Abstract

How urbanization unfolds in the text few decades and which urban development path we choose are potentially critical to the efforts aimed at stabilizing greenhouse gas emissions. However, our understanding of urban, as a unit or system, and its cross-scale linkages in the context of carbon management is at infancy state. In this context, this article outlines, the key challenges and introduces a new scientific initiative - Urban and Regional Carbon Management Initiative of the Global Carbon Project, which has raised key scientific questions with the aim to find reasonable answers. This article mainly showcases key science questions, past activities and future outlook with the aim to reach out to the related scientific and policy communities.  相似文献

ABSTRACT

Addressing urban sustainability challenges requires changes in the way systems of provision and services are designed, organised and delivered. In this context, two promising phenomena have gained interest from the academia, the public sector and the media: “smart cities” and “urban sharing”. Smart cities rely on the extensive use of information and communications technology (ICT) to increase efficiencies in urban areas, while urban sharing builds on the collaborative use of idling resources enabled by ICT in densely populated cities. The concepts have many similar features and share common goals, yet cities with smart city agendas often fail to take a stance on urban sharing. Thus, its potentials are going largely unnoticed by local governments. This article addresses this issue by exploring cases of London and Berlin – two ICT-dense cities with clearly articulated smart city agendas and an abundance of sharing platforms. Drawing on urban governance literature, we develop a conceptual framework that specifies the roles that cities assume when governing urban sharing: city as regulator, city as provider, city as enabler and city as consumer. We find that both cities indirectly support urban sharing through smart agenda programmes, which aim to facilitate ICT-enabled technical innovation and emergence of start-ups. However, programmes, strategies, support schemes and regulations aimed directly at urban sharing initiatives are few. We also find that Berlin is sceptical towards urban sharing organisations, while London took more of a collaborative approach. Implications for policy-makers are discussed in the end.  相似文献

Based on research in peri-urban areas, this paper explores questions of water justice in the context of emerging global cities. With the growth of large cities, authorities focus on meeting their water needs through infrastructure expansion and supply augmentation. The changing water needs and priorities of peri-urban locations, which provide land and water for urban expansion, receive scant attention. This paper looks at changing patterns of water use between rural and urban uses, based on research in peri-urban Gurgaon, an emerging outsourcing and recreation hub of North West India. It describes the diversity of ways in which peri-urban residents lose access to water as the city expands. These processes raise important questions about water justice, about the politics of urban expansion, and the implicit biases about whom these cities are meant for.  相似文献

Recent studies on urban governance have advanced our understanding of how governance could become inclusive through community-based participation in urban development. However, a concrete process by which participatory public service provision in informal settlements consolidates inclusive governance has not been sufficiently evident in the context of the dynamic urban development witnessed in Africa. Drawing on a case study of the informal sanitation infrastructure known as a bio-centre, which has been introduced by a participatory upgrading programme in Nairobi, Kenya, this article proposes to pay attention to ways that informal settlers experience infrastructure, embed it into their everyday context of place-making and use it in unplanned manners. Inclusive governance that is effective in providing public services in informal settlements requires every development actor to be engaged in deliberating how to deal with such unplanned outcomes and eventually to co-produce services. This article argues that, rather than participation, communities’ capacity to enrol the state actors in the space of deliberation is crucial to make governance genuinely inclusive.  相似文献

Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming.  相似文献

This paper uses a critical realist framework to analyse environmental risk in a local space. It argues that urban risk needs to be understood in terms of the causal mechanisms that shape risk events and the contingent conditions that provide the context within which they occur. It uses a case study of an informal settlement in Hout Bay, South Africa, to explore these ideas. It is an approach that challenges the dominant technical and scientific discourse that usually determines the understanding of risk. The research suggests that the key causal mechanisms that shape risk events in informal settlements are globalisation and urbanisation, poverty and vulnerability, the social construction of environmental problems, gender relations, the rise of civil society organisations, political governance and the spatial distribution of risk. The environmental characteristics of the site, as well as the development of the settlement during the political transformation in South Africa, are the key contingent conditions determining the nature of risk.  相似文献

The general public in Europe seems tohave lost its confidence in food safety. Theremedy for this, as proposed by the Commissionof the EU, is a scientific rearmament. Thequestion, however, is whether more science willbe able to overturn the public distrust.Present experience seems to suggest thecontrary, because there is widespread distrustin the science-based governmental controlsystems. The answer to this problem is thecreation of an independent scientificFood Authority. However, we argue thatindependent scientific advice alone is unlikelyto re-establish public confidence. It is muchmore important to make the scientific advicetransparent, i.e., to state explicitlythe factual and normative premises on which itis based. Risk assessments are based on arather narrow, but well-defined notion of risk.However, the public is concerned with a broadervalue context that comprises both benefits andrisks. Transparency and understanding of thepublic's perception of food risks is anecessary first step in establishing theurgently required public dialogue about thecomplex value questions involved in foodproduction.  相似文献

This article gives an account of the implementation of a stakeholder analysis framework at La Brava Wetland Basin, Argentina, in a common-pool resource (CPR) management context. Firstly, the context in which the stakeholder framework was implemented is described. Secondly, a four-step methodology is applied: (1) stakeholder identification, (2) stakeholder differentiation-categorization, (3) investigation of stakeholders' relationships, and (4) analysis of social-biophysical interdependencies. This methodology classifies stakeholders according to their level of influence on the system and their potential in the conservation of natural resources. The main influential stakeholders are La Brava Village residents and tourism-related entrepreneurs who are empowered to make the more important decisions within the planning process of the ecosystem. While these key players are seen as facilitators of change, there are other groups (residents of the inner basin and fishermen) which are seen mainly as key blockers. The applied methodology for the Stakeholder Analysis and the evaluation of social-biophysical interdependencies carried out in this article can be seen as an encouraging example for other experts in natural sciences to learn and use these methods developed in social sciences. Major difficulties and some recommendations of applying this method in the practice by non-experts are discussed.  相似文献

ABSTRACT

In this article, we deploy the loosely bounded phenomenon of “urban green communities” – in the shape of urban gardening, beekeeping, food collectives, biodiversity enhancement, tree planting and kindred citizen-based group practices towards urban greening – in order to probe the wide variations in modes of civic engagement with urban sustainability politics. As such, we explore the conceptual gaps opened up in-between everyday lifestyle politics, green social movements and critiques of neoliberal urban political economies, by leveraging a novel and fine-grained conceptualization of civic and place-based material participation built from pragmatic sociology. The work of Laurent Thévenot on regimes of engagement, in particular, allow us to trace translations in-between the familiar attachments and the public critiques undertaken by urban green communities in ways that expand the frame on socio-material politics relative to current research conversations. Empirically, we leverage this re-conceptualization as part of a comprehensive digital mapping exercise set in Denmark, in which we trace core patterns and differences in modes of urban-green politics at the level of everyday citizen practices and group interaction styles across a diversity of urban green communities. Having identified six such civic modes of urban greening and specified their group styles of engagement, we end by discussing the implications of our findings for questions of care, justice and democracy in sustainable city-making.  相似文献

The impact of international cultural, political, social, military, scientific, environmental and economic events has never been more vividly felt than today and the ‘challenge of global change’ has been created. Today there are many pressing regional and global problems. The planet is under stress and so are various scientific paradigms. To solve the new problems, international multilateral action is needed and increasingly sought. Mutual and not sporadic cooperation is the most prudent policy, the most effective means to attain set environmental goals such as clean air, clean water and clean soil. As to cooperation, national actions taken by state authorities cannot abolish any of these problems, but regional or preferably global, international multilateral action must be taken to meet the new demands. Responsibility for future generations is the key. Which is preferred: growth at any cost with widespread ecological destruction or sustainable development with cleaner water, air and environment? What is prudent policy? Cooperation or competition? Do we need long-term planning instead of short-term planning and gains? These are the key questions which this paper seeks to answer.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

This article discusses the concept of public space management and its evolution in a context of wider changes to urban governance. Public space management is taken as a sphere of urban governance in which conflicting societal demands on, and aspirations for, public space are interpreted through a set of processes and practices. Four interlinked dimensions for public space management are proposed: the co-ordination of interventions; the regulation of uses and conflicts between uses; the definition and deployment of maintenance routines; and investment in public spaces and their services. Within this conceptual framework, the paper looks at recent changes in public space management in England to suggest the emergence of alternative models of management. These are based on the roles ascribed to the state, to private agents and to user organisations, and on different approaches to dealing with the four management dimensions. Although the discussion shows that these models are more than just abstract formulations, and have been used to deal with a variety of public space problems, an important purpose for the paper is to provide an analytical framework through which to examine emergent practices in the management of public space and their potential consequences.  相似文献

This article examines results from in-depth interviews conducted with parents of children with asthma living in an urban environment. We examine themes from the in-depth interviews related to participants' perceptions of the influence of their physical environment on their mental and physical health, and the actions that they take in an effort to protect their health within this context. The findings from this study suggest several implications for understanding the interface between the physical environment of urban communities and residents' health, as well as for the policy and practice of risk assessment strategies.  相似文献

The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

Carbon dioxide capture and storage (CCS) is a relatively new technology in the context of climate change mitigation strategies, and its legal and regulatory implications are not yet broadly understood. This paper takes a brief look at international environmental law principles relevant to CCS, identifies key environmental and safety risks associated with the technology, and highlights significant legal frameworks that pose challenges to the implementation of CCS within the EU under EU and international law. It then notes continuing regulatory gaps that will need to be addressed for large-scale CCS to take place. The paper concludes that the clear inclusion or exclusion of CCS activities from the range of relevant legal frameworks will increase transparency, provide regulatory certainty and ultimately facilitate CCS in appropriate contexts.  相似文献

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the 'developed' world.  相似文献
