Climate change strongly affected the structure and functions of natural ecosystems, e.g. the vegetation productivity decreased in the Northeast permafrost region due to the higher temperature and less precipitation, whereas in the Tibetan Plateau, the vegetation productivity increased, owing to the improved thermal resource. Climate change led to reduced precipitation in North and Northeast China and thus the reduced surface runoff. The public needs for energy were changed because of climate change, e.g. the shorter heating period in winter. Climate change profoundly influenced human health, pathophoresis and major projects by increasing extreme events, including frequency and magnitude, and causing more serious water shortage. Under the background of climate change, although the improved thermal resources can be helpful for extending the crop growth period, more extreme events may resulted in more instability in agricultural productivity. Not only did climate change indirectly affect the secondary and tertiary industries through the impacts on agriculture and natural resources, but also climate change mitigation measures, such as carbon tax, tariff and trading, had extensive and profound influences on the socioeconomic system. Further analysis indicated that the impact of climate change presented significant regional differences. The impact had its pros and cons, while the advantages outweighed the disadvantages. Based on the above analysis on the impacts of climate change, we put forward suggestions on coping with climate change. First, scientifically dealing with climate change will need to seek advantages while avoiding the disadvantages of climate change in order to achieve the orderly adaptation to climate change, which is characterized with “Overall best, long-term benefit.” Second, quantitative adaptation should be given more attention, e.g. proposing operational schemes and predictable goals and using uncertainty analysis on adaptation measures. Third, more active coping strategy should be adopted to enhance China’s future comprehensive competitiveness. The strategies include but are not limited to gradually adjusting the industrial structure, intensifying the research and development (R&D) of emission reduction technology and actively responding to the influence of carbon tax, tariff and trading on socioeconomic development in China.  相似文献

Climate change adaptation is an important part of addressing climate warming. Inner Mongolia grassland is a sensitive and vulnerable area of climate and an important region for adaptation to climate change. New climate change adaptation approaches with nomadic culture characteristics should be exploded in the context of climate warming. In this paper, the different utilization pattern of grassland in different regions, the different modes of production and management and historical culture were analyzed first in Nenjiang–West Liaohe plain and Ke’erqin region, Inner Mongolia Plateau and Ordos Plateau. Then, nomadic culture on the grassland was discussed from the productivity to biodiversity, from local livestock variety to resource-used system. Finally, new approaches of climate change adaptation with inheriting the essence of nomadic culture were proposed, including protecting biodiversity and using resources reasonably, performing a practice of grazing suspension–rotational grazing system, fencing degenerated grassland to facilitate its growth, founding new farming and husbandry system on the grassland, and establishing an incentive mechanism favorable to grassland and ethical cultural protection.  相似文献

This study links climate change impacts to the development of adaptation strategies for agriculture on the Mediterranean region. Climate change is expected to intensify the existing risks, particularly in regions with current water scarcity, and create new opportunities for improving land and water management. These risks and opportunities are characterised and interpreted across Mediterranean areas by analysing water scarcity pressures and potential impacts on crop productivity over the next decades. The need to respond to these risks and opportunities is addressed by evaluating an adaptive capacity index that represents the ability of Mediterranean agriculture to respond to climate change. We propose an adaptive capacity index with three major components that characterise the economic capacity, human and civic resources, and agricultural innovation. These results aim to assist stakeholders as they take up the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.  相似文献

Can information about adaptation costs influence citizens’ willingness to support climate change mitigation? Some scholars are concerned that policy discussions on adaptation might present climate change as a more manageable problem, and therefore crowd out mitigation efforts. On the other hand, providing information on adaptation costs may sensitize citizens to these costs, thereby increasing their willingness to support mitigation. To assess these conflicting predictions, we fielded a web-based survey experiment using a sample of 2,000 US-based respondents. We presented the respondents with a hypothetical newspaper article regarding a proposed gasoline tax (a mitigation strategy) and measured the support for this proposal across different treatment groups. In the control group, the respondents were told that failure to mitigate climate change could result in a potentially catastrophic outcome, whereas in each of the treatment groups the respondents were provided with information concerning possible adaptation costs. The respondents were then asked about their willingness to support a gasoline tax. Our key finding is that the provision of information about adaptation costs leads to a small increase in the respondents’ willingness to support mitigation efforts. Furthermore, we find that this effect becomes larger when the information regarding adaptation costs is made more specific.  相似文献

This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.  相似文献

Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development.  相似文献

This study aims to investigate the effect of the impact mechanism of climate change on the livestock production at small watershed level and county level with the Multi-level Model(MLM)in Qinghai Province. The result indicated that the gross livestock output value was greatly influenced by the climatic factors of the small watershed level.Higher temperature promoted also by the increase of precipitation, relative humidity and sunshine duration was found to be beneficial to the development of livestock production, except in some areas where temperature rise restrained the development of local livestock production to some degree when exceeding a certain level;besides, the impact of the socioeconomic factors on the livestock output value is obvious at the county level. The gross economic output measured with GDP has some inhibitory effects on the reinvestment of livestock production, while population growth promotes development of livestock production to some degree. The results not only provide scientific basis for the management of livestock production in Qinghai Province, but also provide reference for formulating the policies and adaptation measures targeted at climate change to promote the sustainable development of livestock production in other regions.  相似文献

Sub-Saharan Africa is particularly vulnerable to climate change. Multiple biophysical, political, and socioeconomic stresses interact to increase the region’s susceptibility and constrain its adaptive capacity. Climate change is commonly recognized as a major issue likely to have negative consequences on food security and livelihoods in the region. This paper reviews three bodies of scholarship that have evolved somewhat separately, yet are inherently interconnected: climate change impacts, vulnerability and adaptation, food security, and sustainable livelihoods. The paper develops a conceptualization of the relationships among the three themes and shows how food security’s vulnerabilities are related to multiple stresses and adaptive capacities, reflecting access to assets. Food security represents one of several livelihood outcomes. The framework shows how several research paradigms relate to the issue of food security and climate change and provides a guide for empirical investigations. Recognizing these interconnections can help in the development of more effective policies and programs. The framework is applied here to synthesize findings from an array of studies in sub-Saharan Africa dealing with vulnerability to climate change, food security, and livelihoods.  相似文献

Several studies have indicated the importance of understanding farmers’ perceptions of risks associated with climate change, the adaptation strategies they employ and factors that affect adaptive capacity. This study aimed to understand smallholder farmers’ perceptions of climate change, adaptation strategies and adaptive capacity in the semiarid Matungulu Sub-County, Eastern Kenya. A participatory approach, using three climate roundtables, was conducted to enhance community participation and understanding of climate change issues. The study showed that farmers’ perceptions concerning climate change are influenced by past experiences of weather extremes that have affected production levels and farm incomes. The farmers have made strategic responses to manage risks posed by climate change. However, they face several challenges in adaptation such as inadequate technical knowledge, low financial resources and inadequate land size. Further, the study showed that climate roundtables is a successful participatory approach that can give effective insights for smallholder farmers to understand agricultural vulnerability, climate change and their adaptation strategies.  相似文献

The present research established a preliminary indicator assessment system satisfying Chinese characters for exposure, sensitivity, and social adaptive capacity related to climate change. The 31 province-level administrative regions in mainland China were considered in our research. We developed three dimensions of indices related to climate change, including primary, secondary, and tertiary indicators. We chose all variables and indicators based on a literature review and used principal component analysis and the varimax method to develop a weighted assessment index system. Districts in central China scored higher on the overall exposure index than other sample districts, western China generally exhibited higher sensitivity, and eastern China exhibited comparatively higher social adaptive capacity than the other regions. This study also provides perspective for adaptation policies that all regions in China could adopt to determine development direction decision-making based on their specific conditions and diversified comparative advantages to enhance adaptive capacity in response to climate change.  相似文献

While fossil fuels greatly contribute to human society, they pose great challenges to natural resources, the environment, and climate change.Developed countries, like the United States, formulated strategic measures to ensure their sustainable development and leading positions in the world. These measures include new green policies, development of shale gas, revitalization of nuclear power, energy independence, reindustrialization, and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally, industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path. This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries, the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries. An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years, which is a key period for this transition. This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development. It,however, can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China’s green and low-carbon energy strategies,low-carbon society construction, development of agriculture and forestry, garbage sorting and utilization, innovation of urbanization, etc.Improvement of national infrastructure construction includes water safety, environment and climate monitoring system, intelligent energy web, basic database, etc.Addressing climate change can significantly improve the nation’s basic research level. In summary,it mitigates backward production capability, extensive development, and environmental damage while promoting technological advancement, scientific development, and ecological civilization.  相似文献

Abstract

For the adverse impacts of climate change, China government should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adaptive strategy to reduce the adverse impacts on economy, community and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integrative strategy, the environmental protection strategy, and the sustainable development strategy in China. Furthermore, it proposes the main aims of the state adaptive strategy of China.  相似文献

Understanding how individuals perceive their ability to adapt to climate change is critical to understanding adaptation decision-making. Drawing on a survey of 483 smallholder farmer households in the Loess Plateau region of China, we examine the factors that shape smallholder farmer perceptions of their ability to adapt to climate change and their stated intent to do so. We apply a proportional odds ordered logistic regression model to identify the role that determinants of adaptive capacity play in shaping smallholders’ perceived self-efficacy and adaptation intent. Our study provides further evidence that self-efficacy beliefs are a strong, positive predictor of adaptation intent. Our study suggests that human capital, information and technology, material resources and infrastructure, wealth and financial capital, and institutions and entitlements all play an important role in shaping smallholder perceived self-efficacy, while state-society dependencies may reduce smallholder perceived self-efficacy. In addition, our study suggests that perceiving climate change risks and impacts do not necessarily lead to an intention to adapt. Overall, our findings highlight the importance of incorporating both the objective determinants of smallholders’ adaptive capacity and their subjective perceptions of these objective determinants into future climate change adaptation programs and policies in order to facilitate adaptive actions. Identifying factors that cause individuals to have a low estimation of their adaptive ability may allow planned adaptation interventions to address these perceived limitations and encourage adaptive behavior.  相似文献

Climate change is a global challenge that has a particularly strong effect on developing countries such as Nepal, where adaptive capacity is low and where agriculture, which is highly dependent on climatic factors, is the main source of income for the majority of people. The nature and extent of the effects of climate change on rural livelihoods varies across Nepal in accordance with its highly diverse environmental conditions. In order to capture some of this variability, a comparative study was performed in two different ecological regions: Terai (lowland) and Mountain (upland) in the western development region of Nepal. The study focuses on perceptions of, and on adaptations to climate change by farmers. Information was collected from both primary and secondary data sources. Climate data were analyzed through trend analysis. Results show that most farmers perceive climate change acutely and respond to it, based on their own indigenous knowledge and experiences, through both agricultural and non-agricultural adaptations at an individual level. The study also shows that there is a need to go beyond the individual level, and to plan and provide support for appropriate technologies and strategies in order to cope with the expected increasing impacts of climate change.  相似文献

The search for strategies to address ‘super wicked problems’ such as climate change is gaining urgency, and a collaborative governance approach, and adaptive co-management in particular, is increasingly recognized as one such strategy. However, the conditions for adaptive co-management to emerge and the resulting network structures and relational patterns remain unclear in the literature. To address these identified needs, this study examines social relationships from a network perspective while initiating a collaborative multiactor initiative aimed to develop into adaptive co-management for climate change adaptation, an action research project undertaken in the Niagara region of Canada. The project spanned 1 year, and a longitudinal analysis of participants’ networks and level of participation in the process was performed. Evidence of support for climate change adaptation from the process included the development of deliberative and adaptive responses to opportunities presented to the group and the development of a strong subgroup of participants where decision-making was centered. However, the complexity of the challenge of addressing climate change, funding constraints, competing initiatives, and the lack of common views among participants may have contributed to the group, highlighting the finding that beneficial network structural features and relational patterns are necessary but not sufficient condition for the development of an adaptive co-management process. The context of climate change adaptation may require a different social network structure and processes than other contexts for adaptive co-management to occur, and there may be limitations to adaptive co-management for dealing with super wicked problems.  相似文献
