Concerns over the loss of biodiversity and ecosystem services in farmland have prompted the development of agri-environment policy measures aimed at reducing farming pressure and maintaining semi-natural habitats in farmed landscapes. However, further knowledge is needed to guarantee successful agri-environment measures implementation. The current study assessed the quantity and the quality of semi-natural habitats in farms across a gradient of farming intensities in two contrasting regions in Ireland. Policy protection seemed fundamental for semi-natural habitats preservation. Habitats not protected by agricultural policy relied on extensive farming and are in danger of disappearing if they are intensified or abandoned. Due to the lack of policy incentives for habitat quality, no correlations were found between farming intensity and share of semi-natural habitats with habitat quality. Therefore, extensive farming and retention of habitats alone may not reverse the decline of farmland quality and biodiverisity and, thus, measures incentivising the environmental quality may be more successful.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01344-6) contains supplementary material, which is available to authorized users.  相似文献

In the new European Pesticide Regulation (EC) No. 1107/2009, the harmonisation of approaches for estimation of the environmental exposure of pesticides is considered a major goal. Several member states currently require their own models for the calculation of predicted environmental concentrations (PEC) in surface water. The variety of methods makes risk evaluations rather time-consuming for both notifiers and evaluating authorities. In the present study we compare surface water concentrations of 19 compounds using EU and country-specific models and risk assessment approaches to evaluate to which extent the resulting estimated exposure concentrations differ. Our results show that EU and country specific approaches and the resulting surface water concentrations differ considerably regarding basic model assumptions and assessment methods. The results indicate that the aimed harmonisation of risk assessment approaches within the EU will be difficult based on current models. New scenarios may help to achieve a harmonisation taking country-specific features into account.  相似文献

To conserve biodiversity efficiently, an international framework is needed to ensure that national priorities take into account regional and global priorities. BirdLife International has published five comprehensive assessments of the global status of the world's birds and two evaluations of the status of Europe's birds at a continental level. This paper analyzes the results of these assessments in relation to Europe's 56 species of raptors and owls, 18% of which are of global conservation concern, and 64% of which have an unfavorable conservation status in Europe. The European Union (EU) holds half of the total estimated European breeding population of raptors and owls, and European Russia supports another third, but every European country has a responsibility for at least two species of European conservation concern. During the 1990s, more raptors increased than decreased in most EU member states, but the opposite was true in eastern Europe, where many of the most threatened species are concentrated. Given the popularity of these species with the public, and the political commitment to halt the loss of biodiversity by 2010, much more action is needed to monitor and conserve birds of prey.  相似文献

In this perspective article, we provide recommendations for strengthening the policy framework for protecting the Baltic Sea from agricultural nutrient pollution. The most striking weakness is the lax implementation of prescribed abatement measures, particularly concerning manure management, in most countries. Institutions of the EU should also be leveraged for achieving Baltic Sea Action Plan (BSAP) goals. In contrast to the Helsinki Convention, the European Union has economic, political and legal mandates to further implementation and compliance. Equally important is the need for strengthening of local institutions, particularly Water Boards and independent agricultural advisory services in the eastern Baltic Sea Region countries. There is also an urgent need for implementation of voluntary land-use measures where EU funding available to farmers is more broadly and effectively used by providing it on the basis of estimated abatement performance, which can be realized through modelling. Background, aim, and scope  

The present study focuses on the temporal concentration changes of four common organic pollutants in small freshwater streams of Hesse, Germany. The substances (tris(2-chloroethyl)phosphate (TCEP), the technical isomer mixture of 4-nonylphenol (NP), 2-(t-butylamino)-4-(ethylamino)-6-(methylthio)-s-triazine (terbutryn), and N,N-diethyl-m-toluamide (DEET)) are subject to differing regulations. Whereas the use of NP and the related nonylphenolethoxylates (NPEOs) are almost completely banned under EU directive 2003/53/EC, the herbicide terbutryn is only restricted for use as a herbicide in the majority of member states of the European Union (EU). In contrast, TCEP and DEET are not regulated by legislation, but have been replaced in some products through consumer pressure. The impact of regulation on the environmental concentrations of these pollutants is discussed.  相似文献

The composite market design is a proposal for a transferable discharge permit system that specifically includes agricultural non-point-source dischargers and addresses both property rights and transaction cost problems. The first step to implementation of a composite market scheme is the estimation of a supply curve for abatement measures in the catchment area. Estimation is performed by combining costs with modeled loss reductions from selected best management practices and then using this information to estimate the supply curve for abatement, which in turn can then be used to set permit prices. The R?nne? catchment in southern Sweden is used as a pilot study area for making this type of estimate. Costs for existing measures that reduce nutrient losses from farmland (catch crops and spring planting) are based on existing programs financed by the Swedish Agricultural Board. A set of supply curves is calculated for these measures using retention estimates for seven subcatchments and three soil types in the area. Although existing information is sufficient to calculate partial supply curves and may be used to set permit prices, additional measures should be included as well as an increased number of variables for differentiating site specific reduction costs.  相似文献

The neutralization of wastewater treatment residues is an issue for many countries. The European Union (EU) legal regulations have limited the use of the residues in agriculture and implemented a ban for their disposal. Therefore, urgent action should be taken to find solutions for the safe disposal of sewage sludge. The problem refers in particular to the new EU member countries, including Poland, where one can now observe an intensive development of sewage system networks and new sewage treatment plants. At the same time, these countries have few installations for thermal sewage sludge utilization (e.g., there is only one installation of that type in Poland). Simultaneously, there are many coal-fired mechanical stoker-fired boilers in some of these countries. This paper presents suggestions for the production of granulated fuel from sewage sludge and coal slime. Additionally, among others, lime was added to the fuel to decrease the sulfur compounds emission. Results are presented of research on fuel with two average grain diameters (~15 and 35 mm). The fuel with such diameters is adapted to the requirements of the combustion process taking place in a stokerfired boiler. The research was aimed at identifying the behavior of the burning fuel, with special attention paid to its emission properties (e.g., to the emissions of oxides of nitrogen [NOx], sulfur dioxide [SO2], and carbon mon-oxide [CO], among others). The concentration and emission values were compared with similar results obtained while burning hard coal. The combustion process was carried out in a laboratory stand where realization of the large-scale tests is possible. The laboratory stand used made simulation possible for a wide range of burning processes in mechanical stoker-fired boilers.  相似文献

The objective of the study is to investigate the long-run relationship between climatic factors (i.e., greenhouse gas emissions, agricultural methane emissions, and industrial nitrous oxide emission), air pollution (i.e., carbon dioxide emissions), and energy sources (i.e., nuclear energy; oil, gas, and coal energy; and fossil fuel energy) in the panel of 35 developed countries (including EU-15, new EU member states, G-7, and other countries) over a period of 1975–2012. In order to achieve this objective, the present study uses sophisticated panel econometric techniques including panel cointegration, panel fully modified OLS (FMOLS), and dynamic OLS (DOLS). The results show that there is a long-run relationship between the variables. Nuclear energy reduces greenhouse gases and carbon emissions; however, the other emissions, i.e., agricultural methane emissions and industrial nitrous oxide, are still to increase during the study period. Electricity production from oil, gas, and coal sources increases the greenhouse gases and carbon emissions; however, the intensity to increase emissions is far less than the intensity to increase emissions through fossil fuel. Policies that reduce emissions of greenhouse gases can simultaneously alter emissions of conventional pollutants that have deleterious effects on human health and the environment.  相似文献

The air quality management (AQM) framework in the UK is designed to be an effects-based solution to air pollutants currently affecting human health. The AQM process has been legislated through The Environment Act 1995, which required the National Air Quality Strategy (NAQS) to be published. AQM practice and capability within local authorities has flourished since the publication of the NAQS in March 1997. This paper outlines the policy framework within which the UK operates, both at a domestic and European level, and reviews the air quality management process relating to current UK policy and EU policy. Data from questionnaire surveys are used to indicate the involvement of various sectors of local government in the air quality management process. These data indicate an increasing use of monitoring, and use of air dispersion modelling by English local authorities. Data relating to the management of air quality, for example, the existence and work of air quality groups, dissemination of information to the public and policy measures in place on a local scale to improve air quality, have also been reported. The UK NAQS has been reviewed in 1999 to reflect developments in European legislation, technological and scientific advances, improved air pollution modelling techniques and an increasingly better understanding of the socio-economic issues involved. The AQM process, as implemented by UK local authorities, provides an effective model for other European member states with regards to the implementation of the Air Quality Framework Directive. The future direction of air quality policy in the UK is also discussed.  相似文献

The paper discusses key aspects of the European Union (EU) regulatory policy related to the persistence and bound residues of agricultural pesticide active substances in soil. This is examined in the context of the EU Authorisations Directive (91/414/EEC) which will gradually replace existing national systems of agricultural pesticide regulation within EU Member States. Discussion is concentrated on this directive, looking in particular at the Uniform Principles therein and the possible ways that these decision-making guidelines could be developed into a regulatory framework. The aim in this process of negotiated development is to identify any questions or data requirements that will be needed for persistent pesticides or soil bound residues, over and above those generally required for all compounds. The present EU regulatory position on soil non-extractable or bound residues is examined and possible future improvements to the system are described and discussed.  相似文献

Nuclear and isotopic techniques are unique tools for studying mercury contamination and cycling in various environments. Therefore, the International Atomic Energy Agency (IAEA) has been supporting the use of nuclear and complementary analytical techniques (mainly neutron activation analysis, inductively coupled plasma – mass spectrometry and atomic absorption spectrometry), and application of radioactive and enriched stable isotopes in its member states since many years. The main mechanisms of support have been technical cooperation and coordinated research projects. Whilst the technical cooperation projects have helped in solving technical problems and providing know-how in the developing member states, the research projects have supported both basic and applied research. So far, participants from 18 IAEA member states have taken part in projects concerned with non-marine environments. In this paper, IAEA's supportive mechanisms are presented and the results of recently finished and on-going projects are discussed. As an important part of the IAEA activities, several interlaboratory comparison exercises were organised and reference materials characterised for both total and methylmercury issued.  相似文献

Background, aim, and scope  

In the Water Framework Directive 2000/60/EC, environmental objectives for the proper quality of inland, surface, transitional, coastal, and ground waters have been set. Member states are required to identify chemical pollutants of significance in the water bodies, to establish emission control measures, and to achieve quality standards. A specific category of pollutants are the compounds that may possess endocrine-related functions known as endocrine disrupting compounds (EDCs). This means that member states have the obligation to take action in order to prevent human exposure to these compounds via aquatic environment. The objective of this research was to study the occurrence and distribution of phenolic and steroid EDCs in inland waters and wastewaters discharged in the area of Thermaikos Gulf, Thessaloniki, Northern Greece.  相似文献

A methodology developed for technology-oriented emission forecasts is outlined. It comprises predictions of activity rates for all anthropogenic emission sources as well as assessment of the ageing and technology substitution processes of individual installations or equipment, and combines these with submodules that calculate emissions for each subsector on an annual basis. All data necessary to apply this methodology for the pre-1995 12 European Union member states (i.e. Belgium, Denmark, Germany, Spain, France, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal and the United Kingdom) have been collected and are included in databanks of a computer model called CASPER. The results of a run performed with the model according to a realistic base case scenario are presented and discussed.  相似文献

Eco-certification is widely considered a tool for reducing environmental impacts of aquaculture, but what are the likely environmental outcomes for the world’s fastest growing animal-food production sector? This article analyzes a number of eco-certification schemes based on species choice, anticipated share of the global seafood market, size of eligible producers, and targeted environmental impacts. The potential of eco-certification to reduce the negative environmental impacts of aquaculture at scale presently appears uncertain as: (a) certification schemes currently focus on species predominantly consumed in the EU and US, with limited coverage of Asian markets; (b) the share of certified products in the market as currently projected is too low; (c) there is an inequitable and non-uniform applicability of certification across the sector; (d) mechanisms or incentives for improvement among the worst performers are lacking; and (e) there is incomplete coverage of environmental impacts, with biophysical sustainability and ecosystem perspectives generally lacking.  相似文献

Summary  I would like to stress that the research and development interests and programs, as well as the basic economic expectations to biotechnology, seem to be quite similar for the EU and the USA. However, with a sensitive public and a smaller structured, agricultural structure, the EU approach seems to be more cautious, based on the precautionary principle which is explicitly mentioned in various EU regulations [see e.g. 11], and taking into account the level of uncertainty with GMOs. Biotechnology is more than applying GMOs in industry or agriculture, it is a huge variety of methods and techniques waiting to be assessed and implemented, provided they are safe and useful. In addition, the remaining questions concerning the risk/safety of GMO products have to be fully assessed [12-14].  相似文献

Hazard assessment is an essential element in the evaluation of the potential effects of chemical substances on the environment. To date, most work has focused on hazard assessment schemes for the aquatic environment, but in recent years, a number of proposals have been developed for other environmental compartments. Due to limited datasets, the suitability of the toxicity cut-off values in these schemes has not been fully determined and the practicalities associated with using these approaches have not been fully established. This study, which focused on the soil compartment, was performed to examine cut-off values proposed by two terrestrial hazard assessment schemes and establish the availability of data. Data on earthworms indicated that current proposals for toxicity cut-off values are appropriate. However, analysis of IUCLID (International Uniform ChemicaL Information Database) indicates that even for commonly used high production volume chemicals, insufficient data are available to enable classification. Whilst the necessary data may already be available for selected groups of substances (e.g. pesticides and veterinary medicines), a significant experimental testing programme would therefore be required before a terrestrial classification system could be applied widely. Such data may become available in the future as a result of initiatives such as REACH.  相似文献

The risk assessment of genetically-modified plants pursuant to Annex II B of EU Directive 94/15/EC assumes that it is possible to infer the environmental impacts of a crop plant from its characteristics, so most of Annex II should also be applicable to conventional plants. To test this, we surveyed reports on the ecological impacts of the cultivation of non-transgenic crop plants with novel or improved traits and, in three cases, investigated whether Annex II B would have been adequate to indicate the effects. Such an assessment appears to be feasible only if the time frame on which it is based is short, so that long-term effects cannot be assessed. Secondly, the plant must be genetically homogenous which is not always granted, e.g. with forest-trees. Thirdly, the cultivation area must be defined. Differences in the behaviour of foreign plants between their original and cultivation habitats may be ecologically relevant and should be assessed. In the (few) cases where direct inference of the observed effects was possible from inherent traits, these effects often correlated with poor adaptation to local environmental conditions. The ecological impacts of traits that had been introduced in order to overcome poor adaptation may differ widely according to the way in which the traits are exploited. In practice, the effects of agricultural measures are more important than the effects of gene transfer and invasiveness, although the latter currently play a major role in risk assessment. In the light of these deliberations, a modification of Annex II B of EU Directive 94/15/EC is suggested.  相似文献

Intensifying global trade will result in increased numbers of plant pest and pathogen species inadvertently being transported along with cargo. This paper examines current mechanisms for prevention and management of potential introductions of forest insect pests and pathogens in the European Union (EU). Current European legislation has not been found sufficient in preventing invasion, establishment and spread of pest and pathogen species within the EU. Costs associated with future invasions are difficult to estimate but past invasions have led to negative economic impacts in the invaded country. The challenge is combining free trade and free movement of products (within the EU) with protection against invasive pests and pathogens. Public awareness may mobilise the public for prevention and detection of potential invasions and, simultaneously, increase support for eradication and control measures. We recommend focus on commodities in addition to pathways, an approach within the EU using a centralised response unit and, critically, to engage the general public in the battle against establishment and spread of these harmful pests and pathogens.  相似文献
