ABSTRACT

Addressing urban sustainability challenges requires changes in the way systems of provision and services are designed, organised and delivered. In this context, two promising phenomena have gained interest from the academia, the public sector and the media: “smart cities” and “urban sharing”. Smart cities rely on the extensive use of information and communications technology (ICT) to increase efficiencies in urban areas, while urban sharing builds on the collaborative use of idling resources enabled by ICT in densely populated cities. The concepts have many similar features and share common goals, yet cities with smart city agendas often fail to take a stance on urban sharing. Thus, its potentials are going largely unnoticed by local governments. This article addresses this issue by exploring cases of London and Berlin – two ICT-dense cities with clearly articulated smart city agendas and an abundance of sharing platforms. Drawing on urban governance literature, we develop a conceptual framework that specifies the roles that cities assume when governing urban sharing: city as regulator, city as provider, city as enabler and city as consumer. We find that both cities indirectly support urban sharing through smart agenda programmes, which aim to facilitate ICT-enabled technical innovation and emergence of start-ups. However, programmes, strategies, support schemes and regulations aimed directly at urban sharing initiatives are few. We also find that Berlin is sceptical towards urban sharing organisations, while London took more of a collaborative approach. Implications for policy-makers are discussed in the end.  相似文献

The potential of phosphorus (P) recycling from municipal solid waste incineration (MSWI) residue is investigated. Vast and ever increasing amounts of incineration residues are produced worldwide; these are an environmental burden, but also a resource, as they are a major sink for the material flows of society. Due to strict environmental regulations, in combination with decreasing landfilling space, the disposal of the MSWI residues is problematic. At the same time, resource scarcity is recognized as a global challenge for the modern world, and even more so for future generations.This paper reports on the methods and efficiency of P extraction from MSWI fly ash by acid and base leaching and precipitation procedures. Phosphorus extracted from the MSWI residues generated each year could meet 30% of the annual demand for mineral phosphorus fertiliser in Sweden, given a recovery rate of 70% achieved in this initial test.The phosphorus content of the obtained product is slightly higher than in sewage sludge, but due to the trace metal content it is not acceptable for application to agricultural land in Sweden, whereas application in the rest of the EU would be possible. However, it would be preferable to use the product as a raw material to replace rock phosphate in fertilizer production. Further development is currently underway in relation to procedure optimization, purification of the phosphorus product, and the simultaneous recovery of other resources.  相似文献

A study was conducted in the region of the Lena River, in northeast Russia, where oil‐contaminated soil remediation is compromised due to the reduced natural attenuation mechanisms in northern eco‐systems. The goal of the study was to analyze the effectiveness of different biological methods for remediating the permafrost soil cover contaminated with high concentrations of oil. For the remediation of the areas with approximately similar levels of contamination (in the range of 10 to 14 grams per kilogram [g/kg] of soil) different biological remediation schemes were applied: site 1: sowing plant seeds of meadow clover grass; site 2: introducing a consortium of hydrocarbon oxidizing microorganisms (HOM); and, site 3: introducing the same consortium of HOM with simultaneously sowing grass mixture. The third scheme, applied for the first time, led to the most favorable results, which might be explained by the synergistic effect based on the principle of positive inverse development.  相似文献

The South Saskatchewan River Basin (SSRB) of Alberta, Canada, is semiarid and under severe water stress due to increasing human demands. We present the first examination of projected changes in SSRB runoff from a large set of North American Regional Climate Change Assessment Program regional climate models (RCMs) plus one Coordinated Regional Climate Downscaling Experiment RCM. We used six different runoff estimation methods: total surface and subsurface runoff (total runoff), surface runoff, and four estimations based on Budyko functions. Most RCM estimations showed substantial biases and distribution differences when compared to observed data; thus bias correction was necessary. Total runoff was the best of the six variables in modeling observed runoff for each of the four SSRB subbasins. Projected total runoff for 2041–2070 shows a geographic gradient in the SSRB, with possible drying in the southern Oldman River subbasin and possible increased runoff in the northernmost Red Deer River subbasin. A shift to an earlier spring peak in runoff and drier late summer, with a need for increased irrigation, should be expected. In a first examination of the important question of projected changes in interannual variability, we show increasing magnitude. This result further adds to adaptation challenges over the course of this century in this basin, which is already largely closed to further allocation.  相似文献

Diclofenac sodium(DS) is a widely used nonsteroidal anti-inflammatory drug(NSAIDs).NSAIDs are poorly removed during standard wastewater treatment.The consequences of the presence of NSAIDs in rivers and lakes at 10~(-11)–10~(-8) mol/L are not yet established;therefore, ecotoxicologists have focused their efforts on studying the effect of lowconcentration NSAIDs on fish and hydrobionts, and also on predicting the potential risks to humans.Literature provides some information about the bioeffects of some NSAID solutions in low concentrations but there is no physicochemical explanation for these phenomena.Studying the physicochemical patterns of DS solutions in the low range of concentrations and establishing an interconnection between the solutions' physicochemical properties and bioeffects can provide a conceptually new and important source of information regarding the unknown effects of DS.The physicochemical properties and action of DS solutions on Ceriodaphnia affinis cladocerans,Paramecium caudatum infusoria, Chlorella vulgaris unicellular green algae, as well as on the growth of the roots of Triticum vulgare wheat seeds, were studied in the calculated concentration range of 1 × 10~(-3)–1 × 10~(-18) mol/L.The relationship between these phenomena was established using the certified procedures for monitoring the toxicity of natural water and wastewater.It was shown for the first time that water solutions of DS are dispersed systems in which the dispersed phase undergoes a rearrangement with dilution, accompanied by changes in its size and properties, which affects the nonmonotonic dependences of the system's physicochemical properties and could cause nonmonotonic changes in action on hydrobionts in the low concentration range.  相似文献
