Spain's Programa AGUA was proposed in 2004 as a replacement for the Spanish National Hydrological Plan and represented a fundamental policy shift in national water management from large inter-basin water transfers to a commitment to desalination. Twenty-one desalination facilities are planned for six provinces on the Spanish Mediterranean coast to supplement their water needs. These include the province of Almería that for the last 30 years has endured a net water abstraction overdraft leading to serious reservoir depletion and groundwater imbalances. Rising water use is a result of increasing demand to support irrigated agriculture (e.g. greenhouse horticulture) and for domestic needs (e.g. rapid urban growth and tourism development), which has led observers to question Almería's long-term water sustainability. Desalinated water alone is unlikely to be sufficient to make up these water deficits and water-users will have to accept a move to full-price water recovery by 2010 under the European Union (EU) Water Framework Directive of which Spain is a signatory. Anticipated water efficiencies resulting from higher water tariffs, increasing water reuse and water infrastructure improvements (including inter-basin transfers), in conjunction with increasing use of desalinated water, are expected to address the province's current water overdraft. However, Almería will need to balance its planned initiatives against long-term estimates of projected agricultural and domestic development and the environmental consequences of adopting a desalination-supported water future.  相似文献

The major present hindrance in using desalination to help alleviate global water scarcity is the cost of this technology, which, in turn is due to energy cost involved. This study examines historical trends in desalination and breaks up the cost of desalination into energy based and nonenergy based. It then develops the learning curves (relationship between cumulative production and market price) for desalination. Assuming that the photovoltaic (PV) technology will be the dominant form of energy used in the desalination process, the existing PV learning curve and desalination learning curve are combined to explore the viability of large‐scale adoption of desalination in the future. The world has been divided into seven regions and it is assumed that water demand from desalinated water will be met only within the 100‐km coastal belt. It is shown that, in most of the regions, other than sub‐Saharan Africa, Central America, and South Asia (where water tariffs are low), the desalination (without considering energy) becomes viable by 2040. For PV technology, less than 1 million MW per annum growth is required till 2050 to make it affordable. Globally, desalination with renewable energy can become a viable option to replace domestic and industrial water demand in the 100‐km coastal belt by 2050.  相似文献

ABSTRACT: The Kirkwood‐Cohansey aquifer has been identified as a critical source for meeting existing and expected water supply needs for southern New Jersey. Several contaminated sites exist in the region; their impact on the aquifer has to be evaluated using ground water flow and transport models. Ground water modeling depends on availability of measured hydrogeologic data (e.g., hydraulic conductivity, for parameterization of the modeling runs). However, field measurements of such critical data have inadequate spatial density, and their locations are often clustered. The goal of this study was to research, compile, and geocode existing data, then use geostatistics and advanced mapping methods to develop a map of horizontal hydraulic conductivity for the Kirkwood‐Cohansey aquifer. Spatial interpolation of horizontal hydraulic conductivity measurements was performed using the Bayesian Maximum Entropy (BME) Method implemented in the BMELib code library. This involved the integration of actual measurements with soft information on likely ranges of hydraulic conductivity at a given location to obtain estimate maps. The estimation error variance maps provide an insight into the uncertainty associated with the estimates, and indicate areas where more information on hydraulic conductivity is required.  相似文献

Water demands in the Aegean Islands have increased steadily over the last decade as a result of a building boom for new homes, hotels, and resorts. The increase in water demand has resulted in the disruption of past sustainable water management practices. At present, most freshwater needs are met through the use of the limited groundwater, desalinated seawater, and freshwater importation. Wastewater reclamation, not used extensively, can serve as an alternative source of water, for a variety of applications now served with desalinated and imported water. Three alternative processes: desalination, importation, and water reclamation are compared with respect to cost, energy requirements and long-term sustainability. Based on the comparisons made, water reclamation and reuse should be components of any long-term water resources management strategy.  相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies.  相似文献

The article states the case for greatly enhanced reliance on desalination in the provision of freshwater. It argues that the concept of integrated water resource management (IWRM), should be expanded to routinely include desalination, and that sea water and brackish water should be listed among available sources of freshwater. In recent years, the price per m3 of freshwater obtained from desalination has steadily declined, and is now within competitive range of conventional sources, especially as extracting water from surface sources (rivers, lakes) is becoming increasingly expensive as well as ecologically harmful, and groundwater in many locations is saline or depleted. With the expectation that by 2020, five billion people will reside in megacities, today's conventional water resources are likely to become insufficient. As many of these megacities are located near ocean coasts, sea water seems a logical solution.  相似文献

Parts of the USA are facing impending shortages of freshwater. One proposed solution is the construction of desalination plants to turn seawater into freshwater. Although seawater desalination plants are widely used in the Middle East, especially Saudi Arabia, there are few desalination plants in the USA. In 2003, Tampa Bay Water built the largest desalination plant in North America. Persistent operating problems and escalating costs have caused the utility to re-evaluate its reliance on the seawater desalination plant as part of a long-term regional water supply strategy. In addition, environmental effects of the plant are uncertain. Advances in reverse osmosis technology have significantly reduced desalination costs. However, desalination of seawater is still more expensive than other freshwater supply sources and demand management measures. With time and research, seawater desalination may prove to be a sustainable, cost-effective source of new freshwater supplies, especially if plants are coupled with renewable energy sources. Until then, the development of small-scale groundwater desalination plants, the re-use of water, water conservation, and a more efficient allocation of water through higher prices and rising block rates will be important strategies in meeting growing water demand. Moreover, it is important to improve the coordination between water supply planning and land use planning as populations continue to increase.  相似文献

ABSTRACT: Liquid dominated geothermal systems are expected to account for most of the growth in geothermal energy production in the coming decades. Production of water from such systems could significantly augment fresh water supplies. The feasibility of water exploitation is clouded by potential problems related to seismic impacts, land subsidence and the composition of geothermal brines. If these problems can be overcome at little cost, desalination of brines may be feasible. Estimates of water production costs are presented for a variety of desalination technologies, plant sizes and brine water compositions. These estimates show that production costs will range from $139.10/A.F. to $436.00/A.F. at the plant boundary. Economies of scale and brine composition are important determinants of cost. Production costs are substantially in excess of the value of water in alternative uses. However, in certain unique situations, it may be efficient to desalt brines for use in upgrading the quality of municipal water, industrial process water and irrigation water. Unique situations aside, geothermal brines are not likely to provide an economical source of fresh water in the absence of striking changes in the patterns of supply and demand for water.  相似文献

ABSTRACT: A growing number of developing communities in New Jersey is planning for an ultimate population that would be supplied by endogenous sources of water. At the state and national level, however, reliance on exogenous sources appears to be in favor. Both viewpoints, of course, recognize that water supply is one of the major critical factors in determining the capacity of a land area to support population. Three planning issues that bear on this endogenous-exogenous source controversy are discussed: 1) deep aquifers which have recharge areas in other political jurisdictions and are therefore regulated by other bodies will not count as an endogenous source, reliance will be placed only on shallow water table aquifers which are recharged by local precipitation; 2) total development of the groundwater resources of a headwaters community could result in severe base flow diminishment, thereby supporting the notion that these communities have a regional responsibility to restrict their growth so as to preserve and protect the water supply for downstream users; and 3) yield decrementing estimates, i.e., how much recharge water is lost to runoff as a consequence of development, are needed in order to assess the magnitude of local water resources.  相似文献

ABSTRACT The selection of an evaporator design must reflect the balancing of captial cost (primarily in heat exchanger surface and vessels) against operating cost (primarily steam cost) to achieve minimum cost. In a conjunctive plant the tendency is to select a low-capital cost, high-operating cost plant. In addition, it is advantageous to use a high-capacity plant which needs to be operated much less of the time than a plant which is sized just at the needed rate. For example, in the study of a possible system to satisfy a future increase of 450 MGD in water supply to New York Qty, a plant of 750 MGD capacity was selected as optimum. This plant, of the advanced VTE-MSF process type, would have a performance ratio of 9 lb product/1000 Btu as compared to 10-13 normally used for base-loaded plants. Steam would be supplied by a multi-unit dual-purpose nuclear power plant. The most economical type of energy supply would be “interruptible”; the steam would be used by a low pressure turbine to generate electricity during periods of peak electrical demand but would be available to the desalting plant at other times. The low pressure turbine would be available as spinning reserve during desalting plant operation. It is estimated that the desalting plant would have a load factor of 27 per cent over its life.  相似文献

ABSTRACT: The East Lansing-Meridian Water and Sewer Authority studied a sand-gravel esker near the existing water treatment plant to determine its potential as an independent surface water supply. The nearby Red Cedar River was also investigated as a possible source of water for immediate treatment or for recharge of the esker. Although the bedrock aquifer (Grand River and Saginaw Formations) yields water adequate for the next 20 years, potential savings in treatment (hardness, iron) and pumping costs, estimated at $30,000 per year for present demand of 5 MGD, are attractive incentives for a surface water-esker recharge program. Operation savings would also be realized by constructing additional bedrock wells in new areas. The river-esker-recharge and new wellfield alternatives are compared for cost-effectiveness. Land costs make the recharge alternative more expensive. The land is undeveloped suburban property with potential for recreational use in conjunction with water supply. More places of outdoor retreat and aesthetics are needed in the Lansig Metropolitan area. A portion of the land costs would have to be borne by these or other interests for the river recharge scheme to be economically feasible.  相似文献

ABSTRACT The Office of Saline Water, which has federal responsibility for developing low-cost, saline sources of fresh water, has recognized the need for an improved method of forecasting the future potential of desalting in this country. The magnitude of the role of desalting will influence the plans of federal, state, and local water resource agencies and the research and development programs of manufacturers. A dynamic simulation model has been developed by Arthur D. Little, Inc. under contract by OSW to translate relevant factors of water supply and demand into a forecast of desalting potential. The model projects the needs for desalting in 20 hydrologic regions of the U.S. Model performance has thus far been demonstrated by the development of a forecast and a battery of related sensitivity tests. Current results indicate the following potential desalting capacities: 225 MGD in 1980; 2,250 MGD in 2000; and 7,000 MGD in 2020. Significant improvements in desalting economics promise to increase these potentials by a factor of four or five by 2000-2020. Model inputs and results are continuing to be refined. When completed, OSW will have a dynamic tool with which to guide its R&D program.  相似文献

ABSTRACT: It is estimated that by about 1984 water demand in the District will nearly equal Nature's average annual replenishment of the supply and that, thereafter, unless means are developed to augment our in-District resources, water mining will be required on a grand scale. Sources of augmentation include: (1) reduction of wastes; (2) industrial recycling of previously-used water; (3) use of municipal sewage effluents; (4) desalination of brackish ground water; (5) aquifer recharge from all available, high-quality sources, particularly flood waters; and (6) importation of excess waters from such out-of-District sources as the lower courses of the Suwannee and Apalachicola Rivers. To achieve maximum beneficial uses of in-District sources a regional water and sewer authority is needed that can develop and transmit water from all available sources to the various county and city systems on a wholesale basis. It is envisioned that such a supply system would tie together all production sources, much as the electrical generation and supply systems are currently organized into regional electric power hookups. At least two bills are currently before the Florida Legislature to achieve these goals.  相似文献

Desalination technologies are energy intensive and expensive to implement making desalination using renewable energy resources a potentially attractive option. Unfortunately, saline groundwater resources are not well characterized for many regions hindering consideration of such technologies. In this assessment, we estimate the saline groundwater resources of the principal aquifers of the United States using a geographic information system and correlate these resources to wind resources potentially sufficient to supply the energy demand of desalination equipment. We estimate that 3.1 × 1014 m3 saline groundwater, total volume, are contained in 28 of the country’s principal aquifers known to contain saline groundwater. Of this volume, 1.4 × 1014 m3 saline groundwater are co‐located with wind resources sufficient for electrical generation to desalinate groundwater.  相似文献

ABSTRACT The relative economic costs of meeting projected public potable water demands through increasing the supply, controlling the demand, and increasing the capacity for interagency water transfers are explored. These alternatives and combinations are evaluated with the aid of a linear programming model in northeastern New Jersey, a major metropolitan region of over 4.5 million people, for the years 1975 to 2000. After more than 30 model tests it was found that a combination of increased interagency transfers and added water supplies was the least expensive solution.  相似文献

Abstract: Assessment of long‐term impacts of projected changes in climate, population, and land use and land cover on regional water resource is critical to the sustainable development of the southeastern United States. The objective of this study was to fully budget annual water availability for water supply (precipitation ? evapotranspiration + groundwater supply + return flow) and demand from commercial, domestic, industrial, irrigation, livestock, mining, and thermoelectric uses. The Water Supply Stress Index and Water Supply Stress Index Ratio were developed to evaluate water stress conditions over time and across the 666 eight‐digit Hydrologic Unit Code basins in the 13 southeastern states. Predictions from two Global Circulation Models (CGC1 and HadCM2Sul), one land use change model, and one human population model, were integrated to project future water supply stress in 2020. We found that population increase greatly stressed water supply in metropolitan areas located in the Piedmont region and Florida. Predicted land use and land cover changes will have little effect on water quantity and water supply‐water demand relationship. In contrast, climate changes had the most pronounced effects on regional water supply and demand, especially in western Texas where water stress was historically highest in the study region. The simulation system developed by this study is useful for water resource planners to address water shortage problems such as those experienced during 2007 in the study region. Future studies should focus on refining the water supply term to include flow exchanges between watersheds and constraints of water quality and environmental flows to water availability for human use.  相似文献

ABSTRACT: Mandatory water conservation in the form of restrictions on outdoor watering, car washing, and recreation was implemented in the City of Austin, Texas, during the summers of 1984 and 1985. Three different stages of restrictions were implemented limiting the number of watering hours per day, as well as a restriction that allowed lawn watering once every five days according to the last digit of the street address, Intervention analysis using a transfer function-noise model of daily water use is applied to assess the impact of the restrictions. Compared to a peak water use rate of about 170 MGD, it is shown that mandatory restrictions in 1984 reduced water use by an average of 13.5 MGD, while similar restrictions during the summer of 1985 reduced usage by an average of 5.5 MGD. Lawn watering restrictions on a five-day cycle produced a corresponding five-day cycle in water use of more than 10 MGD in amplitude in 1985. An alternative lawn watering scheme that eliminates this cycle is prescribed.  相似文献

A new system composed of a sequential flat plate and parabolic dish solar collector was applied to enhance the solar desalination productivity. Heated saline water was desalinated using the evaporation/condensation principle and an effort was made to achieve higher distillate production compared to previous studies. Desalination efficiency values were calculated between 23% and 57%. Maximum desalinated water productions were obtained as 1,038 mL/m2.h in autumn and 1,402 mL/m2.h in summer. The cost of solar desalination system was found as economically feasible with 3 years’ payback period and the produced water cost of 0.014 $/L. Physicochemical analyses revealed that as a result of the desalination process, salinity level decreased from 35.6‰ to 0.0–0.1‰, chloride concentration decreased from 21,407 mg/L to 10 mg/L, and electrical conductivity decreased from 53.1 mS/cm to 0.11 mS/cm.  相似文献

ABSTRACT: An analysis is undertaken to determine the conditions under which membrane desalination becomes an economically preferable alternative for treating brackish water supplies. While membrane desalination is more expensive than conventional treatment, it affords benefits beyond those of conventional processes by reducing salinity related damages. An important and largely unexplored issue regards how the added cost of desalination compares to its benefits in terms of damages avoided. A comparative analysis is undertaken over a range of scenarios with the objective of identifying the treatment technology the leads to the lowest “total economic cost,” a term described by the sum of costs related to supply, treatment, and salinity related damages. Using data from a representative region, desalination yields the lowest total economic cost for source waters that exceed “threshold” salinity concentrations below 1,000 mg/l total dissolved solids (TDS). In instances where standard conventional processes require upgrades to maintain compliance with pending regulations (e.g., disinfection byproducts), the cost gap between membrane and conventional processes is reduced and the threshold concentration lowered. Given the inherent uncertainty in both treatment cost and damage estimates, a sensitivity analysis is conducted to determine which factors have the greatest impact on the treatment decision. Results suggest that considering salinity related damages when selecting a treatment technology makes membrane desalination of brackish waters economically attractive under a wider range of circumstances.  相似文献
