由于自然科学和社会科学的学科视角和研究方法各异,使得我们对公共池塘资源管理问题的理解不够系统和全面。论文在综述公共池塘资源和社会-生态系统管理理论的基础上,辨析了公共池塘资源和社会-生态系统的概念;从识别影响公共池塘资源可持续管理的变量出发,梳理了社会-生态系统分析框架的演变及其局限性,指出社会-生态系统可持续发展分析框架为地理学、 生态学、 经济学、 自然资源学、 社会学等学科的交流和融合提供了统一的平台,并为资源管理、 政策分析和案例比较分析等的理论和方法提供了新的研究思路。该框架对现阶段我国资源管理政策的制定有重要借鉴意义。  相似文献

Issues related to the unsustainable use of natural resources are currently high on the policy agenda both in Europe and in other world regions. A large number of studies assessed past developments of material use and resource productivities. However, little effort has so far been devoted to forecasting future patterns of natural resource use and to provide ex-ante assessments of environmental and economic effects of different resource policies. This paper presents results from the international research project “MOSUS” (Modelling opportunities and limits for restructuring Europe towards sustainability), which was designed to fill some of these research gaps. In this project, a global economy–energy model system was extended by a worldwide database on material inputs, in order to run three scenarios for European development up to the year 2020: a baseline scenario without additional policy intervention and two so-called “sustainability scenarios”, simulating the implementation of six packages of policy measures geared towards decoupling economic activity from material and energy throughput. These measures included, amongst others, taxes on CO2 emissions and transport, measures to increase metal recycling rates, and a consulting programme to raise material productivity of industrial production. This paper presents the evaluation of the three scenarios with regard to the extraction of natural resources on the European and global level. In the baseline scenario, used domestic extraction within the EU remains roughly constant until 2020, while unused domestic extraction decreases (particularly overburden from mining activities). The stabilisation of domestic extraction, however, is accompanied by growing imports of material intensive products. This indicates that the material requirements of the European economy will increasingly be met through imports from other world regions, causing shifts of environmental pressures related to material extraction and processing away from Europe towards resource-rich countries. The implementation of the six sustainability policy measures applied in the sustainability scenarios results in a slight absolute reduction of domestic extraction in all European countries and significantly increased resource productivities. The results suggest that policy instruments aimed at raising eco-efficiency on the micro level can be conducive to economic growth. To limit rebound effects on the macro level, these instruments must, however, be accompanied by other policies influencing the prices of energy and materials. With regard to global resource use trends, the baseline scenario forecasts a significant growth of resource extraction, particularly in developing countries, reflecting the growing demand for natural resources of emerging economies such as China and India.  相似文献

Implementation of current environmental and natural resource policy has created an era of regulatory discontent, and has prompted calls for new approaches to management that can achieve both long-term ecological sustainability and improved policy performance. These new approaches, such as ecosystem management, emphasize the importance of holistic and integrated science, meaningful public involvement to reflect changing societal goals and objectives, collaborative decisionmaking, and flexible and adaptable institutions. Implementing such approaches will require significant institutional change in all institutions, including the institution of science. Attributes of the scientific culture — including adherence to the myth of objective, value-free science, preference for technical solutions as first-order solutions, and advancement of the scientific method and scientific rationality as preferred logic — have often worked to separate scientists from citizens and science from the policymaking process. They have also fostered undemocratic processes and results. Changes in the institution and culture of science, including embracing more holistic and integrated scientific processes, creating a more civic science, and rethinking the role of scientific advocacy in the policy process, will be required to move toward democratic as well as ecological sustainability.  相似文献

The ongoing drought in the Sahel region of West Africa highlights the vulnerability of food-producing systems to climate change and variability. Adaptation to climate should therefore increase the sustainability of agriculture under a long-term drought. Progress towards sustainability and adaptation in the the Senegal River Basin is hampered by an existing set of social and ecological relationships that define the control over the means of production and how people interact with their environment. These relationships are sensitive to the technological inputs and the administration of food production, or the factor bias in the different policy alternatives for rural development. One option is based on state-controlled, irrigated plantations to provide rice (Oryza) for the capital, Dakar. This policy emphasizes a top-down management approach, mechanized agriculture and a reliance on external inputs which strengthens the relationships introduced during the colonial period. A time series decomposition of the annual flow in the Senegal River at Bakel in Senegal suggests that water resources availability has been substantially curtailed since 1960, and a review of the water resources budget or availability in the basin suggests that this policy's food production system is not sustainable under the current climate of the basin. Under these conditions, this program is exacerbating existing problems of landscape degradation and desertification, which increases rural poverty. A natural resource management policy offers two adaptation strategies that favour decentralized management and a reduction of external inputs. The first alternative, “Les Perimetres Irrigués”, emphasizes village-scale irrigation, low water consumption cereal crops and traditional socio-political structures. The second alternative emphasizes farm-level irrigation and agro-forestry projects to redress the primary effects of desertification.  相似文献

The background, concept, connotation, principles, and methods of eco-planning for an Eco-Demonstration Park (EDP) and sustainability were examined based on a case study of the Luhua EDP in the Chongming Island of Shanghai, China, which is an important part of Shanghai Eco-city planning and construction in the 21st century. By analyzing natural, social and economic conditions, calculating population using the land capacity eco-model, eco-function zoning, and eco-construction, an innovative eco-industrial structure and technical chain were formulated. A comprehensive eco-planning scheme for the EDP was proposed, including planning and management strategies for subsystems of efficient industry, good quality human settlement, high standard eco-construction and eco-tourism as well as effective environmental protection and attractive landscape. The EDP should be an area with coordinated and sustainable economic, social and environmental subsystems. Eco-planning for the EDP should be a very important part of eco-city planning and sustainability. The paper aims to set up a theoretical framework and practical basis for eco-planning and promoting harmony between human and nature.  相似文献

The implementation of urban sustainability practices is affected by political obstacles, and diverse political ideologies may defend different city models. Sustainable policy design could also be affected by several factors that cause the deflection of resources initially allocated to other groups that are contrary to the concerns pursued and have the power to veto sustainable plans by exerting pressure on the party in power.In this sense, the aim of this paper is to show the impact that political factors have on cities’ sustainability, and the effect of both on cities’ economic development. To do so, we used the 78 Spanish cities with a population over 100,000 studied by MERCO (Spanish Corporate Reputation Monitor) as regards their levels of sustainability for the fiscal years 2008 and 2009. Both relationships have been tested empirically through two dependence models using linear regression techniques.The results obtained show that political competition improves cities’ sustainability, while a leftist ideology has an inverse impact. On the other hand, a significant direct relationship has been observed between urban sustainability and municipal economic activity.  相似文献

自然资源适应性管理是随着对自然资源开发、利用与保护认识的不断深化,在自然资源管理研究不断推进的背景下,产生的一种新的资源管理模式。适应性管理在充分认识自然资源管理系统复杂性和不确定性的前提下,强调在资源管理的实践中不断增进人们对自然资源系统规律的认识,进而提升自然资源管理水平。研究系统论述了自然资源适应性管理的内涵,要素与组织形式,认为目前自然资源适应性管理中存在的主要问题包括尺度效应、自然资源管理的模拟与监测、制度欠缺灵活性、协调困难、研究与管理机构的利己主义、传统资源管理思维的局限、成本和管理风险以及生态价值之间的取舍等。通过分析,总结出自然资源适应性管理研究的发展趋势,包括适应性规划、适应性结果监测、协同适应性管理、适应性风险管理等。建议国内研究应进一步提升对适应性管理的认识,推进适应性管理的理论与实践研究。  相似文献

Water security is arguably the single most important factor regarding the future sustainability of our planet. Without water we have no life, and with depleting freshwater resources conflict can easily ensue. The intersection between hydrology and politics requires a delicate balancing from decision-makers to ensure policy is well-informed and science is well communicated. In this paper, we discuss water issues currently faced by Nepal, a nation where freshwater resources are abundant yet political pressures are threatening future water security. We argue that despite adequate water supplies a nation may still experience severe water insecurity, particularly if effective governance and equitable access are not prioritised. We explore potential policy options necessary to achieve a holistic framework for water resources management, which we suggest, need to consider water resource reliability, accessibility and governance as fundamental pillars for ensuring water security.  相似文献

本文已经提出了如果将环境安全作为人类安全被实现。那就需要较好的环境治理。环境安全可以被理解为一系列的价值观、原则、政策、技术、体制和程序,由此,社区与社会管理环境和自然资源以透明、负责任的参与和公平的方式克服可持续发展的障碍。可持续发展与环境安全是否相互依存、相互促进还需要进一步论证。环境安全和可持续发展之间的关系也常常解释为实际的产出。社会性学习对于应对有关的不安全环境,并导致不可持续发展的挑战至关重要。社会必须利用信息共享、传播和共同的理解改进决策而发展适应改变的能力。这只有通过发展学习型社会才能成为可能。环境安全和可持续发展是社会性学习的产出,而且所有相关方利用创新方法的环境友好政策,是基于环境安全和环境治理的原则为基础的,大大地推动了生态系统的管理、性别公平、尊重人权、解决冲突、建立社区信任为应对未来的意外或潜在风险和新的挑战需要适应性管理,建立社会和生态系统恢复。应集中努力改进人们的生活质量,不要使用超过环境所能承受的自然资源能力。  相似文献

资源环境问题成为经济社会发展的约束性问题,成立自然资源部,探索编制自然资源资产负债表是加强自然资源统筹管理的重要举措。自然资源核算和自然资源资产负债表的编制是自然资源统筹管理的基础工作,目前国外较多自然资源核算成果建立在SEEA 2012的基础上。编制自然资源资产负债表首先由中国提出来并开展研究,但综合来看,在基础理论研究和实践方法上还处于研究初级阶段,需要进一步加强理论基础和科学方法研究。论文基于会计理论的复式记账核算理论,研究了自然资源负债和权益的生产论和自然资源循环理论基础,提出了基于资源环境承载力、相关资源功能规划、生态红线基础上的自然资源负债和权益界定标准,以及在此界定标准上设计自然资源资产负债表及其相关平衡核算。自然资源资产是指能够给人类带来直接或间接福利的自然要素总和,它不仅包括直接参与经济社会系统循环的物质和环境要素,也包括参与生态循环间接为人类带来生态服务价值的自然要素;基于自然资源资产分析,论文将自然资源资产的权益分为自然资源的生态权益和自然资源的经济权益,这样的分类也有其生态文明的伦理基础;自然资源负债的产生是由于资源过度损耗、环境污染和生态破坏,既有人为因素,也有自然因素,是经济社会为了补偿生态系统的可持续性而需要付出的经济代价。通过以上资产、负债、权益的界定,为我们设计自然资源资产负债表提供了逻辑基础。论文研究旨在设计合理的基于复式记账的自然资源过程核算,以及资源资产负债表编制账户体系设计和平衡关系理论,以期为自然资源核算和资产负债表的编制提供科学的理论基础,构建科学合理的自然资源核算理论和编制科学的自然资源资产负债表。  相似文献

基于低碳目标创新自然资源管理体制,对于提升生态系统碳汇水平和自然资源支撑能力,推动经济社会中长期低碳转型具有重要意义。围绕“双碳”目标下的自然资源管理,九位专家分别从不同视角提出了创新自然资源管理的策略,为基于“资源要素—国土空间—生态系统”多层次视角构建低碳导向的自然资源管理体制提供参考借鉴。专家认为:未来应构建“双碳”目标下自然资源管理领域的系统性应对框架,建立健全自然资源“要素—空间—系统”多层次协同管理的体制机制;构建全域自然资源及国土空间碳循环监测网络和符合中国国情的碳核算标准体系,探索差别化国土空间管控方案;加强“自然—经济—社会”复合系统的资源流通管理,探寻基于资源优化管理的区域协同碳减排路径;将碳汇价值纳入碳交易和生态补偿体系,构建基于国土空间碳中和评价的区域横向碳补偿制度,推动区域协同减排和公平协调发展。  相似文献

In West Africa, rural livelihoods depending on natural resources develop coping and adapting strategies to face climate variability or change and economic or political changes. The former Lake Faguibine in northern Mali has experienced drastic ecological, social, and economic changes. Forests have emerged on the former lake and have become important for local livelihoods. This paper analyses the coping and adapting strategies of forest- and livestock-based livelihoods facing ecological changes. Results from field research at different levels indicate that most local strategies are based on diversification including migration within the livestock production system or in complement to it, with differences according to gender, age, and ethnicity. Political discourses, cultural identities, and past experiences influence and shape adaptation strategies at the local level. The sustainability of the observed strategies depends on the access to natural resources and the sustainable management of these resources, which in turn depends on institutions at local and national levels. Many local strategies are reactive to external events but would need strategic support from higher levels to move from coping to adapting. Examples are the development of institutions and technical actions for natural resource management, as well as development actions supporting local strategies and sustainable investments. Researchers, practitioners and development planners will need simple methods and tools for understanding and analysing local adaptation perceptions and actions to achieve an effective support of sustainable and gender-equitable local adaptation and to avoid mismatches between strategies proposed by local and by sub national and national actors.  相似文献

The combined impacts of the financial crisis and climate change are driving the evolution of sustainable business and changing the way that governments plan for development. Markets are emerging for a range of environmentally orientated products and services as societies move (or lurch) towards reducing impacts and adapt to changing conditions. National governments are actively formulating policy and providing investment to develop green economies as one of the responses to the global financial crisis. Many of the political and economic drivers have been focused at the international and national scale, and while critical for setting the national framework for development, it often neglects the key role that regions and localities can play in ecological modernization. This paper explores two regional case studies in New South Wales (NSW), Australia, that are initiating shifts towards networks of sustainable businesses and communities and offers recommendations for further policy development. The focus of this paper is on the evolving regional sustainability market and its relationship to other social institutions including governments, communities and the individual. The unifying concept is the idea of the ‘natural advantage’, a model that integrates innovation and sustainability as a part of the regional development policy agenda.  相似文献

The rapid acceleration and intensity of global environmental change places great demands on humanity for developing innovative views and processes for the integration of knowledge in ways that are conducive to sustainability learning. In this paper, we argue that in order to develop robust sustainability learning feedbacks between knowledge and action we need the coupling of Human Information and Knowledge Systems (HIKS) with social–ecological systems (SES) dynamics. In particular, a substantial change in core worldviews and understandings about the nature of HIKS and how they relate to SES is required. Changing such epistemological and ontological assumptions of the quality of robust social–ecological knowledge is a first step for the emergence of transformative pathways towards sustainability in research, education, and policy. To enhance our understanding of such complexity, we describe two general ideal-type worldviews of HIKS and their relationships with SES in Western culture. One worldview understands information and knowledge systems as evolving in a closed, ahistorical, social-ecologically disembodied linear space, in ways which can be reduced to a single form of representation. The other worldview understands information and knowledge systems as operating in an open space composed of multiple and diverse patterns of hybrid social–ecological practices and configurations, inevitably embedded in specific times, spaces and contextual conditions. We argue that the open, but socio-ecologically embodied worldview is better suited to support sustainability learning and transformation.  相似文献

红色旅游是传承革命文化、推动爱国主义教育常态化和大众化、促进革命老区经济发展的重要方式。通过构建理论分析框架系统,综合运用多种空间分析方法与回归模型,对中国公布的300处红色旅游经典景区共763个景点的空间分布格局及影响因素异质性进行研究,并提出发展模式及对策。研究表明:(1)经典景点空间分布受资源、环境、社会和经济四大子系统综合影响;(2)核心区空间分布较其他旅游景区分散,形成7个一级核心区、7个及两大连片二级核心区、低密度与较低密度区等,空间关联性差异较大,关联效应伴随空间尺度缩小而减弱;(3)空间分布影响因素异质性明显,影响程度为红色旅游资源>海拔>政策力度>坡度>交通设施>市场需求>资源联动>消费水平;(4)提出采取网络、节点、廊道、共生—联动、跨区共促等发展模式及对策。研究可为红色旅游发展与管理、跨区联合等提供科学决策依据。  相似文献

New Zealand has seen a significant change in attitude and behaviour toward sustainable business practices since the late 1980s when the introduction of cleaner production marked the beginning of a change in the way the relationship between business and the environment was perceived. The context of this change is important. New Zealand is unique in terms of its relative geographic isolation and as a consequence human settlers encountered a unique ecosystem, dominated by avian species and without mammalian predators. Subsequent anthropogenic activity has seriously impacted New Zealand's biodiversity and sustainability is seen by many as a way of restoring, or at least conserving the remnant of that unique ecosystem. The country's natural environment and resources, the shape of business and the health of the economy all colour the way and rate at which sustainability is adopted. This paper charts that change and provides a perspective on relevant policy, research and intervention initiatives over the last 15 years or so and discusses the challenges that face New Zealand in a global market.  相似文献
