Abstract

The U.S. Environmental Protection Agency in 1997 revised the 1-hr ozone (O3) National Ambient Air Quality Standard (NAAQS) to one based on an 8-hr average, resulting in potential nonattainment status for substantial portions of the eastern United States. The regulatory process provides for the development of a state implementation plan that includes a demonstration that the projected future O3 concentrations will be at or below the NAAQS based on photochemical modeling and analytical techniques.

In this study, four photochemical modeling systems, based on two photochemical models, Community Model for Air Quality and the Comprehensive Air Quality Model with extensions, and two emissions processing models, Sparse Matrix Optimization Kernel for Emissions and Emissions Modeling System, were applied to the eastern United States, with emphasis on the northeastern Ozone Transport Region in terms of their response to oxides of nitrogen and volatile organic carbon-focused controls on the estimated design values. With the 8-hr O3 NAAQS set as a bright-line test, it was found that a given area could be termed as being in or out of attainment of the NAAQS depending upon the modeling system. This suggests the need to provide an estimate of model-to-model uncertainty in the relative reduction factor (RRF) for a better understanding of the uncertainty in projecting the status of an area's attainment. Results indicate that the model-to-model differences considered in this study introduce an uncertainty of the future estimated design value of ~3–5 ppb.  相似文献

Within the integrated observation-modeling analysis approach, we show that the model-to-model differences in the predicted responses to emission reductions are smaller than the model-to-model differences in predicted absolute ozone concentrations. The updated regulatory framework for demonstrating that future 8-hr ozone (O3) design values will be at or below the National Ambient Air Quality Standards (NAAQS) provides guidelines for the development of a State Implementation Plan (SIP) that includes methods based on photochemical modeling and analytical techniques. One of the suggested approaches is the relative reduction factor (RRF) for estimating the efficacy of emission reductions. In this study, the sensitivity of model-predicted responses towards emission reductions to the choice of meteorology and chemical mechanisms was examined. While the different modeling simulations generally were found to be in agreement on whether predicted future-year design values would be above or below the NAAQS for 8-hr O3 at a majority of the monitoring locations in the eastern United States, differences existed for a small percentage of monitors (approximately 6.4%). Another issue investigated was the ability of the attainment demonstration procedure to predict changes in monitored O3 design values. A retrospective analysis was performed by comparing predicted O3 design values from model simulations using emission estimates for 1996 and 2001 with monitored O3 design values for 2001. Results indicated that an average gross error of approximately 5 ppb was present between modeled and observed design values and that, at approximately 27% of all sites, model-predicted and observed design values disagreed as to whether the design value was above or below the NAAQS. Retrospective analyses such as the one presented in this study can provide valuable insights into the strengths and limitations of modeling and analysis techniques used to predict future design values over time periods of a decade or more for the purpose of developing SIPs. Furthermore, such analyses could provide avenues for improvement and added confidence in the use of the RRF approach for addressing attainment of the NAAQS.  相似文献

It is therefore critical to develop and implement more common and synchronized temporal, spatial, and speciation cross-reference systems such that the processes within each emissions model converge toward reasonably similar results. Land use data are among the inputs used to determine dry deposition velocities for photochemical grid models such as the Comprehensive Air Quality Model with extensions (CAMx) that is currently used for attainment demonstrations and air quality planning by the state of Texas. The sensitivity of dry deposition and O3 mixing ratios to land use classification was investigated by comparing predictions based on default U.S. Geological Survey (USGS) land use data to predictions based on recently compiled land use data that were collected to improve biogenic emissions estimates. Dry deposition of O3 decreased throughout much of eastern Texas, especially in urban areas, with the new land use data. Predicted 1-hr averaged O3 mixing ratios with the new land use data were as much as 11 ppbv greater and 6 ppbv less than predictions based on USGS land use data during the late afternoon. In addition, the area with peak O3 mixing ratios in excess of 100 ppbv increased significantly in urban areas when deposition velocities were calculated based on the new land use data. Finally, more detailed data on land use within urban areas resulted in peak changes in O3 mixing ratios of approximately 2 ppbv. These results indicate the importance of establishing accurate, internally consistent land use data for photochemical modeling in urban areas in Texas. They also indicate the need for field validation of deposition rates in areas experiencing changing land use patterns, such as during urban reforestation programs or residential and commercial development.  相似文献

In 1997, the U.S. Environmental Protection Agency revised the National Ambient Air Quality Standard governing ozone (O3), adding an 8-hr standard of 0.08 ppm and phasing out the 1-hr requirement of 0.12 ppm. The 8-hr standard is intended to provide greater protection for human health. This research examines spatial and temporal patterns of exceedances of the standards using monitoring data and modeled estimates. The Penn State/National Center for Atmospheric Research Mesoscale Model and Models-3 framework were used to estimate hourly O3 concentrations for 4-km resolution in the Maryland/Virginia/Delaware/Washington, DC, and northern Georgia domains. Results reveal that the spatial and temporal nature of compliance is considerably different under the 8-hr standard. In the modeling simulations, the 8-hr standard was exceeded 2-5.2 times more often and in a 1.8-16.2 times larger area than the 1-hr standard. The 8-hr standard was exceeded in areas that generally comply with the 1-hr standard and are not well covered by the monitoring network. These results imply that a larger population resides in areas with unhealthy O3 levels than noncompliance with the original 1-hr standard suggests. For the MD/VA/DE/DC domains, 80 and 98% of the total population live in areas with 8-hr National Ambient Air Quality Standards (NAAQS) exceedances for the 1990 and 1995 episodes, respectively.  相似文献

The role of emissions of volatile organic compounds and nitric oxide from biogenic sources is becoming increasingly important in regulatory air quality modeling as levels of anthropogenic emissions continue to decrease and stricter health-based air quality standards are being adopted. However, considerable uncertainties still exist in the current estimation methodologies for biogenic emissions. The impact of these uncertainties on ozone and fine particulate matter (PM2.5) levels for the eastern United States was studied, focusing on biogenic emissions estimates from two commonly used biogenic emission models, the Model of Emissions of Gases and Aerosols from Nature (MEGAN) and the Biogenic Emissions Inventory System (BEIS). Photochemical grid modeling simulations were performed for two scenarios: one reflecting present day conditions and the other reflecting a hypothetical future year with reductions in emissions of anthropogenic oxides of nitrogen (NOx). For ozone, the use of MEGAN emissions resulted in a higher ozone response to hypothetical anthropogenic NOx emission reductions compared with BEIS. Applying the current U.S. Environmental Protection Agency guidance on regulatory air quality modeling in conjunction with typical maximum ozone concentrations, the differences in estimated future year ozone design values (DVF) stemming from differences in biogenic emissions estimates were on the order of 4 parts per billion (ppb), corresponding to approximately 5% of the daily maximum 8-hr ozone National Ambient Air Quality Standard (NAAQS) of 75 ppb. For PM2.5, the differences were 0.1-0.25 microg/m3 in the summer total organic mass component of DVFs, corresponding to approximately 1-2% of the value of the annual PM2.5 NAAQS of 15 microg/m3. Spatial variations in the ozone and PM2.5 differences also reveal that the impacts of different biogenic emission estimates on ozone and PM2.5 levels are dependent on ambient levels of anthropogenic emissions.  相似文献

Analyses of ozone (O3) measurements in conjunction with photochemical modeling were used to assess the feasibility of attaining the federal 8-hr O3 standard in the eastern United States. Various combinations of volatile organic compound (VOC) and oxides of nitrogen (NOx) emission reductions were effective in lowering modeled peak 1-hr O3 concentrations. VOC emissions reductions alone had only a modest impact on modeled peak 8-hr O3 concentrations. Anthropogenic NOx emissions reductions of 46-86% of 1996 base case values were needed to reach the level of the 8-hr standard in some areas. As NOx emissions are reduced, O3 production efficiency increases, which accounts for the less than proportional response of calculated 8-hr O3 levels. Such increases in O3 production efficiency also were noted in previous modeling work for central California. O3 production in some urban core areas, such as New York City and Chicago, IL, was found to be VOC-limited. In these areas, moderate NOx emissions reductions may be accompanied by increases in peak 8-hr O3 levels. The findings help to explain differences in historical trends in 1- and 8-hr O3 levels and have serious implications for the feasibility of attaining the 8-hr O3 standard in several areas of the eastern United States.  相似文献

Also, the response of the modeling system in reproducing the measured range of ozone levels over the diurnal cycle is poor, suggesting the need for improvement in the treatment of the physical and chemical processes of the modeling system during the nighttime and morning hours if it is to be used to address the 8-hr ozone standard.  相似文献

With the promulgation of the National Ambient Air Quality Standards (NAAQS or standard) for 8-hr ozone (O3), the U.S. Environmental Protection Agency (EPA) issued modeling guidance that advocated the use of results from photochemical air quality models in a relative sense. In doing so, the EPA provided guidance on how to calculate relative response factors (RRFs) that can project current design value (DV) mixing ratios into the future for the purpose of determining the attainment status with respect to the O3 standard. The RRFs recommended by the EPA represent the average response of the photochemical model over a broad range of O3 mixing ratios above a specified cutoff threshold. However, it is known that O3 response to emission reductions of limiting precursors (i.e., NOx and/or VOC) is greater on days with higher O3 mixing ratios compared to days with lower mixing ratios. In this study, we present a segmented RRF concept termed band-RRF, which takes into account the different model responses at different O3 mixing ratios. The new band-RRF concept is demonstrated in the San Joaquin Valley (SJV) region of California for the 1-hr and 8-hr O3 standards. The 1-hr O3 analysis is relevant to work done in support of the SJV O3 State Implementation Plan (SIP) submitted to the EPA in 2013. The 8-hr example for the future year of 2019 is presented for illustrative purposes only. Further work will be conducted with attainment deadline of 2032 as part of upcoming SIPs for the 0.075 parts per million (ppm) 8-hr O3 standard. The applicability of the band-RRF concept to the particulate matter (PM2.5) standards is also discussed.
Implications:Results of photochemical models are used in regulatory applications in a relative sense using relative response factors (RRFs), which represent the impacts of emissions reductions over a wide range of ozone (O3) values. It is possible to extend the concept of RRFs to account for the fact that higher O3 mixing ratios (both 1-hr and 8-hr) respond more to emissions controls of limiting precursors than do lower O3 mixing ratios. We demonstrate this extended concept, termed band-RRF, for the 1-hr and 8-hr O3 National Ambient Air Quality Standard (NAAQS or standard) in the San Joaquin Valley of California. This extension can also be made applicable to the 24-hr PM2.5 and annual PM2.5 standards.  相似文献

Three modeling approaches, the U.S. Environmental Protection Agency’s (EPA) Community Multiscale Air Quality (CMAQ) zero-out, the Comprehensive Air quality Model with extensions (CAMx) zero-out, and the CAMx probing tools ozone source apportionment tool (OSAT), were used to project the contributions of various source categories to future year design values for summer 8-hr average ozone concentrations at selected U.S. monitors. The CMAQ and CAMx zero-out or brute-force approaches predicted generally similar contributions for most of the source categories, with some small differences. One of the important findings from this study was that both the CMAQ and CAMx zero-out approaches tended to apportion a larger contribution to the “other” category than the OSAT approach. For the OSAT approach, this category is the difference between the total emissions and the sum of the tracked emissions and consists of non-U.S. emissions. For the zero-out approach, it also includes the effects of nonlinearities in the system because the sum of the sensitivities of all sources is not necessarily equal to the sum of their contributions in a nonperturbed environment. The study illustrates the strengths and weaknesses of source apportionment approaches, such as OSAT, and source sensitivity approaches, such as zero-out. The OSAT approach is suitable for studying source contributions, whereas the zero-out approach is suitable for studying response to emission changes. Future year design values of summer 8-hr average ozone concentrations were projected to decrease at all the selected monitors for all the simulations in each city, except at the downtown Los Angeles monitor. Both the CMAQ and CAMx results showed all modeled locations project attainment in 2018 and 2030 to the current National Ambient Air Quality Standards (NAAQS) level of 75 ppb, except the selected Los Angeles monitor in 2018 and the selected San Bernardino monitor in 2018 and 2030.
Implications:This study illustrates the strengths and weaknesses of three modeling approaches, CMAQ zero-out, CAMx zero-out, and OSAT to project contributions of various source categories to future year design values for summer 8-hr average ozone concentrations at selected U.S. monitors. The OSAT approach is suitable for studying source contributions, whereas the zero-out approach is suitable for studying response to emission changes. Future year design values of summer 8-hr average ozone concentrations were projected to decrease, except at the downtown Los Angeles monitor. Comparing projections with the current NAAQS (75 ppb) show attainment everywhere, except two locations in 2018 and one location in 2030.  相似文献

ABSTRACT

New National Ambient Air Quality Standards (NAAQS) were promulgated for fine particulate matter (FPM) in July 1997. This paper summarizes likely timing for implementing programs to meet these standards, which have a bearing on future modeling/analysis needs. The paper notes technical requirements implied by the nature of the NAAQS, as well as feedback the agency has received concerning modeling/analysis through Federal Advisory Committee Act (FACA) subcommittee work groups. Conclusions and recommendations drawn from recently completed U.S. Environmental Protection Agency (EPA)- sponsored workshops on modeling and other source attribution techniques are also described. Efforts to respond to needs implied by the NAAQS and feedback are noted by outlining major topics and issues that future guidance on use of modeling and other analyses used for attainment demonstrations will need to address. The paper concludes by highlighting several as yet unmet modeling/analysis needs to support a well-founded strategy for meeting air quality goals for FPM. These are suggested as potential areas for policy-relevant research.  相似文献

The Big Bend Regional Aerosol and Visibility Observational (BRAVO) Study was commissioned to investigate the sources of haze at Big Bend National Park in southwest Texas. The modeling domain of the BRAVO Study includes most of the continental United States and Mexico. The BRAVO emissions inventory was constructed from the 1999 National Emission Inventory for the United States, modified to include finer-resolution data for Texas and 13 U.S. states in close proximity. The first regional-scale Mexican emissions inventory designed for air-quality modeling applications was developed for 10 northern Mexican states, the Tula Industrial Park in the state of Hidalgo, and the Popocatépetl volcano in the state of Puebla. Emissions data were compiled from numerous sources, including the U.S. Environmental Protection Agency (EPA), the Texas Natural Resources Conservation Commission (now Texas Commission on Environmental Quality), the Eastern Research Group, the Minerals Management Service, the Instituto Nacional de Ecología, and the Instituto Nacional de Estadistica Geografía y Informática. The inventory includes emissions for CO, nitrogen oxides, sulfur dioxide, volatile organic compounds (VOCs), ammonia, particulate matter (PM) < 10 microm in aerodynamic diameter, and PM < 2.5 microm in aerodynamic diameter. Wind-blown dust and biomass burning were not included in the inventory, although high concentrations of dust and organic PM attributed to biomass burning have been observed at Big Bend National Park. The SMOKE modeling system was used to generate gridded emissions fields for use with the Regional Modeling System for Aerosols and Deposition (REMSAD) and the Community Multiscale Air Quality model modified with the Model of Aerosol Dynamics, Reaction, Ionization and Dissolution (CMAQ-MADRID). The compilation of the inventory, supporting model input data, and issues encountered during the development of the inventory are documented. A comparison of the BRAVO emissions inventory for Mexico with other emerging Mexican emission inventories illustrates their uncertainty.  相似文献

Attaining the National Ambient Air Quality Standard (NAAQS) for ozone (O3) could cost billions of dollars nationwide. Attainment of the NAAQS is judged on O3 measurements made by the Federal Reference Method (FRM), ethylene chemiluminescence, or a Federal Equivalent Method (FEM), predominantly ultraviolet (UV) absorption. Starting in the 1980s, FRM monitors were replaced by FEMs so that today virtually all monitoring in the United States uses the UV methodology. This report summarizes a laboratory and collocated ambient air monitoring study of interferences in O3 monitors. Potential interferences examined in the laboratory included water vapor, mercury, o-nitrophenol, naphthalene, p-tolualdehyde, and mixed reaction products from smog chamber simulations of urban atmospheric photochemistry. UV absorption O3 monitors modified for humidity equilibration were also collocated with UV FEM O3 monitors at six sites in Houston, TX, during the 2007 summer O3 season. The results suggest that humidity and interfering species can positively bias (overestimate) O3 measured by FEM monitors used to determine compliance with the O3 standards. The results also suggest that humidity equilibration can mitigate this bias.  相似文献

To improve U.S. air quality, there are many regulations on-the-way (OTW) and on-the-books (OTB), including mobile source California Low Emission Vehicle third generation (LEV III) and federal Tier 3 standards. This study explores the effects of those regulations by using the U.S. Environmental Protection Agency's (EPA) Community Multiscale Air Quality (CMAQ) model for 8-hr ozone concentrations in the western and eastern United States in the years 2018 and 2030 during a month with typical high ozone concentrations, July. Alterations in pollutant emissions can be due to technological improvements, regulatory amendments, and changes in growth. In order to project emission rates for future years, the impacts of all of these factors were estimated. This study emphasizes the potential light-duty vehicle emission changes by year to predict ozone levels. The results of this study show that most areas have decreases in 8-hr ozone concentrations in the year 2030, although there are some areas with increased concentrations. Additionally, there are areas with 8-hr ozone concentrations greater than the current U.S. National Ambient Air Quality Standard level, which is 75 ppb.

Implications:

To improve U.S. air quality, many regulations are on the way and on the books, including mobile source California LEV III and federal Tier 3 standards. This study explores the effects of those regulations for 8-hr ozone concentrations in the western and eastern United States in the years 2018 and 2030. The results of this study show that most areas have decreases in 8-hr ozone concentrations in 2030, although there are some areas with increased concentrations. Air quality impacts of volatile organic compound (VOC) and nitrogen oxide (NOx) emissions from major sources over the northwestern United States are simulated. The comprehensive nested modeling system comprises three models: Community Multiscale Air Quality (CMAQ), Weather Research and Forecasting (WRF), and Sparse Matrix Operator Kernel Emissions (SMOKE). In addition, the decoupled direct method in three dimensions (DDM-3D) is used to determine the sensitivities of pollutant concentrations to changes in precursor emissions during a severe smog episode in July of 2006. The average simulated 8-hr daily maximum O3 concentration is 48.9 ppb, with 1-hr O3 maxima up to 106 ppb (40 km southeast of Seattle). The average simulated PM2.5 (particulate matter with an aerodynamic diameter <2.5 μm) concentration at the measurement sites is 9.06 μg m?3, which is in good agreement with the observed concentration (8.06 μg m?3). In urban areas (i.e., Seattle, Vancouver, etc.), the model predicts that, on average, a reduction of NOx emissions is simulated to lead to an increase in average 8-hr daily maximum O3 concentrations, and will be most prominent in Seattle (where the greatest sensitivity is??0.2 ppb per % change of mobile sources). On the other hand, decreasing NOx emissions is simulated to decrease the 8-hr maximum O3 concentrations in remote and forested areas. Decreased NOx emissions are simulated to slightly increase PM2.5 in major urban areas. In urban areas, a decrease in VOC emissions will result in a decrease of 8-hr maximum O3 concentrations. The impact of decreased VOC emissions from biogenic, mobile, nonroad, and area sources on average 8-hr daily maximum O3 concentrations is up to 0.05 ppb decrease per % of emission change, each. Decreased emissions of VOCs decrease average PM2.5 concentrations in the entire modeling domain. In major cities, PM2.5 concentrations are more sensitive to emissions of VOCs from biogenic sources than other sources of VOCs. These results can be used to interpret the effectiveness of VOC or NOx controls over pollutant concentrations, especially for localities that may exceed National Ambient Air Quality Standards (NAAQS).

Implications: The effect of NOx and VOC controls on ozone and PM2.5 concentrations in the northwestern United States is examined using the decoupled direct method in three dimensions (DDM-3D) in a state-of-the-art three-dimensional chemical transport model (CMAQ). NOx controls are predicted to increase PM2.5 and ozone in major urban areas and decrease ozone in more remote and forested areas. VOC reductions are helpful in reducing ozone and PM2.5 concentrations in urban areas. Biogenic VOC sources have the largest impact on O3 and PM2.5 concentrations.  相似文献
