The safety management systems applied at the international level in merchant vessels do not have their equivalent in the vessels dedicated to fishing, and much less to the most numerous sub-sector, artisanal fishing. The article presented here is based on the results of a research project conducted to assess the degree of safety existing in the artisanal fishing fleet of Andalusia, in SW Spain. It offers a set of proposals aimed at improving safety by the production and application of check-lists, as stated in the initial objectives of the project. We therefore present a series of specific working instruments for the detection and correction of the various risks that are frequently faced in the artisanal fisheries sector; these instruments have, in fact, already been applied by the Regional Authorities in the form of risk assessment models, which we present here.  相似文献

Occupational accidents still constitute one of the major problems in Turkey, as they do all over the world. Every year, nearly one thousand people die due to occupational accidents and two thousand people are injured, becoming temporarily or permanently disabled. This leads to social and economic problems for these people. As a result, families suffer from occupational accidents socially and psychologically. On the other hand, the economy of the country and the employers are faced with economic loss and work day loss. The aim of this study is to assess the results of occupational accidents occurring between the years 2000 and 2005 in Turkey in terms of various criteria. In this study, a fluctuation in Turkey in the number of occupational accidents between 2000 and 2005 and a downward fluctuation in the number of deaths resulting from occupational accidents have been observed. Permanent disabilities have also shown a falling trend since 2002. Occupational accidents are mostly seen in the sectors of manufacture of metal goods (except for machines), construction, the textile industry, coal mining and manufacture of transportation vehicles, while the deaths of workers and permanently disabled persons due to occupational accidents are mostly seen in the construction sector.  相似文献

ContextProfessional sea fishing is among the world’s most variable (non-standardized) and dangerous sectors of activity. Because of this, it provides a remarkable model to study the complex links existing between resilience and safety. Paradoxically, even if the huge risks being run cause many shipwrecks (low safety level), studies show that these sailors avoid an even greater number of accidents thanks to their exceptional skill and know-how (remarkable resilience level). This article examines several ways of improving safety in an activity of this type.MethodTwo intervention strategies are tested: (i) a micro-ergonomics strategy offering conduct assistance guidelines based on accident analyses of the most serious and frequent causes (collisions while fishing); (ii) a macro-ergonomics strategy comparing the safety level of large firms having committed to a Total Quality approach, to that of smaller companies, often privately owned.ResultNeither of the two strategies works out as expected. The micro-ergonomics anti-collision assistance strategy is misused towards an increase of the fishing objective; the macro-ergonomics strategy is even more surprising: the largest firms suffer from a smaller number of shipwrecks, but a much greater number of work-related injuries; the strategy simply results in a minor shift of the sacrificial decision between performance and safety (loss of men vs. loss of vessels), while maintaining the same priority for financial performance.DiscussionThe article submits a simple modeling of the relationship between resilience and safety, and discusses the choice of strategies for safety-improving interventions, taking into account the system’s financial performance and the legal pressure to which it is subjected.  相似文献

为掌握危险货物道路运输事故的发生规律,预防事故与灾害发生,笔者收集、整理了2000年9月至2007年3月间的609起危险货物道路运输事故案例,并对案例进行详细分解和统计分析,获得了危险货物道路运输事故的时间分布、地域分布、路段分布、事故形态分布、事故原因分布等统计特征。研究结果表明,危险货物道路运输事故具有如下规律:早晨和上午(4时至12时)是事故多发时段;事故形态以单车事故为主,特别是车辆倾斜或侧翻事故为数最多;驾驶员处置不当和违法驾驶行为以及运输车辆机件失效是导致事故的最主要的两类原因。针对案例分析结果,提出预防危险货物道路运输事故、保障危险货物道路运输安全的对策与建议。  相似文献

Interactions between natural events and industrial installations may lead to dangerous phenomena. According to bibliographical research, the industrial sector is often unprepared for these joint natural and technological or Natech events mainly because of the lack of guidelines on how to apply Natech regulations and the lack of information on the dynamics of Natechs. In order to fill the gaps and provide guidance on Natech risk assessment to operators, a systematic risk analysis methodology was developed and resulted firstly in proposing general reference bow-ties that reconfigure accidental scenarios triggered by flood events. The validation of these scenarios was made in the surface treatment sector. Building on these bow-ties, the risk analysis methodology will be completed and a checklist simple to use, along with a list proposing preventive and protective measures, to be used by operators in order to decrease the vulnerability of their industrial facilities to technological accidents triggered by floods will be developed in future work.  相似文献

To make a study of accident and risk management, it is necessary to analyze the socio-technical system in which these accidents occur. The strategies by which the actors involved respond to critical situations can only be understood within their own context, by recognizing the exigencies and constraints of the system in which they operate. According to the chart of migrations and transgressions of professional practices [Amalberti, R., 2001. The paradoxes of almost totally safe transportation systems. Safety Science 37, 109–126], a system, any system, is conceived as responding to the triple pressure of social regulations, available technology and the financial returns of performance. Without curbs or checks, the system would evolve toward an increase in performance and individual profit. Barriers define the boundaries within which operations are considered to be safe.A case-by-case analysis of collisions at sea enabled us to identify two basic causes: undetected signals, and wrong diagnoses. It has also allowed us to define the real operating space of the functional units (fishing vessels) most often involved in collisions, as well as the permeable areas of the safety barriers, through which operations are allowed to migrate toward unsafe zones. As far as the collision risk is concerned, functional units work in a borderline area, close to the limits of safe behavior. To prevent accidents, it will be necessary to reinforce these too-permeable safety barriers, thus limiting the migration factor and bringing the functional units back into an area in which the factors of safety, performance and individual profits are all acceptable.  相似文献

Over 10% of occupational accidents are triggered by a slip. These accidents are more frequent in food sector workshops. Anti-slip floors are a means of preventing slips. Much has been done in terms of methodology to assess slip resistance and measurement of new floor slip resistance. To date, no study has dealt with time-related changes in slip resistance in the field. Floor roughness is the first criterion which comes to mind when explaining floor slip resistance values or changes. This study, conducted in four food sector enterprises, points out the possible role played by another factor: “fouling” of the industrial floor over a period of several months after it has been finished. Similar slip resistance changes have been observed in several workshops, namely, a major decrease right from the first days of activity followed by stabilization over the following months. Changes in floor roughness cannot explain the recorded variation in slip resistance, which possibly results from fouling of the floor finishing.  相似文献

Substantial efforts have been devoted to accident investigations, but do we gain a reasonable benefit from these efforts? The current study explores multilevel (individual, company, sector/trade, authorities) learning from major accidents and serious incidents. Specifically, this involves identifying a set of learning criteria, i.e. factors or indicators that potentially support and contribute to multilevel learning processes. Identifying such criteria is based on: (i) the accident investigation process, (ii) the follow-up efforts, and (iii) contextual aspects. Three Norwegian accident investigations in transportation (aviation, marine, rail) represent the empirical foundation for the study. Learning criteria were derived by both document analyses from the accidents (e.g. investigation reports) and literature reviews on organizational learning. These were the basis for a workshop regarding learning from accidents, with participants from the aviation, marine, and rail sector. Key results from this workshop are presented and discussed. The study concludes by presenting a set of criteria for learning from accidents.  相似文献

Problem: Commercial fishing is one of the least safe occupations. Method: The researchers develop a fishing vessel accident probability model for fishing areas off the northeastern United States using logit regression and daily data from 1981 to 1993. Results: The results indicate that fishing vessel accident probability declined over the study period. Higher wind speed is associated with greater accident probability. Medium-size vessels have the highest accident probability, while small vessels have the lowest. Within the study region, accident probability is lower in the southwestern section than in the northeastern section. Accidents are likely to occur closer to shore than offshore. Accident probability is lowest in spring. Impact on Industry: The probability model is an important building block in development and quantitative assessment of management mechanisms related to safety in the commercial fishing industry.  相似文献

据统计,快开门式压力容器爆炸事故约占压力容器事故总数的三分之一,且带压开门是引起爆炸的主要原因,因此针对其安全开展相关研究具有重要的意义。基于此,该文建立了快开门式压力容器余压爆炸数值计算模型,并进行了数值计算。计算结果(包括压力分布、速度分布、温度分布等)能直观显示快开门式压力容器爆炸过程。数值结果与试验结果进行了对比,结果表明,该模型具有较高精度,可以有效的预测快开门式压力容器的开门余压爆炸。  相似文献

Introduction

Roadway safety is a major concern for the general public and public agencies, as roadway crashes claim many lives and cause substantial economic loss each year. In Iran, a large number of vehicles are involved in road accidents each year, which cause many deaths and extensive property damage; such accidents are among the major causes of death and disability in the country. Method: To reduce roadway accidents, the factors that affect the occurrence and severity of accidents should be scrutinized to prevent or reduce their effect. The method that many researchers have adopted to determine the effective parameters surrounding road accidents in recent years is through statistical modeling of accidents. In this article, the role of different kinds of vehicles in traffic flow are investigated separately in terms of the likelihood of crashes on urban highways, and the vehicles are divided into three groups: passenger cars, heavy vehicles, and light non-passenger car vehicles. Poisson and negative binomial (NB) regression models were applied to model the accidents in this research, which were categorized into two groups: no injury (property damage only) accidents and more severe (injury and fatal) accidents. Results: Ultimately, we conclude that light non-passenger car vehicles (i.e., taxis and motorcycles) play the largest role in the occurrence of crashes on urban highways for both types of accidents.  相似文献

How do organizations react and learn from accidents? The current paper deals with the justified necessity of acting upon, and learning from accidents. The aim is to discuss organizational dynamics and interplay, evoked and put into (re)action ‘after the fact’.The paper is part of an interview study that was designed to invite individuals to reflect back, and search for patterns in terms of how they interpret the learning impact of an accident, not just in terms of changes within their own organization that can be traced back to accidents, but for the sector as a whole. A presumption for this study was the importance to look at organizational interaction, i.e. how organizations act, affect, and speak with each other. In all 30 people from the rail and marine sector were interviewed with regard to (1) revealed changes in the aftermath of the accident, and (2) conditions for learning from accidents. Thematically, the interviews had two major accidents in Norway as a background theme: The high-speed craft MS Sleipner-accident (1999) and the railway accident at Åsta (2000).The paper reports and discusses key findings from the study, with a specific focus on the interplay between actors and parallel processes in the aftermaths of an accident.  相似文献

Crude oil and other liquid materials are transported in large quantities through pipelines. Pipelines are an efficient and safe transport way as compared to both rail and road transportation, both from the economical and environmental points of view. Nevertheless, loss of containment accidents can occur due to external action –a mechanical impact, for example– or to corrosion, aging, etc. Even though the frequency of such events is certainly very low, the effects and consequences on environment can be very important.The consequences of accidents in pipelines can be efficiently reduced through a suitable design of the whole system. One of the points which must be decided in the design is the installation of blocking valves at appropriate distances, so that emergency shutdowns can interrupt the flow of substance and isolate the section where the loss of containment has taken place. In the case of pipe rupture the amount released is therefore limited to the content between two consecutive valves, usually placed according to heuristic criteria. However, if too many valves are used, the capital cost of equipment increases excessively, and if too few are used, the risk of serious accidents increases.In this paper we consider the possibility of improving the design of such systems by applying risk-based optimization criteria. We propose an optimization methodology to solve this conflict by means of an objective function that analyzes the variations in overall costs, including the cost of the investment (with specific reference to blocking valves) and the cost of accidents. The result is an optimum situation in which costs are kept to a minimum. As an example, we apply the methodology to the transportation of gasoline by pipeline.  相似文献

Introduction

The rate for work related accidents in the Spanish mining sector is notably higher than in other countries such as the United States. It produces a very negative impact on the mining industry. This paper is the report of a study on serious and fatal accidents in Spanish mining from 1982-2006. It is based on the reports of 212 accidents (serious or fatal) carried out by the General Management of Energy and Mining of Catalonia (Spain). Method: The high work-related accident rate in the Spanish mining sector makes it necessary to carry out an analysis and research that can shed light on the causes of this high rate; this is the only way that a solution can be found. The study is based on Feyer and Williamson's analysis of accident causes, as they apply to 212 accidents. The types and causes of the accidents are coded according to the coding system used by the Spanish National Institute for Safety and Hygiene in the Workplace, which allows us to identify a series of direct causes and contributing factors in different accidents. Results If all the causes and factors that are present in the accidents are known, we are able to look for appropriate solutions to reduce them as much as possible. In short, we are able to come up with a series of conclusions that expose the weak links in the management of accident prevention in companies. This is helpful in the struggle to reduce work injuries in the Spanish mining sector.  相似文献

Methods for detecting outbreaks in the frequency of particular human-related phenomena have typically monitored daily counts for geographical regions. However, age can also be a significant factor in the frequency distribution of particular phenomena. Using data relating to motor vehicle crashes on public roads, this paper offers a methodology for detecting outbreaks that are age group clustered. The transitional Poisson regression model is used to provide day-ahead forecasts (expected values) for daily crash counts across different age groups. Standardized smoothed count departures from their smoothed day-ahead forecasts across all age groups are used to detect systematic outbreaks. The CUSUM of sequential age group standardized scores is used to signal outbreaks that are age-clustered. Potential applications of the developed methodology include early detection of age-related epidemics and unusual increases in work-related accidents.  相似文献

IntroductionContributory factors to motorcycle crashes vary among populations depending on several aspects such as the users' profiles, the composition and density of traffic, and the infrastructure features. A better understanding of local motorcycle crashes can be reached in those places where a comprehensive analysis is performed. This paper presents the results obtained from a case study analysis of 400 police records of accidents involving motorcycles in Bogota.MethodTo achieve a deeper level of understanding of how these accidents occur, we propose a systemic approach that uses available crash data. The methodology is inspired by accident prototypical scenarios, a tool for analysis developed in France.ResultsWhen grouping cases we identified three categories: solo motorcycle accidents, motorcyclist and pedestrian accidents, and accidents involving a motorcycle and another vehicle. Within these categories we undertook in-depth analyses of 32 groups of accidents obtaining valuable information to better comprehend motorcyclists' road crashes in a local context. Recurrent contributory factors in the groups of accidents include: inexperienced motorcyclists, wide urban roads that incite speeding and risky overtaking maneuvers, flowing urban roads that encourage high speed and increased interaction between vehicles, and lack of infrastructure maintenance.Practical ApplicationsThe results obtained are a valuable asset to define measures that will be conveniently adapted to the group of accident on which we want to act. The methodology exposed in this paper is applicable to the study of road crashes that involve all types of actors, not only the motorcyclists, and in contexts different than those presented in Bogota.  相似文献

In this study, 15 Western European countries were compared for two periods, 1989–1991, and 1997–1999. The aim was to better understand the relation between different socio-cultural factors, regulations related to traffic safety, and fatal traffic deaths. The question is also posed whether such factors are functional in the search for a safety typology aimed to characterize nations with regard to safety.Despite increased similarity regarding traffic regulation, the differences regarding fatal deaths in motor vehicle road accidents remain among the countries studied. The only studied factor that has changed its relation to motor traffic accidents during the two periods is number of cars which has lost its importance.The conclusion of the study is that type of religion and wealth of the country seem to be the most important factors. Type of religion in the country seems to have an impact on values related to safety. Being a Catholic country or not seems to be as important as being a wealthy country or not. Being a non-wealthy Catholic country leads to more traffic accidents than being a wealthy Catholic country. Being a wealthy Catholic country, however, does seem to lead to more traffic accidents than being a similar wealthy but non-Catholic country.A safety typology with three to five categories is found. The most outspoken categories are Catholic, Protestant and Mixed. The five categories should be Non-wealthy Catholic, Wealthy Catholic, Anglo-Saxon, Safe Protestant and Continental Protestant. The typology have similarities to typologies which have been developed in welfare research.  相似文献

Differences in the lethality of occupational accidents in OECD countries   总被引:1,自引:0,他引:1  
International comparisons of the frequency of occupational accidents are rare because figures reported by each country are influenced by factors other than differences in the occurrence of actual accidents. In this study, we performed an international comparison of occupational accidents which distinguishes between fatal cases and all reported accidents, in order to control for the effects of other factors in accident reporting. Annual data on the numbers of fatal and non-fatal occupational accidents in member countries of the Organisation for Economic Co-operation and Development (OECD) between 1993 and 1998 were obtained from the Labour Statistics Database, which is operated by the International Labour Organization (ILO). The average incidence of all accidents across OECD countries ranged from 17 to 4608 per 100,000 persons in the labor force, whereas the incidence of fatal accidents across OECD countries ranged from 1 to 12 per 100,000 persons in the labor force. Lethality rates per 10,000 total accident cases ranged from 9 (Germany) to 3252 (Turkey). When comparing countries using the same statistical definition of accidents, three or more absence days, the difference in lethality of reported accidents within the same industrial sector is reduced to a sixfold difference (49 for the United Kingdom versus 333 for Ireland). Furthermore, the difference in lethality decreased to about twofold (18 for Spain versus 35 for Czech Republic) in the group using definitions with a criteria of one absent day. The results suggest that reported differences in lethality can reflect artificial administrative factors rather than the harmful factors that cause actual occupational accidents. To make more valid comparison of occupational accident between countries, harmonization of accident statistics is required.  相似文献

Marine fishing is one of the most dangerous occupations. So far, no studies addressing occupational safety and health in the Egyptian fisheries have been conducted. The objective of this study is to explore and identify the types and causes of, as well as some factors associated with, occupational accidents and illnesses in the Egyptian marine fisheries. A sample of 686 fishermen in El-Maaddiya fishing port were interviewed for collecting relevant data. This paper presents the types of injuries mentioned by the interviewed fishermen and their potential causes in terms of accident type and involved agency/agency part. Also, major health problems and potential causes are presented. Furthermore, a logistic regression analysis was performed to study the significance of the association of some factors, such as age, experience, education and fishing gear with the occurrence of injuries and illnesses. The results of this study show that the Egyptian fishing industry involve many hazardous work conditions and practices that result in high morbidity and mortality rates, and high injury rates. The study recommends further research on suitable measures for the management of this problem.  相似文献
