This article applies a ‘knowledge brokering’ approach to contextualise the development of an integrated computer modelling tool into the real world policy context of adaptation of agriculture to climate change at the EU level. In particular, the article tests a number of knowledge brokering strategies described and theorised in the literature, but seldom empirically tested. The article finds that while the policy context can be used to identify a theoretically informed knowledge brokering strategy, in practice a strategy's ‘success’ is more informed by practical considerations, such as whether the tool development process is knowledge or demand driven. In addition, in practice the knowledge brokering process is found to be dynamic and messy, which is not always apparent in the literature. The article goes on to question the perception that there is always a need (or a desire) to bridge the gap between researchers and policy makers in the tool development process. Rather than a problem of design and communication, the science policy interface may be characterised more by a high level of competition between researchers and research organisations to have their tool legitimised by its use in the policy making process.  相似文献

Environmental policy development increasingly refers to procedural approaches where local organisational structures are set up to initiate social interactions, to establish common working methods and to formulate collective agreements. In a context of complexity and uncertainty regarding environmental issues at stake, deliberations are mostly about managing interdependencies, i.e., building agreements and implementing changes so as to reconstruct the links between natural, technical and social phenomena. We see these deliberations as situations where social learning occurs; as an iterative process of knowledge co-production (i.e., of ‘knowing’) among stakeholders brought into interaction. Our research aims at better understanding these processes in the context of French Atlantic coastal wetlands where multi-stakeholder platforms for decision-making have become the dominant process for implementing natural resources management policies. Our studies focus on the challenge of managing the production and application of knowledge in social settings, in which scientists themselves come to play a role. They show how scientific knowledge can acquire heuristic value when used in the context of intervention research, as well as revealing some of the ethical dilemmas this may pose for the role of researcher.  相似文献

In a transition to a bio-based economy new ways of monitoring waste-streams and water quality can then contribute to sustainable production processes. As niche innovation, new ways of monitoring face systemic barriers. The present article examines how barriers to change manifest in discursive practices with differing normative attachments and implications. A frame analysis revealed two competing frames: (1) the dominant ‘norm water’ frame in which thresholds of chemical compounds are used to set policy targets; and (2) the contesting ‘living water’ frame, which entails innovative continuous monitoring tools that take into account the ecological effects of chemical compounds. We introduce the concept of interactive reflectivity, as a discursive tool, to collaboratively visualize, scrutinize and overcome discursive barriers to innovations. The stakeholder dialogue shows how systemic barriers are uttered discursively in niches – or other forms of responsible research and innovation – and may hinder change even at the niche-level.  相似文献

The existence of a water-energy-food ‘nexus’ has been gaining significant attention in international natural resource policy debates in recent years. We argue the term ‘nexus’ can be currently seen as a buzzword: a term whose power derives from a combination of ambiguous meaning and strong normative resonance. We explore the ways in which the nexus terminology is emerging and being mobilised by different stakeholders in natural resource debates in the UK context. We suggest that in the UK the mobilisation of the nexus terminology can best be understood as symptomatic of broader global science-policy trends, including an increasing emphasis on integration as an ideal; an emphasis on technical solutions to environmental problems; achievement of efficiency gains and ‘win-wins’; and a preference for technocratic forms of environmental managerialism. We identify and critique an ‘integrative imaginary’ underpinning much of the UK discourse around the concept of the nexus, and argue that attending to questions of power is a crucial but often underplayed aspect of proposed integration. We argue that while current efforts to institutionalise the language of the nexus as a conceptual framework for research in the UK may provide a welcome opportunity for new forms of transdisciplinary, they may risk turning nexus into a ‘matter of fact’ where it should remain a ‘matter of concern’. In this vein, we indicate the importance of critique to the development of nexus research.  相似文献

This paper critically examines how public policy makers limit policy and other institutional design choices by a failure to appreciate (i) how situations may be characterised or framed; (ii) how practices that generate neologisms (invented terms or concepts) or reify (make into a thing) abstract concepts can displace understandings, and (iii) the epistemological bases of governance mechanism choices. An inquiry into the coining of the neologisms ‘wicked’ and ‘tame’ problems is reported and the implications for research and policy practice explored. As practices, neologising, reifying, categorising and typologising have unintended consequences – they remove us from the primary experiences and underlying emotions that provided the motivation for formulating these concepts in the first place. The failure to institutionalise the understandings and experiences that sit behind the invention of the terms ‘wicked’ and ‘tame’ problems (or similar framing choices such as ‘problematique’, ‘messes’, ‘lowland real-life swamps’, ‘resource dilemmas’ or ‘complex adaptive systems’) present systemic constraints to institutionalising social learning as an alternative yet complementary governance mechanism within an overall systemic and adaptive governance framework. Ultimately situations usefully framed as ‘wicked’,’ such as water managing and climate change are problems of relationship – of human beings with the biosphere. Re-framings, such as institutions as social technologies and other research and praxis traditions concerned with the breakdown of relationships may offer ways forward in the purposeful designing and crafting of more effective institutions.  相似文献

The UK’s Local Air Quality Management (LAQM) regime is designed to protect people’s health from the ill-effects of air pollution, but it is failing to achieve its full potential. The Public Health aspects of, perspectives on, and integration and engagement in, LAQM have been poorly considered to date. This critical literature review assessed LAQM-related strengths and limitations in order to explore how Public Health, through greater integration and engagement, can add value to the regime.‘Structure’ and ‘process’ weaknesses were identified, including: a poorly defined Public Health role, a narrowly-scoped prescribed process, risk assessment uncertainties, ineffective communications, shallow evaluations and disconnected policies. Separately and cumulatively, these have hindered Public Health integration in LAQM policy and practice and stunted the regime's evolution. Engaging Public Health in LAQM future design and delivery can help solve these problems, by improving risk assessments and raising awareness of air pollution and other health-influencing relationships, targeting action in high-need areas, coordinating air pollution mitigation and health improvement interventions, and connecting different policy areas.Increasing Public Health integration and engagement in LAQM can enhance the existing regime. Acting now is timely from both LAQM and Public Health perspectives. This review's findings should be used to inform debates and decisions around the future development of Local Air Quality Management arrangements both in the UK and beyond.  相似文献

In this article we critically examine the ‘integration imperative’ in transdisciplinary environmental science and build on social constructivist and political theories to suggest alternative approaches of knowledge co-production in transdisciplinary settings. Our argument builds upon a body of literature in social studies of science to cull insights about knowledge co-production, social learning, and the ecology of team science, particularly as it relates to climate change adaptation. Couched in this transdisciplinary literature, we demonstrate, is the assumption that integration necessarily can and should be a regulative ideal. We critique this assumption by examining the ‘messy’ politics of achieving consensus among radically different, and sometimes irreconcilable, ways of knowing. We argue that the integration imperative conceals the friction, antagonism, and power inherent in knowledge co-production, which in turn can exclude innovative and experimental ways of understanding and adapting to climate change. By way of conclusion, the final section explores three alternative models of knowledge co-production – triangulation, the multiple evidence-based approach, and scenario building – and illustrates their application in the context of transdisciplinary research in climate change adaptation in the arctic, focusing on alternative means of cross-boundary engagement with indigenous ways of knowing.  相似文献

The issue of sustainability places particular demands on engineers to become more ‘connoisseur’ of the roots of the problems, in addition to being ‘trained’ in problem solution techniques that emphasize holistic approaches (for both the social and ecological environment). We have introduced the new E3 model, as outlined here, to chemical engineering students, with an integrated approach to translate ‘generic’ common-sense pollution prevention strategies (design, operation) into definite problems where engineering science can be put into action. New tools (such as minimization hierarchy and life cycle), as well as abilities both to identify and evaluate environmental problems, and to propose, select and implement solutions, provide methods for understanding a problem and for mitigating it through (re)design of a product or process, by emphasizing basic approaches to analysis, synthesis and integration. Additionally, control technologies can be systematized, including the best available selection procedures on which the emission limits are based. Awareness, institutional factors and normative-ethical aspects are also considered.  相似文献

A system for predictive, noninvasive temperature measurement in a broad class of manufacturing processes is presented. The system employs a comprehensive, three-tier signal processing algorithm to achieve high accuracy and reliability in the presence of strong disturbances. Temperature estimates are generated by ‘unstructured, shallow knowledge’ based algorithms. The estimation process employs a set of robust features obtained by signal processing that involves constitutive models representing ‘deep knowledge’ about the process dealt with. The application of these models is combined with ‘structured, shallow knowledge’ based techniques. Results obtained in application to the investment casting of titanium, which employs the vacuum arc remelting (VAR) process, are presented.  相似文献

The bipedal stance and gait of theropod dinosaurs evolved gradually along the lineage leading to birds and at some point(s), flight evolved. How and when did these changes occur? We review the evidence from neontology and palaeontology, including pectoral and pelvic limb functional morphology, fossil footprints/trackways and biomechanical models and simulations. We emphasise that many false dichotomies or categories have been applied to theropod form and function, and sometimes, these impede research progress. For example, dichotomisation of locomotor function into ‘non-avian’ and ‘avian’ modes is only a conceptual crutch; the evidence supports a continuous transition. Simplification of pelvic limb function into cursorial/non-cursorial morphologies or flexed/columnar poses has outlived its utility. For the pectoral limbs, even the classic predatory strike vs. flight wing-stroke distinction and separation of theropods into non-flying and flying—or terrestrial and arboreal—categories may be missing important subtleties. Distinguishing locomotor function between taxa, even with quantitative approaches, will always be fraught with ambiguity, making it difficult to find real differences if that ambiguity is properly acknowledged. There must be an ‘interpretive asymptote’ for reconstructing dinosaur limb function that available methods and evidence cannot overcome. We may be close to that limit, but how far can it be stretched with improved methods and evidence, if at all? The way forward is a combination of techniques that emphasises integration of neontological and palaeontological evidence and quantitative assessment of limb function cautiously applied with validated techniques and sensitivity analysis of unknown variables.  相似文献

The designation of marine protected areas (MPAs) may have intense social and economic effects on human communities. Driven by overarching global and European policies and national legislations, current systematic conservation planning in the UK and France requires an ecosystem approach that takes into account not only nature but also the human activities that take place in an area. Here, we identified a set of 64 socioeconomic variables potentially relevant for marine and coastal stakeholders in a European context and a comprehensive set of 20 marine and coastal stakeholder categories. Ninety national organisations in the UK and France belonging to those categories and potentially affected by/interested in the designation of multiple-use MPAs were identified and surveyed. Results show that environmental NGOs, research centres, local councils, managing agencies and statutory nature conservation bodies perceived that they are positively affected by these MPAs, whereas fishers’ organisations, shipping and aggregate industrial organisations and recreational organisations perceived to be chiefly negatively affected by MPAs. On average, the ecological effects of multiple-use MPAs are perceived as ‘largely positive’, though 30% of respondents did not perceive any positive ecological effects from these MPAs. The social, economic and cultural effects of such MPAs are perceived as ‘moderately positive’. Most respondents perceived broad range (>10 km) and permanent ecological, social, economic and cultural effects from multiple-use MPA designation suggesting high societal expectations towards these areas. However, only five variables were perceived to vary in intensity after the designation of multiple-use MPAs: ‘research’, ‘environmental performance by citizens, businesses and towns’, ‘number of green businesses’, ‘tourism’ and ‘economic activities’. The most important ‘social’ variables for stakeholder organisations referred to local populations’ engagement with the MPA, tourism and research. The most important ‘economic’ variables were linked to fishing, shipping and aquaculture activities. These variables highlight relevant topics to be considered in MPA planning, designation and management processes, especially in the UK and France. There were statistically significant differences in the ratings of socioeconomic variables between many organisations belonging to the same intuitive stakeholder categories, suggesting the importance of including as wide a range of stakeholder organisations as feasible in MPA socioeconomic-related processes. Our methods and findings can help to inform and streamline ongoing and future participatory MPA planning, management and monitoring processes in Europe and in other regions with similar socioeconomic characteristics.  相似文献

The integration of pollution prevention (P2) into modern municipal wastewater by-laws has forced discharging facilities to rethink how they select, purchase, process and dispose of chemical products and wastes. This paper focuses on some of the key challenges of P2 planning and toxics reduction in healthcare environments. It will also provide insight and lessons learned by way of a P2 planning case study at one of Toronto's largest multi-facility healthcare institutions and their efforts and successes in complying with the City of Toronto's Sewer Use By-Law P2 Planning requirements. This case study demonstrates how P2 practitioners, facility, housekeeping and procurement managers were successful in leveraging the supply chain to identify non-toxic alternatives for product substitution. As a result, substituted products were effectively and efficiently incorporated into maintenance and operation functions, resulting in the reduction of sanitary effluent discharge levels of toxic surfactants by over 90% within a 2-year period. Such P2 success stories illustrate how effective P2 planning can be achieved with minimal capital cost and without complex ‘end of pipe’ treatment solutions, resulting in rapid cost recovery and tangible environmental benefits within a short time frame.  相似文献

Enhancing agro-ecosystem sustainability raises difficult challenges for environmental policy: it requires both increasing knowledge on these complex systems to design effective solutions and coordinating stakeholders with diverging interests. However, most existing environmental policies consider ecosystems’ desirable properties as given, leading ecosystem managers to favor “turnkey” solutions. How could public policy better support local collective initiatives aiming at reconciling agriculture and the environment? This paper presents an empirical case study from western France, in which a partnership between an agricultural cooperative and an ecological research center resulted in a collective design initiative. We conceptually model this initiative drawing upon recent design theories and Georgescu-Roegen’s ‘fund-flow’ model, defining ‘ecological funds’ as the starting point of a collective design process. The results highlight the importance of developing policy instruments that can better support local innovation processes through greater democratization. Adopting a design approach to sustainable agricultural landscape management could be particularly fruitful in situations where collective action is necessary but where there is no common good recognized as such, and no existing community identified.  相似文献

‘Design for Remanufacture’ or DfRem, is an area of remanufacturing research that has received relatively high levels of interest in recent years, due to the recognition that a product’s design may have a high impact on remanufacturing efficiency. However, the overall volume of literature dedicated to DfRem is low and there is still much to learn about the subject. The purpose of this literature review is to collate the current body of literature and establish a contemporary understanding of DfRem through analysing the trends, agreements and conflicts of opinion in the field. Much of the DfRem literature to date is focused upon the investigation of remanufacturing problems associated with product design, and the subsequent development of design methods and tools, either specifically developed to aid DfRem or as adaptations of existing design methods. These methods and tools vary in purpose and intended use but all largely remain within the academic realm to date. Within the literature there is widespread agreement that any approach to DfRem must consider both product and process, yet the ‘design for X’ definition of the task continues to spark debate. The key problems and issues that future DfRem research should address have been identified in this paper, from both within the literature and from the current gaps in the literature. Some key recommendations for future research include the need for ‘lifecycle thinking’ within design method development and the need for greater exploration into the organisational factors affecting DfRem integration into the design process, from the perspectives of the OEM and designer.  相似文献

The economic importance of energy and environmental issues is continuously increasing, affecting both process and product design in business. The energy crisis in California in 2001 made this basic issue universal. New technologies are expected to reduce pollution derived both from production processes and products, with costs that are still unknown and in competition with more mature technologies high. Nevertheless, until now there is still little, but growing knowledge concerning the process of technological innovation in the fields of energy and environment.In this paper we analyze the development of zinc air fuel cell (ZAFC) and its transfer from a research laboratory to potential mass production. ZAFC are a new ‘environmentally sound technology’, proven to have commercial value, that can be used for substituting internal combustion engines (ICEs) and meeting zero emission vehicles (ZEV) regulations. Although ZAFC performances are higher than traditional electric batteries ones, commercial costs are still high. Hence the pathway to mass production may come from stationary application of fuel cells for power.In contrast to the conventional ‘paradigmatic’ approach, we argue that the existing economic and organizational literature concerning technological innovation is not able to fully explain steps followed in commercializing energy—environmentally sound technologies. Existing models mainly consider adopting problems, which are due to market uncertainty, weak application, lack of a dominant design, and problems in reconfiguring existing organizational routines. Above all ‘market power’ exists in terms of control over technological innovation and its commercial application. Barriers are erected that prevent new technologies such as fuel cells from becoming adapted. Through pro-active government intervention, such as the case in California, new advanced technologies can move rapidly into the marketplace.From this discussion we draw some conclusions and issues for further research concerning policy making for sustaining the process of technological transfer and firms’ strategies in technological innovation.  相似文献

在不同热解温度及原料配比条件下,采用水解共沉淀方法制备针铁矿改性生物炭材料(GMB),借助SEM-EDS、XRD、FTIR、XPS进行表征,并进行Cr (Ⅵ)吸附实验,探究吸附性能和机理。结果表明:1)经改性后生物炭表面生成了羟基氧化铁(FeOOH),吸附能力有大幅提升;2)热解温度为600℃,生物炭与Fe (NO33·9H2O的质量比为1:12时制备的GMB600-12表现出最佳吸附性能,最大吸附容量为20.67 mg/g;3)准二级动力学揭示Cr (Ⅵ)的吸附以化学吸附为主,Langmuir和Freundlich模型都能很好地描述GMB对Cr (Ⅵ)的吸附特征;4) XPS的结果进一步表明GMB去除水溶液中Cr (Ⅵ)是氧化还原和表面吸附协同作用的结果。  相似文献

In the context of complex and unprecedented issues of global change, calls for new modes of knowledge production that are better equipped to address urgent challenges of global sustainability are increasingly frequent. This paper presents a case study of the new major research programme “Future Earth”, which aims to bring ‘research for global sustainability’ to the mainstream of global change research. A core principle of Future Earth is the co-production of knowledge with extra-scientific actors. In studying how the principle of co-production becomes institutionalised in the emerging structure of Future Earth, this paper points to the existence of three distinct rationales (logics) on the purpose and practice of co-production. Co-production is understood as a way to enhance scientific accountability to society (‘logic of accountability’), to ensure the implementation of scientific knowledge in society (‘logic of impact’), and to include the knowledge, perspectives and experiences of extra-scientific actors in scientific knowledge production (‘logic of humility’). This heterogeneous conception of knowledge co-production provides helpful ambiguity allowing actors with different perspectives on science and its role in society to engage in Future Earth. However, in the process of designing an institutional structure for Future Earth tensions between the different logics of co-production become apparent. This research shows how logics of accountability and impact are prominent in shaping the development of Future Earth. The paper concludes by pointing to an essential tension between being inclusive and transformative when it comes to institutionalising new modes of knowledge production in large research programmes.  相似文献

This paper discusses the findings of a small scale research project which explored the possibility of adopting eco-design techniques. The paper focuses on identifying how eco-design techniques can be determined as being compatible with new product development processes. Via the development of a five stage ‘applicability framework’, this study demonstrates how a compatible suite of tools can be identified for application to product development processes. Testing and validation of this ‘applicability framework’, which was used to identify three key eco-design techniques; namely checklists, guidelines, and a material, energy and toxicity (MET) matrix, is shown to have taken place in relation to the development of a lightweight chemical detector product. It is established that checklists, guidelines and the MET matrix can be used both on a specific product, and also more generally in the design process. In particular, the MET matrix is shown as being used to successfully identify key environmental aspects of the product during its lifetime. The paper concludes by arguing that eco-design techniques may not have been more widely adopted by businesses because such methods are not necessarily generic and immediately applicable, but instead require some form of process-specific customisation prior to use, which can in turn act as a barrier to adoption. It is also highlighted that the shear diversity of pressures that come to bear during the product development process can also act as a barrier to adoption, and that the full integration of eco-design techniques will have to encompass approaches which overcome such pressures.  相似文献

Biodiversity is under threat from anthropogenic pressures, in particular in biodiversity-rich developing countries. Development cooperation actors, who traditionally focus on the improvement of socio-economic conditions in the South, are increasingly acknowledging the linkages between poverty and biodiversity, e.g. by referring to the ecosystem services framework. However, there are many different framings which stress the need for biodiversity integration and which influence how biodiversity and development are and/or should be linked. Moreover, there is a gap between the lip service paid to biodiversity integration and the reality of development cooperation interventions. This study analyses how biodiversity framings are reflected in environmental impact assessment (EIA) practice, and how these framings influence EIA and decision-making. The findings, based on an in-depth qualitative analysis of World Bank EIAs undertaken in West Africa, indicate the incoherent quality but also the dominance of the ‘utilitarian’ and ‘corrective’ framings, which respectively stress human use of nature and mitigation of negative unintended development impacts. Identifying and highlighting these discursive trends leads to increased awareness of the importance of biodiversity among all development actors in North and South. However, some framings may lead to an overly narrow human-centred approach which downplays the intrinsic value of biodiversity. This study proposes recommendations for an improved integration of biodiversity in development cooperation, including the need for more systematic baseline studies in EIAs.  相似文献

Transitions are radical system innovations that usually take 1–2 generations. Using Cultural Theory as a heuristic, this paper presents four archetypical approaches to transition management. The fatalist approach refrains from transition management (motto: ‘First, disaster must happen’). The system is in a stalemate that no experiment or hierarchy can break; external events must bring the window of opportunity for change. The hierarchic approach relies on a dominant actor coalition to steer change (motto: ‘Let's put a man on the moon!’). The individualist approach relies mainly on changing the financial ground rules (motto: ‘Sustainability through the market’). Finally, the egalitarian approach relies on process management, doing experiments, etc. (motto: ‘A good transition arena will solve it all’). This approach makes sense if the situation is not clear enough to be managed via one of the other approaches, and there is a clearly identifiable learning objective.  相似文献
