Urbanization and the Loss of Resource Lands in the Chesapeake Bay Watershed   总被引:3,自引:0,他引:3  
We made use of land cover maps, and land use change associated with urbanization, to provide estimates of the loss of natural resource lands (forest, agriculture, and wetland areas) across the 168,000 km2 Chesapeake Bay watershed. We conducted extensive accuracy assessments of the satellite-derived maps, most of which were produced by us using widely available multitemporal Landsat imagery. The change in urbanization was derived from impervious surface area maps (the built environment) for 1990 and 2000, from which we estimated the loss of resource lands that occurred during this decade. Within the watershed, we observed a 61% increase in developed land (from 5,177 to 8,363 km2). Most of this new development (64%) occurred on agricultural and grasslands, whereas 33% occurred on forested land. Some smaller municipalities lost as much as 17% of their forest lands and 36% of their agricultural lands to development, although in the outlying counties losses ranged from 0% to 1.4% for forests and 0% to 2.6% for agriculture. Fast-growing urban areas surrounded by forested land experienced the most loss of forest to impervious surfaces. These estimates could be used for the monitoring of the impacts of development across the Chesapeake Bay watershed, and the approach has utility for other regions nationwide. In turn, the results and the approach can help jurisdictions set goals for resource land protection and acquisition that are consistent with regional restoration goals.  相似文献

This study utilizes remote sensing derived forest aboveground biomass (AGB) estimates and ownership information obtained from the Protected Areas Database (PAD), combining landscape analyses and GIS techniques to demonstrate how different ownerships (public, regulated private, and other private) relate to the spatial distribution of AGB in New England states of the USA. “Regulated private” lands were dominated by lands in Maine covered by a Land Use Regulatory Commission. The AGB means between all pairs of the identified ownership categories were significantly different (P < 0.05). Mean AGB observed in public lands (156 Mg/ha) was 43% higher than that in regulated private lands (109 Mg/ha), or 30% higher than that of private lands as a whole. Seventy-seven percent of the regional forests (or about 9,300 km2) with AGB >200 Mg/ha were located outside the area designated in the PAD and concentrated in western MA, southern VT, southwestern NH, and northwestern CT. While relatively unfragmented and high-AGB forests (>200 Mg/ha) accounted for about 8% of total forested land, they were unevenly proportioned among the three major ownership groups across the region: 19.6% of the public land, 0.8% of the regulated private land, and 11.0% of the other private land. Mean disturbance rates (in absolute value) between 1992 and 2001 were 16, 66, and 19 percent, respectively, on public, regulated private, and other private land. This indicates that management practices from different ownerships have a strong impact on dynamic changes of landscape structures and AGB distributions. Our results may provide insight information for policy makers on issues regarding forest carbon management, conservation biology, and biodiversity studies at regional level.  相似文献

Recent wetland area trends were estimated from the National Resources Inventory (NRI) for nonfederal rural lands for the period 1982–1987. NRI-based estimates of wetland area for states comprising the conterminous United States were highly correlated with estimates made by the US Fish and Wildlife Service and with estimates of coastal salt marsh wetlands made by the National Oceanic and Atmospheric Administration. Net wetland area declined by 1.1% (≈363,200 ha) during the five-year study period. Conversion to open water, primarily caused by natural flooding in western inland basins, was responsible for altering extensive wetland areas (≈171,400 ha). Of the human-induced wetland conversions, urban and built-up land was responsible for 48% of the wetland loss, while agricultural development was indicated in 37% of the converted wetland area. A decrease in rural land, and increases in both population, and urban and built-up land were associated with wetland loss among states. Potential reasons for wetland loss were different in 20 coastal states than in 28 inland states. Proportionately, wetland loss due to development was three times greater in coastal states than inland states, while agriculturally induced wetland losses were similar in both groups. The proportionate declines of forested vs nonforested wetlands were not significantly different among states.  相似文献

Lakeshore development in Vilas County, northern Wisconsin (USA) is heterogeneous, ranging from lakes that are surrounded by homes and commercial establishments to lakes that have no buildings on their shorelines. Development in this recreational area has increased, and since the 1960s over half of new homes have been built on the lakeshore. We examined building density around lakes in relationship to 11 variables, including in-lake, shoreline, and social characteristics. Buildings in many parts of northern Wisconsin tend to be concentrated around shorelines; in Vilas County 61% of all medium-sized buildings (our proxy for residential development) on private land were ≤100 m of a lake. The probability of development on a lake was largely related to lake surface area, with larger, more accessible lakes showing a higher probability of development. Building density along shorelines varied with travel cost, lake surface area, presence of wetlands, and extent of public land ownership. Building density was greater on larger, more accessible lakes that were surrounded by forest (as opposed to wetlands) and public lands. Gaining a more precise understanding of human settlement patterns can help direct planning and resource protection efforts to lakes most likely to experience future development.  相似文献

Rapid urbanization and industrialization in southern Jiangsu Province have consumed a huge amount of arable land. Through comparative analysis of land cover maps derived from TM images in 1990, 2000 and 2006, we identified the trend of arable land loss. It is found that most arable land is lost to urbanization and rural settlements development. Urban settlements, rural settlements, and industrial park-mine-transport land increased, respectively, by 87 997 ha (174.65%), 81 041 ha (104.52%), and 12 692 ha (397.99%) from 1990 to 2006. Most of the source (e.g., change from) land covers are rice paddy fields and dryland. These two covers contributed to newly urbanized areas by 37.12% and 73.52% during 1990–2000, and 46.39% and 38.86% during 2000–2006. However, the loss of arable land is weakly correlated with ecological service value, per capita net income of farmers, but positively with grain yield for some counties. Most areas in the study site have a low arable land depletion rate and a high potential for sustainable development. More attention should be directed at those counties that have a high depletion rate but a low potential for sustainable development. Rural settlements should be controlled and rationalized through legislative measures to achieve harmonious development between urban and rural areas, and sustainable development for rural areas with a minimal impact on the ecoenvironment.  相似文献

In Poland of the 1990s, urban demand for housing land around city agglomerations increased rapidly. The decreasing profitability of agricultural production also caused farmers to become interested in the sale of agricultural land for nonagricultural purposes, and new land legislation granted them the right to sell their land. Polish counties simultaneously received self-governing status, which allowed them to define the priorities for local development. Counties received additional responsibility for land management and quickly demonstrated strong support for land conversion, which was perceived as a factor of local development. This paper argues that decentralization and the extension of private control over land have led to a loss of rural landscapes in Poland because farmers, county governments, and rural society in general gained from the conversion of agricultural to housing land. Rapid urbanization has significantly reduced the availability of open space around cities and threatened valuable landscapes, for it has occurred in the absence of environmental safeguards. This paper reports findings from research in two counties, located in regions with diverse economic growth rates. Decentralization is particularly problematic if tax regulations and intergovernmental fiscal relations reward local authorities for urbanization but not environmental protection. ABSTRACT: Trends in streamflow characteristics were analyzed for streams in southwestern Wisconsin's Driftless Area by using data at selected gaging stations. The analyses indicate that annual low flows have increased significantly, whereas annual flood peaks have decreased. The same trends were not observed for forested areas of northern Wisconsin. Streamflow trends for other streams in southeastern Wisconsin draining predominantly agricultural land were similar to trends for Driftless Area streams for annual low flows. The causes for the trends are not well understood nor are the effects. Trends in annual precipitation do not explain the observed trends in streamflow. Other studies have found that erosion rates decreased significantly in the Driftless Area, and have attributed this reduction to a change of agricultural practices, which increase infiltration, decrease flood peaks, and increase low flows.  相似文献

A consequence of expanding residential development into rural areas is the potential alteration of ecological communities. Certain novel land-use policies seek practical solutions by accommodating social needs for housing while conserving biodiversity. This study investigates whether regulations designed to protect the aesthetic characteristics of a river corridor simultaneously mitigate negative effects of development on avian biodiversity, despite the absence of explicit conservation objectives. Using housing data from the US Census (1990 and 2000) and the Audubon Christmas Bird Count (1987–2000), we examined changes in housing density, avian communities, and the relationship between these two variables in a location that has adopted aesthetic landscape planning, the Lower Wisconsin State Riverway. We found that overall species diversity increased in the Riverway, but remained constant in reference areas, although the relative increase in housing density in the two areas did not differ. We also found that omnivore populations decreased in the Riverway and increased in reference sites. On the whole, our study provides preliminary evidence that aesthetic landscape planning, such as employed in the Lower Wisconsin State Riverway, might constitute a politically viable approach to conserve ecological resources.  相似文献

ABSTRACT: The impact of floodplain regulations on mean appreciation rates of residential land values was tested at six study areas in five counties in western Oregon. The study hypothesis that such regulations significantly depress appreciation rates of regulated lands relative to those of similar unregulated lands was in most cases rejected. When the hypothesis was accepted circumstances would render conclusions tenuous. The problems and issues facing this type of research are presented in case studies of two of the research study areas. The following factors challenge investigators seeking to resolve questions about the relationship between land use regulations and land values: varying degrees of stringency with which regulations are enforced; unequal assessment procedures between counties; influences external to floodplain regulations that may affect appreciation rates, including denial of permits for septic tanks, flood damages, and amenity values associated with waterfront locations; and the uncertain effect that the availability of flood insurance, which accompanies floodplain regulations, has on land values.  相似文献

This study assessed changes in forest cover in a mountain watershed in central Nepal between 1976 and 2000 by comparing classified satellite images coupled by GIS analyses, and examined the association of forest change with major physiographic, economic, and local forest governance parameters. The results showed an increase in forested area (forest plus shrublands) by 7.6% during 1976–2000. Forest dynamism (changes including improvement, deterioration, gain, and loss) was highest in low-elevation, south-facing and less-steep slopes that were closer to roads. Proportionately the highest net improvement and gain to forested area also took place in those locations. Forest degradation occurred at twice the rate of improvement in high elevation areas (> 2300 m). Forests located in urban and semiurban areas (i.e., a market-oriented economy) experienced a proportionately higher amount of net improvement and gain than forests in rural areas (i.e., a subsistence economy). Among the three governance arrangements, proportionately the highest net improvement and gain took place in semigovernment forests (forested area legally under the forest department but with de facto control and claim of ownership by local communities and/or municipality) followed by formalized community forests (including leasehold). Government forests, which were mostly found in the southern high mountains and had virtually open access, remained relatively stable during the study period. Over 50% of the watershed forests have not come under community-based management despite favorable policy and more than two decades of government intervention with continuous donor support. The findings indicate that the present one size fits all approach of community forest handover policy in Nepal needs rethinking to accommodate biophysical and socioeconomic variations across the country.  相似文献

The designation and management of federal wilderness areas has generated much controversy in the United States. The decade of the 1980s has been a difficult one for public land managers as there has been growing opposition to their traditional “conserve but use philosophy.” Public lands are to be managed for the public benefit. Unfortunately there has been little survey research to find out what the attitudes of the public are towards the management of federally designated wilderness. We report the results of a national survey of 2670 residents of wilderness counties. We found that the presence of wilderness is an important reason why 53% of the people moved to or live in the area; 81% felt that wilderness areas are important to their counties; and 65% were against mineral or energy development in wilderness areas. On some issues there was less agreement as 43% of the respondents wanted more access to wilderness, and 39% were in favor of additional wilderness with 26% undecided. There were no large differences between counties and regions despite the differences in economic and social characteristics and the historical contexts within which they evolved.  相似文献

Previous research addressing the unequal distribution of locally desirable land (LDL) has mainly ignored their associated environments (i.e., rural or urban). However, this study proposed a new framework that treats rural and urban regions separately. In rural areas, the LDLs included all public lands. In urbanized areas, the LDLs were defined as green open spaces. Potential inequities in the distribution of LDL were assessed with respect to socioeconomic characteristics of residents in the State of Georgia. Using US Census Bureau Data (2000), Census Block Groups (CBGs) adjacent to LDLs were compared to CBGs outside of LDLs on four socioeconomic variables (per capita income, occupation, education, and race) in urban, suburban and rural environments. Results showed that CBGs adjacent to LDLs were composed of statistically significant upper-class communities containing fewer blue-collar workers, more whites, and higher income and higher educated people in rural, suburban and urban areas.  相似文献

Abstract

This study examined trends in population redistribution and residential land use changes in northeast Scotland during 1988 to 2003. We utilised a geographical information system (GIS) tool to bring together data from interrelated sources and to analyse population settlement and land use changes at detailed spatial scale. This analysis revealed that substantial land conversion had taken place in the region; particularly conversion of agricultural lands to built-up and residential areas. It also drew attention to policy conflicts, discrepancies between policy rhetoric and policy implementations. More specifically, it was shown that substantial farm land conversion had taken place in suburban areas and rural Aberdeenshire with little change in the size of derelict land in Aberdeen City. The reason given for this was that it was costly to rehabilitate and reuse derelict lands and this conflicted with the objective of providing affordable housing in the City region. The implication of this study is that if the declared policy objectives of integrated and sustainable land use and transport policies are to be achieved, then local authorities may need to cooperate to minimise conflicts between economic and environmental objectives.  相似文献

While there are increasing numbers of non-consumptive forest uses on public lands, some silvicultural management systems provide little flexibility for the realization of non-commodity values. Traditional economic decision-making tools, such as net present value, are often applied in a manner which inadequately accounts for the full value of the resource. As a result, sub-optimal management practices are often implemented. By applying a marginal analysis of the optimal externality of different silvicultural systems, it is possible to identify the optimal timber management strategy in terms of the total costs of the timber harvest under alternative uses. Although difficulties arise in valuing non-consumptive uses, contingent valuation with averting costs estimates can establish a lower bound on society's willingness to pay for foregone timber harvesting. Low impact harvest operations and “new forestry” techniques, such as selection harvest cuts, are helpful in reducing the external costs of timber cutting. Therefore, the implementation of such systems may actually increase the socially optimal area of public lands to be harvested under a multiple-use designation.  相似文献

Effects of changing patterns of forest and impervious land covers on hydrologic regimes of watersheds were evaluated for urban and rural areas of the lower Cedar River drainage near Seattle, Washington. Land cover characterizations were used in a spatially explicit hydrology model to assess effects of land covers on watershed hydrology during presettlement conditions (full forest cover), 1991 and 1998. For the presettlement to 1991 period, urban watersheds showed decreases in forest covers (range 63% to 83%) and increases in impervious surfaces (range 43% to 71%). Rural watersheds showed similar patterns but smaller changes, with forest covers decreasing (range 28% to 34%) and impervious surfaces increasing (range 8% to 15%). For the 1991 and 1998 period, changes in forest covers for urban and rural watershed were <24%, with losses in some watersheds and regeneration in others. Impervious surfaces continued to increase, but increases were larger in rural (range 38% to 60%) than in urban watersheds (range 4% to 27%). Flood-frequency curves indicated that discharge rates (m sec–1) for all watersheds were higher in 1991 and 1998 than historical and suggested that chances for floods increase because of changing land covers. The largest increases in discharge rates were in urban watersheds, with rates for 2-year, 10-year, and 25-year recurrence intervals being more than two times greater than the rate during historical conditions. Changes in flow regimes were indicated by presettlement discharge levels of less frequent recurrence intervals (10-year and 25-year) occurring in posturbanization times (1991 and 1998) during more frequent intervals (2-year and 10-year). Normalized flows (m yr–1) of watersheds for 2-year, 10-year, and 25-year recurrence intervals indicate how flow regimes in 1991 and 1998 can change as functions of different areas of land covers. During 1991 and 1998, abrupt increases in flows occurred when forest covers were low (range 17% to 37%) and impervious surfaces were >46%. In contrast, the lowest flows occurred when forest covers were most extensive (range 59% to 81%) and impervious surfaces were <23%. We conclude that our use of spatial characterizations of impervious surfaces and forested covers in a spatially explicit hydrology model provides a robust approach for revealing how variations in different types and spatial distributions of land covers can affect flood regimes and flows of different watersheds.  相似文献

Abstract: Available water supply across the contiguous 48 states was estimated as precipitation minus evapotranspiration using data for the period 1953‐1994. Precipitation estimates were taken from the Parameter‐Elevation Regressions on Independent Slopes Model (PRISM). Evapotranspiration was estimated using two models, the Advection‐Aridity model and the Zhang model. The evapotranspiration models were calibrated using precipitation and runoff data for 655 hydrologically undisturbed basins, and then tested using estimates of natural runoff for the 18 water resource regions (WRR) of the 48 contiguous states. The final water supply coverage reflects a mixture of outputs from the two evapotranspiration models. Political, administrative, and land cover boundaries were mapped over the coverage of mean annual water supply. Across the entire study area, we find that 53% of the water supply originates on forested land, which covers only 29% of the surface area, and that 24% originates on federal lands, including 18% on national forests and grasslands alone. Forests and federal lands are even more important in the West (the 11 western contiguous states), where 65% of the water supply originates on forested land and 66% on federal lands, with national forests and grasslands contributing 51%.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

Representative Landscapes in the Forested Area of Canada   总被引:1,自引:0,他引:1  
Canada is a large nation with forested ecosystems that occupy over 60% of the national land base, and knowledge of the patterns of Canada’s land cover is important to proper environmental management of this vast resource. To this end, a circa 2000 Landsat-derived land cover map of the forested ecosystems of Canada has created a new window into understanding the composition and configuration of land cover patterns in forested Canada. Strategies for summarizing such large expanses of land cover are increasingly important, as land managers work to study and preserve distinctive areas, as well as to identify representative examples of current land-cover and land-use assemblages. Meanwhile, the development of extremely efficient clustering algorithms has become increasingly important in the world of computer science, in which billions of pieces of information on the internet are continually sifted for meaning for a vast variety of applications. One recently developed clustering algorithm quickly groups large numbers of items of any type in a given data set while simultaneously selecting a representative—or “exemplar”—from each cluster. In this context, the availability of both advanced data processing methods and a nationally available set of landscape metrics presents an opportunity to identify sets of representative landscapes to better understand landscape pattern, variation, and distribution across the forested area of Canada. In this research, we first identify and provide context for a small, interpretable set of exemplar landscapes that objectively represent land cover in each of Canada’s ten forested ecozones. Then, we demonstrate how this approach can be used to identify flagship and satellite long-term study areas inside and outside protected areas in the province of Ontario. These applications aid our understanding of Canada’s forest while augmenting its management toolbox, and may signal a broad range of applications for this versatile approach.  相似文献

Climate change affects public land ecosystems and services throughout the American West and these effects are projected to intensify. Even if greenhouse gas emissions are reduced, adaptation strategies for public lands are needed to reduce anthropogenic stressors of terrestrial and aquatic ecosystems and to help native species and ecosystems survive in an altered environment. Historical and contemporary livestock production—the most widespread and long-running commercial use of public lands—can alter vegetation, soils, hydrology, and wildlife species composition and abundances in ways that exacerbate the effects of climate change on these resources. Excess abundance of native ungulates (e.g., deer or elk) and feral horses and burros add to these impacts. Although many of these consequences have been studied for decades, the ongoing and impending effects of ungulates in a changing climate require new management strategies for limiting their threats to the long-term supply of ecosystem services on public lands. Removing or reducing livestock across large areas of public land would alleviate a widely recognized and long-term stressor and make these lands less susceptible to the effects of climate change. Where livestock use continues, or where significant densities of wild or feral ungulates occur, management should carefully document the ecological, social, and economic consequences (both costs and benefits) to better ensure management that minimizes ungulate impacts to plant and animal communities, soils, and water resources. Reestablishing apex predators in large, contiguous areas of public land may help mitigate any adverse ecological effects of wild ungulates.  相似文献

US Federal law mandates that mined land be returned by mine operators to a condition capable of supporting its pre-mining use or a higher use. Previously forested lands have commonly been reclaimed to hayland/pasture or wildlife habitat, and most of these lands have been abandoned from management and rendered non-productive. This situation has left landowners in the position of converting these reclaimed mined lands to forests at a later date, if they choose to make them economically productive. Such land-use conversion, however, comes with a substantial up-front cost to the landowner, which makes the financial viability of such a conversion questionable. We examine the financial viability of reforestation of these previously reclaimed mine lands by calculating land expectation value (LEV) under a range of conditions that include forest type, site quality, and reforestation intensity. We find that conversion to white pine is viable on higher quality sites under low to moderate interest rates with low or high timber prices, but conversion to mixed hardwoods is only profitable under the high price scenario with low interest rates, and only on higher quality sites. We also consider the implications of a shift in reforestation burden from the landowner to the mine operator, and results suggest that including costs of reforestation as part of the mining operation creates a financially viable forest enterprise for landowners under all scenarios for both white pine and mixed hardwoods. Two forms of carbon payments that could encourage reforestation of previously reclaimed mined lands also are examined: an annual payment based upon the total accumulated carbon found on-site in a given year, and an annual payment based on only the increment of carbon storage each year. Our carbon payment results indicate that annual values of up to $5.17 per ton of carbon stored in hardwoods and $9.39 per ton of carbon stored in pines would be required to make reforestation profitable under the poorest conditions (high interest rates, low prices, and poor quality site) when the payment is based on accumulated on-site carbon, although lower values are required under more favorable scenarios. Payments that are based upon the annual increment of carbon must fall in the range of $8.66–$71.88 per ton of carbon stored in hardwoods and $0–$83.29 per ton of carbon stored in pines to make reforestation financially viable.  相似文献
