ABSTRACT: A micro computer based Watershed Information System (W.LS.) is developed to assist in the preparation of input files for the hydrologic simulation model HEC-1. This system consists of three phases. Phase I utilizes the capabilities of AutoCAD version 9 and three programs, BASINS, PLANES, and CHANNELS, to extract, organize, and display watershed data. Phase II uses the program CN to calculate some HEC-1 parameter values. Phase II utilizes the program HECUPDATE to create HEC-1 input files. The system input includes topographic, soils, land use, watershed geometry data, and a skeletal HEC-1 input file. Output from the system includes a summary User Reference File, a Soils File, a Land Use File, a Watershed Geometry File, a Curve Number File, and a HEC-1 input file, which is ready to run. The W.I.S. has been applied to Macks Creek Watershed in southwest Idaho.  相似文献

ABSTRACT: The effect of urbanization on alternative flood control strategies was investigated for a large developing watershed in Texas. Urban and rural areas were modeled separately using a geographically-referenced data base and the U.S. Corps of Engineers HEC-1 and HEC-2 programs, and results yielded a double-peaked hydrograph. Hydrograph input parameters were modified to predict the effects of a wide range of management alternatives including on-site storage, reservoirs, channelization, and development controls. Results indicated a combination of alternatives is required to protect existing and future developments.  相似文献

ABSTRACT: Two methods of computing rainfall excess in the U.S. Army Corps of Engineers’flood hydrograph package (HEC-1), the Initial and Uniform method and the Exponential method, are compared to evaluate the effects on modeled hydrograph accuracy. Two computed unit-hydrograph parameters, time of concentration and storage coefficient, were also compared. Rainfall and runoff data from 209 storms in 32 gaged basins in Illinois were used to calibrate the HEC-1 model. Three hydrograph characteristics - sum of incremental flows, peak discharge, and time of peak discharge - were used to evaluate modeled hydrograph accuracy. Mean percent error for each basin and hydrograph characteristic was computed. An evaluation of the mean errors indicates that, although some bias in modeled hydrograph accuracy is evident, rainfall excess computed using either method results in a computed hydrograph accuracy that is within generally accepted limits. Application of a linear-regression model shows no significant differences in computed values of unit-hydrograph parameters.  相似文献

ABSTRACT: The rehabilitation of urban stream channels and riparian areas involves a potentially large number of design alternatives. When substantial modifications are planned, water surface profile models (e.g., HEC-2) provide a means for a thorough and efficient evaluation of many design variations. The rehabilitation of a reach of Paradise Creek, Idaho, utilized the REC-2 model to verify the appropriateness of a new channel geometry and explore the consequences of variable floodplain geometries and excavation depths. The desirability of habitat diversity, coupled with the constraints of minimized earthwork costs and adequate flow capacity, framed the floodplain design question. The final design geometry was iteratively approached using the HEC-2 model to mimic the existing channel capacity. This modeling framework produces as output computed water surface elevations for the design channel and floodplain under any discharge. Hence, the method provides the means for demonstrating that rehabilitation designs will (or will not) cause increases in flood elevations, an assessment that is generally required for project approval.  相似文献

ABSTRACT: The HEC-4 monthly stream flow simulation model, developed by the Hydrologic Engineering Center, Davis, California, is used to extend the available historical stream flow records in the Central Ohio area. The principal objective of this paper is to examine the effectiveness of the HEC-4 model in generating synthetic monthly flows. Important statistical parameters are evaluated in order to relate the statistical properties of the historical and generated flows. In doing so, it is observed that the mean, standard deviation, and skewness of the generated flows are consistently larger than the corresponding estimates based on historical flows. However, results show that these statistics, as well as the lag-1 serial correlation, are generally well maintained by the generated sequences. The degree to which any statistical dissimilarities would be critical, from an engineering design point of view, is demonstrated by utilizing their low flow characteristics. Estimates of reservoir safe-yields, based on a nonsequential mass-curve analysis of the historical and generated low flows, indicate a nominal difference in this particular study.  相似文献

ABSTRACT: The accurate and reliable determination of floodplains, floodway boundaries, and flood water elevations are integral requirements of Flood Insurance Studies. These studies are intended to be used for determining the flood insurance rates. Therefore, the accuracy of the water surface profiles are important. To ensure the high degree of accuracy, the HUD Flood Insurance Administration has developed standards which must be met in the analysis of water surface profiles. A somewhat less accurate study is required for the preparation of Flood Emergency Plans. As part of the flood insurance studies of eight locations in the State of North Dakota, various flood hazard and floodplain information reports were reviewed. The hydrologic and hydraulic analyses, especially the computation of the 100-year water surface profiles, were completed using both simplified and complex hydraulic computation methods. Significant differences were found (1 to 3 feet) between the profiles computed by the SCS simplified method and those computed by HEC-2 computer program. However, the floodplain boundaries determined by both methods were found to be similar. Approximate methods are recommended for rapid determination of the floodplain, floodway boundaries, and inundation area mapping, while sophisticated computer programs (HEC-2) are recommended to be used for developing areas where the 100-year flood elevation has a significant impact on the cost of land development.  相似文献

ABSTRACT: The detention reservoir is an effective measure for the management of storm water runoff, but random or unplanned placement may aggravate potential flood hazards. An approximate method for the sizing and placement of detention reservoirs is presented. The procedure is based upon the application of a storage estimation equation. The results show that the procedure closely approximates the results produced by the U.S. Army Corps of Engineers HEC-1 Flood Hydrograph Package in computing reservoir capacities on a hypotehtical watershed. Pending further tests, the use of the procedure is very limited, but it is an initial step to incorporating detention storage into regional storm water management plans.  相似文献

ABSTRACT: The two-dimensional Diffusion Hydrodynamic Model, DHM, is applied to the evaluation of floodplain depths resulting from an overflow of a leveed river. The environmental concerns of flood protection and high flow velocities can be better studied with the help of the two-dimensional DHM flow model than by use of the one-dimensional modeling techniques. In the test case, some of the predicted flood depth differences between the DHM and the one-dimensional approach (i.e., HEC-2) are found to be significant. Although the DHM generates considerable information, it is easy to use and does not require expertise beyond that required for use of the one-dimensional approaches.  相似文献

The Hydrologic Engineering Center (HEC-1) model was used to construct synthetic hydrographs for isolated interior urban floods. Flood peak and lag time were very well preserved in simulated flows. Total volume was not adequately expressed. Lag time varied inversely with both urban development and storm intensity. Peak discharge varied with storm intensity, but this variability was well defined only at very high urbanization levels. An 175% increase in storm intensity produced a change of about 15% in peak discharge. Claims for flood damage correlated well with estimates of peak flow and lag time combined. Other measures of flood experience also correlated with the two features. Within the range of storms utilized, urban development factors consistently outranked storm intensity as a determining factor in flood damage.  相似文献

In 1982, the National Weather Service (NWS) published criteria for developing the spatial and temporal precipitation distribution characteristics of Probable Maximum Storms. The criteria, which are intended for use in the United States east of the 105th meridian, involve four variables: (1) location of the storm center, (2) storm-area size, (3) storm orientation, and (4) temporal arrangement of precipitation amounts. A computer program has been developed which applies the NWS criteria to produce hyetographs of spatially-averaged precipitation for a basin, or for each subbasin if the basin is subdividided. The basis and operational characteristics of the program are described, and an application is illustrated in which the program is used in conjunction with a precipitation-runoff simulation program (HEC-1) to compute a Probable Maximum Flood.  相似文献

ABSTRACT: The proportionality coefficient, K, and the weighing parameter, X, required for the Muskingum-Cunge Flood Routing Method are dependent on the hydraulic characteristics of the channel and the dynamic characteristic of the flood wave. This work focuses on the determination of the Muskingum-Cunge Flood Routing Method parameters for streams where measured hydrographs are not available (i.e., ungaged streams) with floods that stay within the channel banks. In the present work, a gaged creek was used and a dynamic wave was routed to test the reliability of the parameters determined through the Schaefer and Stevens technique (Schaefer and Stevens, 1978). The predicted outflow hydrographs are compared to the hydrographs obtained for the same stream determined with the Muskingum Routing option of the HEC-1 program. Cypress Creek in Harris County, Texas, was the model for this work; and the corresponding data were extracted from the Grant Road and Westfield, Texas, USGS gaging stations.  相似文献

ABSTRACT: A simulation model [Salmonid Spawning Analysis Model (SSAM)] was developed as a management tool to evaluate the relative impacts of stream sediment load and water temperature on salmonid egg survival. The model is useful for estimating acceptable sediment loads to spawning habitat that may result from upland development, such as logging and agriculture. Software in common use in the USA were adapted for use in gravel bedded rivers and linked to simulate water temperature (the USFWS Instream Water Temperature, SNTEMP model) and water and sediment routing (the USAE Scour and Deposition in Rivers and Reservoirs, HEC-6 model, version 3.2). These models drive the redd (spawning nest) model (the USDA-ABS Sediment Intrusion Dissolved Oxygen SIDO model) which simulates sediment intrusion and dissolved oxygen concentration in the redd environment. The SSAM model predictions of dissolved oxygen and water temperature compared favorably with field data from artificial redds containing hatchery chinook salmon eggs.  相似文献

ABSTRACT: This paper examines the potential to manage Mississippi River water levels for ecological benefits. The study focuses on the Weaver Bottoms, a 4,000 acre backwater marsh in southeastern Minnesota (Pool 5) highly valued for fish and wildlife habitat. The Weaver Bottoms has suffered increasing loss of aquatic vegetation and associated habitat degradation since the 1960s, largely due to persistent high water, sedimentation, wave re-suspension of sediments, and poor light penetration. In other reaches of the Mississippi River, water level reductions exposing backwater sediments have produced strong vegetative responses due to subaerial exposure of seeds and sediment compaction. Water level management scenarios for Pool 5 were developed using the HEC-2 water surface profile model. Results indicate that in many years it would be possible to reduce water levels sufficiently to expose much of the Weaver Bottoms, generating a substantial vegetative response. Additional benefits could be expected since both sediment compaction and increased vegetation would reduce re-suspension of sediments. Shifting management priorities to improve habitat would temporarily impact many river users, including both commercial and recreational boaters. Water level reductions must be coordinated with their needs.  相似文献

This paper presents a real-time simulation-optimization operation procedure for determining the reservoir releases at each time step during a flood. The proposed procedure involves two models, i.e., a hydrological forecasting model and a reservoir operation model. In the reservoir operation model, this paper compares two flood-control operation strategies for a multipurpose multireservoir system. While Strategy 1 is the real-time joint reservoir operations without using the balanced water level index (BWLI) method, Strategy 2 involves real-time joint reservoir operations using the BWLI method. The two strategies presented are formulated as mixed-integer linear programming (MILP) problems. The idea of using the BWLI method is derived from the HEC-5 program developed by the US Army Corps of Engineers. The proposed procedure has been applied to the Tanshui River Basin system in Taiwan using the 6h ahead forecast data of six typhoons. A comparison of the results obtained from the two strategies reveals that Strategy 2 performs much better than Strategy 1 in determining the reservoir real-time releases throughout the system during flood emergencies in order to minimize flooding, while maintaining all reservoirs in the system in balance if possible. Consequently, the proposed model using the BWLI method demonstrates its effectiveness in estimating real-time releases.  相似文献

ABSTRACT: In a cooperative demonstration project, NASA and the U.S. Army Corps of Engineers (Corps) compared conventional and Landsat-derived land-use data for use in hydrologic models, and the resulting discharge frequency curves were analyzed. When a grid-based data-management system was used on a cell-by-cell basis (size about 1.1 acres or 0.45 hectare), Landsat classification accuracy was only 64 percent, but, when the grid cells were aggregated into watersheds, the classification accuracy increased to about 95 percent. When both conventional and Landsat land-use data were input to the HEC-1 model for generating discharge frequency curves, the differences in calculated discharge were judged insignificant for subbasins as small as 1.0mi2 (2.59 km2). For basins larger than 10mi2 (25.9km2), use of the Landsat approach is more cost-effective than use of conventional methods. Digital Landsat data can also be used effectively by local and regional agencies for hydrologic analysis by incorporating the data into grid-based data-management systems. The transfer of this new technology is well under way through inclusion in some Corps training courses and through use by both county government personnel and private consultants.  相似文献

Soil erosion associated with non-point source pollution is viewed as a process of land degradation in many terrestrial environments. Careful monitoring and assessment of land use variations with different temporal and spatial scales would reveal a fluctuating interface, punctuated by changes in rainfall and runoff, movement of people, perturbation from environmental disasters, and shifts in agricultural activities and cropping patterns. The use of multi-temporal remote sensing images in support of environmental modeling analysis in a geographic information system (GIS) environment leading to identification of a variety of long-term interactions between land, resources, and the built environment has been a highly promising approach in recent years. This paper started with a series of supervised land use classifications, using SPOT satellite imagery as a means, in the Kao-Ping River Basin, South Taiwan. Then, it was designed to differentiate the variations of eight land use patterns in the past decade, including orchard, farmland, sugarcane field, forest, grassland, barren, community, and water body. Final accuracy was confirmed based on interpretation of available aerial photographs and global positioning system (GPS) measurements. Finally, a numerical simulation model (General Watershed Loading Function, GWLF) was used to relate soil erosion to non-point source pollution impacts in the coupled land and river water systems. Research findings indicate that while the decadal increase in orchards poses a significant threat to water quality, the continual decrease in forested land exhibits a potential impact on water quality management. Non-point source pollution, contributing to part of the downstream water quality deterioration of the Kao-Ping River system in the last decade, has resulted in an irreversible impact on land integrity from a long-term perspective.  相似文献

For developing countries, the proportion of households covered by improved water resources is conventionally used to assess the water stress situation. However, in a developing country like India with a high population growth rate, water demand and supply are considerably mismatched. An agro-based economy with large variations in socio-economic conditions and changing rainfall patterns across the states imposes greater challenge on water resources. Therefore, there is a need to assess the water situation across the country in a holistic manner. This paper proposes application of the Water Poverty Index as a comprehensive policy tool to assess actual water-stress situation across 20 major states in India. This index covers important socio-economic parameters such as access, capacity, use and environment in addition to water resources of each state. The results and findings are expected to be of use to policymakers and implementing agencies. In view of policy formulation, a state performing well on a Water Poverty Index component can act as a benchmark for another state.  相似文献

The premise of this article is that the planning and design of new rest camps in conservation areas should be based on ecological principles in such a way that the plant ecology within the camp be an integral part and extension of the natural ecology of its immediate vicinity. This is desirable so that visitors to the camp will be provided not only with facilities for resting, eating, and sleeping, but also be able to enjoy and study the natural environment in a relaxed atmosphere. The Berg-en-Dal rest camp, which was established in Kruger National Park, was planned in such a way and designed according to the principles outlined by the authors in a companion article. The planning included six zones: a control zone, day visitor zone, overnight visitor zone, staff accommodation zone, recreation zone, and service zone. The point is stressed that plant species selected to be used as additional vegetation to those already growing in the camp were endemic to the nine landscape facets identified in the camp. The design allowed for separation of the various land-use zones in such a way that they would complement each other rather than be a hindrance to each other. The camp has been built according to the plans included in this article and has proved to be a great success. The conclusion is drawn that the planning principles are sound and should be used in the future for the planning and design of rest camps for conservation areas in South Africa.  相似文献

The willingness of private individuals in Israel to invest in energy-saving retrofit of the envelope of residential buildings was studied by means of a survey. Responses show that awareness of the need to conserve energy is high, but that willingness to participate in a retrofit project is modest and is limited to relatively small outlays. The decision on whether to retrofit at all, and then how much to invest in the project, is characterized as a two-stage process in which different factors may affect the outcome of each of the two stages. The major barrier to building retrofit is the perception (justified, in most cases) that the direct economic benefit to the homeowner from the resulting energy saving is small, and that given Israel's relatively mild climate, the payback period is very long. The stamp of approval provided by a government subsidy of 25% would have a large non-proportional effect on willingness to undertake building retrofit. Funding for the subsidy could be obtained from a Pigovian levy on electricity, applied for a limited period, and its environmental benefits outweigh the cost of the subsidy itself.  相似文献
