To reach a common target of environmental quality, countries can choose to commit to a stream of pollution abatement right from the beginning of the game or decide upon abatement at each moment of time. Though most of the previous literature studies homogeneous strategies where no country or all countries commit to a (same) predefined policy, reality goes along a different way: some countries make more efforts than others to reduce pollutant emission. The main novelty of this paper resides in the introduction of this kind of heterogeneous strategic behavior currently observed among large pollution nations. We find that the pollution level can be lower under heterogeneous than under homogeneous strategies. A stringent environmental quality target will induce the committed player to produce an abatement effort that more than compensates the free-riding attitude of the non-committed player.  相似文献

The pollution emission of manufacturing firms is threatening the sustainability of economy and society across the globe. AI techniques have widely applied in firm's environmental governance and have improved the environmental pollution situation. However, such application requires support and inclination of bank credit capital allocation. Based on the evolutionary game theory, the interaction and influencing factors among interest rate setting of banks and environmental governance of firms are analyzed. Taking 89 heavy-polluting listed companies of China for example, the empirical analysis is carried out to investigate the findings of game theory analysis based on data from 2012 to 2018. Research results mainly show that: environmental governance by AI of firms has a negative effect on the interest rate setting of banks. Meanwhile, the interest rate setting of banks is also constrained by the environmental information disclosure and environmental regulation. Both improving the service-oriented and constrain-oriented environmental regulations can effectively stimulate environmental governance of firms. More importantly, service-oriented environmental regulations significantly promote the interest rate setting of banks, and the environmental governance plays a suppressing role between the service-oriented environmental regulation and the interest rate setting of banks. Our results also find that improving constrain-oriented regulations is conducive to decreasing interest rate setting. The environmental governance plays an intermediary role between the constrain-oriented regulations and the interest rate setting.  相似文献

Acid rain is causing substantial damage in all Eastern and Western European countries. This article presents a stepwise linear optimisation model, that places transboundary air pollution by SO2 and NOx in a game theoretical framework. The national authorities of 28 countries are perceived as players in a game in which they can choose optimal strategies. It is illustrated that optimal national abatement programmes may be far from optimal if considered from an international point of view. Several scenarios are discussed, including a reference case, full cooperation, Pareto optimality and a critical loads approach. The need for international cooperation and regional differentiation of abatement programmes is emphasised.  相似文献

Given the rapid industrialization and urbanization of China, environmental problems have gradually become major constraints that hinder its sustainable economic development. Moreover, China's pollution abatement and reduction of greenhouse gas emissions have been severely affected by pressures coming from domestic environmental appeals and international environmental diplomacy. By using integrated data from the Chinese Industrial Enterprise and the Chinese Enterprise Environmental Survey and Reporting databases, this study constructs comprehensive indicators of pollutant discharge intensity and carbon emissions index at the enterprise level and uses the panel fixed effect model, Kaya identity, and mediation effect model to assess the effects of environmental regulations on pollution abatement and collaborative emissions reduction from the micro-perspective. Results show that these regulations can abate the pollution emissions of Chinese industrial enterprises and verify the effectiveness of environmental policies. These regulations can also efficiently reduce the carbon dioxide emissions of enterprises through pollution abatement. In other words, environmental regulations facilitate a collaborative emissions reduction of pollutant and greenhouse gas emissions from enterprises. Such collaborative emissions reduction effect is also influenced by the energy structure and consumption of enterprises. This paper presents empirical evidence and policy basis for further improving China's environmental regulation policy system and achieving coordinated progress in China's economic development and environmental governance.  相似文献

In this paper, we characterize the optimal environmental policy for a polluting monopoly that devotes resources to abatement activities when damages are caused by a stock pollutant. With this aim, we calculate the stagewise feedback Stackelberg equilibrium of a (differential) policy game where the regulator is the leader and the monopolist is the follower. Our analysis shows that the first-best policy consists of applying a Pigouvian tax and a subsidy on production equal to the difference between the price and the marginal revenue. However, for a stock pollutant, the Pigouvian tax is not equal to the marginal damages but is given by the difference between the social and private valuation of the pollution stock. On the other hand, if a second-best emission tax is used, the tax is lower than the Pigouvian tax and the difference decreases with the price elasticity of the demand. Finally, we find that taxes and standards are equivalent in a second-best setting. In the second part of the paper, we solve a linear-quadratic differential game and we obtain that the first-best tax increases with the pollution stock whereas the subsidy decreases. Moreover, the tax is negative for low values of the pollution stock, i.e., for low values of the pollution stock, we obtain that the social valuation of the stock is lower than the private valuation. Furthermore, when a second-best policy is applied, the steady-state pollution stock is lower than the steady-state pollution stock associated with the efficient outcome.  相似文献

This study provides a new framework for international environmental agreements (IEAs), which include punishment exceptions for accidental deviation, using repeated games. We consider that deviation from an agreement can occur accidentally because of phenomena such as natural disasters, even if the agreement is sustained as a weakly renegotiation-proof equilibrium. If an IEA signatory deviates accidentally, it fails to achieve its emission abatement target. In the repeated game, a cooperative relationship among signatories is sustained by a strategy that prescribes rules of cooperation and punishment for deviation. We present a new strategy, called Regional Cooperative, which integrates accidental deviations into an IEA. Our model reveals that punishing countries tend to revoke the punishment of deviators and return to cooperation if an accidental deviator increases its abatement volume. That is, the abatement efforts of the accidental deviator can lead to renegotiation. The Regional Cooperative strategy motivates the accidental deviator to try to engage in abatement and the punishing countries to restart cooperation by renegotiation. We conclude that social welfare loss by punishment is prevented through renegotiation in cases of accidental deviation.  相似文献

China's environmentalism with autocratic characteristics has far-reaching effects for fighting air pollution effectively. Political blue sky is unsustainable because conflict of interest in China's authoritarian environmentalism leads to failure of joint prevention and control in air pollution regulations. This study aims to explore policy mechanisms that would integrate intergovernmental join efforts in air pollution control. A non-cooperative tripartite evolutionary game is employed to model the dynamic interactions among the central government, Beijing municipality, and local governments for fighting air pollution. A double-payment with dual-supervision mechanism is proposed for air pollution control in the Beijing-Tianjin-Hebei (BTH) region. Simulations are conducted to examine the effectiveness of air pollution regulations involving multiple policy instruments for yielding the ideal outcome. It is shown that appropriate coordination of these policy instruments can address the intergovernmental challenge in collective action against air pollution. In addition, two long-term scenarios per the Porter hypothesis are investigated regarding environmental tax reform and enterprise innovations. It is found that such long-term inspirations can improve regulatory flexibility and efficacy. The double-payment with dual-supervision mechanism can effectively engage all governmental stakeholders for promoting sustainable air pollution governance in China. From a methodology perspective, policy simulations in an evolutionary game framework provide a novel addition to the research toolkit for policy studies.  相似文献

In this article the water pollution control policies of these countries and their effects on emitters are analyzed. In the Netherlands, local water control boards levy pollution charges on both direct and indirect emitters. The charges are based upon measured emissions and actual treatment costs and they vary among the boards. Discharges into surface waters are by permission only. West German law sets nationally uniform rates only for direct emitters and some pollutants, irrespective of treatment costs. The States (Länder), however, may make indirect emitters liable to pay as well. In France, river basin agencies charge emitters and grant discounts where abatement facilities have been installed. Further policy instruments are tax cuts, subsidies, and standards set on local and national levels. France, in this complex policy, also uses contrats de branche where government and industries agree by contract on pollution abatement. Evidence shows that all these policies have reduced water pollution. As emissions decrease, problems of overcapacity might occur where collective water treatment plants have been installed already. Moreover, investment in additive abatement technology may inhibit the introduction of low-waste, integrated technologies. Yet the development of the latter, though expensive in the short run, should enable industry to meet more stringent standards in the future.  相似文献

This paper presents a model of quality choice in the case of credence goods, i.e., when consumers cannot observe quality even after purchase. It shows that firms may voluntarily overcomply, i.e., produce high quality, even when doing so implies giving up short-run profits. This generalizes results on reputation effects derived in the IO literature for the case of experience goods. The crucial assumptions of the model are that there is a positive degree of monitoring of firms’ claims and a positive probability that the firm is of an “honest type,” i.e., always prefers to produce high quality. The result also helps explain why we see phenomena such as firms voluntarily overcomplying with environmental standards, food safety laws, etc. It is shown that overcompliance is more likely when consumers learn about all (positive and negative) monitoring results than when consumers only find out about firms that have been found cheating, as is often the case in practice. I further show that even firms that pretend to be producing high quality while really producing low quality may have an incentive to lobby for stricter monitoring. This helps explain, for example, why firms in Europe and the United States lobby for the implementation of voluntary environmental audits, third-party labeling agencies or other disclosure strategies.  相似文献

This paper presents an integrated exposure monitoring system, based on an expansion of existing air quality monitoring systems using dispersion modelling. The system allows: (1) identifying geographical areas whose inhabitants are most exposed to ambient pollution; (2) identifying how many people in an area are exposed to concentrations of pollution exceeding air quality guidelines; (3) describing the exposure of population subgroups (e.g. children); (4) planning pollution abatement measures and quantifying their effects; (5) establishing risk assessment and management programs, and (6) investigating the short- and long-term effects of both pollutants and pollution sources on public health. The effect of pollution is rarely very large and in order to discover it, exposure estimation must provide data that reflects both spatial and temporal variations. Estimates of pollution exposure are obtained using an integrated approach that combines results of measurements from monitoring programs with dispersion calculations. These values can serve as estimates for individual short-term or long-term exposure. The grouped data allows the expression of ambient pollution concentrations as the spatial distribution of estimates such as the mean or 98th percentile of such compounds as SO2, O3, NO2, PM10 and PM2.5. This integrated approach has been combined into a single software package, AirQUIS.  相似文献

Polluting mine accidents and widespread environmental contamination associated with historic mining in Europe and elsewhere has triggered the improvement of related environmental legislation and of the environmental assessment and management methods for the mining industry. Mining has some unique features such as natural background pollution associated with natural mineral deposits, industrial activities and contamination located in the three-dimensional sub-surface space, the problem of long-term remediation after mine closure, problem of secondary contaminated areas around mine sites and abandoned mines in historic regions like Europe. These mining-specific problems require special tools to address the complexity of the environmental problems of mining-related contamination. The objective of this paper is to review and evaluate some of the decision support methods that have been developed and applied to mining contamination. In this paper, only those methods that are both efficient decision support tools and provide a ‘holistic’ approach to the complex problem as well are considered. These tools are (1) landscape ecology, (2) industrial ecology, (3) landscape geochemistry, (4) geo-environmental models, (5) environmental impact assessment, (6) environmental risk assessment, (7) material flow analysis and (8) life cycle assessment. This unique inter-disciplinary study should enable both the researcher and the practitioner to obtain broad view on the state-of-the-art of decision support methods for the environmental assessment of contamination at mine sites. Documented examples and abundant references are also provided.  相似文献

Frequent monitoring and relatively high fines are usually necessary to bring about improvements in environmental quality, but more challenging for many countries with limited human, material, and financial resources is to put them into practice. This paper developed a three-group model of a state-dependent enforcement in a repeated game to improve the policy implementation under limited inspection capacities. A certain number of firms are grouped (group 1, group 2, group 3) for different supervision intensity (e.g., the order of inspection probability corresponding to each group is p 1?<?p 2?<?p 3) based on their environmental performance. The optimal policy parameters, such as inspection probability of each group and the probability that a firm found in compliance is moved to a better reputation group, were obtained as the basis for regulator’s policy making. Numerical simulations indicated that the three-group inspection regime can significantly increase compliance rate as compared with static enforcement with the same monitoring probability. Among the number of firms in each group under steady state conditions, group 2 had the most, group 1 was the second, and group 3 had the smallest. Analysis and prediction of a three-group reputation example provided a good experiment for the model. The results give a practical reference for the policy makers with inspection capacity constraints to achieve higher compliance rate.  相似文献

In recent decades, noise pollution caused by industrialization and increased motorization has become a major concern around the world because of its adverse effects on human well-being. Therefore, transportation agencies have been implementing noise abatement measures in order to reduce road traffic noise. However, limited attention is given to noise in environmental assessment of road transportation systems. This paper presents a framework for a health impact assessment model for road transportation noise emissions. The model allows noise impacts to be addressed with the health effects of air pollutant and greenhouse gas emissions from road transportation. The health damages assessed in the model include annoyance, sleep disturbance, and cardiovascular disease in terms of acute myocardial infarction. The model was applied in a case study in Istanbul in order to evaluate the change in health risks from the implementation of noise abatement strategies. The noise abatement strategies evaluated include altering pavement surfaces in order to absorb noise and introducing speed limits. It was shown that significant improvements in health risks can be achieved using open graded pavement surfaces and introducing speed limits on highways.  相似文献

The Ringelmann smoke chart was used in the United States to assess smoke emissions in the early twentieth century. In fact, it may have been the most important method for measuring air pollution between the late 1800s and the environmental era. However, the popularity of the Ringelmann chart stood in stark contrast to its lack of precision, which smoke abatement experts recognized and discussed among themselves. However, the critique of the Ringelmann scale rarely left the circle of experts and never jeopardized its use. This article discusses the reasons for this striking phenomenon, pointing out that the Ringelmann chart had strong practical and symbolic advantages: it allowed smoke abatement to be conducted in a public and transparent way. With that, the history of the Ringelmann smoke chart is an instructive model for the social construction of measuring techniques.  相似文献

In this paper, we construct a multi-stage coordinated programming model under tax system to control SO2 emission. The model is based on an explicitly formulated SO2 abatement cost function created under Chinese condition. Analysis of the effectiveness and impact on the economy of the model is carried out with consideration of game theory. By solving the model, theoretical results show that the volume-based multi-stage SO2 tax system has two properties: effectiveness and equal-rate. Based on these theoretical results, empirical study is also performed using Chinese historical data. Compared with yearly single-stage programming model, the tax rate generated by the coordinated multi-stage programming model is time-invariant and rather moderate in scale. The total abatement cost among planning years in our model is 21.03 % less than the actual number and 6.68 % less than that in the single-stage situation. The tax payment suggested by our model is 10.62 % less than by the single-stage model. In general, a coordinated multi-stage programming model helps reduce the overall costs of environmental protection while achieving the same emission control target with less burden added to the economy.  相似文献

Environmental risk refers to the possibility of environmental pollution events caused by natural causes or human activities. Environmental risks are transmitted through environmental media and can have destructive effects on human society and the natural environment. Understanding the current status and characteristics of environmental risks can effectively prevent and control environmental risks, which is essential for establishing the safety of ecological systems. Although many scholars have studied the environmental risk characteristics of different enterprises or regional scales and proposed corresponding control methods. However, the study of environmental risk characteristics in the national scale is still insufficient, which affects the accuracy of large-scale environmental impact assessment (EIA) and is not conducive to the formulation of the large-scale environmental management system. This paper attempts to use spatial statistical methods and geographically weighted regression (GWR) models to study the temporal and spatial evolution trends of environmental events in China and the spatial correlation characteristics of influencing factors and environmental events in different regions. The research results show that the focus of China's environmental risk is continuously shifting. At present, environmental pollution incidents are concentrated in the western region, and their spatial correlation with influencing factors varies from region to region. Spatial statistical analysis can help us understand the spatial characteristics of risk and identify the interrelationships of environmental risks in different areas. Therefore, spatial statistical analysis can provide a scientific basis for macro decision-making of large regional EIA and environmental risk management. In the future, it is recommended that the focus of environmental events in different regions should be different to reduce the risk of environmental events in China.  相似文献

Simulation models are used to aid the decision makers about water pollution control and management in river systems. However, uncertainty of model parameters affects the model predictions and hence the pollution control decision. Therefore, it often is necessary to identify the model parameters that significantly affect the model output uncertainty prior to or as a supplement to model application to water pollution control and planning problems. In this study, sensitivity analysis, as a tool for uncertainty analysis was carried out to assess the sensitivity of water quality to (a) model parameters (b) pollution abatement measures such as wastewater treatment, waste discharge and flow augmentation from upstream reservoir. In addition, sensitivity analysis for the “best practical solution” was carried out to help the decision makers in choosing an appropriate option. The Delhi stretch of the river Yamuna was considered as a case study. The QUAL2E model is used for water quality simulation. The results obtained indicate that parameters K 1 (deoxygenation constant) and K 3 (settling oxygen demand), which is the rate of biochemical decomposition of organic matter and rate of BOD removal by settling, respectively, are the most sensitive parameters for the considered river stretch. Different combinations of variations in K 1 and K 2 also revealed similar results for better understanding of inter-dependability of K 1 and K 2. Also, among the pollution abatement methods, the change (perturbation) in wastewater treatment level at primary, secondary, tertiary, and advanced has the greatest effect on the uncertainty of the simulated dissolved oxygen and biochemical oxygen demand concentrations.  相似文献
