分析了垃圾排弃的现状、危害、潜在价值及现有的垃圾处理方法,提出创新垃圾处理方法势在必行。与已有的垃圾处理方法比较,垃圾块体填埋法有自己的特点,以社区为单元的垃圾源头分类投放、收集和预处理,能使垃圾实现分类化处理;通过垃圾中可回收废物的回收利用,能使垃圾最大限度资源化;通过垃圾分类粉碎、脱水、压缩成块体,使垃圾有效地减量化;经过消毒、分类堆砌有助于垃圾填埋场地的分类管理和安全监控,使垃圾处理基本无害化;回收、堆肥、焚烧、填埋,使垃圾处理综合化;填埋场的复垦与开发利用,使垃圾处理环保化。该方法的推广应用,可使垃圾处理无害化、减量化、资源化和市场化目标得以实现。  相似文献

城市生活垃圾问题是21世纪最重要的环境问题之一,甚至已成为人们生活的公害。城市生活垃圾处理是21世纪最有前景的产业之一,城市生活垃圾管理水平也已成为衡量一个国家、一个城市文明和现代化程度的重要标志。历经20多年的发展,中国城市生活垃圾管理水平不断提高,但相比日趋严重的生活垃圾问题和数量庞大的生活垃圾产量,仅凭政府的力量无法保障城市生活垃圾减量化、资源化和无害化管理目标的实现,因而有必要借助公民、企业和社会组织等力量的加入。该文基于中国城市生活垃圾公众参与管理与政府管制互动关系的现实基础分析,剖析中国城市生活垃圾公众参与管理与政府管制的演变及特征,分析了中国城市生活垃圾各个阶段公众参与管理与政府管制互动模型,并衍生到分析城市生活垃圾管理的收集、运营及处理的三大环节。同时,根据公众参与城市生活垃圾管理的不同程度以及政府管制程度的强弱,构建公众参与城市生活垃圾管理的三种模型,即公众诱导式参与模型、公众合作式参与模型和公众自主式参与模型,分析了三种模型的特点、优缺点及各利益主体的职责,以梳理解决城市生活垃圾管理问题中政府和公众的职责,推动政府和公众的互动合作,改善城市生活垃圾管理,促进中国城市生活垃圾管理减量化、资源化、无害化目标的实现。  相似文献

中国垃圾填埋气回收利用CDM项目现状与对策   总被引:1,自引:0,他引:1  
根据最新数据,运用统计学方法,从总体情况、地理分布、国际比较、国外合作方和开发机构4个方面分析了当前我国垃圾填埋气回收利用CDM项目发展的现状:与其他类型CDM项目相比,垃圾填埋气回收利用项目规模小,估计年减排量少;项目签发量远少于设计估算的年减排量;年批准项目数增长快,项目主要分布在我国东部、中部地区及省会城市和计划单列市;相比其它类型的CDM项目,中国在垃圾填埋气回收利用CDM项目上位于全球第二位,而拉美国家占据优先;项目主要的国际合作方为欧盟国家。最后总结了项目开发发展中遇到的主要问题,并提出解决问题的多项政策建议  相似文献

苏州城市生活垃圾处置方法的生命周期评价   总被引:7,自引:0,他引:7  
采用生命周期评价的方法,比较垃圾填埋和垃圾焚烧两种处置方法对环境的影响.研究系统的范围包括垃圾收集、垃圾运输、垃圾填埋或焚烧以及发电等几个部分.采用收集的垃圾组分数据,利用IPCC推荐的模型,计算了垃圾填埋时CO2和甲烷等气体污染物的排放量;并计算了垃圾焚烧产生的CO2排放量.根据对垃圾渗滤液的实测数据,计算了水污染物的排放量.环境影响评价采用日本开发的AIST-LCA Ver4计算机软件进行,计算了对城市空气污染、全球变暖等11种类型的影响,由此评价对人类健康、社会财富、物种多样化和初级生产力等4个保护目标的危害.最终求得生态化的币值Yen.计算结果表明:垃圾填埋的生态币值要大得多,可见垃圾焚烧对环境的影响比垃圾填埋的影响要小.我们认为,所获得的结论较为客观地反映了对环境的影响,可以作为中国城市垃圾处置决策的参考依据.  相似文献

长期以来,我国的城市生活垃圾处理与处置主要以填埋为主,且大部分为简易填埋或堆放,形成众多的垃圾堆放场。它们不仅影响周围的生态环境,而且威胁到居民的身体健康,特别是不少堆存的生活垃圾受到重金属元素不同程度的污染,任意放置可能会产生严重的后果,所以评价生活垃圾的重金属元素污染程度有助于垃圾堆放场的环境影响评价以及污染防治措施的提出。以三峡库区为例,通过测定三峡库区各个区县主要垃圾堆放场堆存生活垃圾的重金属元素含量, 包括砷、铅、铬、镉和汞,采用单因子评价和综合评价法确定三峡库区堆存生活垃圾的重金属污染程度,为库区的环境保护提供决策支持。  相似文献

As the main organic pollutant in municipal living waste , kitchen waste causes secondary pollution in the course of its being gathered and transported to the landfill by mixing with other refuse and by decomposition. This makes pollution prevention more difficult and raises the cost of landfill engineering. However, the amount of solid waste to be treated can be decreased and such pollution burden lessened by disposing of the solid waste in local municipal areas. The required minimum 30-year post-closure care period for municipal solid waste (MSW) landfills can be shortened by reducing or eliminating of MSW components with long-terms effect in gas and leachate. The objectives of this study were to evaluate the relative persistence of landfill gas, leachate quantity, and selected leachate parameters using post-closure monitoring data from a case study landfill in south Florida. The relative persistence of selected decomposition byproducts in leachate were evaluated by both zero order and first order models based on monitoring data from the case study landfill. The analyses show that although gas and leachate production rates diminish very quickly, some contaminants remain in leachate as the decomposition process continues at a slower rate. For the case study landfill, the parameters which have been detected consistently at high concentrations (above MCL) included chloride, TDS, iron, bicarbonate, benzene, and vinyl chloride. Among these, vinyl chloride has the fastest and TDS has the slowest rate of disappearance in the landfill environment. The effect of waste diversion on persistence times of the selected persistent leachate quality parameters was evaluated. For example, a 40% reduction in the amount of plastics deposited in the landfill could reduce the monitoring time for benzene from 59 to 39 years. Zero order model underestimates the persistence times of the contaminants in leachate due to its linear nature. Shortening the monitoring times can provide significant savings for municipalities who need to continue monitoring leachate quality until the MCL levels are reached.  相似文献

This paper attempts to analyze the environmental problems of Jodhpur city in terms of air quality, water supply, wastewater disposal, and solid waste management. Maps have been prepared to show the boundaries of municipal circles responsible for the disposal of solid wastes. Areas of comparatively higher degrees of air pollution have also been demarcated on the maps. The daily output of urban refuse and the intensity of urban refuse for wards within Jophpur's walled city versus for wards outside the walled city have been cartographically depicted.  相似文献

In July 2003, duplicated samples of roots, stems and leaves of sugar cane (Saccharum spp.) were collected in 25 points of an area under direct influence of the municipal landfill site (MLS) and medical waste treatment system (MWTS) of Ribeirao Preto, S?o Paulo, Brazil. Cadmium (Cd), chromium (Cr), copper (Cu), mercury (Hg), manganese (Mn), lead (Pb) and zinc (Zn) were determined by atomic absorption spectrophotometry. The following concentrations (mg/kg) were found in roots: Cd, 0.22+/-0.12; Cr, 64.3+/-48.7; Cu, 140.6+/-27.7; Hg, 0.04+/-0.02; Mn, 561.6+/-283.3; Pb, 7.9+/-2.1 and Zn, 177.4+/-64.9. For some metals, these levels are higher than the concentrations previously reported for different plants, reaching, in some cases, values that might be considered toxic for vegetables. Metal levels in stems were 80-90% of those found in roots, while the concentrations detected in leaves were significantly lower than those in roots. The present results suggest that MLS and MWTS activities might have been increasing metal concentrations in edible tissues of sugar cane grown in the area under their influence. Moreover, the traditional agricultural practices in the production of sugar cane could be also another determinant factor to reach the current metal levels. The results of this study indicate that sugar cane is a crop that is able to grow in areas where metals in soils are accumulated.  相似文献

In this study, a low background gamma-ray spectrometer based on a Hyper Pure Germanium detector was used to determine the activity concentrations of natural radionuclides in soil samples from various locations within the Ruseifa municipal landfill in Jordan. The chemical composition of the samples was also determined using a Wavelength Dispersive X-Ray Fluorescence Spectrometer. The maximum and minimum annual outdoor effective doses were found to be 103 and 36muSva(-1) in the old landfill and Abu-Sayaah village, respectively. The annual outdoor effective dose at the recent landfill site was found to be 91muSva(-1). The annual effective dose equivalents from outdoor terrestrial gamma radiation at the old landfill and the recent landfill were higher than the typical worldwide value of 70muSva(-1). Thus, some remediation of the soils on both old and recent landfills should be considered before any development for public activities. This could be achieved by mixing with clean soil from areas which are known to have lower radiation background. The concentration of heavy metals Zn, Cr, and Ba in the three sites included in this study were found to be higher than the background levels in the soil samples of the control area (Abu-Sayaah village). The enrichment factors for the above three elements were calculated and found to be: complex building site: Zn=2.52 and Ba=1.33; old landfill site: Cr=1.88, Zn=3.64, and Ba=1.26; and recent landfill site: Cr=1.57, Zn=2.19, and Ba=1.28. There was a strong negative correlation between the concentrations of the metallic elements (Mg, Al, Mn, Fe and Rb) and the concentrations of Zn, Ba, and Cr. Moreover, a strong positive correlation was found between Zn, Ba, and Cr. Thus these elements were enriched in the solid waste.  相似文献

Polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), organochlorine pesticides (OCPs), including hexaclorocyclohexanes (HCHs) and DDTs, as well as trace elements were determined in soil and vegetation samples collected from the surrounding area of the landfill "Tagarades", the biggest in northern Greece, following a large scale fire involving approximately 50,000 tons of municipal waste. High concentrations of total PAHs, PCBs and heavy metals were found inside the landfill (1475 microg kg(-1) dw, 399 microg kg(-1) dw and 29.8 mg kg(-1) dw, respectively), whereas concentrations in the surrounding soils were by far lower ranging between 11.2-28.1 microg kg(-1) dw for PAHs, 4.02-11.2 microg kg(-1) dw for PCBs and 575-1207 mg kg(-1) dw for heavy metals. The distribution of HCHs and DDTs were quite different since certain soils exhibited equal or higher concentrations than the landfill. In vegetation, the concentrations of PAHs, PCBs, HCHs and DDTs ranged from 14.1-34.7, 3.64-25.9, 1.41-32.1 and 0.61-4.03 microg kg(-1) dw, respectively, while those of heavy metals from 81 to 159 mg kg(-1) dw. The results of the study indicated soil and vegetation pollution levels in the surroundings of the landfill comparable to those reported for other Greek locations. The impact from the landfill fire was not evident partially due to the presence of recent and past inputs from other activities (agriculture, vehicular transport, earlier landfill fires).  相似文献

伴随着我国城镇化进程的不断加快,城市环境污染问题备受关注。本文以城镇居民生活垃圾污染行为为起点,通过比较居民与政府目标函数,首先从理论上做出判断,城镇人口数量增加以及居民生活质量提高均会导致城市生活垃圾数量增长,从而对城市环境产生影响。随后,进一步采取Panel data的分析方法,以我国2004-2008年省级面板数据为样本,从城市生活垃圾污染的角度对我国城镇人口增长、居民收入水平与城市环境间的关系进行计量检验。结果显示:我国城市生活垃圾产生数量分别与城镇人口增长、居民收入水平间存在着长期正向协整关系,即在我国城镇化水平和居民生活质量不断提升的背景下,城市生活垃圾数量的增长以及对城市环境的污染存在着内在必然性;另外,我国城市生活垃圾数量的自发增长对平均增长的偏离逐年下降,可见,存在政策、制度、行为等外生因素抑制我国城市生活垃圾数量的增长。最后,文章从生活垃圾控制和处理的角度,就改善我国城市环境和促进城市环境可持续发展提出了简要的政策建议。  相似文献

Evaluation of landfill leachate in arid climate-a case study   总被引:5,自引:0,他引:5  
Generation of leachate from municipal solid waste (MSW) landfill in arid regions has long been neglected on the assumption that minimal leachate could be formed in the absence of precipitation. Therefore, a case study was conducted at two unlined MSW landfills, of different ages, in the state of Kuwait in order to determine the chemical characteristics of leachate and examine the mechanism of leachate formation. Leachate quality data were collected from both active and old (closed) landfills where co-disposal of MSW and other solid and liquid wastes is practiced. The analysis of data confirms that leachates from both landfills are severely contaminated with organics, salts and heavy metals. However, the organic strength of the leachate collected from the old landfill was reduced due to waste decomposition and continuous gas flaring. A significant degree of variability was encountered and factors which may influence leachate quality were identified and discussed. A water balance at the landfill site was assessed and a conceptual model was presented which accounts for leachate generation due to rising water table, capillary water and moisture content of the waste.  相似文献
