Many public agencies and private entities are faced with assessing the risks to humans from contamination on their lands. The United States Department of Energy (US DOE) and Department of Defense are responsible for large holdings of contaminated land and face a long‐term and costly challenge to assure sustainable protectiveness. With increasing interest in the conversion of brownfields to productive uses, many former industrial properties must also be assessed to determine compatible future land uses. In the United States, many cleanup plans or actions are based on the Comprehensive Environmental Responsibility, Compensation, and Liability Act, which provides important but incomplete coverage of these issues, although many applications have tried to involve stakeholders at multiple steps. Where there is the potential for exposure to workers, the public, and the environment from either cleanup or leaving residual contamination in place, there is a need for a more comprehensive approach to evaluate and balance the present and future risk(s) from existing contamination, from remediation actions, as well as from postremediation residual contamination. This article focuses on the US DOE, the agency with the largest hazardous waste remediation task in the world. Presented is a framework extending from preliminary assessment, risk assessment and balancing, epidemiology, monitoring, communication, and stakeholder involvement useful for assessing risk to workers and site neighbors. Provided are examples of those who eat fish, meat, or fruit from contaminated habitats. The US DOE's contaminated sites are unique in a number of ways: (1) huge physical footprint size, (2) types of waste (mixed radiation/chemical), and (3) quantities of waste. Proposed future land uses provide goals for remediation, but since some contamination is of a type or magnitude that cannot be cleaned up with existing technology, this in turn constrains future land use options, requiring an iterative approach. The risk approaches must fit a range of future land uses and end‐states from leave‐in‐place to complete cleanup. This will include not only traditional risk methodologies, but also the assessment and surveillance necessary for stewards for long‐term monitoring of risk from historic and future exposure to maintain sustainable protectiveness. The U.S. Navy Public Works Center (PWC) Environmental Department, San Diego, California, is home to the Navy West Coast Site Characterization and Analysis Penetrometer System (SCAPS). SCAPS has been extensively used at several Navy sites since 1995 to provide real‐time, high‐density data sets. The U.S. Environmental Protection Agency's Triad approach provided an ideal framework for optimizing the use of the Navy SCAPS during a volatile organic compound (VOC) source investigation at Installation Restoration Site 1114 at Marine Corps Base Camp Pendleton. All three elements of Triad—systematic planning, dynamic work strategy, and use of real‐time measurement tools—were implemented to manage decision uncertainty and expedite the site management process. The investigation was conducted using the Navy SCAPS, outfitted with a cone penetrometer, membrane interface probe, and a direct sampling ion trap mass spectrometry detector, which allowed for real‐ time collection of over 690 feet of continuous lithologic information and VOC concentration data. These data were used collaboratively with 24‐hour turnaround US EPA 8260B VOC groundwater results from temporary direct‐ push wells to support the conclusion of a limited source area. Implementation of the Triad approach for this investigation provided an expedited high‐density data set and a refined conceptual site model (CSM) in real time that resulted in cost savings estimated at $2.5M and reduction of the site characterization and cleanup schedule by approximately three years. This project demonstrates how the US EPA's Triad approach can be applied to streamline the site characterization and cleanup process while appropriately managing decision uncertainty in support of defensible site decisions. © 2004 Wiley Periodicals, Inc.  相似文献

The U.S. Army Corps of Engineers (US ACE) used the Triad approach to expedite site characterization of contaminated soil at the Former Small Arms Evergreen Infiltration Training Range in Fort Lewis, Washington. The characterization was designed to determine if surface soils contain significant concentrations of metals, with the focus on collecting sufficient data for determining appropriate future actions (i.e., risk analysis or soil remediation). A dynamic sampling and analytical strategy based on rapid field‐based analytical methods was created in order to streamline site activities and save resources while increasing confidence in remediation decisions. Concurrent analysis of soil samples during the demonstration of method applicability (DMA) used both field portable X‐ray fluorescence (FPXRF) and laboratory methodologies to establish a correlation between FPXRF and laboratory data. Immediately following the DMA, contaminated soil from the impact berm was delineated by collecting both FPXRF data and fixed laboratory confirmation samples. The combined data set provided analytical results that allowed for revisions to the conceptual site model for the range and directed additional sample collection activities to more clearly determine the extent and distribution of soil contamination. © 2004 Wiley Periodicals, Inc.  相似文献

US Department of Energy (US DOE) responsibilities for its former national atomic weapons complex include remediation of the Rocky Flats facility near Denver, Colorado. In 1993, the site's primary mission shifted from “production'' of plutonium components for atomic weapons to cleanup of extensive radioactive and chemical contamination representing the legacy of production activities. Remediation was governed by the agreements between the US DOE as the responsible party and the US Environmental Protection Agency and the state of Colorado as joint regulators. In 1995, the Rocky Flats Future Use Working Group issued its final report, recommending among other features that long‐term cleanup reduce contamination levels to background. This article describes the circumstances that led the US DOE to complete the Rocky Flats cleanup more quickly and makes comparisons to the situation at the US DOE's Hanford site. © 2011 Wiley Periodicals, Inc.  相似文献

Since the early 1990s the U.S. government has been developing and implementing public policies that advance the redevelopment of brownfields, and the recent passage of the Small Business Liability Relief and Brownfields Revitalization Act (SBLRBRA) will significantly advance efforts to integrate environmental contamination mitigation and redevelopment. Experience has demonstrated that successful redevelopment requires the collection, analysis, and interpretation of environmental data in a timely and cost‐effective manner in order to allow developers and lenders to efficiently use cleanup resources, develop response strategies that integrate cleanup with redevelopment, and support meaningful outreach to involved stakeholders. Recent advances in the science and technology of site characterization hold the promise of improved site characterization outcomes while saving time and money. One such advancement, the Triad Approach, combines systematic up‐front planning with the use of a dynamic field investigation process and the generation of real time data to allow in‐field decision making on sample location selection. This article describes an application of the Triad Approach to redevelopment of an urban greenway in Trenton, New Jersey. The Triad Approach, initiated through a partnership between the City of Trenton, New Jersey Department of Environmental Protection, New Jersey Institute of Technology, and the U.S. Environmental Protection Agency, demonstrated that this approach could accelerate the characterization of the 60‐acre, 11‐parcel project area. Environmental issues that were solved using the Triad Approach included the delineation of the extent of historic fill, determination of no further action for several areas of concern, detailed investigation of specific impacted areas and the acquisition of sufficient data to allow the city to make important decisions regarding remediation costs and property acquisition. © 2003 Wiley Periodicals, Inc.  相似文献

During removal of an industrial landfill in Folsom, California, fill material was excavated and processed through a mechanical screening plant to segregate soil from construction and demolition debris. The segregated soil was stockpiled and analyzed for a wide range of chemical groups to determine if the soil could be backfilled on‐site. The analytical results indicated many of the stockpiles had concentrations of polycyclic aromatic hydrocarbons (PAHs) that exceeded US EPA Regional Screening Levels, and a large quantity of soil was initially classified as requiring off‐site disposal at considerable cost. Because PAHs are ubiquitous in urban settings and the landfill did not contain a significant source of PAHs, development of a site‐specific PAH cleanup goal was proposed to regulators. Cal/EPA guidance for using on‐site data to develop a background threshold for metals was applied to the development of the PAH cleanup goal. The Cal/EPA approach involves demonstrating whether the data belong to a single population or multiple populations based on data distribution tests and probability plots. This article explains the statistical and graphical methods that were used to demonstrate that the Cal/EPA approach was valid for PAHs and that the calculated cleanup level was consistent with published anthropogenic background levels of PAHs in California and across the United States. The site‐specific PAH cleanup goal enabled most of the soil to be backfilled on‐site, saving about $227,000 in transportation and disposal costs, and regulators subsequently approved unrestricted future use of the property. © 2010 Wiley Periodicals, Inc.  相似文献

The U.S. Department of Energy (US DOE) remediation responsibilities include its Idaho National Laboratory. In 1989, the U.S. Environmental Protection Agency placed the Idaho site on its National Priority List for environmental cleanup. The site's contamination legacy from operations included inactive reactors and other structures, spent nuclear fuel, high‐level liquid radioactive wastes, calcined radioactive wastes, and transuranic wastes. Documents governing cleanup include a 1995 Settlement Agreement between the US DOE and the US Navy as responsible parties, and the State of Idaho. The Subsurface Disposal Area contains buried transuranic wastes, lies above the East Snake River Plain Aquifer, and could be the “site's most nettlesome cleanup issue,” according to an outside observer. Environmental professionals are often tasked with projecting the cost to bring a contaminated site or portfolio of sites to regulatory closure. Fortunately, there are a number of useful guidance documents and industry publications available to assist in such cost projections. However, the usefulness of such tools is limited when adequate costing information is lacking, such as (a) the nature and extent of contamination; (b) regulatory requirements; (c) the remedial approach to be implemented; and/or (d) the duration of operation, maintenance, and monitoring activities. Despite the lack of such information, cost‐to‐closure estimates are nevertheless routinely needed and generated for internal assessments or audits, regulatory disclosures, property acquisitions, insurance claims, litigation, and other business transactions. Cost estimates are also often needed in bankruptcy proceedings where the trier of fact must estimate the total future costs associated with an environmental legacy portfolio to determine the overall value (or solvency in the case of evaluating the potential bankruptcy) of a company. This article presents a solution for developing cleanup costs for single sites or a portfolio of sites using a comprehensive, three‐tiered method that is effective over a wide range of site information. Real‐world examples of the successful application of this method are then provided, based on detailed environmental analyses that were completed for a recent bankruptcy proceeding and a case in which an estimated cleanup cost was needed in a legal proceeding. © 2013 Wiley Periodicals, Inc.  相似文献

1,4‐Dioxane is a synthetic industrial chemical frequently found at contaminated sites where 1,1,1‐trichloroethane was used for degreasing. It is a probable human carcinogen and has been found in groundwater at sites throughout the United States. The physical and chemical properties and behavior of 1,4‐dioxane create challenges for its characterization and treatment. It is highly mobile and has not been shown to readily biodegrade in the environment. In December 2006, the U.S. Environmental Protection Agency's Office of Superfund Remediation and Technology Innovation (OSRTI) prepared a report titled “Treatment Technologies for 1,4‐Dioxane: Fundamentals and Field Applications.” The report provides information about the chemistry of dioxane, cleanup goals, analytical methods, available treatment technologies, and site‐specific treatment performance data. The information may be useful to project managers, technology providers, consulting engineers, and members of academia faced with addressing dioxane at cleanup sites or in drinking water supplies. The people who live in the communities where complex groundwater sites are located are as diverse as the country itself, but those who fight for the cleanup of our groundwater recognize that total cleanup may be difficult, if not impossible, in our lifetimes. Still, as explained in a December 2013 joint letter to US EPA, we want those who are responsible for environmental protection, be they polluters, developers, or regulatory agencies, to try harder before admitting defeat. In Mountain View, California, community activists have developed criteria for the adaptive cleanup of the Moffett‐MEW Regional Plume of TCE groundwater contamination that emphasizes areas with high contaminant mass, source areas, locations that reduce the need for long‐term vapor intrusion mitigation, properties where the detectable plume encroaches on residential areas, schools, and other sensitive uses, and areas planned for reuse. In many other communities, trust is the key to developing community support for remedial strategies. Communities that are listened to tend to feel more empowered. Empowered communities tend to offer more constructive advice. Decision makers tend to listen to communities that offer constructive advice. In summary, when the cleanup going gets tough, empowered communities believe that it is time to optimize and adapt, not to give up. © 2014 Wiley Periodicals, Inc.  相似文献

Voluntary cleanup programs for contaminated sites have been developed in several states over the last few years. Some of the advantages of these programs include developing a collaboration between site owners and regulators, implementing cleanup standards based upon site‐specific current and future risks, and enhancing the market conditions that can lead to development of properties to their highest productive use. This article offers a case study of the first site in Iowa to proceed through the state's voluntary cleanup program, the Land Recycling Program. Many states are promoting the cleanup and reuse of industrial sites. The reasons stem from the need to implement cost-effective risk reduction programs that show reasonable progress in the cleanup of contaminated sites and from the need to make effective use of industrial sites instead of abandoning them and making use of greenfield sites for new industrial facilities. The industrial land-use cleanup criteria developed by states are primarily risk-based. Several EPA regional offices also have developed similar risk-based cleanup criteria. This article addresses methodologies employed for assessing and evaluating the level of cleanup at several industrial sites in Texas, Michigan, and Ohio. This includes defining the regulatory framework, estimating the level and extent of contamination of soil and groundwater, assessing migration pathways, performing health risk assessments, and estimating cleanup requirements and associated costs. The implications associated with the various types of risk reduction options available for these states also are addressed.  相似文献

The North Fork of Clear Creek (NFCC), Colorado, is an acid‐mine‐drainage‐impacted stream typical of many mountain surface waters affected by historic metal mining in the western United States. The stream is devoid of fish primarily because of high metal concentrations in the water (e.g., copper and zinc) and has large amounts of settled iron oxyhydroxide solids that coat the streambed. The NFCC is part of the Central City/Clear Creek Superfund site, and remediation plans are being implemented that include treatment of three of the main point‐source inputs and cleanup of some tailings and waste rock piles. This article examines dissolved (0.45‐μm filterable) concentrations of cadmium, copper, and zinc following several potential remediation scenarios, simulated using a reactive transport model (WASP4/META4). Results from modeling indicate that for cadmium, remediation of the primary point‐source adit discharges should be sufficient to achieve acute and chronic water‐quality standards under both high‐ and low‐flow conditions. To achieve standards for copper and zinc, however, the modeling scenarios suggest that it may be necessary to treat or remove contaminated streambed sediments in downstream reaches, as well as identify and treat nonpoint sources of metals. Recommendations for improvements to the model for metal transport in acid‐mine drainage impacted streams are made. A pilot field study evaluated whether adding solid peroxygen materials during land treatment could cost effectively accelerate cleanup at a site contaminated with petroleum-related compounds. Five test cells were constructed containing approximately five cubic yards of soil contaminated with 300–400 mg/kg of total petroleum hydrocarbons (TPH). Three cells received treatment with solid peroxygen materials (either MgO2 or CaO2), while the other two cells served as controls (no peroxygen amendment). Adding solid peroxygen compounds effectively reduced the hydrocarbon contamination in the soils and decreased the treatment time. During this time, the concentration of TPH in soil in the three treatment cells decreased. In contrast, there was little loss of TPH from the two control cells simulating traditional land treatment. Adding the solid peroxygen materials reduced the total site remediation time, thereby reducing the overall costs.  相似文献

Often liability for environmental damage and cleanup of contaminated sites is made difficult, especially with chemically complex environments containing different pollutants, by the inability to differentiate potential sources (or “owners”) of pollutants from each other. As a result, unnecessary costs may be associated with having to assume financial responsibility for alleged contamination of a site. This article reviews the advances in chemical fingerprinting as a tool in identifying and differentiating sources of hydrocarbon pollutants in chemically complex environments. Appropriate hydrocarbon target analytes and required analytical methods for hydrocarbon fingerprinting are discussed, and new interpretative tools are presented that may be applied to contaminated soil, sediment, and groundwater environmental situations. With these analytical and interpretative techniques, an appropriate allocation of chemical contamination and costs at a site can be made.  相似文献

The former Nebraska Ordnance Plant site in east-central Nebraska was included on the National Priorities List because of explosives and trichloroethene contamination. The preferred groundwater remedy includes hydraulic containment of the contaminated groundwater and focused extraction of the more highly contaminated groundwater as components of the remedial action. The purpose of hydraulic containment is to stop the spread of contamination, while the more aggressive focused extraction will be used to speed up the remediation and reduce total cleanup costs. This case study illustrates how straightforward groundwater models were combined with uncertainty analysis to select a precise definition of the focused extraction areas. The purpose of the analysis was to reduce ultimate remediation costs, given the significant uncertainty associated with the estimated remediation times. The selected definition provides a basis for more sophisticated groundwater modeling, the goal of which was to locate extraction wells and define their flow rates. The batch flushing model provided the governing equations, and Monte Carlo analysis was used for the uncertainty analysis. All of the analysis was performed on a personal computer using commercially available software.  相似文献

This article discusses the use of solidification/stabilization (S/S) to treat soils contaminated with organic and inorganic chemicals at wood preserving sites. Solidification is defined for this article as making a material into a freestanding solid. Stabilization is defined as making the contaminants of concern nonmobile as determined from a leaching test. S/S then combines both properties. For more information on S/S in general the reader should refer to other publications (Connors, J.R. [1990]). The U.S. Atomic Energy Commission (AEC) selected Rocky Flats, east of the Rocky Mountains, as the site to fabricate “plutonium pits,” triggers for H‐bombs, and operations began in 1952. Press reports revealed the plant's connection to atomic weapons in 1956. Denver is downwind and “downslope” by about 16 miles. As western suburbs moved closer to Rocky Flats over time, plant accidents sent plutonium and other contaminants offsite. In 1989, armed agents of the U.S. Environmental Protection Agency (EPA) and Federal Bureau of Investigation raided the facility, and the plant operator, Rockwell International, subsequently pleaded guilty to criminal environmental violations. By this time, the U.S. Department of Energy had inherited responsibility for Rocky Flats and atomic weapons production. In 1993, the primary mission at Rocky Flats became cleanup of contamination from plutonium and other hazardous substances. Under Energy's “Accelerated Cleanup” plan, remediation was certified complete in 2005 by the Department's cleanup regulators, EPA, and the Colorado Department of Public Health. But planned uses for the “buffer zone” around the facility's central industrial area, and for off‐site areas continued to generate public controversy. Since 1994, there has been a significant regulatory shift toward risk-based cleanup standards based on the site-specific risk of the more toxic and mobile compounds; namely, benzene, ethyl benzene, toluene, and xylene (BTEX). This regulatory shift has been accompanied by a growing acceptance of natural attenuation as an important component of petroleum site remediation. This article briefly reviews regulatory progress toward risk-based remediation and describes the successful application of risk-based corrective actions (RBCAs) at two fuel contaminated sites on Air Force installations. By developing site-specific cleanup goals, and combining natural attenuation, source reduction, and land use controls, innovative risk-based closure plans have been implemented on these sites.  相似文献
