Rural electrification is an essential element in development planning in developing countries. In the past, the conventional approach to rural electrification has been either to extend national grids from central power stations, or to install small diesel generators. This article explores a third alternative, namely the harnessing of such renewable sources of energy as solar, wind and biomass for the production of local electric power. The author outlines the concept of the Rural Energy Centre in comparison with the structure of energy needs, and responds to critics of this integrated approach to the problem of rural electrification.  相似文献

Community Renewable Energy (CRE) has been defying conventional energy systems for decades, though only recently it started to feature in academic and institutional discourses. Despite its new appeal, the literature on the impacts and factors influencing CRE projects is still scarce and builds mostly on studies in Europe and North America. In developing countries, where electricity access is low and energy poverty is prevalent, CRE can offer interesting opportunities for rural electrification and added benefits. The objective of this study is to assess the impacts of community-owned renewable energy projects and identify the internal and external drivers and barriers to their success. An exploratory case-study approach was used for collecting data, through interviews and observations, in two community micro-hydro projects in Indonesia. The results showed positive socio-economic impacts that exceed electrification benefits, and the reported success of community energy projects can be traced back to a combination of community-level as well as external factors. Yet, particularly important is the role of the intermediary organisation (Ibeka) in building communities’ ownership, enhancing (technical, entrepreneurial and managerial) capacities, transferring knowledge and technology, establishing innovative financing models and shaping policy. Such organisations are critical in bridging external and internal factors and thus represent a key element in integrating the proposed analytical frameworks.  相似文献

The promotion of renewable energy during the last decade did not result in widescale application of the technology. In many cases, technologies were promoted before they were commercially viable or were inappropriately selected for the particular end-use application. In other cases, a lack of local technical expertise and support infrastructure was absent to sustain the technology once it had been placed in the field. There was also a loss of donor interest and funding for renewables concomitant with the decline in oil prices. This paper attempts to summarize lessons learned from this decade of experience with renewable energy and to offer criteria and suggestions for future activities in transferring renewable energy technology.  相似文献

Considering successive and costly increases in electricity rates, this article evaluates the generation of electricity from a photovoltaic system using solar energy, a renewable source. The solar photovoltaic system is installed at UNIVATES University Center, a public university in the state of Rio Grande do Sul, Brazil, and it is also connected to the electrical grid. Data related to the climatic conditions of the location, such as incident solar radiation, rainfall, and mean temperature, were obtained during the system's evaluation period and used along with bibliographic research on similar systems installed in southern Brazil. Our study quantified the energy produced over one calendar year (2014) and related it to the climatic variables and the conversion efficiency achieved by the system's photovoltaic modules. Our results show that there is both a strong relationship between the production of energy and climatic conditions and that the city, Lajeado, and the Brazilian state of Rio Grande do Sul, have good potential to supply energy using photovoltaic systems connected to the electrical grid. The horizontal global solar radiation average obtained in the study location was 4.14 kilowatts per square meter per day (kWh/m2/day), and the average monthly production of energy reached 243.93 kWh/m2/month, with a total of 2,927.10 kWh produced in 2014, achieving a monthly average conversion efficiency of 11.07%. This conversion efficiency is close to the value of 12.6% obtained in 2013 in a similar study of the same solar photovoltaic system conducted over a shorter time period.  相似文献

Research into renewable energy adoption is increasingly identifying that the successful implementation of renewable energy projects is influenced by a combination of market, community and socio-political acceptance of renewable energy technology. This research uses case studies in two regional Australian communities to examine the social acceptance of residential solar energy, in particular under the influence of financial incentives and social interactions. Fifty-five semi-structured interviews with members of the local community, industry and government were undertaken between May and October 2015. Respondents were asked about their perceptions and knowledge of solar energy and incentives to support its adoption, and their interactions with actors important in the diffusion process. Responses indicated that financial incentives motivated solar adoption; however, social interactions in the communities also contributed to decision-making. In one case study, a local “solar champion” built a private solar farm to demonstrate the technical feasibility of solar, assisted community members with physically installing their own systems and helped community members to maximise the financial benefits of their solar installations. This solar champion contributed to this community having an earlier and more rapid rate of small-scale solar adoption compared with the second case study community. The second case study community included two individuals interested in promoting solar energy; however, they were less integrated with the community’s process of adopting solar, resulting in community members experiencing substandard installations and consequent distrust of the solar industry. This research concludes that local context influences solar adoption through complex interactions among market, community and socio-political acceptance.  相似文献

This article presents a case study of a project which provides photovoltaic-based rural electrification in the state of Alagoas in northeastern Brazil. The project, the Luz do Sol Programme (LdS), was initiated in mid-1996 by the Golden Genesis Company (Golden) and the Fundação Teotônio Vilela (FTV). The article emphasizes some noteworthy characteristics of the project: the partnership between US commercial and Brazilian philanthropic interests; the financial aspect, a dedicated line of credit requiring only the equipment itself as security; and the local ownership and management of system operations, collections, and routine maintenance.
In 1996, the Golden Genesis Company had developed a central battery charging system to bring the price of electrification within the range of the rural poor; it financed the US content of the systems, with the Bank of the Northeast of Brazil (BN) financing the Brazilian content. The article traces the long and arduous path to establish the programme, including both bureaucratic and technical challenges. These difficulties brought the project to an impasse in August of 1998, and Golden withdrew. FTV then re-negotiated the agreement with BN, changing the technical approach to individual solar home systems. This improved the situation, and the project has since enjoyed 100% loan repayment rates from the entrepreneurs. In June 1999, BP/Solarex became FTV's new commercial partner. The project currently shows promise of becoming the commercially viable programme originally envisaged by Golden, with commercial and technical decision-making at the local level.  相似文献

A multi-criteria analysis (MCA) was implemented to assess the best solutions for enhancing the production of renewable energy in the Alps. A set of criteria were selected based on the impacts of four renewable energy sources (forest biomass, hydropower, ground solar photovoltaic and wind power) on the three spheres of sustainability (environmental, social and economic). Three different scenarios are presented, each with a different set of weights for the criteria: the first scenario considers equally all three aspects of sustainability; the second scenario foresees an environmentally-oriented perspective, while the third scenario is more focused on the socio-economic aspects related to the development of renewable energy. Results show that forest biomass and hydropower seem to be the most viable solutions for enhancing the share of renewable energy in the Alps. Ground solar photovoltaic and wind power, on the other hand, seem to be less attractive alternatives due to their high impacts on land use.  相似文献

Application of solar energy for preparing domestic hot water is one of the easiest methods of utilization of this energy. At least part of the needs for warm tap water could be covered by solar systems. At present, mainly coal is used for water heating at dwellings in rural areas in Poland. Warm tap water consumption will increase significantly in the future as standards of living are improved. This can result in the growth of electricity use and an increase in primary fuel consumption. Present and future methods of warm sanitary water generation in rural areas in Poland is discussed, and associated greenhouse gas (GHG) emissions are estimated. It is predicted that the emission of CO2 and NOx will increase. The emission of CO and CH4 will decrease because of changes in the structure of the final energy carriers used. The economic and market potentials of solar energy for preparing warm water in rural areas are discussed. It is estimated that solar systems can meet 30%–45% of the energy demand for warm water generation in rural areas at a reasonable cost, with a corresponding CO2 emission reduction. The rate of realization of the economic potential of solar water heaters depends on subsidies for the installation of equipment.

Summary There has been a paucity of reliable data on the contribution of Nigerian women in rural development, particularly with respect to water projects. From a detailed survey of many rural settings, and an evaluation of the availability of sources of water and the existing methods of purification, it was discovered that rural women, especially those of younger years, were heavily involved in water collection. The time and energy involved in water fetching and purification could sometimes be so high that other economic and domestic activities were adversely affected. The participation of Nigerian women in water development and quality improvement is hindered by problems, such as their standard of education, low level of awareness of the benefits of a good water source, lack of funds and organisational constraints. In general, this study has recognised an urgent need for more imaginative, better funded and better co-ordinated water development projects for the enhancement of the quality of life, especially for women in rural settings.  相似文献

Sudan is an agricultural country with fertile land, plenty of water resources, livestock, forestry resources, and agricultural residues. An overview of the energy situation in Sudan is introduced with reference to the end uses and regional distribution. Energy sources are divided into two main types; conventional energy (biomass, petroleum products, and electricity); and non-conventional energy (solar, wind, hydro-electricity, etc.). Sudan possesses a relatively high abundance of solar radiation, and moderate wind speeds, hydro, and biomass energy resources. The application of the new and renewable sources of energy available in Sudan is now a major issue in future energy strategic planning and for an alternative to fossil conventional energy. Sudan is an important case study in the context of renewable energy. It has a long history of meeting its energy needs through renewables. Sudan's renewables' portfolio is broad and diverse, due in part to the country's wide range of climates and landscapes. Like many of the African leaders in renewable energy utilization, Sudan has a well-defined commitment to continue research, development, and implementation of new technologies. Sustainable low-carbon energy scenarios for the new century emphasize the untapped potential of renewable resources. Rural areas of Sudan can benefit from this transition. The increased availability of reliable and efficient energy services stimulates new development alternatives. It is concluded that renewable, environmentally friendly, energy must be encouraged, promoted, invested, implemented, and demonstrated by full-scale plants, especially for use in the remote rural areas of Sudan.  相似文献

ABSTRACT

Human-induced climate change through the over liberation of greenhouse gases, resulting in devastating consequences to the environment, is a concern of considerable global significance which has fuelled the diversification to alternative renewable energy sources. The unpredictable nature of renewable resources is an impediment to developing renewable projects. More reliable, effective, and economically feasible renewable energy systems can be established by consolidating various renewable energy sources such as wind and solar into a hybrid system using batteries or back-up units like conventional energy generators or grids. The precise design of these systems is a critical step toward their effective deployment. An optimal sizing strategy was developed based on a heuristic particle swarm optimization (PSO) technique to determine the optimum number and configuration of PV panels, wind turbines, and battery units by minimizing the total system life-cycle cost while maximizing the reliability of the hybrid renewable energy system (HRES) in matching the electricity supply and demand. In addition, by constraining the amount of conventional electricity purchased from the grid, environmental concerns were also considered in the presented method. Various systems with different reliabilities and potential of reducing consumer’s CO2 emissions were designed and the behavior of the proposed method was comprehensively investigated. An HRES may reduce the annualized cost of energy and carbon footprint significantly.  相似文献

In peripheral parts of Europe such as the West of Ireland, where environment-development tensions may be particularly sensitive, environmental sustainability principles need to be integrated into all policy and programme areas, as the Fifth Environmental Action programme requires. This paper examines the small but significant LEADER rural development initiative to assess how much its operation integrates sustainability considerations. While LEADER-supported projects are often environmentally benign, there is little evidence of proactive application in LEADER group strategies of sustainability criteria which are other than weak. Economic imperatives dominate LEADER programmes, and many actors are sanguine about potential environmental problems arising from development.  相似文献

The problems and prospects of solar and wind energy technologies for rural energy supply in developing countries are examined, followed by an overview of key attributes of these technologies. The application of wind and solar systems for cooking, water pumping, drying, water heating, and electric power supply are reviewed. Remote or off-grid communities in Canada primarily rely on diesel generators for the provision of their electricity. Often surrounded by potential renewable resources, they are characterised as the low-hanging fruit of greenhouse gas mitigation strategies. While much is said about the promises of community energy projects, as well as technologies and policy mechanisms for addressing the needs of these communities, little attention has been paid to what communities, themselves, might want for their energy projects and what the implications of those desires might be for both technology development and community energy policies. This paper aims to fill this gap by exploring the on-going energy pursuits of a number of remote First Nations communities in British Columbia. It identifies a desire for community self-sufficiency as a primary motivation for engaging with energy projects on the part of the communities and discusses the various meanings and implications of self-sufficiency in the context of community energy projects. These meanings and implications primarily include the two dimensions of material self-sufficiency and political self-determination, the latter of which suggests a view of community energy projects as processes of decolonisation among First Nation communities in British Columbia. It then suggests that the pursuit of this goal is somewhat incongruent with the approach that government and industry have taken in addressing community energy, especially the way in which remote communities are viewed as the low-hanging fruit of various sustainability projects.  相似文献

This paper provides an overview of H ong Kong's approach to the environmental monitoring and audit of the construction and operation of major development projects as a continuation of the Environmental Impact Assessment process. The paper examines the development of systems and guidelines for the engineer who is responsible for implementing a project, in terms of environmental monitoring and audit protocols set out in a manual, and in terms of monthly and quarterly reporting. In addition, systems have been developed to manage cumulative effects arising from multiple projects in one area which are undertaken by different agents. The paper concludes with a number of key lessons learned, pointing out what environmental monitoring and audit teams need to do to be successful, and what needs to be done to enhance the effectiveness of environmental monitoring and audit protocols.  相似文献

The United Nations ground water exploration and development programme during 15 years of active life, has resulted in substantial socio-economic benefits to 57 developing countries through some 100 ground water projects. Systematic study, development and use of this important resource have contributed to intensification of agricultural production through supplemental irrigation from ground water; alleviation of water shortages in urban and industrial areas through construction of supply wells; improvement and stabilization of pastoral and rural economies, thereby counteracting in some measure adverse demographic trends of migration to the cities; and other related benefits in training, institutional development, and development of national water policies and plans.  相似文献

Non-sustainability of programmes and projects has become an overriding concern for the water supply and sanitation sector. Poor programme conceptualization, unimaginative planning, use of inappropriate technologies and rigid management approaches have contributed to high rates of programme failure. Five major water supply programmes undertaken during the UN Water Decade in the Western Sudan were analysed for their management approaches, appropriateness and sustainability. Results prompt the conclusion that sustainable projects need to adopt an adaptive and flexible management approach and to employ a conceptual framework which emphasizes community management, the empowerment of women, selection of appropriate low cost technologies, built in operation and maintenance strategies, cost recovery and institutional support to government.  相似文献

This article presents lessons from experience pertinent to implementing small-scale natural resource and related investment projects in developing countries. It outlines ideas for intervention and innovation to foster such investments. Particular emphasis is placed on private-sector participation in these investments. Following a brief presentation of the economic development and other arguments that support intervention and innovation in support of such small-scale natural resource investments, the article discusses many of the lessons learned from experience. These lessons reinforce those touched upon in the investment-specific discussions in the previous articles. The experience and associated lessons that are examined include experiences in both developing and developed countries and encompass not just lessons from natural resource investments, but also small-scale investments in other sectors. Financing and other innovations which facilitate meeting the challenges are drawn from relevant experience where barriers to investment have been surmounted. Options for programme and project interventions to increase market penetration of small-scale investments and achieve the associated development linkages and synergies are suggested. These suggestions are aimed especially at governments and bilateral and multilateral development finance and development assistance entities. It is those players who might support such interventions in collaboration with local financial institutions and other market players.  相似文献

Sustainability projects initiated by community groups can be significant in their contribution to the overall process of Local Agenda 21 planning and in their substantive contribution to sustainable communities. Community gardens differ from public gardens in that they are managed by community members rather than by local governments, although they may be located on council land. Community gardens vary in type from collections of individual plots to large-scale collaborative projects for the benefit of the wider community. Their roles include the production of fresh organic food; the creation of community places; and the use and dissemination of community science and innovative technologies. This paper reviews the types and roles of community gardens, and provides a case study of a community garden in Western Australia. It analyses the lessons learned from this particular case and the potential contribution of community gardens to Local Agenda 21 planning and to physical, ecological, sociocultural and economic sustainability.  相似文献
