The importance of large reserves has been long maintained in the scientific literature, often leading to dismissal of the conservation potential of small reserves. However, over half the global protected-area inventory is composed of protected areas that are <100 ha, and the median size of added protected area is decreasing. Studies of the conservation value of small reserves and fragments of natural area are relatively uncommon in the literature. We reviewed SCOPUS and WOK for studies on small reserve and fragment contributions to biodiversity conservation and ecosystem services, and fifty-eight taxon-specific studies were included in the review. Small reserves harbored substantial portions (upward of 50%) of regional species diversity for many taxa (birds, plants, amphibians, and small mammals) and even some endemic, specialist bird species. Unfortunately, small reserves and fragments almost always harbored more generalist and exotic species than large reserves. Community composition depended on habitat quality, surrounding land use (agricultural vs. urban), and reserve and fragment size, which presents opportunities for management and improvement. Small reserves also provided ecosystem services, such as pollination and biological pest control, and cultural services, such as recreation and improved human health. Limitations associated with small reserves, such as extinction debt and support of area-sensitive species, necessitate a complement of larger reserves. However, we argue that small reserves can make viable and significant contributions to conservation goals directly as habitat and indirectly by increasing landscape connectivity and quality to the benefit of large reserves. To effectively conserve biodiversity for future generations in landscapes fragmented by human development, small reserves and fragments must be included in conservation planning.  相似文献

This paper illustrates the use of alternative, non-market valuation methods to estimate the economic value of ecological damage caused by the invasive plant Acacia saligna. We discuss the motivation to perform an economic valuation for bio-invasion in general and then examine the costs and benefits of conservation management programmes that reduce the risk of A. saligna invasion at the Nizzanim Long-Term Ecosystem Research (LTER) nature reserve in Israel. The study found that the annual mean willingness to pay (WTP) for containment or eradication of A. saligna was US$8.41 and US$8.83, respectively. The value placed on conserving the nature reserve was then compared to the cost of containment or eradication of the species, enabling a standard economic benefit–cost analysis. The result of this analysis showed that, using the most conservative method of valuation of the nature reserve, eradication of A. saligna gave a net benefit.  相似文献

Safeguarding ecosystem services and biodiversity is critical to achieving sustainable development. To date, ecosystem services quantification has focused on the biophysical supply of services with less emphasis on human beneficiaries (i.e., demand). Only when both occur do ecosystems benefit people, but demand may shift ecosystem service priorities toward human-dominated landscapes that support less biodiversity. We quantified how accounting for demand affects the efficiency of conservation in capturing both human benefits and biodiversity by comparing conservation priorities identified with and without accounting for demand. We mapped supply and benefit for 3 ecosystem services (flood mitigation, crop pollination, and nature-based recreation) by adapting existing ecosystem service models to include and exclude factors representing human demand. We then identified conservation priorities for each with the conservation planning program Marxan. Particularly for flood mitigation and crop pollination, supply served as a poor proxy for benefit because demand changed the spatial distribution of ecosystem service provision. Including demand when jointly targeting biodiversity and ecosystem service increased the efficiency of conservation efforts targeting ecosystem services without reducing biodiversity outcomes. Our results highlight the importance of incorporating demand when quantifying ecosystem services for conservation planning.  相似文献

Abstract: Much of the remaining grassland, particularly in North America, is privately owned, and its conversion to cultivated cropland is largely driven by economics. An understanding of why landowners convert grassland to cropland could facilitate more effective design of grassland‐conservation programs. We built an empirical model of land‐use change in the Prairie Pothole Region (north‐central United States) to estimate the probability of grassland conversion to alternative agricultural land uses, including cultivated crops. Conversion was largely driven by landscape characteristics and the economic returns of alternative uses. Our estimate of the probability of grassland conversion to cultivated crops (1.33% on average from 1979 to 1997) was higher than past estimates (0.4%). Our model also predicted that grassland‐conversion probabilities will increase if agricultural commodity prices continue to follow the trends observed from 2001 to 2006 (0.93% probability of grassland conversion to cultivated crops in 2006 to 1.5% in 2011). Thus, nearly 121 million ha (30 million acres) of grassland could be converted by 2011. Conversion probabilities, however, are spatially heterogeneous (range 0.2% to 3%), depending on characteristics of a parcel (e.g., soil quality and economic returns). Grassland parcels with relatively high‐quality land for agricultural production are more likely to be converted to cultivated crops than lower‐quality parcels and are more responsive to changes in the economic returns on alternative agricultural land uses (i.e., conversion probability increases by a larger magnitude for high‐quality parcels when economics returns to alternative uses increase). Our results suggest that grassland conservation programs could be proactively targeted toward high‐risk parcels by anticipating changes in economic returns, such as could occur if a new biofuel processing plant were to be built in an area.  相似文献

The allocation of land to biological diversity conservation competes with other land uses and the needs of society for development, food, and extraction of natural resources. Trade‐offs between biological diversity conservation and alternative land uses are unavoidable, given the realities of limited conservation resources and the competing demands of society. We developed a conservation‐planning assessment for the South African province of KwaZulu‐Natal, which forms the central component of the Maputaland–Pondoland–Albany biological diversity hotspot. Our objective was to enhance biological diversity protection while promoting sustainable development and providing spatial guidance in the resolution of potential policy conflicts over priority areas for conservation at risk of transformation. The conservation‐planning assessment combined spatial‐distribution models for 646 conservation features, spatial economic‐return models for 28 alternative land uses, and spatial maps for 4 threats. Nature‐based tourism businesses were competitive with other land uses and could provide revenues of >US$60 million/year to local stakeholders and simultaneously help meeting conservation goals for almost half the conservation features in the planning region. Accounting for opportunity costs substantially decreased conflicts between biological diversity, agricultural use, commercial forestry, and mining. Accounting for economic benefits arising from conservation and reducing potential policy conflicts with alternative plans for development can provide opportunities for successful strategies that combine conservation and sustainable development and facilitate conservation action. A common goal in conservation planning is to acquire areas that are critical to realizing biodiversity goals in the most cost‐effective manner. The way monetary acquisition costs are represented in such planning is an understudied but vital component to realizing cost efficiencies. We sought to design a protected‐area network within a forested urban region that would protect 17 birds of conservation concern. We compared the total costs and spatial structure of the optimal protected‐area networks produced using three acquisition‐cost surrogates (area, agricultural land value, and tax‐assessed land value). Using the tax‐assessed land values there was a 73% and 78% cost savings relative to networks derived using area or agricultural land value, respectively. This cost reduction was due to the considerable heterogeneity in acquisition costs revealed in tax‐assessed land values, especially for small land parcels, and the corresponding ability of the optimization algorithm to identify lower‐cost parcels for inclusion that had equal value to our target species. Tax‐assessed land values also reflected the strong spatial differences in acquisition costs (US$0.33/m2–$55/m2) and thus allowed the algorithm to avoid inclusion of high‐cost parcels when possible. Our results add to a nascent but growing literature that suggests conservation planners must consider the cost surrogate they use when designing protected‐area networks. We suggest that choosing cost surrogates that capture spatial‐ and size‐dependent heterogeneity in acquisition costs may be relevant to establishing protected areas in urbanizing ecosystems.  相似文献

Abstract: Including both economic costs and biological benefits of sites in systematic reserve selection greatly increases cost‐efficiency. Nevertheless, limited funding generally forces conservation planners to choose which data to focus the most resources on; therefore, the relative importance of different types of data must be carefully assessed. We investigated the relative importance of including information about costs and benefits for 3 different commonly used conservation goals: 2 in which biological benefits were measured per site (species number and conservation value scores) and 1 in which benefits were measured on the basis of site complementarity (total species number in the reserve network). For each goal, we used site‐selection models with data on benefits only, costs only, and benefits and costs together, and we compared the efficiency of each model. Costs were more important to include than benefits for the goals in which benefits were measured per site. By contrast, for the complementarity‐based goal, benefits were more important to include. To understand this pattern, we compared the variability in benefits and in costs for each goal. By comparing the best and the worst possible selection of sites with regard to costs alone and benefits alone for each conservation goal, we introduced a simple and consistent variability measure that is applicable to all kinds of reserve‐selection situations. In our study, benefit variability depended strongly on how the conservation goal was formulated and was largest for the complementarity‐based conservation goal. We argue that from a cost‐efficiency point of view, most resources should be spent on collecting the most variable type of data for the conservation goal at hand.  相似文献

Abstract: Global declines in biodiversity and the widespread degradation of ecosystem services have led to urgent calls to safeguard both. Responses to this urgency include calls to integrate the needs of ecosystem services and biodiversity into the design of conservation interventions. The benefits of such integration are purported to include improvements in the justification and resources available for these interventions. Nevertheless, additional costs and potential trade‐offs remain poorly understood in the design of interventions that seek to conserve biodiversity and ecosystem services. We sought to investigate the synergies and trade‐offs in safeguarding ecosystem services and biodiversity in South Africa's Little Karoo. We used data on three ecosystem services—carbon storage, water recharge, and fodder provision—and data on biodiversity to examine several conservation planning scenarios. First, we investigated the amount of each ecosystem service captured incidentally by a conservation plan to meet targets for biodiversity only while minimizing opportunity costs. We then examined the costs of adding targets for ecosystem services into this conservation plan. Finally, we explored trade‐offs between biodiversity and ecosystem service targets at a fixed cost. At least 30% of each ecosystem service was captured incidentally when all of biodiversity targets were met. By including data on ecosystem services, we increased the amount of services captured by at least 20% for all three services without additional costs. When biodiversity targets were reduced by 8%, an extra 40% of fodder provision and water recharge were obtained and 58% of carbon could be captured for the same cost. The opportunity cost (in terms of forgone production) of safeguarding 100% of the biodiversity targets was about US$500 million. Our results showed that with a small decrease in biodiversity target achievement, substantial gains for the conservation of ecosystem services can be achieved within our biodiversity priority areas for no extra cost.  相似文献

Wet grassland populations of wading birds in the United Kingdom have declined severely since 1990. To help mitigate these declines, the Royal Society for the Protection of Birds has restored and managed lowland wet grassland nature reserves to benefit these and other species. However, the impact of these reserves on bird population trends has not been evaluated experimentally due to a lack of control populations. We compared population trends from 1994 to 2018 among 5 bird species of conservation concern that breed on these nature reserves with counterfactual trends created from matched breeding bird survey observations. We compared reserve trends with 3 different counterfactuals based on different scenarios of how reserve populations could have developed in the absence of conservation. Effects of conservation interventions were positive for all 4 targeted wading bird species: Lapwing (Vanellus vanellus), Redshank (Tringa totanus), Curlew (Numenius arquata), and Snipe (Gallinago gallinago). There was no positive effect of conservation interventions on reserves for the passerine, Yellow Wagtail (Motacilla flava). Our approach using monitoring data to produce valid counterfactual controls is a broadly applicable method allowing large-scale evaluation of conservation impact.  相似文献

The recent trend to place monetary values on ecosystem services has led to studies on the economic importance of pollinators for agricultural crops. Several recent studies indicate regional, long-term pollinator declines, and economic consequences have been derived from declining pollination efficiencies. However, use of pollinator services as economic incentives for conservation must consider environmental factors such as drought, pests, and diseases, which can also limit yields. Moreover, "flower excess" is a well-known reproductive strategy of plants as insurance against unpredictable, external factors that limit reproduction. With three case studies on the importance of pollination levels for amounts of harvested fruits of three tropical crops (passion fruit in Brazil, coffee in Ecuador, and cacao in Indonesia) we illustrate how reproductive strategies and environmental stress can obscure initial benefits from improved pollination. By interpreting these results with findings from evolutionary sciences, agronomy, and studies on wild-plant populations, we argue that studies on economic benefits from pollinators should include the total of ecosystem processes that (1) lead to successful pollination and (2) mobilize nutrients and improve plant quality to the extent that crop yields indeed benefit from enhanced pollinator services. Conservation incentives that use quantifications of nature's services to human welfare will benefit from approaches at the ecosystem level that take into account the broad spectrum of biological processes that limit or deliver the service.  相似文献

Abstract: Worldwide efforts have concentrated on developing monitoring methods that would enhance the assessment of progress toward achieving the 2010 conservation objectives of the Convention on Biological Diversity. Threat reduction assessment is one such method. It provides an indirect measure of the effects of a conservation project by evaluating changes in human‐induced direct threats to protected areas. We applied modified threat reduction assessments and the 2008 International Union for Conservation of Nature standardized lexicon for classification of threats to Horsh Ehden and Al‐Shouf Cedar nature reserves in Lebanon. Our goal was in part to test the suitability of this tool for improving monitoring and management effectiveness of protected forests in Lebanon. In Horsh Ehden, composite threats decreased by 24% from 1997 to 2002, and then increased from 2002 to 2009 by 78% in the core area of the reserve and by 118% in the reserve's buffer zone (surrounds core area, conservation and recreational activities allowed). In Al‐Shouf Cedar reserve threats decreased by 51% from 2006 to 2009. Management teams from both reserves have integrated the use of this method to prioritize actions for new management plans. We believe that in Lebanon and other countries with limited resources and weak monitoring programs or that are experiencing political instability threat reduction assessments could be used to improve the effectiveness of protected areas management.  相似文献

Abstract: There has been a dramatic increase in the number of conservation organizations worldwide. It is now common for multiple organizations to operate in the same landscape in pursuit of different conservation goals. New objectives, such as maintenance of ecosystem services, will attract additional funding and new organizations to conservation. Systematic conservation planning helps in the design of spatially explicit management actions that optimally conserve multiple landscape features (e.g., species, ecosystems, or ecosystem services). But the methods used in its application implicitly assume that a single actor implements the optimal plan. We investigated how organizational behavior and conservation outcomes are affected by the presence of autonomous implementing organizations with different objectives. We used simulation models and game theory to explore how alternative behaviors (e.g., organizations acting independently or explicitly cooperating) affected an organization's ability to protect their feature of interest, and investigated how the distribution of features in the landscape influenced organizations’ attitudes toward cooperation. Features with highly correlated spatial distributions, although typically considered an opportunity for mutually beneficial conservation planning, can lead to organizational interactions that result in lower levels of protection. These detrimental outcomes can be avoided by organizations that cooperate when acquiring land. Nevertheless, for cooperative purchases to benefit both organizations’ objectives, each must forgo the protection of land parcels that they would consider to be of high conservation value. Transaction costs incurred during cooperation and the sources of conservation funding could facilitate or hinder cooperative behavior.  相似文献

The ecological and economic consequences of rain forest conversion and fragmentation for biodiversity, ecosystem functioning, and ecosystem services like protection of soils, water retention, pollination, or biocontrol are poorly understood. In human-dominated tropical landscapes, forest remnants may provide ecosystem services and act as a source for beneficial organisms immigrating into adjacent annual and perennial agro-ecosystems. In this study, we use empirical data on the negative effects of increasing forest distance on both pollinator diversity and fruit set of coffee to estimate future changes in pollination services for different land use scenarios in Sulawesi, Indonesia. Spatially explicit land use simulations demonstrate that depending on the magnitude and location of ongoing forest conversion, pollination services are expected to decline continuously and thus directly reduce coffee yields by up to 18%, and net revenues per hectare up to 14% within the next two decades (compared to average yields of the year 2001). Currently, forests in the study area annually provide pollination services worth 46 Euros per hectare. However, our simulations also revealed a potential win-win constellation, in which ecological and economic values can be preserved, if patches of forests (or other natural vegetation) are maintained in the agricultural landscape, which could be a viable near future option for local farmers and regional land use planners.  相似文献

In pursuit of socioeconomic development, many countries are expanding oil and mineral extraction into tropical forests. These activities seed access to remote, biologically rich areas, thereby endangering global biodiversity. We examined how protection of biodiversity and economic revenues can be balanced in biologically valuable regions. Using spatial data on oil profits and predicted species and ecosystem extents, we optimized the protection of 741 terrestrial species and 20 ecosystems of the Ecuadorian Amazon across a range of opportunity costs (i.e., sacrifices of extractive profit). We also applied spatial statistics to remotely sensed, historic deforestation data to focus the optimization on areas most threatened by imminent forest loss. Giving up 5% of a year's oil profits (US$221 million) allowed for a protected area network that retained an average of 65% of the extent of each species and ecosystem. This performance far exceeded that of the network produced by simple optimization for land area (which required a sacrifice of approximately 40% of annual oil profits [US$1.7 billion]) and used only marginally less land to achieve equivalent levels of ecological protection. We identified what we call emergency conservation targets: regions that are essential components of a cost-effective conservation reserve network but at imminent risk of destruction, thus requiring urgent and effective protection. Governments can use our methods when evaluating extractive-led development options to responsibly manage the associated ecological and economic trade-offs and protect natural capital.  相似文献

Humanity's future depends on the preservation of natural ecosystems that supply resources and absorb pollutants. Rural and urban productions are currently based on chemical products made from petroleum, which are responsible for high negative impacts on the Biosphere. In order to prevent those impacts, efficient public policies seeking for sustainable development are necessary. Aiming to assess the load on the environment (considering the gratuitous contributions of natural systems—a donor's perspective) due to human-dominated process, a scientific tool called Emergy Evaluation has been applied in different production systems, including crops and farms. However, there is still a lack of emergy studies in the context of watersheds, probably due to the difficulty of collecting raw data. The present work aims to carry out an assessment of Mogi-Guaçu and Pardo watershed, through the combined use of Emergy Evaluation and Geographical Information System. The agricultural and natural land uses were considered, while urban areas were excluded. Emergy flows (expressed in seJ ha−1 yr−1) obtained for all agricultural and natural land uses were expanded for the whole watershed and the emergy indices were calculated. The results show that the watershed has: low renewability (%R = 32%); low capture of natural resources through high external economic investment (EYR = 1.86); low dependence on natural resources (EIR = 1.16); and moderate load on the environment (ELR = 2.08). Considering a scenario where sugar-cane crops, orchards and pasture areas are converted from conventional to organic management, watershed's emergy performance improved, reaching a new renewability of 38%, but it is still not enough to be considered sustainable.  相似文献

Wildlife consumption can be viewed as an ecosystem provisioning service (the production of a material good through ecological functioning) because of wildlife's ability to persist under sustainable levels of harvest. We used the case of wildlife harvest and consumption in northeastern Madagascar to identify the distribution of these services to local households and communities to further our understanding of local reliance on natural resources. We inferred these benefits from demand curves built with data on wildlife sales transactions. On average, the value of wildlife provisioning represented 57% of annual household cash income in local communities from the Makira Natural Park and Masoala National Park, and harvested areas produced an economic return of U.S.$0.42 ha?1· year?1. Variability in value of harvested wildlife was high among communities and households with an approximate 2 orders of magnitude difference in the proportional value of wildlife to household income. The imputed price of harvested wildlife and its consumption were strongly associated (p< 0.001), and increases in price led to reduced harvest for consumption. Heightened monitoring and enforcement of hunting could increase the costs of harvesting and thus elevate the price and reduce consumption of wildlife. Increased enforcement would therefore be beneficial to biodiversity conservation but could limit local people's food supply. Specifically, our results provide an estimate of the cost of offsetting economic losses to local populations from the enforcement of conservation policies. By explicitly estimating the welfare effects of consumed wildlife, our results may inform targeted interventions by public health and development specialists as they allocate sparse funds to support regions, households, or individuals most vulnerable to changes in access to wildlife. Abstract: A price on carbon is expected to generate demand for carbon offset schemes. This demand could drive investment in tree‐based monocultures that provide higher carbon yields than diverse plantings of native tree and shrub species, which sequester less carbon but provide greater variation in vegetation structure and composition. Economic instruments such as species conservation banking, the creation and trading of credits that represent biological‐diversity values on private land, could close the financial gap between monocultures and more diverse plantings by providing payments to individuals who plant diverse species in locations that contribute to conservation and restoration goals. We studied a highly modified agricultural system in southern Australia that is typical of many temperate agriculture zones globally (i.e., has a high proportion of endangered species, high levels of habitat fragmentation, and presence of non‐native species). We quantified the economic returns from agriculture and from carbon plantings (monoculture and mixed tree and shrubs) under six carbon‐price scenarios. We also identified high‐priority locations for restoration of cleared landscapes with mixed tree and shrub carbon plantings. Depending on the price of carbon, direct annual payments to landowners of AU$7/ha/year to $125/ha/year (US$6–120/ha/year) may be sufficient to augment economic returns from a carbon market and encourage tree plantings that contribute more to the restoration of natural systems and endangered species habitats than monocultures. Thus, areas of high priority for conservation and restoration may be restored relatively cheaply in the presence of a carbon market. Overall, however, less carbon is sequestered by mixed native tree and shrub plantings.  相似文献

Abstract: The unit of trade in ecosystem services is usually the use of a proportion of the parcels of land associated with a given service. Valuing small changes in the provision of an ecosystem service presents obstacles, particularly when the service provides non‐use benefits, as is the case with conservation of most plants and animals. Quantifying non‐use values requires stated‐preference valuations. Stated‐preference valuations can provide estimates of the public's willingness to pay for a broad conservation goal. Nevertheless, stated‐preference valuations can be expensive and do not produce consistent measures for varying levels of provision of a service. Additionally, the unit of trade, land use, is not always linearly related to the level of ecosystem services the land might provide. To overcome these obstacles, we developed a method to estimate the value of a marginal change in the provision of a non‐use ecosystem service—in this case conservation of plants or animals associated with a given land‐cover type. Our method serves as a tool for calculating transferable valuations of small changes in the provision of ecosystem services relative to the existing provision. Valuation is achieved through stated‐preference investigations, calculation of a unit value for a parcel of land, and the weighting of this parcel by its ability to provide the desired ecosystem service and its effect on the ability of the surrounding land parcels to provide the desired service. We used the water vole (Arvicola terrestris) as a case study to illustrate the method. The average present value of a meter of water vole habitat was estimated at UK£12, but the marginal value of a meter (based on our methods) could range between £0 and £40 or more.  相似文献

Besides crops, agriculture supplies all three major categories of ecosystem services (ES). However, agriculture also supplies an array of ecosystem dis-services (EDS) that may harm other ecosystems. The flows of ES and EDS are directly dependent on the management of agricultural ecosystems. The traditional method of Chinese agriculture, which supports sustainable agriculture, has been proven to increase ES and reduce EDS. However, there is a lack of a detailed understanding of the ES and EDS associated with traditional agriculture, and also of differences between traditional and modern agriculture. In this study, an investigation was conducted on the ecosystem services (ES) and ecosystem dis-services (EDS) of traditional and modern agriculture in Congjiang County, Guizhou Province, China. Afterwards, the economic values of ES and EDS were quantified experimentally and calculated based on the market price. The results show that: the net economic value of traditional rice-fish agriculture was 3.31×104 CNY·ha?1 (6.83 CNY = 1 USD as of July, 2009) and that of rice monoculture was 1.99×104 CNY·ha?1. Significant differences existed between traditional rice-fish and rice monoculture fields for their economic values of some ES or EDS. A benefit and cost analysis (BCA) model was used to adjust the conflict between the economic income and environmental loss from traditional and modern agriculture. The BCA model not only calculates the net income but also monetizes the EDS of the agricultural systems. The results showed that the net income of rice-fish agriculture was 1.94×104 CNY·ha?1 higher than that of rice monoculture. However, the benefit to cost ratio (BCR) of rice-fish agriculture was lower than that of rice monoculture, indicating that the traditional agricultural model was not the most optimized choice for farmers. The value of the rice-fish agriculture was much higher than that of the rice monoculture. Thus, when considering the benefits that rice-fish agriculture contributes to the largescale society, these agricultural methods needs to be utilized. Furthermore, the labor opportunity costs were calculated and the comprehensive value of rice monoculture was negative. Finally, the compensation standard was calculated based on the comprehensive benefit analysis. The lowest level was 1.09×103 CNY·ha?1, and the highest level was 1.21×104 CNY·ha?1.  相似文献

Abstract: To examine differences in land use and environmental impacts between colonist and indigenous populations in the northern Ecuadorian Amazon, we combined data from household surveys and remotely sensed imagery that was collected from 778 colonist households in 64 colonization sectors, and 499 households from five indigenous groups in 36 communities. Overall, measures of deforestation and forest fragmentation were significantly greater for colonists than indigenous peoples. On average, colonist households had approximately double the area in agriculture and cash crops and 5.5 times the area in pasture as indigenous households. Nevertheless, substantial variation in land‐use patterns existed among the five indigenous groups in measures such as cattle ownership and use of hired agricultural labor.
