Environmental decision support systems (EDSSs) are an emerging tool used to integrate the evaluation of highly complex and interrelated physicochemical, biological, hydrological, social, and economic aspects of environmental problems. An EDSS approach is developed to address hot-spot concerns for a water quality trading program intended to implement the total maximum daily load (TMDL) for phosphorus in the Non-Tidal Passaic River Basin of New Jersey. Twenty-two wastewater treatment plants (WWTPs) spread throughout the watershed are considered the major sources of phosphorus loading to the river system. Periodic surface water diversions to a major reservoir from the confluence of two key tributaries alter the natural hydrology of the watershed and must be considered in the development of a trading framework that ensures protection of water quality. An EDSS is applied that enables the selection of a water quality trading framework that protects the watershed from phosphorus-induced hot spots. The EDSS employs Simon’s (1960) three stages of the decision-making process: intelligence, design, and choice. The identification of two potential hot spots and three diversion scenarios enables the delineation of three management areas for buying and selling of phosphorus credits among WWTPs. The result shows that the most conservative option entails consideration of two possible diversion scenarios, and trading between management areas is restricted accordingly. The method described here is believed to be the first application of an EDSS to a water quality trading program that explicitly accounts for surface water diversions.  相似文献

ABSTRACT. This paper describes the meteorological patterns that produced the combination of heavy rains in August 1971 that resulted in record floods in New Jersey. Daily and hourly precipitation data and selected recurrence frequencies of rainfall amounts are tabulated. History of previous heavy rainfalls in New Jersey indicates that occurrences of very heavy rains are frequently associated with tropical disturbances. Flood damages, fatalities, warnings issued and areas of record river stages are summarized.  相似文献

A review of wetland impacts authorized under the New Jersey Freshwater Wetlands Protection Act (FWPA) was conducted based on permitting data compiled for the period 1 July 1988 to 31 December 1993. Data regarding the acreage of wetlands impacted, location of impacts by drainage basin and watershed, and mitigation were analyzed. Wetland impacts authorized and mitigation under New Jersey's program were evaluated and compared with Section 404 information available for New Jersey and other regions of the United States.Under the FWPA, 3003 permits were issued authorizing impacts to 234.76 ha (602.27 acres) of wetlands and waters. Compensatory mitigation requirements for impacts associated with individual permits required the creation of 69.20 ha. (171.00 acres), and restoration of 16.49 ha (40.75 acres) of wetlands. Cumulative impacts by watershed were directly related to levels of development and population growth.The FWPA has resulted in an estimated 67% reduction [44.32 ha (109.47 acres) vs 136.26 ha (336.56 acres)] in annual wetland and water impacts when compared with Section 404 data for New Jersey. For mitigation, the slight increase in wetland acreage over acreage impacted is largely consistent with Section 404 data.Based on this evaluation, the FWPA has succeeded in reducing the level of wetland impacts in New Jersey. However, despite stringent regulation of activities in and around wetlands, New Jersey continues to experience approximately 32 ha (79 acres) of unmitigated wetland impacts annually. Our results suggest that additional efforts focusing on minimizing wetland impacts and increasing wetlands creation are needed to attain a goal of no net loss of freshwater wetlands.  相似文献

ABSTRACT: The effects of variable discharges during the summer on the dissolved oxygen (DO) content and water temperature upstream and downstream of the Conowingo Hydroelectric Power Station were investigated. The DO dynamics are controlled primarily by meteorological factors that are independent of the mode of hydrostation operation. DO stratification occurred during the summer in Conowingo Pond, but thermal stratification was not observed. The magnitude and duration of off-peak discharges including a run-of-the-river operation did not affect DO stratification in Conowingo Pond; little vertical mixing occurred. However, strong winds and/or high river flows temporarily destroyed DO stratification. The run-of-the-river operation or off-peak continuous discharge schemes did not provide better DO conditions downstream of the hydrostation than the peaking operation with intermittent off-peak releases. A statistical model predicted that a DO of 5 ppm occurs 0.6 miles downstream of the powerhouse when the natural river flow is consistently greater than 15,000 cfs and water temperature is less than 80°F. A mean daily DO of at least 4 ppm was predicted to occur over 80 percent of the time during the 92-day summer period. Farther downstream (1.3 miles from the powerhouse) a mean daily DO of at least 4 ppm was predicted to occur 90 percent of the time in summer.  相似文献

Using data related to stream order and the morphological characteristics associated with streams of different discharge rates, an estimate of the river resources of the United States is made. The national totals are: 3,200,000 miles total length of rivers; 15,000 square miles of river surface; and 29 cubic miles of water stored in river channels. Using the same techniques, more exact estimates may be made for individual river basins. Suggestions are given for application of the techniques and river data in the management of water resources.  相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents. ABSTRACT: The distribution of trace elements in New Jersey streambed sediments is described with respect to physiographic provinces and major drainage areas. Samples were collected during 1976–1993 at 295 sites distributed throughout New Jersey. Copper, chromium, lead, and zinc were detected with the greatest frequency and at the highest concentrations of the elements. Concentrations of most trace elements were significantly higher in streambed sediments from the New England (glaciated) and Piedmont physiographic provinces - the provinces with the lowest and highest percentages of urban land use, respectively - than in sediments from the other provinces. High trace-element concentrations in the New England (glaciated) province reflect previous mining of extensive magnetite deposits, whereas those in the Piedmont province most likely reflect urban land use. Significantly lower trace-element concentrations in streambed sediments from the Coastal Plain are attributable to the low pH of the streamwater, the lack of iron and manganese available to form coatings that scavenge trace elements, and the relatively low percentage of urban land use in the province. Trace-element concentrations were related to land use, population, or point sources in the drainage basin specific to the sampling location by using logistic regression. Results of this analysis indicate a relation between arsenic and agricultural land use; chromium and physiographic province; and copper, lead, and zinc and population density.  相似文献

ABSTRACT. The estimator equations obtained using invariant imbedding is used to estimate the parameters in river or stream pollution. By using these equations, the parameters can be estimated directly from differential equations representing the pollution model and from measured noisy data such as BOD and DO. Another advantage of this approach is that a sequential estimation scheme is obtained. By using this sequential scheme, only current data are needed to estimate current or future values of the unknown parameters. Consequently, a large amount of computer time and computer memory can be saved. Furthermore, not only the parameters but also the concentrations of pollutants can be estimated. Thus, it also forms an effective forecasting technique. The classical least squares criterion is used in the estimation. Several examples are solved to illustrate the technique. This paper develops a framework for regional scale flood modeling that integrates NEXRAD Level III rainfall, GIS, and a hydrological model (HEC-HMS/RAS). The San Antonio River Basin (about 4000 square miles, 10,000 km2) in Central Texas, USA, is the domain of the study because it is a region subject to frequent occurrences of severe flash flooding. A major flood in the summer of 2002 is chosen as a case to examine the modeling framework. The model consists of a rainfall-runoff model (HEC-HMS) that converts precipitation excess to overland flow and channel runoff, as well as a hydraulic model (HEC-RAS) that models unsteady state flow through the river channel network based on the HEC-HMS-derived hydrographs. HEC-HMS is run on a 4 x 4 km grid in the domain, a resolution consistent with the resolution of NEXRAD rainfall taken from the local river authority. Watershed parameters are calibrated manually to produce a good simulation of discharge at 12 subbasins. With the calibrated discharge, HEC-RAS is capable of producing floodplain polygons that are comparable to the satellite imagery. The modeling framework presented in this study incorporates a portion of the recently developed GIS tool named Map to Map that has been created on a local scale and extends it to a regional scale. The results of this research will benefit future modeling efforts by providing a tool for hydrological forecasts of flooding on a regional scale. While designed for the San Antonio River Basin, this regional scale model may be used as a prototype for model applications in other areas of the country.  相似文献

River systems are increasingly under stress and pressure from agriculture and urbanization in riparian zones, resulting in frequent engineering interventions such as bank stabilization or flood protection. This study provides guidelines for a more sustainable approach to river management based on hydrogeomorphology concepts applied to three contrasted rivers in Quebec (Canada). Mobility and flooding spaces are determined for the three rivers, and three levels of “freedom space” are subsequently defined based on the combination of the two spaces. The first level of freedom space includes very frequently flooded and highly mobile zones over the next 50 years, as well as riparian wetlands. It provides the minimum space for both fluvial and ecological functionality of the river system. On average for the three studied sites, this minimum space was approximately 1.7 times the channel width, but this minimum space corresponds to a highly variable width which must be determined from a thorough hydrogeomorphic assessment and cannot be predicted using a representative average. The second level includes space for floods of larger magnitude and provides for meanders to migrate freely over a longer time period. The last level of freedom space represents exceptional flood zones. We propose the freedom space concept to be implemented in current river management legislation because it promotes a sustainable way to manage river systems, and it increases their resilience to climate and land use changes in comparison with traditional river management approaches which are based on frequent and spatially restricted interventions.  相似文献

ABSTRACT: The current 201 study by the Bergen County Sewer Authority illustrates possibilities for improving the currently defined relationships between 201, 208 and 303 studies. The Bergen County Sewer Authority serves 115 square miles in northeast New Jersey, providing sewerage service to 507,000 people in 43 municipalities. Its STP discharges to the Hackensack River, a tidal estuary recently classified as Water Quality Limited, and which receives significant non-plant loading. The subject 201 study is concurrent with 208 and 303 planning by NJDEP. Preliminary evaluations show that detailed 201 work can affect the conclusions of 303 and 208 studies, and that a wider (environmental - social as well as economic) interpretation of cost-effectiveness can demand re-examination of prior assumptions and decisions, a task not typically part of 208–303 work. Increased flexibility is needed in applying 303 and 208 recommendations to defining 201 studies and NPDES permit criteria, particularly in analysis of water use objectives, water quality parameters and future flows, loadings and facility costs. Further, perception of alternatives can be clarified by broadening analysis of costs and control and plant strategies. Inclusion of 201 planning at all stages of regional planning can synergistically improve the total planning process.  相似文献

ABSTRACT: Concentrations of 18 hydrophobic chlorinated organic compounds in streambed sediments from 100 sites throughout New Jersey were examined to determine (1) which compounds were detected most frequently, (2) whether detection frequencies differed among selected drainage basins, and (3) whether concentrations differed significantly among selected drainage basins. Twelve drainage basins across New Jersey that contain a range of land-use patterns and population densities were selected to represent various types and degrees of development. To ensure an adequate number of samples for statistical comparison among drainage basins, the 12 selected basins were consolidated into seven drainage areas on the basis of similarities in land-use patterns and population densities. Additionally, data for three classes of chlorinated organic compounds in streambed sediments from 255 sites throughout New Jersey were examined to determine whether the presence of these compounds in streambed sediments is related to the type and degree of development within the drainage area of each sampling site. Chlorinated organic compounds detected most frequently within the seven representative drainage areas were DDT, DDE, DDD, chlordane, dieldrin, and PCBs. DDT, DDE, and DDD, which were the most widely distributed organic compounds, were detected in about 60 to 100 percent of the samples from all drainage areas but one (where the detection rate for these compounds was about 20 to 40 percent). Chiordane and dieldrin were detected in about 80 to 100 percent of samples from highly urbanized and populated drainage areas; detection frequencies for these compounds tended to be smaller in less developed and populated areas. PCBs were detected in about 40 to 85 percent of samples from all drainage areas; detection frequencies were highest in the most heavily developed and populated areas. Analysis of variance on rank-transformed organic compound concentrations normalized to sediment organic carbon content was used to evaluate differences in concentrations among the seven representative drainage areas. Chlordane and PCBs were the chlorinated organic compounds with the most highly elevated concentrations in streambed sediments across the State. Median normalized concentrations of all six of the most frequently detected chlorinated organic compounds were highest in the most heavily urbanized and populated drainage area and lowest in the less populated, predominantly agricultural or forested areas. Concentrations of DDT and DDE, however, did not differ significantly among most of the drainage areas. Concentrations of DDD, chlordane, dieldrin, and PCBs differed significantly among drainage areas. The highest median normalized concentrations were found in samples from the most heavily urbanized and populated areas, and the lowest were in samples from the least developed, most heavily forested area. Logistic regression was used to examine relations between the presence of hydrophobic chlorinated organic compounds in streambed sediments at specified concentrations and variables that characterize the type and degree of development within the drainage areas of 255 sites across New Jersey. The explanatory variables found most useful for predicting the presence of chlorinated organic compounds in streambed sediments include total population and amounts (in square kilometers) of various land-use categories. Logistic regression equations were developed to identify significant relations between population and amounts of specific land-use categories within drainage areas and the probability of detecting chlorinated organic contaminants in streambed sediments. These relations can be used to assist in the identification of geographic regions of primary concern for contamination of bed sediments by chlorinated organic compounds across the State.  相似文献

ABSTRACT: A three-year study has been conducted on a 4.6 mile stretch of the Saddle River near Lodi, New Jersey. The primary objectives of this investigation were (1) to provide baseline information on the concentration and distribution of heavy metals in bottom sediments of the Saddle River; (2) to qualitatively evaluate which parameters affect this distribution; and (3) to determine the effect of urbanization on the concentration and distribution of these materials. Significant enrichments of several heavy metals were observed in bottom sediments of the lower Saddle River near Lodi, New Jersey, as compared to the upper Saddle River. Attempts to correlate metal concentrations in bottom sediments with chemical-oxygen demand were not successful in demonstrating a relationship between these two factors. Metal concentrations were found to be strongly dependent upon particle size. In general, metal concentrations in bottom sediments increased with decreasing partical diameter. However, metals enrichment was observed to be considerably greater in the larger sediment fractions studied (>420μ) than the smaller sediment fractions as one proceeded downstream through the urban area. Since the larger sediment fractions are least effected by scour and transport they may best reflect the effect of urbanization on the distribution of heavy metals over an extended period of time at a given location.  相似文献

ABSTRACT: The St. Johns River basin is the largest watershed entirely within the State of Florida, and is one of the few northward flowing rivers in the United States. The river basin contains 11,431 square miles, of which 9,430 square miles are drained by the river and its tributaries. The remainder drains into the Atlantic Ocean or the Intracoastal Waterway. Its largest sub-basin is the Oklawaha River basin, which has a drainage area of 2,870 square miles. Ground elevations range from sea level to 200 feet above mean sea level in the main river basin and as high as 300 feet above mean sea level in the Oklawaha River basin. This study was designed to investigate the surface water resources of the St. Johns River and the existing consumptive uses. The analysis revealed that the river is an extremely large and valuable resource which has been under-utilized and could play a much stronger role in serving the needs of the people in the basin.  相似文献

Understanding how hydraulic factors control alluvial river meander migration can help resource managers evaluate the long-term effects of floodplain management and bank stabilization measures. Using a numerical model based on the mechanics of flow and sediment transport in curved river channels, we predict 50 years of channel migration and suggest the planning and ecological implications of that migration for a 6.4-km reach (river miles 218–222) of the Sacramento River near the Woodson Bridge State Recreation Area, California, USA. Using four different channel management scenarios, our channel migration simulations suggest that: (1) channel stabilization alters the future channel planform locally and downstream from the stabilization; (2) rock revetment currently on the bank upstream from the Woodson Bridge recreation area causes more erosion of the channel bank at the recreation area than if the revetment were not present; (3) relocating the channel to the west and allowing subsequent unconstrained river migration relieves the erosion pressure in the Woodson Bridge area; (4) the subsequent migration reworks (erodes along one river bank and replaces new floodplain along the other) 26.5 ha of land; and (5) the river will rework between 8.5 and 48.5 ha of land in the study reach (over the course of 50 years), depending on the bank stabilization plan used. The reworking of floodplain lands is an important riparian ecosystem function that maintains habitat heterogeneity, an essential factor for the long-term survival of several threatened and endangered animal species in the Sacramento River area.  相似文献

The City of Cape May, New Jersey, draws its primary water supply from the Cohansey Aquifer, a unit serving residential, community, and industrial users throughout the Coastal Plain. By the year 2000, projected population growth will impose a peak water demand beyond available supplies. In addition, regional over-pumping threatens the Cohansey with saltwater intrusion, placing the city wells at risk by 1998. In the early-to mid 1990s, three broad categories of water-supply alternatives were evaluated by regional, state, and federal agencies — additional pumping from the Cohansey, conjunctive use of the Cohansey with other aquifers, and desalination of brackish groundwater. An approach was adopted in 1996 which derives up to 2 MGD from desalination of brackish groundwater, with the remaining peak demand satisfied by short-term pumpage from existing wells in the Cohansey. The first of two wells has been completed, yielding 1.4 MGD of brackish groundwater. Similar performance from the second well will exceed the design goal. When the initial system comes on line during the summer of 1998, New Jersey will have its first public water supply derived from desalinated groundwater. The use of desalinated groundwater balances competing demands for water resources in the southern Cape Region of New Jersey, allowing continued economic growth while reducing human impacts on a threatened aquifer.  相似文献

ABSTRACT. The stochastic nature of some water quality time series were examined. These time series include nine years of daily observations in: (1) the stream flow (Q), (2) the water temperature (T), (3) the dissolved oxygen (DO), and (4) the biochemical oxygen demand (BOD) of the Passaic River at Little Falls, New Jersey. It was found that the random component contributes more than 60 per cent of the variance in the BOD series, but only 30 per cent or less in the DO series. Autocorrelation analysis suggest that DO and BOD residual series have a persistence of about 30 days. Significant crosscorrelation between DO and temperature T was found when DO lags T for up to 30 days, which indicates that the critical DO probably lags the critical temperature. Also, spectral anlaysis shows multiple peaks in the BOD series, reflecting effects of storm runoff and other non-point source pollution on river water quality.  相似文献

ABSTRACT: Land use planning in rapidly developing areas can serve as an effective tool for minimizing water quality impacts on ground water supplies. A land use management model applied to Jackson Township of the New Jersey Pine Barrens was developed. The management model consisted of a simulation model for the transport of nitrates from septic tank systems through the aquifer and a multiobjective, goal programming optimization model to determine population density restrictions using 208 areawide planning population projections. Results showed that growth may have to be curtailed in several areas of Jackson Township and that current population projections over the next 30 years may result in unacceptably high nitrate concentrations downgradient of Jackson Township. The management framework provides a flexible approach to land use planning.  相似文献

Air temperature in several galleries of the Covadura System (Sorbas Gypsum Karst, Almería) was measured at monthly intervals over a period of 1 year. The spatial temperature distribution for each month was modeled in a geostatistical framework. The mean trend of the air temperature and the difference between each experimental temperature measurement and this trend were calculated over space and time. Both the trend and residual component were characterized using a geostatistical space-time model. A large spatial trend of the air temperature was found due to the orientation of galleries within the cave system and as a function of the distance from the main cave entrance. Kriging was used for the spatial estimation of the time covariance of the residuals. This enabled the delimitation of the cave into three zones of varying environmental risk in the event of being opened to visits by the public, according to the degree of stability of air temperature over space and time. The influence of human presence on the spatial temperature distribution was assessed using data collected during a year (2000/2001) in pilot galleries opened to the public. An average visit corresponding to August was selected comprising 16 people over a period of 53 min. This average visit influenced the spatial temperature pattern at distances of more than 90 m from the cave entrance, according to the geostatistical model adopted. Within this zone the mean thermal increment generated by human presence was estimated to be 0.26 degrees C. The spatiotemporal mathematical model of the cave air temperature has been revealed as a useful tool for the environmental management of show caves.  相似文献

ABSTRACT: Buffer strips are undisturbed, naturally vegetated zones around water supply reservoirs and their tributaries that are a recognized and integral aspect of watershed management. These strips can be very effective in protecting the quality of public potable water supply reservoirs by removing sediment and associated pollutants, reducing bank erosion, and displacing activities from the water's edge that represent potential sources of nonpoint source pollutant generation. As part of a comprehensive watershed management protect for the State of New Jersey, a parameter-based buffer strip model was developed for application to all watersheds above water supply intakes or reservoirs. Input requirements for the model include a combination of slope, width, and time of travel. The application of the model to a watershed in New Jersey with a recommended buffer strip width that ranges from 50 to 300 feet, depending upon a number of assumptions, results in from 6 to 13 percent of the watershed above the reservoir being occupied by the buffer.  相似文献
