Pollinator declines have prompted efforts to assess how land-use change affects insect pollinators and pollination services in agricultural landscapes. Yet many tools to measure insect pollination services require substantial landscape-scale data and technical expertise. In expert workshops, 3 straightforward methods (desk-based method, field survey, and empirical manipulation with exclusion experiments) for rapid insect pollination assessment at site scale were developed to provide an adaptable framework that is accessible to nonspecialist with limited resources. These methods were designed for TESSA (Toolkit for Ecosystem Service Site-Based Assessment) and allow comparative assessment of pollination services at a site of conservation interest and in its most plausible alternative state (e.g., converted to agricultural land). We applied the methods at a nature reserve in the United Kingdom to estimate the value of insect pollination services provided by the reserve. The economic value of pollination services provided by the reserve ranged from US$6163 to US$11,546/year. The conversion of the reserve to arable land would provide no insect pollination services and a net annual benefit from insect-pollinated crop production of approximately $1542/year (US$24∙ha–1∙year–1). The methods had wide applicability and were readily adapted to different insect-pollinated crops: rape (Brassica napus) and beans (Vicia faba) crops. All methods were rapidly employed under a low budget. The relatively less robust methods that required fewer resources yielded higher estimates of annual insect pollination benefit.  相似文献

Abstract: Until recent decades, economic decision makers have largely ignored the nonmarket benefits provided by nature, resulting in unprecedented threats to ecological life‐support functions. The economic challenge today is to decide how much ecosystem structure can be converted to economic production and how much must be conserved to provide essential ecosystem services. Many economists and a growing number of life scientists hope to address this challenge by estimating the marginal value of environmental benefits and then using this information to make economic decisions. I assessed this approach first by examining the role and effectiveness of the price mechanism in a well‐functioning market economy, second by identifying the issues that prevent markets from pricing many ecological benefits, and third by focusing on problems inherent to valuing services generated by complex and poorly understood ecosystems subject to irreversible change. I then focus on critical natural capital (CNC), which generates benefits that are essential to human welfare and have few if any substitutes. When imminent ecological thresholds threaten CNC, conservation is essential and marginal valuation becomes inappropriate. Once conservation needs have been met, remaining ecosystem structure is potentially available for economic production. Demand for this available supply will determine prices. In other words, conservation needs should be price determining, not price determined. Conservation science must help identify CNC and the quantity and quality of ecosystem structure required to ensure its sustained provision.  相似文献

Abstract: The economic valuation of ecosystem services is a key policy tool in stemming losses of biological diversity. It is proposed that the loss of ecosystem function and the biological resources within ecosystems is due in part to the failure of markets to recognize the benefits humans derive from ecosystems. Placing monetary values on ecosystem services is often suggested as a necessary step in correcting such market failures. We consider the effects of valuing different types of ecosystem services within an economic framework. We argue that provisioning and regulating ecosystem services are generally produced and consumed in ways that make them amenable to economic valuation. The values associated with cultural ecosystem services lie outside the domain of economic valuation, but their worth may be expressed through noneconomic, deliberative forms of valuation. We argue that supporting ecosystem services are not of direct value and that the losses of such services can be expressed in terms of the effects of their loss on the risk to the provision of the directly valued ecosystem services they support. We propose a heuristic framework that considers the relations between ecological risks and returns in the provision of ecosystem services. The proposed ecosystem‐service valuation framework, which allows the expression of the value of all types of ecosystem services, calls for a shift from static, purely monetary valuation toward the consideration of trade‐offs between the current flow of benefits from ecosystems and the ability of those ecosystems to provide future flows.  相似文献

Abstract: Including both economic costs and biological benefits of sites in systematic reserve selection greatly increases cost‐efficiency. Nevertheless, limited funding generally forces conservation planners to choose which data to focus the most resources on; therefore, the relative importance of different types of data must be carefully assessed. We investigated the relative importance of including information about costs and benefits for 3 different commonly used conservation goals: 2 in which biological benefits were measured per site (species number and conservation value scores) and 1 in which benefits were measured on the basis of site complementarity (total species number in the reserve network). For each goal, we used site‐selection models with data on benefits only, costs only, and benefits and costs together, and we compared the efficiency of each model. Costs were more important to include than benefits for the goals in which benefits were measured per site. By contrast, for the complementarity‐based goal, benefits were more important to include. To understand this pattern, we compared the variability in benefits and in costs for each goal. By comparing the best and the worst possible selection of sites with regard to costs alone and benefits alone for each conservation goal, we introduced a simple and consistent variability measure that is applicable to all kinds of reserve‐selection situations. In our study, benefit variability depended strongly on how the conservation goal was formulated and was largest for the complementarity‐based conservation goal. We argue that from a cost‐efficiency point of view, most resources should be spent on collecting the most variable type of data for the conservation goal at hand.  相似文献

That at least some aspects of nature possess intrinsic value is considered by some an axiom of conservation. Others consider nature's intrinsic value superfluous or anathema. This range of views among mainstream conservation professionals potentially threatens the foundation of conservation. One challenge in resolving this disparity is that disparaging portrayals of nature's intrinsic value appear rooted in misconceptions and unfounded presumptions about what it means to acknowledge nature's intrinsic value. That acknowledgment has been characterized as vacuous, misanthropic, of little practical consequence to conservation, adequately accommodated by economic valuation, and not widely accepted in society. We reviewed the philosophical basis for nature's intrinsic value and the implications for acknowledging that value. Our analysis is rooted to the notion that when something possesses intrinsic value it deserves to be treated with respect for what it is, with concern for its welfare or in a just manner. From this basis, one can only conclude that nature's intrinsic value is not a vacuous concept or adequately accommodated by economic valuation. Acknowledging nature's intrinsic value is not misanthropic because concern for nature's welfare (aside from its influence on human welfare) does not in any way preclude also being concerned for human welfare. The practical import of acknowledging nature's intrinsic value rises from recognizing all the objects of conservation concern (e.g., many endangered species) that offer little benefit to human welfare. Sociological and cultural evidence indicates the belief that at least some elements of nature possess intrinsic value is widespread in society. Our reasoning suggests the appropriateness of rejecting the assertion that nature's intrinsic value is anathema to conservation and accepting its role as an axiom. Biodiversity loss is driven by human behavior, but there is uncertainty about the effectiveness of behavior-change programs in delivering benefits to biodiversity. To demonstrate their value, the biodiversity benefits and cost-effectiveness of behavior changes that directly or indirectly affect biodiversity need to be quantified. We adapted a structured decision-making prioritization tool to determine the potential biodiversity benefits of behavior changes. As a case study, we examined two hypothetical behavior-change programs––wildlife gardening and cat containment––by asking experts to consider the behaviors associated with these programs that directly and indirectly affect biodiversity. We assessed benefits to southern brown bandicoot (Isoodon obesulus) and superb fairy-wren (Malurus cyaneus) by eliciting from experts estimates of the probability of each species persisting in the landscape given a range of behavior-change scenarios in which uptake of the behaviors varied. We then compared these estimates to a business-as-usual scenario to determine the relative biodiversity benefit and cost-effectiveness of each scenario. Experts projected that the behavior-change programs would benefit biodiversity and that benefits would rise with increasing uptake of the target behaviors. Biodiversity benefits were also predicted to accrue through indirect behaviors, although experts disagreed about the magnitude of additional benefit provided. Scenarios that combined the two behavior-change programs were estimated to provide the greatest benefits to species and be most cost-effective. Our method could be used in other contexts and potentially at different scales and advances the use of prioritization tools to guide conservation behavior-change programs.  相似文献

In a recent issue of J. Environ. Econ. Manag. Wetzel showed that the standard travel cost technique will understate recreation benefits under congested conditions because changes in entry fee lead to lowered congestion levels. This comment indicates that benefit projections derived from the travel cost procedure may theoretically overstate the true value of recreation if rising income levels shift the demand curve upwards but fail to account for the contrary effect of increased congestion. The magnitude and direction of the bias that results from omission of a congestion variable is, however, indeterminate when standard econometric techniques are used to develop benefit projections.  相似文献

Wet grassland populations of wading birds in the United Kingdom have declined severely since 1990. To help mitigate these declines, the Royal Society for the Protection of Birds has restored and managed lowland wet grassland nature reserves to benefit these and other species. However, the impact of these reserves on bird population trends has not been evaluated experimentally due to a lack of control populations. We compared population trends from 1994 to 2018 among 5 bird species of conservation concern that breed on these nature reserves with counterfactual trends created from matched breeding bird survey observations. We compared reserve trends with 3 different counterfactuals based on different scenarios of how reserve populations could have developed in the absence of conservation. Effects of conservation interventions were positive for all 4 targeted wading bird species: Lapwing (Vanellus vanellus), Redshank (Tringa totanus), Curlew (Numenius arquata), and Snipe (Gallinago gallinago). There was no positive effect of conservation interventions on reserves for the passerine, Yellow Wagtail (Motacilla flava). Our approach using monitoring data to produce valid counterfactual controls is a broadly applicable method allowing large-scale evaluation of conservation impact.  相似文献

Pathogens are a significant driver of biodiversity loss. We examine two wildlife disease management strategies that have seen growing use, sometimes in combination: (i) trapping-and-culling infectious animals (disease control), and (ii) trapping-and-translocating healthy animals to a reserve, with possible future reintroduction. A reserve can improve conservation when there is no disease. But, when infection exists, we show investing in the reserve may counteract disease control. We find jointly pursuing both strategies is sub-optimal when the reserve is costly to maintain. Numerically, we examine management of Devil Facial Tumor Disease, which has generated extinction risks for Tasmanian Devils. Disease control (though not eradication) is generally part of an optimal strategy, although a reserve is also optimal if it can be maintained costlessly. This implies preserving the original population by addressing in situ conservation risks, rather than translocating animals to a reserve and giving up on the original population, is generally the first-best.  相似文献

Besides crops, agriculture supplies all three major categories of ecosystem services (ES). However, agriculture also supplies an array of ecosystem dis-services (EDS) that may harm other ecosystems. The flows of ES and EDS are directly dependent on the management of agricultural ecosystems. The traditional method of Chinese agriculture, which supports sustainable agriculture, has been proven to increase ES and reduce EDS. However, there is a lack of a detailed understanding of the ES and EDS associated with traditional agriculture, and also of differences between traditional and modern agriculture. In this study, an investigation was conducted on the ecosystem services (ES) and ecosystem dis-services (EDS) of traditional and modern agriculture in Congjiang County, Guizhou Province, China. Afterwards, the economic values of ES and EDS were quantified experimentally and calculated based on the market price. The results show that: the net economic value of traditional rice-fish agriculture was 3.31×104 CNY·ha?1 (6.83 CNY = 1 USD as of July, 2009) and that of rice monoculture was 1.99×104 CNY·ha?1. Significant differences existed between traditional rice-fish and rice monoculture fields for their economic values of some ES or EDS. A benefit and cost analysis (BCA) model was used to adjust the conflict between the economic income and environmental loss from traditional and modern agriculture. The BCA model not only calculates the net income but also monetizes the EDS of the agricultural systems. The results showed that the net income of rice-fish agriculture was 1.94×104 CNY·ha?1 higher than that of rice monoculture. However, the benefit to cost ratio (BCR) of rice-fish agriculture was lower than that of rice monoculture, indicating that the traditional agricultural model was not the most optimized choice for farmers. The value of the rice-fish agriculture was much higher than that of the rice monoculture. Thus, when considering the benefits that rice-fish agriculture contributes to the largescale society, these agricultural methods needs to be utilized. Furthermore, the labor opportunity costs were calculated and the comprehensive value of rice monoculture was negative. Finally, the compensation standard was calculated based on the comprehensive benefit analysis. The lowest level was 1.09×103 CNY·ha?1, and the highest level was 1.21×104 CNY·ha?1.  相似文献

Contrary to many studies regarding the efficient use of resources that measure the marginal cost of nature conservation by looking at a specific objective and asks about efficient way to achieve it, this article tries to estimate the (marginal) cost of nature conservation in a more flexible way. Instead of looking at a specific objective and then not being able to compare different objectives, we take an approach that is based on experts’ valuation of increased satisfaction from nature conservation. We trace the marginal cost of conservation from their answers and use official cost statistics. Officials in the Israeli Nature and Parks Authority (NPA) were surveyed to determine the activities required to increase the level of nature conservation in two districts of the NPA as well as nationwide. We determined the costs of these proposed activities, and subsequently were able to calculate the total cost and marginal cost of conservation efforts. When operating on a limited budget, conservation authorities can use these schedules as an additional tool to help determine the efficiency of different proposed activities both on a regional scale and nationwide, and to ensure the sustainability of the resulting conservation. In addition, our results demonstrate the existence of economies of scale in nature conservation, and the benefit of both bottom-up and top-down decision processes in nature conservation.  相似文献

We develop a nonparametric approach to meta-analysis and use it to identify modeling decisions that affect benefit transfer errors. The meta-data describe the results from 31 empirical studies testing the convergent validity of benefit transfers. They evaluated numerous methodological procedures, collectively reporting 1071 transfer errors. Our meta-regressions identify several important findings, including: (1) the median absolute error is 39%; (2) function transfers outperform value transfers; (3) transfers describing environmental quantity generate lower transfer errors than transfers describing quality changes; (4) geographic site similarity is important for value transfers; (5) contingent valuation generates lower transfer errors than other valuation methods; and (6) combining data from multiple studies tends to reduce transfer errors.  相似文献

Abstract: Although economic analysis can be used to argue for preservation of species and habitats, many natural assets represent inferior investments in society's asset portfolio. We demonstrate this for the case of ancient temperate rainforests and minke whales (  Balaenoptera acutorostrata ). For both rainforests and whales, we determined their value for harvest and balanced this against society's valuation of the preserved stock. For the market and nonmarket data available, we then determined how much rainforest and how many minke whales global society should keep in its asset portfolio. Although ecologists increasingly attempt to justify preservation of biological assets on economic grounds, we argue that this might be a dangerous approach to take. Ultimately, it may be necessary to reexamine the ethical foundations for conservation of nature and biodiversity, including the economist's use of utilitarianism. We suggest that the safe minimum standard approach may prove useful in practice.  相似文献

A common goal in conservation planning is to acquire areas that are critical to realizing biodiversity goals in the most cost‐effective manner. The way monetary acquisition costs are represented in such planning is an understudied but vital component to realizing cost efficiencies. We sought to design a protected‐area network within a forested urban region that would protect 17 birds of conservation concern. We compared the total costs and spatial structure of the optimal protected‐area networks produced using three acquisition‐cost surrogates (area, agricultural land value, and tax‐assessed land value). Using the tax‐assessed land values there was a 73% and 78% cost savings relative to networks derived using area or agricultural land value, respectively. This cost reduction was due to the considerable heterogeneity in acquisition costs revealed in tax‐assessed land values, especially for small land parcels, and the corresponding ability of the optimization algorithm to identify lower‐cost parcels for inclusion that had equal value to our target species. Tax‐assessed land values also reflected the strong spatial differences in acquisition costs (US$0.33/m2–$55/m2) and thus allowed the algorithm to avoid inclusion of high‐cost parcels when possible. Our results add to a nascent but growing literature that suggests conservation planners must consider the cost surrogate they use when designing protected‐area networks. We suggest that choosing cost surrogates that capture spatial‐ and size‐dependent heterogeneity in acquisition costs may be relevant to establishing protected areas in urbanizing ecosystems.  相似文献

The valuation of eco-assets should take into account the perceptions and judgments of the public. However, the value of eco-assets based on conventional calculations has often been unreliable as a result of differing situations and individuals involved. Therefore, a reasonable and efficient method for valuing eco-assets is needed. In this paper, a brief summary of the history of valuing eco-assets is provided, followed by a summary of conventional methods of valuation. This summary of the currently used methods revealed that they do not take into account the effect of the stage and development of the population determining the value of the eco-assets. Therefore, we have developed a social development stage coefficient (l), based on Engel's coefficient. A new valuation method was then created by integrating the development stage coefficient (l) with a conventional model. Finally, possible future strategies for valuing eco-assets are discussed.  相似文献

The paper is focused on the cost of travel method and specific issues involved by the use of this method for monetization of benefits provided by nature preservation investment projects. Usually, nature preservation investment projects are non revenue generator projects and consequently the monetization of benefits provided is essential in the process of analysis and valuation of these projects, because benefits are the only positive effects able to counterbalance the investment costs. Therefore, the main interest and particularity of the cost-benefit analysis of nature preservation investment projects consists in identification and monetization of the benefits. In the following paper, the method of zonal travel cost is used for indicative valuation of the direct benefits of an investment project for nature preservation, in Harghita County of Romania, as an opportunity and pre-feasibility study completed before making the initial investment decision.  相似文献

We need a consistent methodology to measure the co-benefits of climate change mitigation across Asian countries. This study chose a strategy of modifying the Japan-specific life-cycle impact assessment method based on endpoint modeling (LIME) for wider application across countries. LIME has two dimensions. First, it is an environmental science that links the cause-and-effect chain. Second, it is an environmental valuation that weighs four endpoint damages in monetary terms through a conjoint analysis that is derived from an Internet-based questionnaire survey. This article describes the modification of the methodology for application of the conjoint analysis to weigh environmental impacts. We approached the investigation as follows. First, we conducted Internet surveys to measure marginal willingness-to-pay (MWTP). We used a sample of 112 respondents in their 20 s to 40 s, divided equally between men and women, in 11 cities across China, India, and Southeast Asia. The results obtained showed clear statistical significance and were comparable across the cities. Second, we attempted to develop functions (called benefit transfer functions) to simplify the measured MWTP in order to apply it across different Asian countries. The functions were derived through a stepwise meta-analytic method, a type of multiple regression analysis whose independent variable was MWTP and dependent variables were attributes of both respondents and surveyed cities. The functions showed that coal consumption and percentage of nature reserve were dependent variables. Then, the MWTPs estimated from the functions were compared with the measured MWTP for transfer error, which is calculated by the absolute value of the difference between the estimated value and the measured value divided by the latter. The transfer error was below 50% in about 90% of the 44 results (a combination of four endpoints and 11 cities), implying that the developed functions were statistically significant.  相似文献

Discussions on the use of marine reserves (no-take zones) and, more generally, spatial management of fisheries are, for the most part, devoid of analyses that consider the ecological and economic effects simultaneously. To fill this gap, we develop a two-patch ecological-economic model to investigate the effects of spatial management on fishery profits. Because the fishery effects of spatial management depend critically on the nature of the ecological connectivity, our model includes both juvenile and adult movement, with density dependence in settlement differentiating the two types of dispersal. Rather than imposing a reserve on our system and measuring its effect on profits, we ask: "When does setting catch levels to maximize system-wide profits imply that a reserve should be created?" Closing areas to fishing is an economically optimal solution when the value derived from spillover from the reserve outweighs the value of fishing in the patch. The condition, while simple to state in summary form, is complex to interpret because it depends on the settlement success of the dispersing organisms, the nature of the costs of the fishing, the economic and ecological heterogeneity of the system, the discount rate, and growth characteristics of the fish population. The condition is more likely to be satisfied when the closed area is a net exporter of biomass and has higher costs of fishing, and for fish populations with density-independent settlement ("adult movement") than with density-dependent settlement ("larval dispersal"). Rather surprisingly, there are circumstances whereby closing low biological productivity areas, and even sometimes low cost areas to fish, can result in greater fishing profits than when both areas are open to fishing.  相似文献

This paper considers whether the Journal of Environmental Economics and Management (JEEM) has had impact on the development and applications of the methods used to estimate economic values for non-marketed environmental resources. Journal editors control the research dialogue in a discipline and as a result have the potential to influence its scope and direction. At least four areas of research have been influenced by JEEM, the theory and practice of contingent valuation, the use of preference restrictions in valuation, the development and application of corner solution models, and the role of substitution between environmental resources for valuation.  相似文献
