The synthesis of the BONUS+ research is introduced. The HELCOM Baltic Sea Action Plan is examined as a case to illustrate the potentials and challenges in building the science–policymaking interface on a macroregional level. The projects address environmental challenges in the Baltic Sea as defined by the Baltic Sea Action Plan, or consider the environmental governance and decision making within the Baltic Sea context in general. Eutrophication, biodiversity, hazardous substances, maritime activities, and the environment governance are addressed, as are crosscutting issues, such as the impact of climate change, maritime spatial planning and impacts of future development on ecosystem services. The projects contributed to relevant policy developments: 37 consultations carried out at EU level, 49 modifications to policy documents and action plans, 153 suggestions for the efficacy of pertinent public policies and governance, and in 570 occasions, scientists working in BONUS+ projects served as members or observers in scientific and stakeholder committees.  相似文献

Although it is commonplace today to argue that population growth drives many or most environmental problems, Jane Jacobs has questioned the prevailing view, noting that the empirical evidence for it is actually rather slim. This article presents a case study of the pressures that population places on water in the Middle East, concluding that the countries of the region suffer from inappropriate patterns of water use rather than from excessive population. Heavy reliance on agriculture for employment or to earn foreign exchange can only lead to environmental collapse in such an arid region. In particular, to develop export markets for agricultural products is really to export water from a water-poor region. With such short-sighted policies in place, the region has already entered upon a severe crisis of recurring and intensifying water shortages that are exacerbated by population growth. If more intelligent use were made of the waters of the region, a population considerably larger than found at present could be supported without excessive stress on water resources or the natural ecology. To accomplish this, the nations of the region must create legal institutions to enable them to undertake integrated (joint) management of their shared water resources.  相似文献

Present governmental and environmental policy is curative and reactive in nature, directed towards cleaning up past environmental disasters and passing laws to limit pollutants emitted by individuals and enterprises. Such policies fail to recognize that the root causes of environmental degradation are the result of an exponentially expanding population and a rising standard of living. No environmental programme can be successful without controlling population and reforming governmental policies in the areas of family planning, abortion, immigration, and economic regulation. Controlling population by liberalizing family planning and abortion laws is a more humane approach than reducing standards of living, especially in developing countries, where poverty is the cause of so much misery.  相似文献

This paper firstly discusses the strategy for integrated environmental assessment (IEA) at the European Environment Agency (EEA), addressing the principles, definition and scope, and summarising the state of the art. The IEA process is described within the framework of the DPSIR concept a chain of causal links going from Driving Forces, Pressures, States to Impacts, which finally leads to political Responses. A key objective of IEA is to facilitate the framing and implementation of policies and strategies. Secondly, the paper summarises the results of the first broader exercise of IEA at the EEA an environmental assessment of the European Community's Fifth Action Programme. Although limited in scope, the exercise provides lessons to be learned. Therefore, the paper concludes, assessments should be validated and be based on the most up-to-date findings, and links need to be created and maintained with the appropriate scientific/research communities. The IEA concept and its approaches should be further elaborated on a European scale according to prominent environmental problems that have a transboundary or a multi-national character. Cost-benefit studies should be enhanced. Finally, improved information is required on the DPSIR framework, including the interrelationship between the economic and environmental systems.  相似文献

This paper presents key findings of a study conducted under Asian Regional Research Programme in Energy, Environment and Climate on least cost options to meet the projected transport service demand in eight selected Asian cities. It also presents the barriers to the adoption of the selected cleaner transport options. Furthermore, it discusses some policies and measures to promote the cleaner transport options. The study finds that high initial cost and lack of infrastructure (especially for compressed natural gas operated vehicles and mass rapid transit system) are the major barriers to the selected options.  相似文献

Protecting the health of children and the environment is an essential objective for the health policies of any modern society, being also crucial for a sustainable development, according to the World Health Organization. Evaluating the risk of developing childhood asthma is one of the four priority issues identified by the European Commission, according to the European Union Environment and Health Action Plan.Accordingly, this review aimed to update information concerning the effects of exposure to ozone on childhood asthma, thus helping in the development of strategies for further research. Studies have been demonstrating strong associations between the exposure to ozone and asthma. However, the complexity of exposure patterns, the changes in the vulnerability of children at various stages of development, and the practical limitations of research, lead to a still incomplete understanding of the ozone impact on the health of children. Difficulties on the interpretation of epidemiological studies to evaluate chronic effects are mainly due to an absence of studies designed specifically to address this question and to inherent limitations in characterizing exposure. The more rigorous studies provided new evidences for chronic effects of ozone on small airway function and possibly on asthma, but substantial uncertainties remain.  相似文献

The need to develop biological effects monitoring to facilitate a reliable assessment of hazardous substances has been emphasized in the Baltic Sea Action Plan of the Helsinki Commission. An integrated chemical–biological approach is vitally important for the understanding and proper assessment of anthropogenic pressures and their effects on the Baltic Sea. Such an approach is also necessary for prudent management aiming at safeguarding the sustainable use of ecosystem goods and Services. The BEAST project (Biological Effects of Anthropogenic Chemical Stress: Tools for the Assessment of Ecosystem Health) set out to address this topic within the BONUS Programme. BEAST generated a large amount of quality-assured data on several biological effects parameters (biomarkers) in various marine species in different sub-regions of the Baltic Sea. New indicators (biological response measurement methods) and management tools (integrated indices) with regard to the integrated monitoring approach were suggested.  相似文献

Air pollution is one of the most crucial current environmental problems, especially in urban areas. To confront air pollution, the European Union has implemented several policies and programmes. Among these, the Auto-oil Programme is a cost-effective framework which involves all relevant actors (car-makers, oil industries, governments, local authorities, etc.) in concerted action. Athens faces a severe air pollution problem. In this respect, Auto-oil seems to offer a promising chance for Athens to improve its atmosphere. The present paper examines the effectiveness of the Auto-oil Programme to relieve air pollution in Athens. Several additional measures are proposed whenever it seems to be necessary.  相似文献

The objective was to assess attitudes towards environmental issues in both the public and private sector. The environmental targets of the recently agreed Baltic Sea Action Plan (BSAP) targets are likely associated with a considerable cost, which motivates a search for low-cost policies. The following review shows there is a substantial literature on cost-efficient nutrient reduction strategies, including suggestions regarding low-cost abatement, but actual policies at international and national scale tend to be considerably more expensive due to lack of instruments that ensure a cost-efficient allocation of abatement across countries and sectors. Economic research on the costs of reducing hazardous substances and oil spill damages in the Baltic Sea is not available, but lessons from the international literature suggest that resources could be used more efficiently if appropriate analysis is undertaken. Common to these pollution problems is the need to ensure that all countries in the region are provided with positive incentives to implement international agreements.  相似文献

Through administrative research and media records, this paper aims to examine and highlight the effects of the COVID-19 pandemic on Malaysian workers, property development, construction sites, and the national economy. The development of real estate and the construction industry can significantly impact socio-economic growth and infrastructure development. Adequate building and infrastructure construction can ensure national economic stability, job creation, community cohesion, and higher living standards. Since the COVID-19 pandemic began in 2019, many countries, including Malaysia, have reported an increased number of virus cases. According to the Ministry of Health, 9316 cases and 314 COVID-19 clusters were discovered in Malaysia, with a 38.55–48.06% prevalence for factories, a 12.55–15.29% prevalence for community spreading, an 8.6–11.56% prevalence for construction sites, a 5.53–7.96% prevalence for educational sites, and a 7.01% prevalence for shopping areas. Several governments-imposed lockdowns, movement, and proximity restrictions during the pandemic due to the high infection rates at property development sites. However, due to inactivity in various sectors such as the construction industry, these measures have significantly impacted the national economy. As a result, the pandemic has had an impact on workers, production costs, and project completion timelines, resulting in operational issues and policy concerns. Overall, the records reviewed revealed that the COVID-19 pandemic has significantly impacted real estate development, the housing market, and the construction industry. As a result, sustained and targeted policies are required to support Malaysia’s construction industry’s socio-economic growth and infrastructure development.

This paper provides an overview of issues involved in evaluating the long-term impacts of transport policy. It considers the effects of global warming, and the costs and benefits of action to reduce emissions of greenhouse gases. The overall case for such action rests on the choice of discount rate. The paper considers the relative effectiveness of taxes and regulations in controlling emissions from the transport sector, and contrasts direct action on road traffic with indirect action via policies to increase travel on public transport. After a brief mention of the issue of biodiversity, the paper concludes with some reflections on the political acceptability of different policies.  相似文献

The effects of metsulfuron-methyl, a sulfonylurea herbicide, on the wheat soil microorganisms were evaluated by the methods of microbial inoculation culture, and the activities of three enzymes were measured using the colorimetric method. The tolerant microorganisms that can resist 500 μ g·g?1 metsulfuron-methyl in the counting culture medium were studied specially. Metsulfuron-methyl distinctly inhibited the common aerobic heterotriphic bacteria, but the effects on common fungi and common actinomycete were not evident. In the meantime, the number of tolerant fungi increased greatly in the rhizosphere after the application of metsulfuron-methyl in contrast to the significant decrease of the amount of tolerant actinomycete. It indicates that fungi might turn into the dominant microbial type and actinomycete is the sensitive factor in the soil polluted by sulfonylurea residues. The population of aromatic compounds–decomposing bacteria, aerobic azotobacter, and nitrite bacteria all increased in the earlier period, but the aerobic azotobacter decreased rapidly in number 30 days later, and the amount of nitrite bacteria also showed a temporary decrease with time 15 days later. However, the denitrifying bacteria just began to increase significantly after the crops had grown for 50 days. The amount of sulfur-oxidizing bacteria gradually decreased with the growth of crops, and so were the sulfate-reducing bacteria after metsulfuron-methyl application. To all types of microorganisms, there were more microbes in rhizosphere samples than those in nonrhizosphere except aerobic azotobacter. It means the growth of wheat root system can stimulate the growth of most microorganisms. The activities of hydrogen peroxidase and polyphenol oxidase in soil samples after metsulfuron-methyl application were notably lower than those in the control, and the difference of the activities between the samples of rhizosphere and nonrhizosphere was evident. On the contrary, the activity of dehydrogenase was not inhibited by the application of metsulfuron-methyl, and the rhizosphere effect was not obvious either.  相似文献

In the present work, the combined impact of four concentrations (0, 0.0625, 0.125, and 0.25 mg/L) of methyl parathion and three densities (0.5 x 10(6), 1.0 x 10(6), and 2.0 x 10(6) cells/mL) of the green alga Chlorella vulgaris on the population growth of Euchlanis dilatata was studied. In general, regardless of the food level, an increase in the concentration of methyl parathion resulted in a significant reduction of the maximal population density and rate of population increase. The population growth rate in the controls ranged from 0.248 to 0.298; rates were lower in the presence of the pesticide. At any toxicant concentration, rotifers fed higher algal density showed significantly higher population growth compared with those at lower food levels. An interaction between toxicant and food level was evident on the population growth of E. dilatata. Results have been discussed in light of the protective role of algal density on the toxic effects of insecticides on rotifers and the differences in susceptibility to toxicants between planktonic and littoral rotifers.  相似文献

A global trend of a warming climate may seriously affect species dependent on sea ice. We investigated the impact of climate on the Baltic ringed seals (Phoca hispida botnica), using historical and future climatological time series. Availability of suitable breeding ice is known to affect pup survival. We used detailed information on how winter temperatures affect the extent of breeding ice and a climatological model (RCA3) to project the expected effects on the Baltic ringed seal population. The population comprises of three sub-populations, and our simulations suggest that all of them will experience severely hampered growth rates during the coming 90 years. The projected 30 730 seals at the end of the twenty-first century constitutes only 16 % of the historical population size, and thus reduced ice cover alone will severely limit their growth rate. This adds burden to a species already haunted by other anthropogenic impacts.  相似文献

A model is developed which predicts the level of pollution as a function of time given the rate of waste production and the persistence of the pollutant. In general, waste production is a function of the population density and the degree of industrialization of a society. With pollution control programs it is possible to reduce the per capita waste production for a given degree of industrialization. The model demonstrates that in a growth economy such as that of the United States, pollution control programs by themselves only delay the inevitable increase in pollution levels. In the long run population and industrial growth are incompatible with pollution control.  相似文献

The intake fraction (iF) has been defined as the integrated incremental intake of a pollutant released from a source category or region summed over all exposed individuals. In this study we evaluated the iFs in the population of Europe for emissions of anthropogenic primary fine particulate matter (PM2.5) from sources in Europe, with a more detailed analysis of the iF from Finnish sources. Parameters for calculating the iFs include the emission strengths, the predicted atmospheric concentrations, European population data, and the average breathing rate per person. Emissions for the whole of Europe and Finland were based on the inventories of the European Monitoring and Evaluation Programme (EMEP) and the Finnish Regional Emission Scenario (FRES) model, respectively. The atmospheric dispersion of primary PM2.5 was computed using the regional-scale dispersion model SILAM. The iFs from Finnish sources were also computed separately for six emission source categories. The iFs corresponding to the primary PM2.5 emissions from the European countries for the whole population of Europe were generally highest for the densely populated Western European countries, second highest for the Eastern and Southern European countries, and lowest for the Northern European and Baltic countries. For the entire European population, the iF values varied from the lowest value of 0.31 per million for emissions from Cyprus, to the highest value of 4.42 per million for emissions from Belgium. These results depend on the regional distribution of the population and the prevailing long-term meteorological conditions. Regarding Finnish primary PM2.5 emissions, the iF was highest for traffic emissions (0.68 per million) and lowest for major power plant emissions (0.50 per million). The results provide new information that can be used to find the most cost-efficient emission abatement strategies and policies.  相似文献

Energy consumption throughout the world contributes to pollution, environmental deterioration, and greenhouse gas emissions. Increases in energy consumption are usually driven by population growth and economic development that tends to increase energy use per capita. Thus, the projected increase in population in the near future, and the economic development that is likely in many countries, have serious implications for the environment. Since the early 1980s the relationship between energy use and environmental impact has received attention, and a number of activities have focused on this topic. In this paper, four important areas related to current and future patterns of environmental impact are introduced and discussed in detail: environmental impact, energy consumption, energy efficiency and conservation, and fuel substitution. We conclude that further political, economic and institutional changes from the standpoint of environmental impact appear to be necessary for future energy policies. To this end, energy efficiency improvements and renewable energy resources can play important roles in controlling and reducing environmental impact.  相似文献

The relationship of forests in water quantity and quality has been debated during the past years. At the same time, focus on climate change has increased interest in ecosystem restoration as a means for adaptation. Climate change might become one of the key drivers pushing integrated approaches for natural resources management into practice. The National Adaptation Programme of Action (NAPA) is an initiative agreed under the UN Framework Convention on Climate Change. An analysis was done to find out how widely ecosystem restoration and integrated approaches have been incorporated into NAPA priority adaptation projects. The data show that that the NAPAs can be seen as potentially important channel for operationalizing various integrated concepts. Key challenge is to implement the NAPA projects. The amount needed to implement the NAPA projects aiming at ecosystem restoration using integrated approaches presents only 0.7% of the money pledged in Copenhagen for climate change adaptation.  相似文献

The maintenance of biodiversity by securing representative and well-connected habitat networks in managed landscapes requires a wise combination of protection, management, and restoration of habitats at several scales. We suggest that the integration of natural and social sciences in the form of "Two-dimensional gap analysis" is an efficient tool for the implementation of biodiversity policies. The tool links biologically relevant "horizontal" ecological issues with "vertical" issues related to institutions and other societal issues. Using forest biodiversity as an example, we illustrate how one can combine ecological and institutional aspects of biodiversity conservation, thus facilitating environmentally sustainable regional development. In particular, we use regional gap analysis for identification of focal forest types, habitat modelling for ascertaining the functional connectivity of "green infrastructures", as tools for the horizontal gap analysis. For the vertical dimension we suggest how the social sciences can be used for assessing the success in the implementation of biodiversity policies in real landscapes by identifying institutional obstacles while implementing policies. We argue that this interdisciplinary approach could be applied in a whole range of other environments including other terrestrial biota and aquatic ecosystems where functional habitat connectivity, nonlinear response to habitat loss and a multitude of economic and social interests co-occur in the same landscape.  相似文献
