Modern agriculture is subject to a metaphysical as well as an ethical critique. As a casual review of the beliefs associated with food production in the past suggests, modern agriculture is embedded in and informed by the prevailing modern world view, Newtonian Mechanics, which is bankrupt as a scientific paradigm and unsustainable as an agricultural motif. A new holistic, organic world view is emerging from ecology and the new physics marked by four general conceptual features: Each level of organization from atoms to ecosystems (1) exhibits emergent properties, (2) exerts downward causation from whole to part, (3) is a systemically integrated whole, (4) the parts of which are internally related. Organic agriculture has been favourably compared with industrial agriculture by the United States National Academy of Science's Board on Agriculture. Aldo Leopold was among the first to criticize industrial agriculture and to envision a new motif for agriculture informed by ecology. A future post-modern ecological agriculture will help to solve the ethical problems engendered by modern mechanical agriculture.  相似文献

考虑“水—土—能—碳”关联,本文将水土资源要素纳入投入变量,构建了我国工农业碳排放效率投入产出测度指标,运用考虑非期望产出的SBM-undesirable模型计算我国29个省份2004—2017年农业、工业部门碳排放效率,利用乘法逆转法计算碳减排潜力并对影响碳排放的投入产出因素进行分析。结果表明:研究期内我国整体农业、工业碳排放效率均呈波动下降趋势,各年的农业碳排放效率均高于工业碳排放效率,江苏、山东等7省份农业碳排放效率以及北京、天津工业碳排放效率最优;各省份农业、工业减排潜力和规模具有显著差异,山西、甘肃的农业、工业碳减排均具有较大潜力;我国绝大多数省份均存在农业、工业的资源能源投入冗余和非期望产出冗余,土地资源投入过剩是影响农业碳排放效率的最重要因素,水资源投入过剩是影响工业碳排放效率的最重要因素。碳排放效率较低省份应积极开展技术创新,发展低碳技术,提高水土资源和能源利用效率,减少碳排放。  相似文献

Many segments of society have systems of values arising from collective beliefs and motivations. For agriculture, and our food system, increasing production to feed the growing human population clearly is a core value. However, a survey we conducted, together with a previously reported survey, showed that the curricula of most U.S. colleges of agriculture do not offer ethics courses that examine the basis of this core value or include discussion of agriculture’s ethical dilemmas such as misuse of pesticides, not progressing rapidly enough toward sustainability goals, relative lack of involvement in addressing diet-related health issues, and lack of commitment to reducing agriculture’s role as a contributor to global climate change. These surveys provide strong evidence that few students have an opportunity to learn ethical concepts and apply them to issues of importance to the agriculture/food system. We suggest that such issues are both growing societal concerns and serious ethical problems that demand attention if our agricultural/food system is not see its relationship with the public further imperiled. Further, we suggest that there is a need for, indeed an obligation of, the faculty of colleges of agriculture to embrace a thorough analysis and discussion of agriculture’s values and their ethical foundation. We offer our thoughts on why curricula of colleges of agriculture do not provide such opportunities and on the importance of agricultural faculties providing leadership in ethical analysis and discussion.  相似文献

The purpose of this paper is to provide further clarity to the technical and policy difficulties associated with mitigating greenhouse gas emissions from agriculture by identifying and distilling the core tensions which propagate and animate them. We argue that these complexities exist across four critical dimensions: the epistemological, the ethical, the political, and the practical. Adequately confronting the challenge of agricultural emissions will require improved transparency in emissions measurement, increased science communication, enhanced public participatory mechanisms, and the integration of ethical deliberation in scientific and policy discussions.  相似文献

This special issue of the Journal of Agricultural and Environmental Ethics presents so-called ethical tools that are developed to support systematic public deliberations about the ethical aspects of agricultural biotechnologies. This paper firstly clarifies the intended connotations of the term “ethical tools” and argues that such tools can support liberal democracies to cope with the issues that are raised by the application of genetic modification and other modern biotechnologies in agriculture and food production. The paper secondly characterizes the societal discussion on agricultural biotechnology and defends the thesis that normative perspectives fuel this discussion, so one cannot come to grips with this discussion if one neglects these perspectives. The paper thirdly agrues that no such thing exists as “one” societal debate in which these issues should be discussed. There are several interwined debates, and different actors participate in different discourses. Some practical instruments are necessary in order to include the right issues in these debates. These instruments will be coined as “ethical tools,” since they are practical instruments that can be used (tools) in order to support debates and deliberative structures for a systematic engagement with ethical issues (hence, ethical tools). Finally, the paper clarifies the ethics of these ethical tools and presents the tools as discussed in the remainder of this special issue: 1) tools to include ethical issues in public consulation and involvement; 2) tools to support systematic reflection upon ethical issues in decision-making; and 3) tools to support explicit communication about values in the food chain.  相似文献

A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献

This paper concerns virtue-based ethical principles that bear upon agricultural uses of technologies, such as GM crops and CRISPR crops. It does three things. First, it argues for a new type of virtue ethics approach to such cases. Typical virtue ethics principles are vague and unspecific. These are sometimes useful, but we show how to supplement them with more specific virtue ethics principles that are useful to people working in specific applied domains, where morally relevant domain-specific conditions recur. We do this while still fulfilling the need for principles and associated practical reasoning to flexibly respect variation between cases. Second, with our more detailed approach we criticize and improve upon a commonly discussed principle about ecosystemic external goods that are crucial for human flourishing. We show this principle is far more conservative than appreciated, as it would prohibit many technology uses that are uncontroversially acceptable. We then replace this principle with two more specific ones. One identifies specific conditions in which ecosystem considerations are against a technology use, the other identifies favorable conditions. Third, we uncover a humility-based principle that operates within an influential “hubris argument” against uses of several biotechnologies in agriculture. These arguments lack a substantive theory of the nature of humility. We clarify such a theory, and then use it to replace the uncovered humility-based principle with our own more specific one that shifts focus from past moral failings, to current epistemic limits when deciding whether to support new technologies.  相似文献

The environmental degradation caused by industrial agriculture, as well as the resulting social and health consequences, creates an urgency to rethink food production by expanding the moral imagination to include agricultural practices. Agricultural practices presume human use of the earth and acknowledge human dependence on the biotic community, and these relations mean that agriculture presents a separate set of considerations in the broader field of environmental ethics. Many scholars and activists have argued persuasively that we need new stories to rethink agricultural practice, however, the link—the story that does and can shape agricultural practice—has not yet been fully articulated in environmental discourse. My analysis explores how language has shaped existing agricultural models and, more important, the potential of story to influence agricultural practice. To do this, I draw upon cognitive theory to illustrate how metaphoric and narrative language structures thought and influences practice, beginning with my contention that industrial agriculture relies on a discourse of mechanistic relations between humans and a passive earth, language that has naturalized the chemically intensive monocultures prevalent in much of the American Midwest. However, alternative agricultures, including organic agriculture, agro-ecology, and ecological agriculture, emphasize qualities such as interdependence and reciprocity and do so as a deliberate response to the perceived inadequacies of industrial agriculture and its governing narrative. Exploring the different discourses of agricultural systems can help us think through different modalities for human relations with the biotic community and demonstrate story’s potential role in altering practice.  相似文献

South Asia is one of the most densely populated regions of the world, where despite a slow growth, agriculture remains the backbone of rural economy as it employs one half to over 90 percent of the labor force. Both extensive and intensive policy measures for agriculture development to feed the massive population of the region have resulted in land degradation and desertification, water scarcity, pollution from agrochemicals, and loss of agricultural biodiversity. The social and ethical aspects portray even a grimmer picture of the region with growing poverty mainly, amongst small farmers, food scarcity, and overall poor quality of life. This article reviews the historical perspective of agriculture development in the region and gives a panoramic view of the policy initiatives and their environmental as well as social and ethical spin-offs. The aim is to explore the environmental and ethical dimensions of the agricultural development in South Asia and recommend a holistic approach in formulating plans and programs to combat environmental degradation, hunger, and poverty resulting from unsustainable agricultural practices.  相似文献

Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming.  相似文献

A distinction should be made betweentwo types of ethical problems. A Type I ethicalproblem is one in which there is no consensusas to what is ethical. A Type II ethicalproblem is one in which there is a consensus asto what is ethical, but incentives exist forindividuals to behave unethically. Type Iethical problems are resolved by making,challenging, and reasoning through moralarguments. Type II ethical problems areresolved by changing the institutionalenvironment so that people do not haveincentives to behave unethically. Type Isolutions, however, will not be effective insolving Type II problems. The Burruyacú district (Tucumán province, Northwest Argentina) has been traditionally an area with rural activities based on the exploitation of the Chaco forest for timber and livestock browsing. Since the 1960s, local institutions started promoting soybean due to favorable land conditions and good market prices. Soybean extension, as from the 1970s, has resulted in important reduction of the Chaco forest and also caused physical soil degradation, especially soil compaction and erosion. A land-use-planning exercise was carried out using the Land-Use Planning and Information System (LUPIS) as a spatial decision support system. LUPIS facilitates the generation of alternative land-use plans by adjusting the relative importance attributed by multiple stakeholders to preference and avoidance policies. The system leads to the allocation of competing land uses to land map units in accordance with their preferred resource requirements, conditional upon the resource base of the area and the stakeholders' demands. After generating a land use plan for each stakeholder category identified in the study area, including commercial farmers, conservative/conventional farmers, and conservationists, a consensus plan was established to address the land-use conflicts between mechanized agriculture, traditional agriculture and forest conservation, and to mitigate soil degradation caused by extensive dry-farming. Although the planning exercise did not directly involve the stakeholders, the results are sufficiently practical and realistic to suggest that the approach could be extended to the entire Chaco plain region.  相似文献

Urbanization and the Loss of Resource Lands in the Chesapeake Bay Watershed   总被引:3,自引:0,他引:3  
We made use of land cover maps, and land use change associated with urbanization, to provide estimates of the loss of natural resource lands (forest, agriculture, and wetland areas) across the 168,000 km2 Chesapeake Bay watershed. We conducted extensive accuracy assessments of the satellite-derived maps, most of which were produced by us using widely available multitemporal Landsat imagery. The change in urbanization was derived from impervious surface area maps (the built environment) for 1990 and 2000, from which we estimated the loss of resource lands that occurred during this decade. Within the watershed, we observed a 61% increase in developed land (from 5,177 to 8,363 km2). Most of this new development (64%) occurred on agricultural and grasslands, whereas 33% occurred on forested land. Some smaller municipalities lost as much as 17% of their forest lands and 36% of their agricultural lands to development, although in the outlying counties losses ranged from 0% to 1.4% for forests and 0% to 2.6% for agriculture. Fast-growing urban areas surrounded by forested land experienced the most loss of forest to impervious surfaces. These estimates could be used for the monitoring of the impacts of development across the Chesapeake Bay watershed, and the approach has utility for other regions nationwide. In turn, the results and the approach can help jurisdictions set goals for resource land protection and acquisition that are consistent with regional restoration goals.  相似文献

To combat high rates of malnutrition in sub‐Saharan Africa, the UN Millennium Project has called for increased emphasis on technologies that explicitly link agricultural and nutritional components. While there is a large literature on the factors that influence household decisions to adopt new agricultural technologies with economic or environmental benefits, less is known about the factors that determine the uptake and continued use of agricultural technologies promoted exclusively for their health benefits. Using data from a 2004 survey in the Tamberma region of Togo and Benin, we identify factors that influence the adoption and disadoption of soybeans — a crop being promoted throughout West Africa for its high protein content. Similar to the literature on adoption of other sustainable agriculture technologies, we find that household preferences, resource endowments, and risk and uncertainty affect household decisions about soybeans. However, by analyzing decisions about initial uptake and continued cultivation separately, we uncover the importance of intrahousehold dynamics and experience with the soybean crop. To successfully address malnutrition through new agricultural technologies, researchers and rural extension agents should take a disaggregated view of technology adoption, seeking to identify and tailor their outreach to the different factors important at different stages of the dissemination process.  相似文献

The ethical theory underlying much of our treatment of animals in agriculture and research is the moral agency view. It is assumed that only moral agents, or persons, are worthy of maximal moral significance, and that farm and laboratory animals are not moral agents. However, this view also excludes human non-persons from the moral community. Utilitarianism, which bids us maximize the amount of good (utility) in the world, is an alternative ethical theory. Although it has many merits, including impartiality and the extension of moral concern to all sentient beings, it also appears to have many morally unacceptable implications. In particular, it appears to sanction the killing of innocents when utility would be maximized, including cases in which we would deliberately kill and replace a being, as we typically do to animals on farms and in laboratories. I consider a number of ingenious recent attempts by utilitarians to defeat the killing and replaceability arguments, including the attempt to make a place for genuine moral rights within a utilitarian framework. I conclude that utilitarians cannot escape the killing and replaceability objections. Those who reject the restrictive moral agency view and find they cannot accept utilitarianism's unsavory implications must look to a different ethical theory to guide their treatment of humans and non-humans.  相似文献

Managers can improve conservation of lotic systems over large geographies if they have tools to assess total watershed conditions for individual stream segments and can identify segments where conservation practices are most likely to be successful (i.e., primary management capacity). The goal of this research was to develop a suite of threat indices to help agriculture resource management agencies select and prioritize watersheds across Missouri River basin in which to implement agriculture conservation practices. We quantified watershed percentages or densities of 17 threat metrics that represent major sources of ecological stress to stream communities into five threat indices: agriculture, urban, point-source pollution, infrastructure, and all non-agriculture threats. We identified stream segments where agriculture management agencies had primary management capacity. Agriculture watershed condition differed by ecoregion and considerable local variation was observed among stream segments in ecoregions of high agriculture threats. Stream segments with high non-agriculture threats were most concentrated near urban areas, but showed high local variability. 60 % of stream segments in the basin were classified as under U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) primary management capacity and most segments were in regions of high agricultural threats. NRCS primary management capacity was locally variable which highlights the importance of assessing total watershed condition for multiple threats. Our threat indices can be used by agriculture resource management agencies to prioritize conservation actions and investments based on: (a) relative severity of all threats, (b) relative severity of agricultural threats, and (c) and degree of primary management capacity.  相似文献

A survey was conducted in the United Statesin 1998 and 1999 to determine what members of theNational Association of State Universities and LandGrant Colleges (NASULGC) and of the AmericanAssociation of State Colleges and Universities (AASCU)offered agricultural ethics as an undergraduatecourse. Of the 59 responses, the survey found 15 USuniversities that have a course on agricultural ethicsor one that includes the topic. This paper willdiscuss the survey's findings and offer six reasonsthat explain why so few universities includeagricultural ethics in their curriculum. The sixreasons are: 1) lack of education in ethics andphilosophy on the part of agricultural scientists; 2)lack of institutional or disciplinary incentives foragricultural scientists to reflect on their work andits effects; 3) lack of administrative leadership incolleges of agriculture due to their failure tounderstand the benefits of agricultural ethics; 4)continuance of the prevailing assumption thatagriculture is inherently ethically correct; 5) thefelt necessity by agricultural scientists to defendthemselves against what are perceived to be unjust andinaccurate criticisms of agriculture; and 6) areluctance to engage in ethical reflection because itmay raise more problems than it solves. The paper'scentral question is why ethics is not taught in morecolleges of agriculture. Those who teach know thattheir students are tomorrow's farmers, businesspeople, professors, and policy makers. If we who nowteach and administer fail to include true ethicalstudy in our student's education, our students willstill be defensive when confronted with an ethicalissue and unable to respond except with assertionsbased on the production paradigm, the correctness ofwhich, although unexamined, we taught them. If theagricultural faculty does not recognize theopportunity and the obligation to participate in theshaping of values, then the values of agriculture willbe shaped elsewhere in the institution and insociety.  相似文献

FAO has a unique and essential rolein addressing the ethical problems facinghumanity and in making these problems intoopportunities for practical resolution. Rather than viewing theseissues as problems, they should be viewed asopportunities for debate, learning aboutothers' views, and resolution. The UnitedNations has an important role to play in howdecisions are made in the global ethical debatein food and agriculture. The ethical role ofFAO is to promote global food security,balanced conservation, management andutilization of natural resources, andsustainable rural development. FAO should fullyand publicly assume its ethicalresponsibilities, gathering and sharinginformation on ethics in its areas of mandate,acting as an interactive forum, and providingexpert guidance on policy options and choicesbased on practical ethical analysis.  相似文献
