Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

Scenario planning is an effective approach for examining possible futures by exploring the implications and consequences of different policy responses to landscape stressors. We present here a case study that explores plausible futures of urban growth in Southern Nevada, USA that illustrates how scenario analysis can be used to inform region-wide resource management by spatially modeling drivers of change, resource impacts, and potential policy responses. Using a suite of energy, water and biodiversity impact models, we assess the outcomes of the various futures on priority resources, resulting in a clear basis of comparison between alternative policies and their potential outcomes. This case study demonstrates the utility of scenario modeling for natural resource management by exploring crucial policy decisions that might be made in the near-term that could have lasting and sometimes conflicting influences on regional resources over the long term.  相似文献

The Resource Management Act (RMA) legislates the management of most natural resources in New Zealand. The RMA invokes ecosystem-based management by requiring that regulation be based on managing the effects of resource according to “the life supporting capacity” of the environment. The management of water resources under the RMA is carried out at the regional level by regional councils. Regional councils can develop regional water plans to establish objectives and criteria for water management. Regional water planning under the RMA has been problematic, and regional plan objectives developed under the RMA have been criticized as too broad and not sufficiently quantified. As a consequence, many resource users are unconvinced of the need for the regulatory criteria promulgated by plans, whereas other groups are concerned that the environment is inadequately protected. This article proposes that a lack of ecologically relevant management units has prevented regional water plans from fulfilling their intended function under the RMA. Then it introduces the use of River Environment Classification as a means of defining units for assessment and management, and provides three case studies that demonstrate its potential to support regional water management planning. The discussion shows that the specificity of regional assessments can be increased if ecologic variation is stratified into distinctive units (i.e., units within which variation in the characteristics of interest is reduced) as part of the assessment process. The increased specificity of the assessments increases the possibility that regional objectives and criteria for water management can be derived that are quantitative and justifiable and that provide certainty for stakeholders. The authors conclude that greater choice and meaning can be generated in regional planning processes if regional variation in ecologic characteristics is stratified using a classification, and if classes are used as units for assessment and management.  相似文献

Simplistic economic objectives such as maximisation of producer profits are of little relevance in generating information to assist in the management of natural resources beyond the individual firm level. To provide data and information to support decision-making in natural resource management, it is necessary to take into account the views of various stakeholder groups and the multiple objectives of each group, through the use of some form of multicriteria analysis (MCA). Important decisions arise in the choice of stakeholder, since this will influence the management advice generated. Many groups and individuals can be affected by resource management decisions, but it would be impractical to attempt to identify the objectives and estimate their importance for each group. Also, questions arise concerning whether or not to include government agencies (which represent the broader community) and researchers as stakeholders. A further issue concerns choosing representative samples of stakeholder groups, from which to obtain preference data. Discussions with modellers and a reading of the literature would suggest that the choice of stakeholder groups and representatives is conducted haphazardly and is perhaps biased, and that a more systematic approach is needed. This article explores the above issues with reference to a number of multicriteria analyses, including local studies.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

The integration of socio-economic and environmental objectives is a major challenge in developing strategies for sustainable landscapes. We investigated associations between socio-economic variables, landscape metrics and measures of forest condition in the context of Portugal. The main goals of the study were to 1) investigate relationships between forest conditions and measures of socio-economic development at national and regional scales, 2) test the hypothesis that a systematic variation in forest landscape metrics occurs according to the stage of socio-economic development and, 3) assess the extent to which landscape metrics can inform strategies to enhance forest sustainability. A ranking approach and statistical techniques such as Principal Component Analysis were used to achieve these objectives. Relationships between socio-economic characteristics, landscape metrics and measures of forest condition were only significant in the regional analysis of municipalities in Northern Portugal. Landscape metrics for different tree species displayed significant variations across socio-economic groups of municipalities and these differences were consistent with changes in characteristics suggested by the forest transition model. The use of metrics also helped inform place-specific strategies to improve forest management, though it was also apparent that further work was required to better incorporate differences in forest functions into sustainability planning.  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

This paper gives an overview of the contributions of natural resources and the challenges facing the natural resource sectors. It contributes a series of proposals on the planning and management of natural resources. It has been argued that regional collaboration can facilitate adaptation to climate change impacts through integrated planning and management. In an attempt to understand the underlying institutional factors that either support or contest this assumption, this paper explores the institutional factors influencing adaptation to climate change at the regional scale, where multiple public land and natural resource management jurisdictions are involved. Insights from two mid-western US case studies reveal that several challenges to collaboration persist and prevent fully integrative multi-jurisdictional adaptation planning at a regional scale. We propose that some of these challenges, such as lack of adequate time, funding and communication channels, be reframed as opportunities to build interdependence, identify issue-linkages and collaboratively explore the nature and extent of organisational trade-offs with respect to regional climate change adaptation efforts. Such a reframing can better facilitate multi-jurisdictional adaptation planning and management of shared biophysical resources generally while simultaneously enhancing organisational capacity to mitigate negative effects and take advantage of potentially favourable future conditions in an era characterised by rapid climate change.  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Tourism and landscape are interdependent concepts. Nature- and culture-based tourism are now quite well developed activities and can constitute an excellent way of exploiting the natural resources of certain areas, and should therefore be considered as key objectives in landscape planning and management in a growing number of countries. All of this calls for careful evaluation of the effects of tourism on the territory. This article focuses on an integrated spatial method for landscape analysis aimed at quantifying the relationship between preferences of visitors and landscape features. The spatial expression of the model relating types of leisure and recreational preferences to the potential capacity of the landscape to meet them involves a set of maps showing degrees of potential visitor satisfaction. The method constitutes a useful tool for the design of tourism planning and management strategies, with landscape conservation as a reference.  相似文献

A historical perspective on MPA identification and governance in South Africa reflects the continued influence of a top-down and natural science-based paradigm, that has hardly changed over the past half century, despite the wealth of literature, and a growing consensus, that advocates the need to adopt a more integrated and human-centered approach. Based on extensive research in two coastal fishing communities, the paper highlights impacts and conflicts arising from this conventional approach to MPA identification, planning and management. It argues that failure to understand the particular fishery system in all its complexity, in particular the human dimensions, and involve resource users in planning and decision-making processes, undermines efforts to achieve conservation and fisheries management objectives. The customary rights of local resource users, and their food and livelihood needs in relation to marine resources, need to be acknowledged, prioritized and integrated into planning and decision-making processes. Convincing ecologists, fisheries scientists and managers, that MPA success depends on addressing the root causes of resource decline and incorporating social factors into MPA identification, planning and management, remains a huge challenge in South Africa.  相似文献

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify monitoring data that would both advance ecologic theory and inform management decisions.  相似文献

The Land Condition Trend Analysis (LCTA) program is the US Army's standard for land inventory and monitoring, employing standardized methods of natural resources data collection, analyses, and reporting designed to meet multiple goals and objectives. Critical to using LCTA data in natural resources management decisions is the ability of the LCTA protocols to detect changes in natural resources. To quantify the ability of LCTA protocols to detect resource changes, power analysis techniques were used to estimate minimum detectable effect sizes (MDES) for selected primary and secondary management variables for three Army installations. MDES for a subset of primary variables were estimated using data from 27 installation LCTA programs. MDES for primary and secondary variables varied widely. However, LCTA programs implemented at larger installations with lower sampling intensities detected changes in installation resources as well as programs implemented at smaller more intensively sampled installations. As a national monitoring program that is implemented at individual installations, LCTA protocols provide relatively consistent monitoring data to detect changes in resources despite diverse resource characteristics and implementation constraints.  相似文献

Protected area management involves balancing environmental and social objectives. This is particularly difficult at high-use/high-impact recreation sites, because resource protection objectives may require substantial site management or visitor regulation. This study examined visitors’ reactions to both of these types of actions at Annapolis Rocks, Maryland, a popular Appalachian Trail camping area. We surveyed visitors before and after implementation of camping policies that included shifting camping to designated newly constructed campsites and prohibiting campfires. Survey results reveal that visitors were more satisfied with all social and environmental indicators after the changes were enacted. An Importance-Performance analysis also determined that management actions improved conditions for factors of greatest concern to campers prior to the changes. Posttreatment visitors were least satisfied with factors related to reduced freedom and to some characteristics of the constructed campsites. Although there was evidence of visitor displacement, the camping changes met management goals by protecting the camping area’s natural resources and improving social conditions.  相似文献

/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

/ The National Environmental Policy Act of 1969 (NEPA) was intended to promote a systematic, comprehensive, interdisciplinary approach to planning and decisionmaking, including the integration of the natural and social sciences and the design arts. NEPA critics have cited three key shortcomings in its implementation: (1) a lack of engagement with the NEPA process early in the planning process through interdisciplinary collaboration; (2) a lack of rigorous science and the incorporation of ecological principles and techniques; and (3) a lack of emphasis on the Act's substantive goals and objectives. In recent years and independent of NEPA, a policy of ecosystem management has been developed, which represents a fundamental change from a fragmented, incremental planning and management approach to a holistic, comprehensive, interdisciplinary land and resource management effort. We postulate that by incorporating ecosystem management principles in their planning and decisionmaking, federal agencies can address the shortcomings in NEPA implementation and move closer to NEPA's intent. A case analysis of EISs prepared by the USDA Forest Service before and after adopting an ecosystem management approach supports our hypothesis.  相似文献
