There are several claims in the literature that social desirability concerns affect people’s response to self-reported measures of environmental attitudes and ecological behaviour. However, only a few empirical studies have indirectly evaluated the impact of social desirability on environmental issues measures, and those who did have found only a low impact. This article describes two studies that explicitly address whether socially desirable responding has direct and moderating effects on self-reported environmental attitudes and ecological behaviour. Results from correlational and moderated multiple regression analyses from both studies showed that social desirability had only a weak direct effect on environmental attitudes (but not ecological behaviour), and had no moderating effect on the environmental attitudes–ecological behaviour relationship. Implications of these findings for research on environmental issues are discussed.

Two frequent beliefs about rural environmental attitudes are examined conceptually and empirically: (1) the common conception that rural environmental concerns are expressed predominantly by wealthy community newcomers; and (2) the related position that long-time rural residents are hostile to the environmental cause. We argue conceptually, through the use of a 2×2 community matrix, that environmental attitudes are equally likely to be expressed by what we term “upper middle income newcomers,” “lower middle income newcomers,” “upper middle income locals,” and “lower middle income locals.” Empirically, we find that although wealthy newcomers express the strongest environmental attitudes in the community, their concerns represent only a small percentage of rural environmental attitudes consisting of respondents who make less than $40,000 a year in household income are over 40 years of age, possess less than a college education, and work in a nonprofessional occupation. This new category expresses environmental concerns at least equal to the rest of the community on three of four measures of environmental attitudes. The findings provide insight into the widespread and cross-sectional nature of rural environmental concern. The implication is that environmental groups will find significant sources of political support in rural communities, provided they craft their environmental message in a language consistent with rural attitudes and values. This paper reports a meta-analysis of studies using the New Environmental Paradigm (NEP) Scale over the last 30 years. A review of 69 studies from 36 countries (including 58,279 participants from 139 samples) shows that there is considerable variation in the way the NEP Scale is used, particularly with regards to the number of items used and the number of points on the Likert scale employed. Results from weighted regression analyses reveals that variations in sample type and scale length have a significant effect on NEP scores. In particular, environmentalist and white-collar samples scored significantly higher on the NEP Scale than nationally or regionally representative samples, while blue-collar samples scored significantly lower; and participants scored higher on 6-item versions of the scale than on the revised 15-item version, and lower on versions of the scale containing 5, 7, 8 or 10 items. Implications of this research for the comparability of previous studies using the NEP Scale are discussed and guidelines for future research are presented.  相似文献

This paper examines how strategic environmental assessment has been practiced at the national level in China through 2005 and why it has been practiced in the manner observed. Based on literature reviews and interviews carried out in 2005 and 2006, we find that bureaucratic politics between environmental and nonenvironmental ministries has limited the legislation and implementation of strategic environmental assessment to environmental assessment (EA) for a set of government plans defined in the 2003 Environmental Impact Assessment Law. Interviewees from environmental and nonenvironmental ministries and key research institutes have reported that few planning EAs have been performed at the sectoral level. Nonenvironmental ministries have either evaded the 2003 Environmental Impact Assessment Law and have not undertaken required planning EA or have organized planning EA on their own without participation by the State Environmental Protection Administration. The rising tension between the environmental and nonenvironmental ministries has limited the role of planning EA as a participatory decision-making tool. In addition to bureaucratic politics, we find that weak public participation and underemphasis on social analysis in planning EA may have further compromised the utility of planning EA.  相似文献

The spectre of regulatory reform carried out in a range of Western countries has generated concern amongst parts of the environmental policy community. Quality and effectiveness are said to be at stake, but empirically there is a dearth of data on the relationship between provisions for quality control and the effects on quality and effectiveness. This research addresses this lacuna by analysing the effects of different quality control provisions in the Netherlands and Denmark for a globally institutionalized environmental appraisal tool—Environmental Assessment (EA). Extensive technical provisions for quality control in the Netherlands have led to it being described as the ‘Rolls Royce’ of EA systems, while in Denmark the polity is expected to take charge of quality control. The effects of quality control are investigated through surveys and in-depth interviews with actors centrally engaged with EA implementation. The results show that quality control provisions are poorly related to the perceived quality and effectiveness of EA. Only the appropriateness of the scope of EA reports is perceived to be strongly related to quality control provisions. The findings are relevant for environmental policy communities concerned with quality control systems and effectiveness of policy appraisal tools and policy-makers contemplating regulatory reforms.  相似文献

This paper extends prior research on risk perceptions in the West to the Hong Kong Chinese context by studying the nature of the responses of 229 Hong Kong Chinese to an adapted environmental appraisal inventory (EAI-C), which consisted of three scales with one related to the self and the other two related to the local and global environments, respectively. Results lent support to a local–global dichotomy: hazards were appraised to be more threatening in the global than the local context. Responses to the three-scale adaptation were factor analysed and three subscales were extracted for each of the EAI scales. As with findings reported in a previous study with an Irish sample, the subscales could be considered to represent techno-human, everyday-life and natural hazards. Results also indicated that Hong Kong Chinese appraised environmental hazards as more threatening than did Western samples surveyed in prior studies. This was most striking when hazards were appraised in relation to the self. Similar findings have also been reported in recent studies with Japanese samples. It was suggested that the accentuated threat to self observed in the current study might stem from a heightened sensitivity to environmental hazards in the Chinese people, which is determined by self-construction processes specific to Asian cultures. Using the EAI as a measurement for hazard appraisal may provide insights to how people from different cultures construe the impact of environmental hazards in various contexts.  相似文献

Environmental assessment is an intriguing policy phenomenon: it is employed in an ever-increasing range of contexts the world-over, yet research indicates it rarely efficiently or effectively achieves its principal purpose of promoting sustainable development. Increasingly, practical limitations in the effectiveness of environmental assessment are attributed to its theoretical shortcomings, particularly in relation to the conception of causation. This research advanced debate on environmental assessment by examining the theoretical implications of an empirical analysis of its causal operation in purposefully selected cases. The causal models derived from the research data illustrate the diversity of mechanisms through which environmental assessment can contribute to sustainability, and provide an insight into the complexity and contextuality of causation in the empirical realm. The research findings also highlight a multiplicity of societal expectations concerning environmental assessment's contribution to sustainable development. It is concluded that the interplay of non-rational variables (such as power, agency, experiences and expectations) necessitates the pursuit of a reflexive accommodation of purposes, methods and context in environmental assessment practices.  相似文献

The US Department of Energy (DOE) plans to conduct site characterization studies at Yucca Mountain, Nevada, to determine if the location is a suitable site for a nuclear waste repository. In lieu of traditional environmental review in accordance with the National Environmental Policy Act of 1969, the DOE is relying on an environmental assessment (EA) mandated by the Nuclear Waste Policy Act of 1982 as the cornerstone of its environmental program for the Yucca Mountain Project. Because of statutory restrictions, the EA is not based on comprehensive baseline information. Neither does it address fundamentals of environmental analysis such as ecological integrity and assessment of cumulative impacts. Consequently, the present environmental program for Yucca Mountain reflects decisions made without complete information and integrated environmental review. The shortcomings of the program risk compromising the natural integrity of Yucca Mountain and invalidating future assessment of the ability of a nuclear waste repository located at the site to protect the environment. Significant improvements are needed in the repository siting program before it can serve as a model of how society can evaluate the long-term environmental consequences of advanced technologies, as has been suggested.  相似文献

Environmental problems are a function of the process of economic development and the ability to mitigate the problems through regulation. An historical analysis helps to show how the problems have been solved thus far. The objective of this investigation is to present an overview of environmental problems and the corresponding regulations in Western Europe during the 1980s. Environmental problems for 18 Western European countries were identified from abstracts from a data base on environmental literature. The 1977 findings were systematized on the basis of 20 key words according to source and impact, and a new data base was established. The data showed that the main environmental problems in Western Europe were: energy production/acid rain, nuclear power/waste, air pollution/climate, heavy metals, pesticides, water pollution, solid waste, and unforeseen accidents. Many environmental problems are common to most European countries. Regulatory measures differ significantly. In some countries environmental regulations are largely limited to the implementation of European Economic Community (EEC) directives. We have supplemented the national analyses with an examination of existing and proposed EEC regulations along with interviews with civil servants in the EEC Commission. In the 1980s, EEC environmental regulations were similar to environmental regulations in some member states. It is expected that future EEC regulations will be less reflective of those of individual member states.  相似文献

Within the research field of urban water demand management, understanding the link between environmental and water conservation attitudes and observed end use water consumption has been limited. Through a mixed method research design incorporating field-based smart metering technology and questionnaire surveys, this paper reveals the relationship between environmental and water conservation attitudes and a domestic water end use break down for 132 detached households located in Gold Coast city, Australia. Using confirmatory factor analysis, attitudinal factors were developed and refined; households were then categorised based on these factors through cluster analysis technique. Results indicated that residents with very positive environmental and water conservation attitudes consumed significantly less water in total and across the behaviourally influenced end uses of shower, clothes washer, irrigation and tap, than those with moderately positive attitudinal concern. The paper concluded with implications for urban water demand management planning, policy and practice.  相似文献

Intervention analysis is a relatively new branch of time series analysis. The power of this technique, which gives the probability that changes in mean level can be distinguished from natural data variability, is quite sensitive to the way the data are collected. The principal independent variables influenced by the data collection design are overall sample size, sampling frequency, and the relative length of record before the occurrence of the event (intervention) that is postulated to have caused a change in mean process level.For three of the four models investigated, data should be collected so that the post-intervention record is substantially longer than the pre-intervention record. This is in conflict with the intuitive approach, which would be to collect equal amounts of data before and after the intervention. The threshold (minimum) level of change that can be detected is quite high unless sample sizes of at least 50 and preferably 100 are available; this minimum level is dependent on the complexity of the model required to describe the response of the process mean to the intervention. More complex models tend to require larger sample sizes for the same threshold detectable change level.Uniformity of sampling frequency is a key consideration. Environmental data collection programs have not historically been oriented toward data analysis using time series techniques, thus eliminating a potentially powerful tool from use in many environmental assessment applications.  相似文献

This paper depicts the method used to quantify the environmental impact of mining activities in surface mine projects. The affected environment was broken down into thirteen components, such as Human health and immunity, Surface water, Air quality, etc. The effect of twenty impacting factors from the mining and milling activities was then calculated for each Environmental Component. Environmental assessments are often performed by using matrix methods in which one dimension of the matrix is the “Impacting Factor” and the other one is the “Environmental Components”. For the presented matrix method, each Impacting Factor was first given a magnitude between −10 and 10. These factors are used to set up a matrix named Impacting Factor Matrix, whose elements represent the Impacting Factor values. The effects of each Impacting Factor on each Environmental Component were then quantified by multiplying the Impacting Factor Matrix by Weighting Factor Matrix. The elements of the weighting factors matrix reflect the effects of each Impacting Factor on each Environmental Component. The outlined method was originally developed for a mining and milling operation in Iran, but it can successfully be used for mining ventures and more general industrial activities in other countries in accordance to their environmental regulations and laws.  相似文献

environmental auditing must be rejected if the aim is to make companies introduce a specific management concept. Rather, it is preferable to leave the search for effective environmental protection strategies to the competitive system, especially since the criteria for environment-oriented management in the European Community audit proposal are without substance. Environmental auditing can, however, assume a complementary function in the framework of an overall environmental policy if it is designed as an information tool with which companies provide information on the development of environmental problems deriving from their manufacturing processes and products. However, the model required to establish a framework of quantity and evaluation criteria is not available. Further, auditing does not cover products. Similarly, there are no proposals defining the evaluation procedure for ecological resource scarcity. Thus, the attempt of the Commission of the European Communities to create the elementary prerequisites for consistent and verifiable environmental auditing in the corporate sector has failed.  相似文献

The effects of selected environmental control strategies on human dietary and respiratory exposure to environmental cadmium (Cd) have been simulated. For each control strategy, mean Cd dietary and respiratory exposures are presented for a twenty-year simulation period.Human exposures related to cadmium are associated with both process waste disposal and product disposal. Dietary exposure is by far the dominant mechanism for Cd intake. Dietary exposure related to aqueous discharges is primarily a result of municipal sludge landspreading, whereas that associated with emissions to the atmosphere derives mainly from the deposition on cropland of airborne particulates from product incineration. Only relatively small dietary exposure reductions are possible through restrictions on anysingle Cd use. Combinations of waste management and environmental control measures promise greater reductions in dietary and respiratory exposure than those achievable through use restrictions.Work supported by Office of Toxic Substances U.S. Environmental Protection Agency.  相似文献

Environmental Quality Perception (EQP) is an important construct used to help to understand the relationship between people and the hospital environment. From a patient-centered care perspective, it is important that hospital design take into account the patients' (and other users') point of view. This paper presents the adaptation and validation of a measure of hospital EQP, the Perceived Hospital Environment Quality Indicators (PHEQIs; Fornara, Bonaiuto, & Bonnes, 2006), and seeks to confirm the factor structure of this construct in a different cultural context. Three scales, two focusing on physical environments and one evaluating the social environment, were completed by 562 users of four orthopedic units in Portuguese hospitals, two older and two recently built or renovated. To assess criterion validity, hospital physical environments were also objectively evaluated by two architects. Using a confirmatory factor analysis the three validation procedures produced acceptable fit indices in the final measurement models. Overall reliability values were satisfactory, as was the evidence for criterion validity. PHEQIs scales and factors correlated with global evaluation of the environment, supporting concurrent criterion validity; and predictive criterion validity was demonstrated given that users of older and newer hospitals differed significantly on the perception of quality of hospital EQP, and that high congruence between users' and experts' evaluations was found. Discriminant construct validity was supported, and some difficulties in showing convergent validity are discussed in terms of item formulation adequacy. Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act that affects the approval process of all large developments in California. In 1990, California local governments produced over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991. Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal vehicle for ensuring environmental quality.  相似文献

Environmental protection policies generate an equity question concerning the fair allocation of environmental benefits and costs. This paper presents evidence from Greece during the 1980s. The findings reveal that Greek environmental policies, in the form of government self-regulatory programs, are mostly regressive in nature. At the regional level these programs combine all forms of vertical equity. Since the public sector finances the majority of related expenditures out of taxes, the regressive elements of environmental policies have been reinforced by discretionary fiscal measures and tax evasion, accompanied by inflation, which have distorted the country's progressive tax system.  相似文献

Environmental decision-making and policy-making at all levels refers necessarily to synthetic, approximate quantification of environmental properties such as vulnerability, conservation status, and ability to recover after perturbation. Knowledge of such properties is essential to informed decision-making, but their definition is controversial and their precise characterization requires investments in research, modeling, and data collection that are only possible in the most developed countries. Environmental agencies and governments worldwide have increasingly requested numerical quantification or semiquantitative ranking of such attributes at the ecosystem, landscape, and country level. We do not have a theory to guide their calculation, in general or specific contexts, particularly with the amount of resources usually available in such cases. As a result, these measures are often calculated with little scientific justification and high subjectivity, and such doubtful approximations are used for critical decision-making. This problem applies particularly to countries with weak economies, such as small island states, where the most precious environmental resources are often concentrated. This paper discusses frameworks for a “least disappointing,” approximate quantification of environmental vulnerability. After a review of recent research and recent attempts to quantify environmental vulnerability, we discuss models and theoretical frameworks for obtaining an approximate, standardizable vulnerability indicator of minimal subjectivity and maximum generality. We also discuss issues of empirical testing and comparability between indicators developed for different environments. To assess the state of the art, we describe an independent ongoing project developed in the South Pacific area and aimed to the comparative evaluation of the vulnerability of arbitrary countries.  相似文献

Identifying and communicating uncertainty is core to effective environmental assessment (EA). This study evaluates the extent to which uncertainties are considered and addressed in Canadian EA practice. We reviewed the environmental protection plans, follow-up programs, and panel reports (where applicable) of 12 EAs between 1995 and 2012. The types of uncertainties and levels of disclosure varied greatly. When uncertainties were acknowledged, practitioners adopted five different approaches to address them. However, uncertainties were never discussed or addressed in depth. We found a lack of suitable terminology and consistency in how uncertainties are disclosed, reflecting the need for explicit guidance, and we present recommendations for improvement. Canadian Environmental Impact Statements are not as transparent with respect to uncertainties as they should be, and uncertainties in EA need to be better considered and communicated.  相似文献
