiian population in the years following European contact led to the destruction of traditional management structures. Subsequently, the dominance of outside interests in Hawaii society and politics, culminating with the sugar industry, facilitated the unrestricted use and privatization of land and water resources. The post‐World War II era ushered in fundamental changes in Hawaii society and politics including renewed appreciation of traditional management practices. Government policies, increased community interest in resource management, and a renaissance in Hawaiian culture have converged in recent years to facilitate the development of new management structures that draw on both traditional and contemporary management. These structures hold great promise for improving Hawaiian watershed management. Our observations suggest that other jurisdictions may find it productive to examine traditional management and policy structures and try to relate them to contemporary community‐based resource management policies and activities.  相似文献

The ecological character of seasonal marshes is determined in large part by the pattern of water level fluctuation. As a result, the ecological health of a wetland reserve can be controlled by hydrologic regulation external to its boundaries. As an example, the Everglades marsh of Everglades National Park in Florida, USA, has been severely effected by management of the inflow of surface water. The Everglades occupies most of the interior of southern Florida, but only the lower 6% of the original marsh is contained in Everglades National Park. Shallow surface water reservoirs north of the park enclose 3600 km2 of Everglades. Their levee system confines surface water flow into the park to several structures. Historically this water flowed across the entire core of the natural drainage. Flows into the park have been on a congressionally mandated schedule of minimum deliveries that is supplemented by additional water released into the park in amounts determined solely by upstream water management needs. My research, aimed at evaluating the effects of water conditions, has shown that this regulatory system has adversely affected reproductive success, community structure, and population sizes of sensitive species whose population stability is tied to natural water level fluctuations. These adverse effects were caused by water levels that for over a decade have been maintained at unseasonably high levels. Mathematically deterministic models of water level effects can provide management options based on biologial criteria. Park managers must incorporate understanding gained from such models into internal management decisions. Modifications of water control structures and alternative policies for managing the distribution and amount of surface water flow into the park appear attainable, can improve biological conditions in the park, and need not be adverse to neighboring external interests. Thus far biological changes are severe, and to a large extent irreversible. Ecologically sensitive management of an external threat under constraints imposed by history and setting can better maintain some semblance of ecological processes in the Everglades. If management decisions do not reflect such understanding of ecological processes, further ecological deterioration will result.  相似文献

ABSTRACT: The south Florida ecosystem and Lake Okeechobee are important water resource areas that have degraded due to changes in hydroperiod, water supply, and water quality. Approximately 56 percent of the total phosphorus in water discharged from the Everglades Agricultural Area (EAA) is in particulate form. Currently, farm-level best management practices are being implemented in the effort to reduce total phosphorus and sediment in off-farm discharges. The objective of this work was to develop and calibrate a model describing water movement in primary EAA canals as a first step to development of a water quality (i.e., nutrient, sediment) model. The Netherlands-developed mechanistic flow and water quality model (DUFLOW) was adapted for the EAA. Flow, stage, geometry, canal network, and meteorological data, October 13, 1993, to February 13, 1994, were used to adapt and calibrate the DUFLOW model for EAA water level and flow in primary canals. Direct runoff discharge into the primary canals from farm-pump stations was used as runoff input for the model. The model results are comparable to an independently-calculated water balance for the EAA. The calibrated flow model will be the basis for the calibration of sediment and chemical transport in the future.  相似文献

A historical perspective on MPA identification and governance in South Africa reflects the continued influence of a top-down and natural science-based paradigm, that has hardly changed over the past half century, despite the wealth of literature, and a growing consensus, that advocates the need to adopt a more integrated and human-centered approach. Based on extensive research in two coastal fishing communities, the paper highlights impacts and conflicts arising from this conventional approach to MPA identification, planning and management. It argues that failure to understand the particular fishery system in all its complexity, in particular the human dimensions, and involve resource users in planning and decision-making processes, undermines efforts to achieve conservation and fisheries management objectives. The customary rights of local resource users, and their food and livelihood needs in relation to marine resources, need to be acknowledged, prioritized and integrated into planning and decision-making processes. Convincing ecologists, fisheries scientists and managers, that MPA success depends on addressing the root causes of resource decline and incorporating social factors into MPA identification, planning and management, remains a huge challenge in South Africa.  相似文献

ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

Due to environmental constraints and reactive water management practices, water shortages exist across the Everglades ecosystem. A growing human population and continued wetlands damage and loss decrease the system's ability to provide water for sustained natural areas and for human uses. 'The Restudy' is an $8 billion plan to restore the Everglades while also continuing to provide water storage for urban and agricultural areas. The Restudy proposes a mix of water storage systems to provide for the predicted future growth in water demand. This mix is purported to be the most cost-efficient at providing water supplies, within the constraints of unchanged agricultural and urban land use. However, a sensitivity analysis of the Restudy's cost equation reveals that the total cost of water storage systems is influenced by real estate, land acquisition and water treatment costs. The interaction of land use and agricultural policies can affect these cost factors, and can change the relative cost-efficiency between storage systems. Real estate and land acquisition costs are affected by several 1996 Farm Bill provisions, which influence the cost of aboveground water storage systems versus Aquifer Storage and Recovery systems. The Governor's Commission for a Sustainable South Florida recommendations also influence the water storage options available to the Restudy. Due to the Restudy's initial assumptions and constraints, it may not advocate the most economically and ecologically sound remediation.  相似文献

This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa's hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominantly foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors. This approach may in the process promote the sustainable wildlife use in and around MGR.  相似文献

ABSTRACT: Land development projects that are presumed to have regional impact according to the Florida Land and Water Management Act of 1972 are forced to minimize adverse environmental impact through a detailed procedure called Application for Development Approval (ADA). In Southeast Florida, as part of this review process, the water-supply and flooding conflicts must be resolved with the regional water management agency, Central and South Florida Flood Control District (FCD). This paper discusses the efforts to resolve these two conflicts for a large proposed residential development in Broward County, Florida. The project, as envisioned by Leadership Housing, Inc., places 25,000 dwelling units on the 3,960-acre site. The project is located in a flood prone area of the Hillsboro Canal Basin and is at the northwest edge of the Biscayne Aquifer. Significant land modification is required to flood-proof the project. The water-supply conflict was resolved only when the FCD was assured that the ultimate water demand for the project was balanced by the natural recharge to the site. Significant water-resources studies were required to produce these conflict resolutions.  相似文献

The South Florida Water Management District (SFWMD) constructed a wetland south of Lake Okeechobee to begin the process of removing nutrients (especially phosphorus) from agricultural stormwater runoff entering the Everglades. The project, called the Everglades Nutrient Removal (ENR) project, is a prototype for larger, similarly constructed wetlands that the SFWMD will build as part of the Everglades restoration program. This innovative project is believed to be one of the largest agricultural stormwater cleanup projects in the United States, if not in the world. This publication describes the ENR project's design, construction, and proposed operation, as well as the proposed research program to be implemented over the next few years.  相似文献

ABSTRACT: Traditional development in South Florida has in many cases resulted in undesirable degradation of terrestrial and aquatic ecosystems, due to overdrainage and overenrichment of surface waters. The study described in this paper was undertaken in order to establish guidelines under which urban development may take place in coastal areas, while minimizing unwanted environmental changes. The study area consists of approximately 70 square miles of relatively flat land in Collier County, Florida. The coastal wetlands of the region are a highly valued natural resource containing the Rookery Bay Wildlife Sanctuary. The upland properties are mainly pine woodlands and have great potential for development. A master plan was developed which will (1) provide adequate drainage for existing and projected development within the study area and (2) maintain the integrity of the estuarine zone. The major recommendations of the plan relate to land use, physical control of surface waters, including construction and maintenance of the water management system, and implementation of the plan.  相似文献

This paper analyzes the human–nature interaction in a village in rural South Africa. It discusses preconditions, perceptions, and consequences of natural resource use, and places these findings into a regional and historical context. Applying an interdisciplinary perspective, the study uses interviews, questionnaires, remote sensing, and participatory mapping to analyze land cover changes and local perceptions of the environment. The study area is located in a former homeland (Transkei), a setting where well-recorded conflicts in the human–nature sphere have previously been triggered by population pressure, apartheid policies, and other historical, political, and social reasons. A small-scale and subjective conceptualization of environmental security is used as an approach to analyze local livelihood strategies in a selected village. The results indicate that the environment is not the highest priority in local survival strategies. Instead, formal and informal jobs and governmental grants are the most important security strategies. There are thus no major conflicts resulting from the interaction between the local population and the natural resources in this specific area. Explanations to this pattern can partly be found in historical contexts, which include apartheid policies, re-localizations, and a system of migrant labor. The study also suggests that general truths about a region such as Transkei might be misleading in specific localities. For relevant and successful environmental management and development planning however, it is crucial that decision-makers be able to get a clear picture of local situations and adjust their plans accordingly.  相似文献

Water quality criteria were developed for delivery waters to Everglades National Park. The park receives a minimum of 12.34 m3/sec (315,000 acre-ft/yr) of water from controlled sources external to its boundary. These waters often originate from areas that are or potentially are impacted from urban and agricultural developments. When, in 1970, the U.S. Congress guaranteed minimum water deliveries to Everglades National Park, it also required that these waters be of good quality.The Everglades National Park water quality data base was analyzed from 1970 to 1978 at both in-park and water delivery sites to determine the current level of delivery water quality and to select representative delivery sites. It was found that current delivery water quality was sufficiently high to be adopted as criteria against which future water quality could be compared. From the delivery sites S-12C and L-67A all data were combined from 1970–1978 for 36 parameters including macronutrients, heavy metals, and field parameters such as DO, pH, and specific conductance. Mean concentrations and upper limits were computed and tabulated for comparison during future monitoring programs. These criteria were subsequently adopted through a joint memorandum of agreement between the U.S. Army Corps of Engineers, South Florida Water Management District and the U.S. National Park Service.  相似文献

Because ecosystem approaches to management adhere to ecological systems rather than human-defined boundaries, collaboration across jurisdiction, agencies, and land ownership is often necessary to achieve effective management of transboundary resources. Local natural resource and land use planners increasingly recognize that while ecosystem management requires looking beyond specific jurisdictions and focusing on broad spatial scales, the approach will partly be implemented at the local level with the coordination of local policies across larger landscapes. This article evaluates the collective capabilities of local jurisdictions to manage large transboundary ecological systems in Florida. Specifically, it combines plan evaluation with geographic information systems (GIS) techniques to map, measure, and analyze the existing mosaic of management across selected ecosystems in the southern portion of the State. Visual and statistical results indicate significant gaps in the management framework of southern Florida that, if filled, could achieve a greater level of consistency and more complete coverage of ecosystem management policies. Based on the spatial distribution of 58 ecosystem management indicators, notable gaps persist in the southwest coast, southeast coast, and central Everglades ecosystems, particularly for wildlife corridors and collaboration with neighboring jurisdictions. We also test for spatial autocorrelation of ecosystem planning scores and find that local jurisdictions with strong ecosystem management capabilities tend to cluster within specific ecosystems. Based on the findings, we make recommendations on how and where local plans can be strengthened to more effectively attain the objectives of ecosystem approaches to management.  相似文献

Forest resources play a key role and provide many basic needs to communities in developing economies. To assess the patterns of vegetation cover change, as a corollary of resource utilization, satellite imagery, ground truth data, and image processing techniques can be useful. This article is concerned with identifying change in major vegetation types in East Timor between 1989 and 1999, using Landsat Thematic Mapper data. The results highlight a significant level of deforestation and decline in foliage cover. All major vegetation cover types declined from 1989 to 1999, and there was a sizeable increase in degraded woodlands. This decline has had considerable impact on the livelihoods of rural and urban communities. Causes for these changes include: economic exploitation of abundant resources; and implications of transmigration policies implemented during Indonesian rule, resulting in increased competition for land and woodland resources. As the new nation of Timor‐Leste establishes itself, it must consider its current stock and distribution of natural capital to ensure that development efforts are geared towards sustainable outcomes. Without the knowledge of historical patterns of resource consumption, development efforts may, unwittingly, lead to continuing decline in forest resources.  相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support.  相似文献
