Abstract

A secondary analysis of the British National Travel Survey for the years 2002–2010 shows that the composition of the group of carless households is a good indicator of the level of car dependence in a local area: indeed, while non-car ownership in peripheral and rural areas very often correspond to a marginal socio-demographic situation, this is less and less true as one moves towards larger urban areas. Similarly, while in sparse areas most households without cars are either virtually immobile or reliant on car lifts, in large urban areas the ‘mobility gap’ between car-owning and carless households is considerably smaller, as the latter are able to use modal alternatives to the car. These findings are interpreted with reference to an integrated theoretical framework, showing how changes in land use and the environmental and social impacts of increasing motorization are intimately linked. Notably, the consequences of the self-reinforcing cycle of car dependence on two forms of car-related transport disadvantage (car deprivation and forced car ownership) are highlighted. Overall, the article highlights how the socio-demographic composition and the travel behaviour of carless households vary systematically across different types of area: this has interesting implications for sustainable transport policy and research.  相似文献

This paper introduces a policy-making support tool called ‘Micro-level Urban-ecosystem Sustainability IndeX (MUSIX)’. The index serves as a sustainability assessment model that monitors six aspects of urban ecosystems – hydrology, ecology, pollution, location, design, and efficiency – based on parcel-scale indicators. This index is applied in a case study investigation in the Gold Coast City, Queensland, Australia. The outcomes reveal that there are major environmental problems caused by increased impervious surfaces from growing urban development in the study area. The findings suggest that increased impervious surfaces are linked to increased surface runoff, car dependency, transport-related pollution, poor public transport accessibility, and unsustainable built environment. This paper presents how the MUSIX outputs can be used to guide policy-making through the evaluation of existing policies.  相似文献

A study of the use of car and public transport among residents in 30 residential areas in Greater Oslo indicates that urban planning variables have a significant influence on the energy use per capita for local transport. Residents in local communities with a high density and a short distance to downtown Oslo travel considerably shorter distances and use considerably less energy per capita than those who live in low-density, outer areas. This is true also when the effects of other variables are neutralized. The influence of urban planning variables on the modal split is lower than on energy use. The distribution between public and private transport is influenced most of all by car ownership.  相似文献

Characteristics of urban natural areas and surrounding landscapes were identified that best explain winter bird use for 28 urban natural areas in southern Ontario, Canada. The research confirms for winter birds the importance of area (size) and natural vegetation, rather than managed, horticultural parkland, within urban natural areas as well as percent urban land use and natural habitat in surrounding landscapes. Alien bird density and percent ground feeding species increased with percent surrounding urban land use. Higher percent forest cover was associated with higher percentages of forest, bark feeding, small (<20 g) and insectivorous species. Natural area size (ha) was related to higher species richness, lower evenness and higher percentages of insectivorous, forest interior, area-sensitive, upper canopy, bark feeding, and non-resident species. Higher number of habitat types within natural areas and percent natural habitat in surrounding landscapes were also associated with higher species richness. Common, resident bird species dominated small areas (<6.5 ha), while less common non-residents increased with area, indicative of a nested distribution. Areas at least 6.5 ha and more generally >20 ha start to support some area-sensitive species. Areas similar to rural forests had >25% insectivores, >25% forest interior species, >25% small species, and <5% alien species. Indicator species separated urban natural areas from rural habitats and ordination placed urban natural areas along a gradient between urban development and undisturbed, rural forests. More attention is needed on issues of winter bird conservation in urban landscapes.  相似文献

Urban-agricultural parks could have some advantages to wildlife because of less intensive agricultural procedures, absence of hunting pressure, and reduced human disturbance. In this study, the breeding and wintering bird communities and the small mammal community in an urban-agricultural park of Rome were compared to those of a close urban park and a close agricultural area just outside the city. The aim was to assess the best destination and management of wildlife in natural areas at the urban–rural interface. Richness and diversity of bird communities were higher in the urban-agricultural park. Due to habitat features and probably human disturbances, but not to urbanization, predation, and competition factors, the urban park drastically reduces the abundance of decreasing open-land bird species. Abundance of these species was not significantly different in the urban-agricultural park and in the agricultural area. In the urban-agricultural and urban park, bird and mammal pest species were more abundant than they were in the agricultural area. Regarding decreasing abundance of small mammal species, no significant difference among the study areas was observed. Urban-agricultural park is a better choice than urban park for wildlife. Thus, a higher number of preserved urban natural areas should be devoted to urban-agricultural parks. However, to increase the abundance of open-land species and in general wildlife, a less intensive management of cultivated and pasture patches is necessary.  相似文献

In this study, we characterize the greatest sediment loading events by their sediment delivery behavior; dominant climate, watershed, and antecedent conditions; and their seasonal distribution for rural and urban land uses. The study area is Paradise Creek Watershed, a mixed land use watershed in northern Idaho dominated by saturation excess processes in the upstream rural area and infiltration excess in the downstream urban area. We analyzed 12 years of continuous streamflow, precipitation, and watershed data at two monitoring stations. We identified 137 sediment loading events in the upstream rural section of the watershed and 191 events in the downstream urban section. During the majority of these events conditions were transport limited and the sediment flush occurred early in the event, generally in the first 20% of elapsed event time. Statistical analysis including two dozen explanatory variables showed peak discharge, event duration, and antecedent baseflow explained most of the variation in event sediment load at both stations and for the watershed as a whole (R2 = 0.73‐0.78). In the rural area, saturated soils combined with spring snowmelt in March led to the greatest loading events. The urban area load contribution peaked in January, which could be a re‐suspension of streambed sediments from the previous water year. Throughout the study period, one event contributed, on average, 33% of the annual sediment load but only accounted for 2% of the time in a year.  相似文献

In line with the resource curse literature, this paper examines the effect of oil dependency on the disparities in access to electricity between urban and rural areas in Africa, conditional on the quality of political institutions. Based on data from 36 African countries over the period 2000–2017, our investigation suggests that oil rents (% of GDP) increase urban–rural disparities in access to electricity. However, the quality of institutions shapes the effect of oil dependency on these disparities. Specifically, a 10% increase in the institutional quality score reduces the adverse effects of oil rent on electricity access disparity by around 19%, and the negative impact of oil dependency on urban–rural disparities is reversed when institutional quality reaches a score of 52% on a scale from 0 to 100. The robustness tests support these results and call for strengthening the quality of institutions to overcome the resource curse in Africa.  相似文献

The transport policy currently followed in many European cities seems to be a combination of investments in public transport in order to increase, or at least maintain, its market share, and road building in order to keep up with expected traffic growth. Apparently, there is a prevalent belief among policy makers that increased road capacity in urban areas does not in itself cause any growth in car traffic worth mentioning. Such a belief neglects the simple economic theory of supply and demand, as well as more specific theories about the dynamics of traffic under congested conditions. An empirical study of commuting patterns in two transport corridors in Oslo, Norway, shows that a considerable proportion of commuters are sensitive to changes in the speed of the respective modes of transportation. The mode chosen depends to a large extent on the ratio of door-to-door travel times by car and transit. Freer flowing traffic in the road network will induce a higher proportion of commuters to travel by car. Conversely, faster public transport will reduce the proportion of car commuters, but the effects of such improvements will be offset if road capacity is simultaneously increased. In addition to the relative speeds of car and transit, the parking conditions at the workplace are of great importance to the choice of transport mode.  相似文献

It is generally accepted that the current growth in personal car use poses a serious threat to local communities and the environment, and that radical changes in transport policy are needed. In order for local authorities to develop acceptable sustainable transport options, it will be necessary that they have a clear view of the attitudes and perceptions of various groups in their community. This research compared the views of elected members and officers with those of residents and organisations in relation to the local transport situation and the use of car travel reduction measures. It was found that the views of elected members and officers reflect those of residents rather well. The views of local organisations, however, were different. Organisations were, in particular, more negative about policy measures that aim to reduce car use in the town centre. They also attached more importance to the viability of the local economy than the other respondents. However, they did agree with the other groups that the quality of life in the community would improve if there was less traffic. Studies show a direct relationship between occurrence of asthma and increases of particulate matter in the air. Private transportation is found to be a significant contributor to this problem. The objective of this article is to explore this link between air pollution, asthma and vehicular dependency in order to provide recommendations for health and transport policy. This article focuses on the survey of literature on the relationship between vehicular air pollution and asthma; combining it with the literature on vehicular dependency or ‘car culture’ in the global context and in The Netherlands. This article exposes the imbalance of power between patient groups and polluting industries, and the government failure to protect the weaker party can be explained by corporate pressures. It will be argued that since air pollution is tied to the corporate support for the car industry and vested interests in promoting a ‘car culture’, strategic policy that claims to be concerned with public health should explicitly link the present pattern of mobility to public health. This article concludes with a recommendation for raising environmental health awareness by explicitly linking vehicular dependency to respiratory health through a combination of holistic and citizenship education.  相似文献

In the Portland, Oregon, metropolitan region, an urban growth boundary (UGB) was established in 1979 to protect farm and forest lands from urban encroachment. Most of the literature on the impact of Oregon's land-use legislation has been on the urban side of the issue--primarily the relative success Portland has had in containing urban sprawl. The landscape component of this rural transformation is typically considered only as a passive backdrop to urban expansion. Portland provides an excellent site to examine the relationship city-dwellers have to nearby agricultural areas. Rapid urban growth in the 1990s pushed suburban development to the edge of the UGB creating stark contrasts between urban and rural land uses in parts of the metropolitan area. This study examines the impact of the UGB on rural landscape change in Portland. We combine findings from land-use analysis and surveys of urban and rural residents to suggest ways to merge the amenity values of landscape with planning policy regarding the UGB.  相似文献

Satellite images have been used extensively to study temporal changes in land use and land cover (LULC) in China. However, few studies have been conducted in the karst areas despite the large area and population involved and the fragile ecosystem. In this study, LULC changes were examined in part of Guizhou Province of southern China from 1991 to 2001 based on Landsat Thematic Mapper (TM) images of November 7, 1991, December 5, 1994, and December 19, 2001. Land surface temperature (LST) and normalized difference vegetation index (NDVI) were computed based on LULC types. The results show that agricultural land decreased, while urban areas expanded dramatically, and forest land increased slightly. Barren land increased from 1991 to 1994, and then decreased from 1994 to 2001. These changes in LULC widened the temperature difference between the urban and the rural areas. The change in LST was mainly associated with changes in construction materials in the urban area and in vegetation abundance both in the urban and rural areas. Vegetation had a dual function in the temperatures of different LULC types. While it could ease the warming trend in the urban or built-up areas, it helped to keep other lands warmer in the cold weather. The study also reveals that due to the government's efforts on reforestation, rural ecosystems in some of the study area were being restored. The time required for the karst ecosystem to recover was shorter than previously thought.  相似文献

ABSTRACT: The impact of various urban land uses on water flow and quality in streams is being studied by monitoring small streams in the Milwaukee urban area. This paper compares the responses of an urban watershed and an agricultural watershed to an autumn rainfall of 2.2 cm. Flow from the urban basin showed a substantially greater response to the rain than that from the rural. Dilution, resulting from the greater quantities of surface runoff in the urban watershed, caused lower concentrations of sodium, chloride, calcium, magnesium, bicarbonate and total dissolved solids in the urban stream. The total quantity of these materials removed per unit drainage area of the urban basin was much greater, however. Road salt was still among the dominant dissolved materials in the urban water chemistry seven months after the last road salting. Sodium was apparently being released from adsorption by clays in the urban basin. Suspended sediment concentrations and total loads were higher in the urban stream.  相似文献

Low-lying islands and atolls are particularly prone to storm surges created by tropical depressions and typhoons. This paper presents a case study of traditional and contemporary settlement patterns of Majuro, the capital of the Republic of the Marshall Islands, and discusses its vulnerability to such storm surges. The paper shows that the application of traditional knowledge extends to the realm of urban planning and that, in fact, ignoring this traditional knowledge as expressed in pre-World War II settlement patterns, exposes urban development to increased flood hazards, a risk which may exact a price too high in life and property.  相似文献

ABSTRACT: Many studies can be found in the literature pertaining to the effects of urbanization on surface runoff in small watersheds and the hydrologic response of undeveloped watersheds. However, an extensive literature review yielded few published studies that illustrate differing hydrologic responses from multiple source areas within a watershed. The concepts discussed here are not new, but the methods used provide a unique, basic procedure for investigating stormwater hydrology in topographically diverse basins. Six storm hydrographs from three small central Pennsylvania watersheds were analyzed for this paper; five are presented. Two important conclusions are deduced from this investigation. First, in all cases we found two distinct peaks in stream discharge, each representing different contributing areas to direct discharge with greatly differing curve numbers and lags representative of urban and rural source regions. Second, the direct discharge represents only a small fraction of the total drainage area with the urban peak becoming increasingly important with respect to the rural peak with the amount of urbanization and as the magnitude of the rain event decreases.  相似文献
