二级公路交通事故多发 ,其症结在于道路的规划、设计和管理工作中存在许多不完善并急需改进之处。例如交通参与人素质与道路不协调 ,道路交通安全设施不完善 ,道路规划、建设受到行政干预 ,公路平面交叉口不规范等。解决二级公路交通安全问题需要从规划、设计和管理等诸多方面入手。因此 ,笔者建议建立公路规划、设计安全审计和责任追究制度 ;在选用公路等级、设计速度和限制速度时 ,以公路功能定位 ;根据交通安全法律、法规规定及时完善交通安全设施 ;强化交叉路口规范化管理和支线限速设计 ;加强交通安全管理力度 ,增加科技管理投入 ;由政府牵头 ,依靠公路沿线乡镇、单位和学校 ,深入持久地进行交通安全宣传教育 ,提高公路沿线居民的交通安全意识。  相似文献

Introduction: Recent evidence suggests fatality risks for cyclists may be increasing in Britain. Understanding how to increase levels of cycling while keeping risk low is paramount. Educating drivers about cyclists may help with road safety, and mass-media messaging is a possible avenue, potentially utilizing digital displays screens in public areas. However, no studies have examined the use of these screens for road safety campaigns. Methods: A quasi-experiment was conducted to examine if digital screens may be effective to raise awareness of a campaign message and encourage recall of car drivers. A digital campaign image was selected that encouraged car drivers and cyclists to ‘look out for each other,’ and stated than 80% of cyclists owned a driving license. Views and knowledge on driver priorities around cyclists were examined before (control) and after campaign exposure (intervention), and tested using regression modelling. Results: 364 people were interviewed over five days. Those interviewed on intervention days were more likely to rank ‘Look out for cyclists’ as being more important compared to those interviewed on control days (OR 1.20), but this was not statistically significant (p = 0.355). Those who said they had seen the image did not rank ‘Look out for cyclists’ higher than those who said they had not seen it (p = 0.778). The disparity between reported and displayed percentage of cyclists with a driving license did not differ between intervention and control days, but was 8% higher amongst those who claimed to have seen the image (p = 0.026). Conclusions: We did not find strong evidence that use of an image on digital screens increased public awareness or recall of a casualty reduction campaign message. Work is needed to investigate the effects of longer-term exposure to road safety images. Practical Applications: Short-term use of digital signage is not recommended for raising awareness of road safety campaigns.  相似文献

笔者分析了城市交通事故发生率与道路等级、道路断面形式、路网密度、交叉口形式、道路车速的关系及交通事故人群的分布规律,认为道路宽而稀、支路缺乏、街道功能不清是我国城市道路网与用地微观布局的基本特点。大量数据分析表明,这种路网体系与我国的城市交通事故率偏高有着密切关系。路网规划是城市路网建设的基本依据,笔者认为,应当将降低城市交通事故率作为路网规划的考虑内容之一,同时指出,应在路网规划中合理选择道路断面形式、交叉口形式,建议适度加密路网、健全支路体系、理清街道功能,并考虑城市道路的车速控制与驾驶心态调整。  相似文献

Introduction: Little is known about how characteristics of the environment affect pedestrians’ road crossing behavior. Method: In this work, the effect of typical urban visual clutter created by objects and elements in the road proximity (e.g., billboards) on adults and children (aged 9–13) road crossing behavior was examined in a controlled laboratory environment, utilizing virtual reality scenarios projected on a large dome screen. Results: Divided into three levels of visual load, results showed that high visual load affected children’s and adults’ road crossing behavior and visual attention. The main effect on participants’ crossing decisions was seen in missed crossing opportunities. Children and adults missed more opportunities to cross the road when exposed to more cluttered road environments. An interaction with age was found in the dispersion of the visual attention measure. Children, 9–10 and 11–13 years old, had a wider spread of gazes across the scene when the environment was highly loaded—an effect not seen with adults. However, unexpectedly, no other indication of the deterring effect was found in the current study. Still, according to the results, it is reasonable to assume that busier road environments can be more hazardous to adult and child pedestrians. Practical Applications: In that context, it is important to further investigate the possible distracting effect of causal objects in the road environment on pedestrians, and especially children. This knowledge can help to create better safety guideline for children and assist urban planners in creating safer urban environments.  相似文献

Introduction: The European Union (EU) has developed different strategies to internalize the costs of excessive motor traffic in the road freight transport sector. One of these is a relaxation of restrictions on the size and load capacity of trucks that circulate between member States and a proposal has been made for Longer and Heavier Vehicles (LHVs) to be allowed to circulate across borders. LHVs are the so-called “megatrucks” (i.e., trucks with a length of 25 meters and a weight of 60 tonnes). Megatrucks have allowed to circulate for decades in some European countries such as Norway, Finland, and Sweden, world leaders in traffic accident prevention, although the impact that cross-border traffic would have on road safety is still unknown. Methods: This article provides an econometric analysis of the potential impact on road safety of allowing the circulation of “megatrucks” throughout the EU. Results: The findings show that countries that currently allow megatrucks to circulate present lower traffic accident and fatality levels, on average. Conclusions: The circulation of this type of vehicle is only advisable in countries where there is a certain degree of maturity and demonstrated achievements in the field of road safety. Practical applications: European countries that have allowed megatruck circulation obtaining better road safety outcomes in terms of accidents, although the accident lethality rate seems to be higher. Consequently, introducing megatruck circulation requires a prior proper preparation and examination.  相似文献

针对危险化学品道路运输中的安全问题 ,建立了危化品道路运输系统模式和系统危险性评价程序。应用所开发的ACES软件系统对汽车燃料汽油的替代品LPG的道路运输进行了最大事故后果分析评价 ,并提出了建议和对策。研究结果不仅能够为危化品道路运输系统危险性的控制和预防提供科学指导 ,还能为减少系统事故损失及事故时的应急疏散等提供参考数据 ,具有潜在的经济效益和社会效益。  相似文献

The release of chemicals due to road transportation accidents could have adverse consequences such as fatality, physical and financial loss and environmental damage. The purpose of this study was to determine the suitable margin of safety/survival of individuals in HAZMAT road transportation accidents for use in Emergency Response Planning (ERP). In this study, at first, the safety margin and survival margin were defined and proposed. Then, as a case study, the chemical tanker trucks in Iran's road transport fleet were investigated and the full bore rupture of the tanker trucks was considered as the selective scenario. Eventually, safety margin and survival margin were determined using ALOHA and PHAST software and the Chemical Exposure Index (CEI). The results showed that using the CEI, among the selected chemicals, ammonia, chlorine and 1,3-butadiene had the highest chemical release potential with the exposure indices of 597, 548 and 284, respectively, and need further investigation. The possible safety margin obtained in this study was distances over 5100 m (using ALOHA software for ammonia) and 10,983 m (using PHAST software for chlorine). On the other hand, the survival margin was distances over 980 m away from the accident area (using ALOHA software for ammonia) and 620 m away from the accident area (using the PHAST software for chlorine). The results of this study indicate that determining the safety and survival margins surrounding the tanker trucks and containers of chemicals is a critical issue for the emergency response planning and determining the standards of road's safety and survival margins. On the other hand, due to the obtainment of different results by various methods and software, in road accidents, the highest hazard distance is suggested to be considered to determine the safety margin (distances longer than 10,983 m) and survival margin (distances longer than 980 m) for ERP, regardless of the type of used material and software.  相似文献

为研究道路交通安全规划方案的设计,探讨国内外道路交通安全状况规划方案的研究现状。以台州市为例,在对台州市的交通安全特性统计分析的基础上,针对台州市道路交通安全现状,进行了安全趋势分析。从预测可以看出,随着台州市经济的持续增长、道路交通的快速发展,台州市的道路交通安全形势不容乐观,面临道路交通事故有可能继续上升的巨大压力。结合台州市区道路交通安全管理规划的目标,重点从完善道路基础设施及安全设施、建立交通安全管理的科技保障体系、构建台州市道路交通事故紧急救援系统3个方面提出近期道路交通安全管理规划方案,有效地提高台州市道路交通安全水平。  相似文献

INTRODUCTION: This paper analyzes the effect on road safety of 95 roundabouts that were built in Flanders between 1994 and 1999. RESULTS: The study shows that the effect on the number and severity of road accidents adjusted for the trend and regression to the mean is significant, but varies considerably in accordance with the speed limit regime on the intersection. Roundabouts are most effective on intersections of a main road with a high speed limit (90 km/h) and an adjacent road with a lower speed limit (50 or 70 km/h). The empirical analysis reveals a reduction of 34% (varying between 15% and 59%) for the total number of injury accidents, 30% (7%-45%) for light injury accidents, and 38% (27%-72%) for serious injury accidents. This study also takes a closer look at the impact of different post-implementation periods using accident data of 1-, 3-, or 6-years after the construction of a roundabout on the calculated effectiveness results and warns for a severe underestimation when a one-year period is used. IMPACT ON INDUSTRY: An effective traffic safety policy based on scientific results thus requires some patience from the policy-makers.  相似文献

以日本和美国为例 ,分析了发达国家道路交通事故高发期的发展历程 ,得出了道路交通事故的上升与国家经济发展和机动化增长有着直接关系的结论。笔者通过分析和预测我国经济和道路交通的发展情景发现 ,今后我国道路交通发展特征和日本道路交通高发期的情况十分类似。如果现有交通管理体制和技术措施没有大的变化 ,我国道路交通事故死亡人数到 2 0 2 0年可能会超过 2 3万人。为此 ,国家应尽快改善道路交通管理方面所存在体制上、行政上和技术上的不足 ,防止出现笔者所预测的道路交通事故极其严重的局面。  相似文献

In order to obtain political interest in road safety problems and to learn from other countries’ ‘good practices’, it is often helpful to compare one’s own safety situation with that of other countries. In a number of projects tools have been developed for such comparisons. These tools range from simple ratings of countries on their safety outcomes, such as the annual number of fatalities per capita or per kilometre driven by (motor)vehicles to more comprehensive comparisons.These comparisons not only show differences in safety between countries, but to a certain extent also explain such differences in terms of their safety background and measures taken. Finally, tools have been defined to support road safety policy makers in developing possible safety measures or actions. Procedures for such complex safety comparisons have been developed and tested in several so-called SUNflower studies.This promising approach can be further developed into standard procedures for safety comparisons between all countries in the European Union, and other countries worldwide. This paper wishes to outline the development of such standards for the benchmarking of road safety and safety trends as well as procedures for quantifying safety performances of countries.Starting point of this conceptual framework is the so-called SUNflower-pyramid in which three types of indicators are distinguished. The first one of these, the road safety performance indicator, is called an outcome indicator and is based on the number of killed and injured road users. The second indicator type indicates the quality of the implementation of road safety policies: the implementation performance indicators. The third type of indicator indicates the quality of response in policy documents to improve road safety (policy performance indicator). The three types of indicators are embedded in a policy context: the structure and culture of a country, which are considered as background variables.This paper sets out to describe the framework for the development of a comprehensive set of indicators to benchmark road safety performances of countries or of sub-national jurisdictions. The paper also discusses the advantages and disadvantages of combining such indicators and if combined, how to aggregate how different indicators in one composite performance index. It is argued to group countries in different classes with more or less comparable countries. Different procedures are used for this grouping. The results are promising and it is recommended to work with classes of countries.  相似文献

Very considerable advances have been made in road safety over the long term and especially in the recent years. This improvement was achieved in part due to the effectiveness of French decision-making system, even if it remained very perfectible. An analysis of the road safety management system is carried out in order to understand the strengths and weaknesses of the organisation of road safety in France.The organisation of road safety in France is extremely centralised. The basis of road safety policy at the national level rests on an extensive information system (covering accidents, risk exposure, speed, utilisation of mobile phones) and on analyses of road risk (the risks attributable to alcohol, speed and the use of mobile phones).This statistical information and these risk models are integrated in risk management tools such as monitoring, ranking and policing. Monitoring makes it possible to track the development of road safety, bench-marking to compare the performance of the country’s different departments with each other, and policy making to refine the details of a policy.The development of the governance of road risk is leading managers and decision-makers to perfect data-gathering procedures, standardise and simplify the analytical tools used, and broaden the range of risks covered.  相似文献

Introduction: Drivers with medical conditions and functional impairments are at increased collision risk. A challenge lies in identifying the point at which such risk becomes unacceptable to society and requires mitigating measures. This study models the road safety impact of medical fitness-to-drive policy in Ontario. Method: Using data from 2005 to 2014, we estimated the losses to road safety incurred during the time medically-at-risk drivers were under review, as well as the savings to road safety accrued as a result of licensing decisions made after the review process. Results: While under review, drivers with medical conditions had an age- and sex-standardized collision rate no different from the general driver population, suggesting no road safety losses occurred (RR = 1.02; 95% CI: 0.93–1.12). Licensing decisions were estimated to have subsequently prevented 1,211 (95% CI: 780–1,730) collisions, indicating net road safety savings resulting from medical fitness to drive policies. However, more collisions occurred than were prevented for drivers with musculoskeletal disorders, sleep apnea, and diabetes. We theorize on these findings and discuss its multiple implications. Conclusions: Minimizing the impact of medical conditions on collision occurrence requires robust policies that balance fairness and safety. It is dependent on efforts by academic researchers (who study fitness to drive); policymakers (who set driver medical standards); licensing authorities (who make licensing decisions under such standards); and clinicians (who counsel patients on their driving risk and liaise with licensing authorities). Practical Applications: Further efforts are needed to improve understanding of the effects of medical conditions on collision risk, especially for the identified conditions and combinations of conditions. Results reinforce the value of optimizing the processes by which information is solicited from physicians in order to better assess the functional impact of drivers’ medical conditions on driving and to take suitable licensing action.  相似文献

Safety experts have, in recent years, been attentive to roadside accident severity and occurrence. Hitherto, to prioritize road segment hazardousness, there have been little efforts to quantify a well defined indicator. In this regard, the existing indicators are usually very plain and the overall configuration of roadside is rated by experts with an exact number describing its condition. Hence, the uncertainties which come with the subjective judgments cannot be regarded as of any substance. This research contribution therefore presents a procedure to assess the road safety (roadside safety indicator) by means of the evidential reasoning (ER) approach. The betterment of ER as opposed to the available procedures for roadside safety assessment is that the proposed approach makes allowance for the uncertainties which may arise from individual judgments. Additionally, when there is a dearth of evidence concerning factors which affect roadside hazardousness severity to collate several roadside segments, this procedure will offer the benefits of utilizing the maximum/minimum utility function. With the aid of the drawn indicator, organizations and agencies responsible for ensuring road safety can reach more flexible decisions to set in-place uncertain planning and road segments priorities. This indicator can also be utilized as a variable to include roadside conditions in crash severity prediction models. A field case study has also been carried out in an attempt to follow and validate the proposed approach which is based on the run-off accident history for a sample road segments. The crash data confirm the suggested indicator.  相似文献

根据交通事故在时间和空间上的分布特性,建立基于时空分布的城市道路交通安全的测度指标体系;在分析道路交通事故的主要特征和交通事故的生成过程的基础上,利用价值函数构建城市道路交通安全的测度模型。并对城市道路交通安全的测度值进行等级界定,提出道路交通事故预防和控制手段。城市道路交通安全的测度模型是在最大可能地控制系统中的人的不安全行为,使城市道路网络系统的效益达到最佳化。应用结果表明:利用测度,可以找出影响高速公路交通安全的问题成因和限制因素,为高速公路规划和管理提供科学决策依据。  相似文献
