EPA's use of a 1 part per billion (ppb) level for dioxin contamination in residential soils is shown to be too high and not protective of public health. It was derived in a 1984 cancer risk assessment by another federal agency, but it is inconsistent with risk-based levels of 2 to 4 parts per trillion (ppt) obtained by using EPA's standard risk assessment methods. EPA has called the 1 ppb level a policy-based level, which correctly distinguishes it from a risk or health-based cleanup standard. The 1984 assessment is shown in this article to have considerable shortcomings. For over a decade, dioxins have been left in soils at levels posing health risks and sometimes at levels that EPA is legally required to address. Moreover, noncancer effects have been ignored, but recent work has shown them to support action at low ppt levels. To protect public health, be consistent with current scientific knowledge and other EPA policies, reduce confusion in the environmental management community, and be responsive to public demands for stringent dioxin cleanups, new EPA policy guidance for dioxin soil cleanups is needed, and key elements are presented in this article. In an ad hoc fashion, EPA Region 4 has recently used a 200 ppt dioxin cleanup level for residential soil, acknowledged to correspond to a one-in-ten-thousand cancer risk, at two Superfund sites, which environmental professionals should be aware of. Environmental compliance requirements periodically impact the military's ability to use all installation resources. In response, environmental management strategies have been developed to ensure compliance and allow site closure. This study examines the relationship between environmental management strategies and environmental compliance at U.S. Marine Corps (USMC) installations via analysis of environmental compliance audit scores. Five environmental scores of interest from 1998 to 2004 audits—which include total compliance, total management, audit management, policy management, and training management—were subjected to statistical analysis. Results showed the USMC met environmental compliance and management standards, despite limited resources. High management strategy scores were moderately correlated with high total compliance scores. Total management scores improved over time, and noncompliance was most often associated with a lack of resources and plans. © 2006 Wiley Periodicals, Inc.  相似文献

Risk assessment has been increasingly applied as a tool in making risk management decisions that affect cleanup of contaminated sites, property transactions, and liability issues. As a site-specific evaluation, risk assessment takes into account the unique characteristics and intended future uses for site property in evaluating chemical concentrations which may remain in place without risk to public health and the environment. The results of a risk assessment can be used to determine reuse options for a property, facilitate site closure, and reduce liabilities (Copeland and Robles, 1994; Copeland et al., 1993a). This article describes the risk assessment process, the role of risk assessment in determining the need for remedial action and identifying site-specific cleanup goals, and the cost effectiveness of applying risk assessment in remedial decisions. Because of the prevalence of former UST sites throughout the United States, this article focuses on risk assessment and remediation of UST sites. However, the process can be applied at sites where other chemicals have been released. Three case studies are presented to illustrate the application of risk assessment in achieving cost-effective site closure at sites containing leaking underground storage tanks.  相似文献

This article discusses the appropriateness of using landfills as part of remediating hazardous chemical and Superfund sites, with particular emphasis on providing for true long‐term public health and environmental protection from the wastes and contaminated soils that are placed in the landfills. On‐site landfilling or capping of existing wastes is typically the least expensive approach for gaining some remediation of existing hazardous chemical/Superfund sites. The issues of the deficiencies in US EPA and state landfilling approaches discussed herein are also applicable to the landfilling of municipal and industrial solid “nonhazardous” wastes. These deficiencies were presented in part as “Problems with Landfills for Superfund Site Remediation” at the US EPA National Superfund Technical Assistance Grant Workshop held in Albuquerque, New Mexico, in February 2003. They are based on the author's experience in investigating the properties of landfill liners and the characteristics of today's landfills, relative to their ability to prevent groundwater pollution and to cause other environmental impacts. Discussed are issues related to both solid and hazardous waste landfills and approaches for improving the ability of landfills to contain wastes and monitor for leachate escape from the landfill for as long as the wastes in the landfill will be a threat. © 2004 Wiley Periodicals, Inc.  相似文献

Most waste management techniques—including stabilization/solidification, soil washing, and precipitation/filter press—take more of a trial-and-error approach to environmental cleanups, failing to exploit the waste's fundamental chemical behavior. The result is scientifically inferior processes, wasted time and resources, and recurrence of the same old problems at treated sites. This column defines some of the principal problems of waste management technologies and recommends a prudent approach to their resolution. Several of the author's personal experiences are used to support his arguments. The technologies cited here were selected based on their widespread use, their cost-effectiveness, their ease of application, and their intrinsic limitations.  相似文献

Wastewater treatment facility (WWTF) closures are rare environmental remediation events; offering unique insight into contaminant persistence, long‐term wastewater impacts, and ecosystem recovery processes. The U.S. Geological Survey assessed the fate of select endocrine disrupting chemicals (EDC) in surface water and streambed sediment one year before and one year after closure of a long‐term WWTF located within the Spirit Creek watershed at Fort Gordon, Georgia. Sample sites included a WWTF‐effluent control located upstream from the outfall, three downstream effluent‐impacted sites located between the outfall and Spirit Lake, and one downstream from the lake's outfall. Prior to closure, the 2.2‐km stream segment downstream from the WWTF outfall was characterized by EDC concentrations significantly higher (α = 0.05) than at the control site; indicating substantial downstream transport and limited in‐stream attenuation of EDC, including pharmaceuticals, estrogens, alkylphenol ethoxylate (APE) metabolites, and organophosphate flame retardants (OPFR). Wastewater‐derived pharmaceutical, APE metabolites, and OPFR compounds were also detected in the outflow of Spirit Lake, indicating the potential for EDC transport to aquatic ecosystems downstream of Fort Gordon under effluent discharge conditions. After the WWTF closure, no significant differences in concentrations or numbers of detected EDC compounds were observed between control and downstream locations. The results indicated EDC pseudo‐persistence under preclosure, continuous supply conditions, with rapid attenuation following WWTF closure. Low concentrations of EDC at the control site throughout the study and comparable concentrations in downstream locations after WWTF closure indicated additional, continuing, upstream contaminant sources within the Spirit Creek watershed. ©2016 Wiley Periodicals, Inc.  相似文献

This article discusses creating a sustainably protective engineered and human management system in perpetuity for sites with long‐lived radiological and chemical hazards. This is essential at this time because the federal government is evaluating its property as assets and attempting to reduce its holdings, while seeking to assure that health and ecosystems are not put at risk. To assist those who have a stake in the remediation, management, and stewardship of these and analogous privately owned sites, this article discusses current end‐state planning by reviewing the federal government's accelerated efforts to reduce its footprint and how those efforts relate to sustainability. The article also provides a list of questions organized around six elements of risk management and primary, secondary, and tertiary disease and injury prevention. Throughout the article, the U.S. Department of Energy (DOE) is used as an example of an organization that seeks to reduce its footprint, manage its budget, and be a steward of the sites that it is responsible for. However, the approach and questions are appropriate for land controlled by the Department of Defense (DOD), the General Services Administration (GSA), and other public and private owners of sites with residual contamination. © 2005 Wiley Periodicals, Inc.  相似文献

Environmental diagnosis methodology for municipal waste landfills   总被引:4,自引:0,他引:4  
A large number of countries are involved in a process of transformation with regard to the management of municipal solid waste. This process is a consequence of environmental requirements that occasionally materialise in legislation, such as the European Council Directive 31/99/EC on waste release in the European Union. In some cases, the remediation of old landfills can be carried out in compliance with environmental requirements; in other cases, it is necessary to proceed with the closure of the landfill and to assimilate it into its own environment. In both cases, it is necessary to undertake a diagnosis and characterisation of the impacted areas in order to develop an adequate action plan. This study presents a new methodology by which environmental diagnosis of landfill sites may be carried out. The methodology involves the formulation of a series of environmental indeces which provide information concerning the potential environmental problems of the landfills and the particular impact on different environmental elements, as well as information related to location, design and operation. On the basis of these results, it would be possible to draw up action plans for the remediation or closure of the landfill site. By applying the methodology to several landfills in a specific area, it would be possible to prioritize the order of actions required.  相似文献

Petroleum hydrocarbon suppliers affect a mine's goals for environmental performance because of the extensive reach of petroleum hydrocarbon products into the mining and minerals product life cycle, their impact on operational efficiencies, cost, and mine viability, and their potential for leaving negative environmental as well as safety legacies. The supplied petroleum hydrocarbon life cycle is a framework that enables structured engagement between supplier and customer on a range of environmental performance issues because it is an example of input into the mining industry that affects the entire mining and minerals processing value chain. Engagement with suppliers in a proactive manner can be a risk management strategy. Questions for businesses to ask in relation to suppliers and their role in minimizing business risks and creating new value are offered.  相似文献

Landfill functional stability provides a target that supports no environmental threat at the relevant point of exposure in the absence of active control systems. With respect to leachate management, this study investigates “gateway” indicators for functional stability in terms of the predictability of leachate characteristics, and thus potential threat to water quality posed by leachate emissions. Historical studies conducted on changes in municipal solid waste (MSW) leachate concentrations over time (longitudinal analysis) have concentrated on indicator compounds, primarily chemical oxygen demand (COD) and biochemical oxygen demand (BOD). However, validation of these studies using an expanded database and larger constituent sets has not been performed. This study evaluated leachate data using a mixed-effects regression model to determine the extent to which leachate constituent degradation can be predicted based on waste age or operational practices. The final dataset analyzed consisted of a total of 1402 samples from 101 MSW landfills. Results from the study indicated that all leachate constituents exhibit a decreasing trend with time in the post-closure period, with 16 of the 25 target analytes and aggregate classes exhibiting a statistically significant trend consistent with well-studied indicators such as BOD. Decreasing trends in BOD concentration after landfill closure can thus be considered representative of trends for many leachate constituents of concern.  相似文献

Closure often of the eleven waste management units covering almost seventy-five acres at the U.S. Department of Energy's Oak Ridge Y-12 Plant has been completed. Costing about $47 million, DOE's accelerated Closure and Post Closure Program (CAPCA) has involved structural waste stabilization and installation of a multimedia cap to contain ferrous metals, salts, uranium, solvents, ethylenediamine tetraacetic acid (EDTA), oils and coolants, asbestos, and material contaminated with radioisotopes. Designs for closure of the remaining waste unit—used for disposing depleted uranium chips, metals, oxides, organic and caustic chemicals, aged ethers, and more—are being prepared now; they will address the potentially explosive and pyrophoric nature of these wastes. This article describes CAPCA's innovative design and construction methods, as well as how its management coordinated the tight schedules mandated by agreements with federal and state regulatory agencies.  相似文献

The development and regulatory acceptance of monitored natural attenuation (MNA) as a remedial strategy has forever changed the field of environmental cleanup. MNA is continuing to develop but it is challenged by a lack of a clear definition for the appropriate application of the MNA strategy. This challenge has resulted in the lack of a significant record of restoration and site closure. Environmental professionals face challenges in providing guidance that addresses how to manage these sites when technologies, performance monitoring, and even environmental conditions are subject to further development, refinement, and/or altered perspectives. As our experience and institutional knowledge grows around the implementation of MNA, we have the opportunity to develop “second‐generation” management tools and procedures for optimizing sites utilizing MNA as a part of a comprehensive site management plan. This opportunity is the focus of the Enhanced Attenuation: Chlorinated Organics (EACO) Team of the Interstate Technology Regulatory Council (ITRC). The development of the “second‐generation” tools/procedures has included defining EA and evaluating, through the use of a national survey of state regulators, the experience with MNA and interest in EA. The results of these two efforts formed the basis for developing a framework that provides a “bridge” from active treatment to MNA. © 2007 Wiley Periodicals, Inc.  相似文献

Sandia National Laboratories' Environmental Restoration (ER) Project remediated the Radioactive Waste Landfill and Chemical Disposal Pits (RWL/CDPs) sites located in Albuquerque, New Mexico. The remediation was conducted in 1996 using conventional excavation, as well as hybrid remote robotic manipulation technology at a cost of approximately $3 million. Wastes generated included approximately 73 cubic meters (m3) of debris (including thermal batteries, spark gap tubes, radioactive sources, weapons components, and some classified material), 535 m3 of plutonium-contaminated soil, and 2,294 m3 of soil contaminated with thorium, cesium, uranium, and tritium. The remediation was successful since the project goal of risk reduction was accomplished and no injuries or negative occurrences resulted. This cleanup is one example of the Department of Energy's (DOE's) accelerated approach to environmental restoration. The remediation was performed as a voluntary corrective measure to reduce schedule and budget, compared with the traditional approach following Resource Conservation and Recovery Act (RCRA) regulations.  相似文献

Contaminants remaining onsite after regulatory‐approved environmental remediation operations are complete represent continued risk to human health and the environment. Many sites require continued management efforts to: (1) protect the integrity of the engineered remedy/control, (2) limit the exposure of individuals to residual contamination by limiting reuse activities, (3) maintain ready access to accurate records/information, and (4) protect against vulnerabilities from intentional threats/actions. This article presents performance information from selected case studies to provide insight into various management approaches employed for addressing the risks associated with residual contaminants. The case studies involve sites remediated within the U.S. Comprehensive Environmental Response, Compensation, and Liability Act framework and illustrate two prevailing management approaches for addressing the risks. Sacrifice zones are sites that are purposefully isolated to prevent human access onto the property. Reuse sites provide limited access for specific use. © 2008 Wiley Periodicals, Inc.  相似文献

The risks associated with environmental remediation projects are of concern to engineers, consultants, contractors, owners, and the public. The cost, scheduling, and other uncertainties inherent in performance of construction at sites contaminated by hazardous substances dictate caution with respect to contract terms. Further, the possibility that conditions will be exacerbated by the work, or the public or workers exposed to on-site substances, makes remediation projects of particular concern to those who will be held accountable for the effects and impacts of such substances. This article discusses particularly important contractual issues and suggests approaches for liability allocation and incentives. Practical, effective, realistic approaches to management of environmental remediation are presented, including the form of contract utilized, negotiated terms, attention to contractor selection and management, and the parties' relative economic strength.  相似文献

The U.S. Department of Energy (DOE) is beginning major environmental restoration projects of both active and inactive sites throughout the United States. The problems at the sites include contaminated soils, groundwater and surface waters, structures, and old waste disposal areas. IT Corporation, under the direction of the Office of Independent Cost Estimating (OICE) for DOE, developed a list of environmental problems at the sites and probable cleanup technologies and techniques that could be used. Estimated unit costs were then developed for these cleanup technologies, using available data and references. Some procedures developed were common to many or all cleanup projects. These included site characterization, remedial investigation (RI), feasibility studies (FS), and the closure/post-closure phase. The article will focus on cost estimating of the closure/post-closure phase of a cleanup project. The cost data provided are for budget level or check estimates. Site-specific conditions as well as items peculiar to the environmental industry, such as governmental regulations and community relations, can influence both the cost and duration of a cleanup project.  相似文献

The potential for aeration of MSW landfills to accelerate completion   总被引:4,自引:0,他引:4  
Landfilling is a popular waste disposal method, but, as it is practised currently, it is fundamentally unsustainable. The low short-term financial costs belie the potential long-term environmental costs, and traditional landfill sites require long-term management in order to mitigate any possible environmental damage. Old landfill sites might require aftercare for decades or even centuries, and in some cases remediation may be necessary. Biological stabilisation of a landfill is the key issue; completion criteria provide a yardstick by which the success of any new technology may be measured. In order for a site to achieve completion it must pose no risk to human health or the environment, meaning that attenuation of any emissions from the site must occur within the local environment without causing harm. Remediation of old landfill sites by aerating the waste has been undertaken in Germany, the United States, Italy and The Netherlands, with considerable success. At a pilot scale, aeration has also been used in newly emplaced waste to accelerate stabilisation. This paper reviews the use of aerobic landfill worldwide, and assesses the ways in which the use of aerobic landfill techniques can decrease the risks associated with current landfill practices, making landfill a more sustainable waste disposal option. It focuses on assessing ways to utilise aeration to enhance stabilisation. The results demonstrated that aeration of old landfill sites may be an efficient and cost-effective method of remediation and allow the date of completion to be brought forward by decades. Similarly, aeration of newly emplaced waste can be effective in enhancing degradation, assisting with completion and reducing environmental risks. However, further research is required to establish what procedure for adding air to a landfill would be most suitable for the UK and to investigate new risks that may arise, such as the possible emission of non-methane organic compounds.  相似文献

We examined site‐specific advisory board (SSAB) minutes and local newspaper coverage of the Fernald, Hanford, Idaho, Oak Ridge, Rocky Flats, and Savannah River sites of the U.S. Department of Energy (US DOE) in order to determine the importance of risk‐related issues related to remediation and other forms of environmental management. About one‐third of SSAB issues were risk‐related, and these were disproportionately major issues at meetings. The media focused on risks associated with remediation and other forms of waste management. The analysis implies that contractors and government officials need to establish and maintain communications with advisory panels and accentuate these contacts well in advance of contemplated new actions. © 2008 Wiley Periodicals, Inc.  相似文献

Leachate emissions from landfill sites are of concern, primarily due to their toxic impact when released unchecked into the environment, and the potential for landfill sites to generate leachate for many hundreds of years following closure. Consequently, economically and environmentally sustainable disposal options are a priority in waste management. One potential option is the use of soil-plant based remediation schemes. In many cases, using either trees (including short rotation coppice) or grassland, phytoremediation of leachate has been successful. However, there are a significant number of examples where phytoremediation has failed. Typically, this failure can be ascribed to excessive leachate application and poor management due to a fundamental lack of understanding of the plant-soil system. On balance, with careful management, phytoremediation can be viewed as a sustainable, cost effective and environmentally sound option which is capable of treating 250m(3)ha(-1)yr(-1). However, these schemes have a requirement for large land areas and must be capable of responding to changes in leachate quality and quantity, problems of scheme establishment and maintenance, continual environmental monitoring and seasonal patterns of plant growth. Although the fundamental underpinning science is well understood, further work is required to create long-term predictive remediation models, full environmental impact assessments, a complete life-cycle analysis and economic analyses for a wide range of landfill scenarios.  相似文献
