SUMMARY

Sustainable indicators have become popular tools by which policymakers can assess progress towards a more sustainable agriculture. Varying approaches to defining sustainability lead to disagreement about the value of indicators and yet some form of measurement is required so that society can judge the effects of policy. Environmental and social problems and their causes span national boundaries. An international framework for assessing agricultural activities, their effects and the pressures that drive those activities is therefore required. However, a guiding principle of the UN Agenda for Sustainable Development is that global problems require local action. Thus, indicators must provide information for policymakers as well as guidance for farmers and other practitioners. Many indicator programmes currently proposed do not provide this level of guidance as no evaluation as to what level of activity is sustainable has been agreed. A model is presented, to show how scientific and political or participatory approaches may be combined to meet the multiple objectives of involving people, maintaining scientific integrity and providing guidance for policymakers and practitioners alike.  相似文献

Within the forest sector, the sustainability concept has evolved from a narrow focus on sustainable wood production to a much broader evaluation of environmental, social, and economic sustainability for whole value chains. A new software tool - ToSIA - has been developed for assessing sustainability impacts of Forest-Wood-Chains (FWCs). In the approach, FWCs are defined as chains of production processes (e.g. harvesting-transport-industrial processing), which are linked with products (e.g. a timber frame house). Sustainability is determined by analysing environmental, economic, and social sustainability indicators for all the production processes along the FWC. The tool calculates sustainability values as products of the relative indicator values (i.e. indicator value expressed per unit of material flow) multiplied with the material flow entering the process. Calculated sustainability values are then aggregated for the segments of the FWC or for the complete chain. The sustainability impact assessment requires carefully specified system boundaries. ToSIA uses a data-oriented approach that is very flexible in the focus of the analysis and the selection of indicators of sustainability. An example of alternative Norway spruce management systems in Southern Germany and their effects on six sustainability indicators is presented. The less intensive management system with natural regeneration and motor-manual harvesting shows higher carbon storage and slightly less energy use. It creates more employment and higher labour costs, but the average rate of accidents is also higher. ToSIA offers a transparent and consistent methodological framework to assess sustainability impacts in the forest-based sector as affected, e.g. by changes in policies, market conditions, or technology. The paper discusses strengths and limitations of the approach and provides an outlook on further development perspectives of the methodology.  相似文献

Although half of the administrative units in China are said to have implemented their local Agenda 21, the promotion of sustainable communities is not pervasive. In this paper, we adopted a relatively untried mode of analysis and a socio-economic context to illustrate the potentials and failures of China's grassroots local government bodies in achieving sustainable waste management. Our study shows that, among the three main functions of sustainable waste management (ensuring environmental hygiene, provision of recycling logistics and changing the consumption pattern of the local community) for local governments, grassroots local government bodies in mainland China are only able to do the minimum, i.e. ensuring environmental hygiene and handling complaints. One of the reasons for the failure is that, despite the emphasis on capacity building in China's Agenda 21, the reality is that no action is taken to empower grassroots local government. Despite the high profile accorded by the Chinese central government to motivating local governments to formulate their own Agenda 21, local sustainability and waste management performance have little relevance to the appraisal systems of these government agents.  相似文献

A political dispute has broken out over a research project by the Federal Environmental Agency (UBA) concerning the use of plant protection agents in agriculture. Under Article 15 para. 1 No. 3 d and e of the Plant Protection Act, plant protection agents can only be authorised if their proper and appropriate use, or the consequences of such use, have no negative impacts on human or animal health or on other biological communities, especially water bodies. In specific cases the Federal Environmental Agency as the approving authority fulfils the legislative requirements with a conditional authorisation. Thus, for example, specified minimum distances to the water body must be observed according to the toxicity and exposure of the plant protection agent. The many continuing negative impacts on water bodies from the use of plant protection agents raise questions as to whether certain plant protection agents ought not to have been authorised, and whether environmental requirements were strict enough in the past or whether farmers did not comply with them to a sufficient degree. The research project described here will clarify and document possible improper practices and practical problems. Investigations will be undertaken without prior notice, as only this will enable the actual practices to be recorded. Data will be anonymous, since the project does ’not aim to ‘convict’ individual farmers. The task of the project is to collect representative data for the whole of Germany. Initial interim results will be available in 2006. This report will then be continued in a ‘Part 2’.  相似文献

This paper describes a process to develop and establish an environmental policy and its associated environmental targets, objectives, and management programmes. The environmental policy is defined in a statement which addresses the company expectations for programmes that are important to assure adequate environmental protection and define its future commitment towards preventing pollution and continuously improving the effectiveness of its environmental protection programmes. A set of environmental objectives, derived from the policy, define the overall goals which will ensure that the company's environmental performance will remain consistent with the commitment identified in its policy when its environmental management system (EMS) is implemented, Environmental targets reflect the requirements and standards that the company must strive to achieve each objective and minimize any harmful environmental impacts from its production and manufacturing processes or other activities. In addition to defining specific targets, environmental management programmes are also used to guide EMS implementation. These programmes, however, must provide the company with the necessary flexibility to select the most appropriate technologies to enhance its own processes and prudently allocate its available financial resources in areas that return the greatest overall environmental benefit.Though they are expected to allow some discretion in the allocation of resources targeted towards environmental protection, EMS programmes must also provide assurance that the corporation environmental policy, objectives, targets, and management programmes do not result in a facility failure to adhere to all of its certification requirements. The principle and factors described in this article should be considered to the extent that they are necessary and practical.  相似文献

Water environment security (WES) is defined in terms of three aspects: first, that it meets basic demands due to industrial and domestic usage; second, that it protects public health from acute and chronic threats; and third, that measures are adopted to ensure sustainable ecological functioning of freshwater resources. Limitations associated with current water environment security indicators in China ?? including inefficiency in terms of environmental monitoring, inappropriate indicators and parameters that do not take sufficient account of local water characteristics, and a lack of management targets ??leads to a failure of effective water management. To achieve better water environment management, a systematic approach, encompassing several steps including establish ideal indicator system and narrow down the scope, screen priority pollutants, identify local characteristics and organize discussion workshop, should be followed to establish a comprehensive water environment indicator system. A case study in Suzhou is included to demonstrate the detailed operational procedures used to assess the risks associated with poor management practices relating to water environment security as well as design an appropriate water environment security indicator system.  相似文献

Background, aim and scope In 2007, the German government approved a national strategy on biological diversity. The strategy requires the integration of its quality targets and action targets into other policies. In addition to other pressure factors, area-wide diffuse substance discharges contribute considerably to the loss of biological diversity. Reducing these diffuse substance discharges to long-term ecologically compatible levels is one of the main action targets. This paper aims to provide an overview of preconditions for implementing this objective in terms of content as well as organization and to point out important deficits. Main focus To achieve this, the paper will discuss environmental monitoring and its implementation in Germany drawing on the targets of the national strategy on biological diversity. It will discuss the opportunities for the evaluation of the German and European biodiversity strategies using monitoring required in the execution of environmental laws and regulations as well as international substance-related indicators. Results Environmental monitoring in Germany and in Europe is characterized by a plurality of monitoring networks operated under different administrative competences and environmental sectors. Only a small part of the collected data is evaluated in a cross-media and cross-sectoral perspective even though the linking of the different data sets is technically possible. Discussion A key problem is that harmonized minimum requirements to monitor the reduction of diffuse substance discharges are missing. Without the implementation of a cooperative and harmonized monitoring approach and organizational guidelines, the reduction of diffuse substance discharges will not be verifiable. Environmental data as well as indicators are essential to evaluate the success of the national biodiversity strategy. Suitable monitoring concepts are available in the German Federal Republic and its Federal States, nevertheless, a political impulse for their implementation is missing. Recommendations and perspectives The national biodiversity strategy may reopen the discussion on the necessity of an integrated monitoring. A coordinated approach that refers both to the international indicator-discussion and to institutional obstacles and aims to develop a proposal for integrated monitoring data is necessary.  相似文献

Biological indicators are efficient tools for establishing pollution levels in a given environment (Phillips, 1980). In this study the organisms used are endowed with the ability to accumulate heavy metals in the river ecosystem, where a biological indicator may be preferable to direct analysis of water samples as a means of monitoring pollution (Popham and D'Auria, 1981). Further, biological indicators provide estimates of the average level of pollution over a given period of time, and can discriminate a given pollutant present in water on the basis of its biological availability. The selection of a suitable organism, however, should fulfil other requirements, thus it must be sedentary, abundant in various environments and longeval. In the Po river a bivalve mollusc (Unio elongatulus) and some macrophytes (Potamogeton crispus, Lagarosiphon major, Miriophyllum verticillatum, Phragmitescornrnunis), known for their bio-accumulative properties (Ravera, 1966, 1973) have been identified as possible biological indicators of heavy metals (Pb, Cd, Cu, Zn, Ni, Co, Cr, Mn, Fe).  相似文献

SUMMARY

The Rio Earth Summit and publication and distribution of Agenda 21 (UN, 1992) have generated much activity in many nations towards development and implementation of community indicators of sustainable development (SI). In recent years efforts at development and implementation of SI have intensified at regional and urban government levels, although fewer efforts are evident at a rural community level. In response to initial ad hoc efforts, methodologies for SI construction are currently being proposed, tested and refined. Within this evolutionary process, increasing recognition is being given to the critical need for, and importance of, ‘stakeholder’ involvement in SI development and implementation. This paper critically reviews these and related efforts from the perspective of rural communities in Canada. The argument is presented that the process of development and implementation of rural community-level SI can significantly benefit from development and implementation of a methodological approach in support of principles and practices of effective stakeholder involvement. It is further argued that development of SI must be stakeholder-driven, and that a pivotal element in the SI development process is the facilitation of information sharing. The paper concludes with a proposal for an approach to stakeholder participation and information sharing achieved through research, testing and refinement, and integration of these concepts within the process of rural community sustainable indicator development.  相似文献

It is expected that the Baltic region becomes a major centre of economic growth and prosperity in Europe already during this decade (Anon. 2000). Therefore, an Agenda 21 for the Baltic region (Baltic 21) was developed to ensure a sustainable development. Especially the coastal ecosystems are subject to increasing anthropogenic pressure e.g. eutrophication, traffic, harbours, tourism or offshore wind parks. Eutrophication remains the main ecological problem in the Baltic Sea and has serious negative social and economical consequences. Inner and outer coastal waters play an important role as buffers and filters for the Baltic proper. Consequently, the utilization and preservation of their self-purification capacity is of great importance. Combined results of our own coastal research and of the international workshop ‘Baltic coastal ecosystems: structure, function and coastal zone management’ (Rostock University, November 2001) are presented here. Conclusions for an improved integrated coastal zone management of Baltic coastal ecosystems will be presented.  相似文献

For precautinary environmental protection the Environmental Specimen Bank (ESB) has been successfully established as a permanent environmental surveillance tool in Germany. The presented monitoring results on chlorinated hydrocarbons (CHC) show very clearly the effects of political decisions and can be used for the identification of pollutant sources. The CHC burden of breams (Abramis brama) from five German rivers (Elbe, Rhein, Saar, Mulde, Saale) gives an current overview of the pollution situation of different limnic ecosystems in Germany. A calculation model about the distribution of organic pollutants between different tissues offers the possibility to predict concentrations in liver and muscle of breams. Legislative emission restrictions have led to a significant decrease of dioxin levels in herring gull (Larus argentatus) eggs between 1988–1996.  相似文献

采用基于投影寻踪的资源环境综合绩效指数(REPIPP),对2007年广东省各市的资源环境绩效进行了评估与分析。研究结果表明,全省资源环境绩效水平空间差异明显,呈现珠江三角洲地区高于东西两翼和粤北地区、沿海城市高于内陆城市的特点,与广东省的区域经济发展格局基本一致;在各项指标中,工业固废排放绩效的权重较大,落后地区应特别注意加强环境保护和发展循环经济,减少工业固废排放;REPIPP与人均GDP具有一定的正相关关系,但并不完全由人均GDP决定,必须通过优化经济结构、增强科技创新水平和管理水平、加强环境保护等综合措施来提高资源环境绩效水平。  相似文献

The shores of many Central European lakes located in the hinterland of large conurbations are heavily endangered by intensive settlement, traffic, sewage input, manipulation of the water level, tourism and recreation. This increasing impact has negatively affected the function of the lake shore in respect to conservation and species protection, to water protection and its importance for recreation. This paper describes the overlap of the multiple uses and the precautions planned since 1981 on the national and international level to guarantee the essential multiple functionality, e.g. as drinking water reservoir for the conurbations in the northern part of Baden-Württemberg, as supraregional centre for water sports and tourism, and as an important environment for endangered plant and animal species. Management measures include regional planning as well as the international water protection and preservation with many contributions from non governmental international organisations Given a high agreement concerning these aims, many indispensable actions could successfully be realised on the political and administrative level. On the basis of 14 topics we follow the development since 1981, most recently also driven by the EU (FFH/Natura 2000), Water framework directive). Backlogs became obvious for four topics: 1. The lack of efficient reviews on completed measures, 2. gaps in basic understanding, 3. The dragging harmonisation of an intergrated shore protection program across the borders, and 4. the lack of concepts for a sustainable development including plans for monitoring.  相似文献

As an important tool for environment management, eco-efficiency has been widely applied, but eco-effectiveness has only made progress on eco-design and life cycle management in recent years. Few have attempted to integrate eco-efficiency and eco-effectiveness into sustainable industrial systems. In a new framework integrating eco-efficiency and eco-effectiveness, both concepts can find unique roles and complement each other in industrial ecosystems to dissolve conflicts between industry and the environment. This article provides a case study of China in which eco-efficiency indicators (energy, water and waste utilisation intensity) have demonstrated great progress in China, but eco-efficiency cannot stop the increasing release of pollutants and their accumulating impact on ecological life-support systems. China must integrate eco-effectiveness and eco-efficiency into concrete sustainable development strategies, questioning whether limited resources are being used correctly. Both eco-efficiency and eco-effectiveness are identified as important indicators in the development of sustainable industrial systems. In the framework of sustainable industrial systems, eco-effectiveness must begin to play a more important role.  相似文献

The United States Environmental Protection Agency's Environmental Monitoring and Assessment Program (EMAP) is designed to describe status, trends and spatial pattern of indicators of condition of the nation's ecological resources. The proposed sampling design for EMAP is based on a triangular systematic grid and employs both variable probability and double sampling. The Horvitz-Thompson estimator provides the foundation of the design-based estimation strategy used in EMAP. However, special features of EMAP designed to accommodate the complexity of sampling environmental resources on a national scale require modifications of standard variance estimation procedures as well as development of new techniques. An overview of variance estimation methods proposed for application to EMAP's sampling strategy for discrete resources is presented.  相似文献

This study reports an overview of the economic, social and environmental performance of the main South American countries (SAC) as measured by the Sustainable Society Index. This is a well-known composite indicator, composed of 21 indicators, grouped in seven categories, covering environmental, social and economic wellbeing dimensions. Thirteen European countries recently incorporated into the European Union (NEUC) are considered as a reference. The study covers the period 2006–2016. The South American Region features significant natural resources and plays an important role in the global economy. However, there is concern about the long-term sustainability of social and economic development, given the high rate of economic growth based on the production of low added-value primary products. Sustainable development requires reasonable balance between economic, social and environmental performance, as well as a sustained and balanced increase in performance associated with those fundamental dimensions. Moreover, it is important to agree on minimum performance levels for all performance indicators, taking into account particular social, economic and environmental realities. SAC feature a clear imbalance in some categories affecting the economic, social and environmental wellbeing dimensions, showing either stagnation or significant decrease in recent years. It can be concluded that in the light of findings reported here, South American countries are far from being on the pathway towards sustainable development.  相似文献
