产业园区的区域清洁生产浅议

清洁生产在企业层次的推广成效显著,但也逐渐显现出其局限性,如单个企业能耗、物耗的进一步降低往往涉及工艺改造,技术风险大且成本较高,而且线性的生产模式不利于废物的循环利用等.清洁生产的意义和内涵已随着时代的需要有了进一步的延伸和扩展,将清洁生产应用于工业共生系统已成为清洁生产理论创新的重要组成部分.产业园区的建设为进一步提高资源、能源利用率创造了条件,产业生态学的发展为区域层次的清洁生产提供了理论基础.把清洁生产应用于产业园区是必要且可行性的,但产业园区的清洁生产理论和方法尚需进一步探索和实践.

Pollution characterization of liquid waste of the factory complex Fertial (Arzew,Algeria)

The industrial development in Algeria has made a worrying situation for all socioeconomic stakeholders. Indeed, this economic growth is marked in recent years by the establishment of factories and industrial plants that discharge liquid waste in marine shorelines. These releases could destabilize the environmental balance in the coming years, hence the need to support the processing of all sources of pollution. Remediation of such discharges requires several steps of identifying the various pollutants to their treatments. Therefore, the authors conducted this first work of characterization of industrial effluents generated by the mineral fertilizer factory complex Fertial (Arzew), and discussed the pollution load generated by this type of industry. This monitoring would establish a tool for reflection and decision support developed by a management system capable of ensuring effective and sustainable management of effluents from industrial activities of Fertial.

Implications: The authors conducted this first work of characterization of industrial effluents generated by the mineral fertilizer factory complex Fertial (Arzew), and discussed the pollution load generated by this type of industry. This monitoring would establish a tool for reflection and decision support developed by a management system capable of ensuring effective and sustainable management of effluents from industrial activities of Fertial.

Access to information and sustainable development: friend or foe?

This paper calls the reader's attention to the extent to which the advancement of sustainable development depends on industry's technology development ability and on the important role assigned to governments by environmental law and policy as brokers of industrial information. It argues that the provision of indiscriminate, unrestricted access to information may hinder industry's ability to contribute to the future of sustainable development. Rather than advocating restriction of the public's right to access, the paper proposes the need to review the manner in which the government's role is carried out in the light of its potential negative impact on environmentally oriented technology development.     

Persistent organic pollution characterization of sediments in Pearl River estuary

As a byproduct of rapid urbanization and industrial development in the Pearl River estuary of South China, excessive release of various types of persistent toxic substances were conveyed from agricultural, industrial and municipal discharges at upstream section down into the estuary largely via various river outlets. In this paper, a persistent organic pollution (POP) characterization of sediments in the estuary is undertaken. More than one bioavailable toxicants are detected to play active roles in causing toxicity of marine sediments in the estuary. POPs may be transported for long distances to the downstream end of the Pearl River delta region. The data suggests that DDT might still be applied illegally within the region recently and that the prevalent levels of DDTs and HCHs in sediments are likely to pose detrimental biological effects on benthic organisms. The findings have significant implications in order to understand the environmental changes, to determine reasonable ways for future development, and to maintain a sustainable environment in the Pearl River estuary region.     

The impact of clean development mechanism in achieving sustainable development

The flexible mechanism of the Kyoto Protocol, the clean development mechanism (CDM), should fulfil a twin objective: cost-effective greenhouse gas mitigation and enhancement of sustainable development in developing countries. As most host CDM countries have not established the proper institutional capacity to approve CDM projects and, at the same time, are prerogative to define sustainable development criteria for CDM projects, there is a clear need for a single set of guidelines or one evaluation system that accounts both climate and sustainable development considerations in the approval process of CDM projects. This paper proposes a set of sustainability criteria and indicators for CDM projects screening, reflecting the environmental, social, economic and technological dimension of sustainable development. Sufficient attention has been paid to determine globally relevant criteria and indicators. Priority has been given to energy sector CDM projects.
