As is the case in most developing countries, China relies on command-and-control regulation to control air pollution. While it has instituted a modest air pollution levy system in the past 20 years for emissions in excess of standards, the effect on emission levels has been minimal. This paper focuses on how to use emissions trading as a policy instrument to achieve cost-effective reductions in air pollution in Beijing. Emissions or allowance trading has been widely applied to air pollution control in the USA during the past 25 years. Three of the most recent programmes will be examined, which provide applicable experience for possible SO2 and NOx trading in the Beijing region. A trading strategy for Beijing will be proposed by comparing the economic and political institutional differences between the USA and China, which could eventually facilitate acceptance of an international greenhouse gas trading system.  相似文献

This paper describes a comprehensive set of economic models developed to assess the air pollution control costs of alternative systems for generating electricity from coal. Models of individual system components were formulated based on engineering and statistical analyses of other detailed models and data reported in the literature for currently available technologies. The air pollution control options modeled include 4 levels of physical coal cleaning, 3 types of dry fly ash collectors, a wet limestone FGD system, and 2 options for solid waste disposal. In addition, the cost of a power plant with no air pollution controls was modeled to determine the total system cost, including energy needed to operate environmental control systems. The principal criteria guiding the development of these models were that they be (1) computationally simple and economical to use, with a minimum of detailed data requirements, (2) sensitive to variations in pollutant emission regulations, coal characteristics, and key plant design parameters, and (3) systematic, based on a specified amount of power production and the same constant dollars. Extensive sensitivity analyses and case studies performed with these models indicate excellent agreement with the results of other studies and models applicable only to individual environmental control options. Applications of these models are discussed and illustrative results presented.  相似文献

This paper reviews the uses of particulate exposure estimates for science and policy. We propose a set of normative factors to guide the selection and application of various approaches for exposure assessment. For exposure estimates intended for use in support of the development or air pollution regulations or selection of control strategies, the proposed criteria include--compatibility with policy scope and scale, cost-effectiveness, characterization of uncertainty, political and institutional feasibility, and sensitivity to framing. For exposure assessment in support of epidemiological research, key criteria are-compatability with the specific hypothesis being tested, and compatibility with the temporal and spatial scale of analysis. The various major approaches for estimation of exposure--direct and indirect measurement, empirical and physical modeling--are catalogued and compared with these proposed criteria.  相似文献

This paper describes the application of life cycle assessment for evaluating various waste management options in Singapore, a small-island city state. The impact assessment method by SimaPro is carried out for comparing the potential environmental impacts of waste treatment options including landfilling, incineration, recycling, and composting. The inventory data include gases and leachate from landfills, air emissions and energy recovery from incinerators, energy (and emission) savings from recycling, composting gases, and transport pollution. The impact assessment results for climate change, acidification, and ecotoxicity show that the incineration of materials imposes considerable harm to both human health and the environment, especially for the burning of plastics, paper/cardboard, and ferrous metals. The results also show that, although some amount of energy can be derived from the incineration of wastes, these benefits are outweighed by the air pollution (heavy metals and dioxins/furans) that incinerators produce. For Singapore, landfill gases and leachate generate minimal environmental damage because of the nation's policy to landfill only 10% of the total disposed wastes. Land transportation and separation of waste materials also pose minimal environmental damage. However, sea transportation to the landfill could contribute significantly to acidification because of the emissions of sulfur oxides and nitrogen oxides from barges. The composting of horticultural wastes hardly imposes any environmental damage. Out of all the waste strategies, the recycling of wastes offers the best solution for environmental protection and improved human health for the nation. Significant emission savings can be realized through recycling.  相似文献

Valuation of health effects of air pollution is becoming a critical component of the performance of cost–benefit analysis of pollution control measures, which provides a basis for setting priorities for action. Beijing has focused on control of transport emission as vehicular emissions have recently become an important source of air pollution, particularly during Olympic games and Post-games. In this paper, we conducted an estimation of health effects and economic cost caused by road transport-related air pollution using an integrated assessment approach which utilizes air quality model, engineering, epidemiology, and economics. The results show that the total economic cost of health impacts due to air pollution contributed from transport in Beijing during 2004–2008 was 272, 297, 310, 323, 298 million US$ (mean value), respectively. The economic costs of road transport accounted for 0.52, 0.57, 0.60, 0.62, and 0.58% of annual Beijing GDP from 2004 to 2008. Average cost per vehicle and per ton of PM10 emission from road transport can also be estimated as 106 US $/number and 3584 US $ t?1, respectively. These findings illustrate that the impact of road transport contributed particulate air pollution on human health could be substantial in Beijing, whether in physical and economic terms. Therefore, some control measures to reduce transport emissions could lead to considerable economic benefit.  相似文献

Climate change is forecast to adversely affect air quality through perturbations in meteorological conditions, photochemical reactions, and precursor emissions. To protect the environment and human health from air pollution, there is an increasing recognition of the necessity of developing effective air quality management strategies under the impacts of climate change. This paper presents a framework for developing risk-based air quality management strategies that can help policy makers improve their decision-making processes in response to current and future climate change about 30-50 years from now. Development of air quality management strategies under the impacts of climate change is fundamentally a risk assessment and risk management process involving four steps: (1) assessment of the impacts of climate change and associated uncertainties; (2) determination of air quality targets; (3) selections of potential air quality management options; and (4) identification of preferred air quality management strategies that minimize control costs, maximize benefits, or limit the adverse effects of climate change on air quality when considering the scarcity of resources. The main challenge relates to the level of uncertainties associated with climate change forecasts and advancements in future control measures, since they will significantly affect the risk assessment results and development of effective air quality management plans. The concept presented in this paper can help decision makers make appropriate responses to climate change, since it provides an integrated approach for climate risk assessment and management when developing air quality management strategies. Implications: Development of climate-responsive air quality management strategies is fundamentally a risk assessment and risk management process. The risk assessment process includes quantification of climate change impacts on air quality and associated uncertainties. Risk management for air quality under the impacts of climate change includes determination of air quality targets, selections of potential management options, and identification of effective air quality management strategies through decision-making models. The risk-based decision-making framework can also be applied to develop climate-responsive management strategies for the other environmental dimensions and assess costs and benefits of future environmental management policies.  相似文献

The noncooperative air pollution reduction model (NCRM) that is currently adopted in China to manage air pollution reduction of each individual province has inherent drawbacks. In this paper, we propose a cooperative air pollution reduction game model (CRM) that consists of two parts: (1) an optimization model that calculates the optimal pollution reduction quantity for each participating province to meet the joint pollution reduction goal; and (2) a model that distribute the economic benefit of the cooperation (i.e., pollution reduction cost saving) among the provinces in the cooperation based on the Shapley value method. We applied the CRM to the case of SO2 reduction in the Beijing–Tianjin–Hebei region in China. The results, based on the data from 2003–2009, show that cooperation helps lower the overall SO2 pollution reduction cost from 4.58% to 11.29%. Distributed across the participating provinces, such a cost saving from interprovincial cooperation brings significant benefits to each local government and stimulates them for further cooperation in pollution reduction. Finally, sensitivity analysis is performed using the year 2009 data to test the parameters’ effects on the pollution reduction cost savings.

Implications: China is increasingly facing unprecedented pressure for immediate air pollution control. The current air pollution reduction policy does not allow cooperation and is less efficient. In this paper we developed a cooperative air pollution reduction game model that consists of two parts: (1) an optimization model that calculates the optimal pollution reduction quantity for each participating province to meet the joint pollution reduction goal; and (2) a model that distributes the cooperation gains (i.e., cost reduction) among the provinces in the cooperation based on the Shapley value method. The empirical case shows that such a model can help improve efficiency in air pollution reduction. Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN’s Sustainable Development Goals. We also highlight the need to maintain and develop supporting scientific infrastructures.

Research on the current strategic interaction of local governments in air pollution control is a key breakthrough. Based on the theory of Chinese style decentralization, this paper puts forward a theoretical framework to explain the incomplete enforcement of air pollution regulation. Using the panel data of 30 provinces in China from 2004 to 2016, this study employs spatial Durbin model, empirically tested the inter-regional strategic interaction of air pollution regulation, and further explores the effect of performance assessment indicators on this strategic interaction. The main conclusions of this paper are as follows: (1) Empirical results confirm that adjacent provinces do exist strategic interaction of air pollution regulation. Furthermore, the strategic interaction of air pollution regulation belongs to complementarities. (2) Meanwhile, from a regional perspective, due to the low level of economic development stock and the low level of air pollution, the interaction effect of air pollution regulation strategies in northwestern region is weaker than that in southeastern region. (3) In addition, under the national sample and the southeast sample, the air environment performance assessment indicators weaken the inter-regional strategic interaction of air pollution regulation, and economic performance assessment indicators on the contrary.

Advancing the understanding of spatiotemporal aspects of air pollution in the urban environment is an area where improved methods can be of great benefit to exposure assessment and policy support. This paper explores the potential of a technique known as kriging with external drift (KED) to provide high resolution maps of fine particulate matter for a downtown region of Cusco, Peru. There were three stages in this research. The first was to conduct a pilot level monitoring campaign to investigate ambient, regional, and street-level air pollutant concentrations for particulate matter (PM2.5, PM10) and carbon monoxide (CO) in the Province of Cusco. The second was to compile observations within a geographic information system (GIS) in order to characterize the proximal effect of the local transportation network, elevation, and land use classifications on PM2.5. Third, regression, ordinary kriging and kriging with external drift were used to model PM2.5 for three select time periods during a 24-h day. Statistical evaluations indicate kriging with external drift resulted in the strongest models explaining 64% of variability seen with morning particle concentrations, 25% for afternoon particles, and 53% in evening particles. These models capture spatial and temporal variability for air pollution in Cusco. These variations seem to be influenced, to varying degrees, by elevation, meteorological conditions, spatial location, and transportation characteristics. In conclusion, combining GIS, meteorological data and geostatistics proved to be a complementary suite of tools for incorporating spatiotemporal analysis into the air quality assessment.  相似文献

There is a certain complacency about air pollution in rural towns in Australia. An image of crystal clear skies seems to dominate general perceptions, and few locations actually monitor air pollution levels. Nevertheless, where measurements have been made, particulates have been shown to be the major type of air pollution, and they do reach levels expected to impact on human health. In this article, the contemporary attitudes and behaviour of the government and the population in rural and regional Australia are shown to have a strong resemblance to those that were prevalent prior to the smog events in London in December 1952. Wood smoke poses similar significant health issues in many countries. Insights obtained from the London events, together with more recent research results, are applied to the Australian situation to suggest policy options that are likely to be successful in overcoming the health effects of particulate pollution.

Implications: The contemporary attitudes and behaviour of the government and the population in rural and regional Australia are shown to have a strong resemblance to those that were prevalent prior to the smog events in London in December 1952. - DOI: http://dx.doi.org/10.1065/espr2006.04.299 Goal, Scope and Background This paper describes a statistical modelling approach, suggested as a policy tool in the Athens area for the assessment of the emissions reduction level required to meet the air quality standards for two criteria air pollutants, namely CO and NO2. Methods. More than ten years of hourly CO and NOx-NO2 concentration data measured by the monitoring network of the Hellenic Ministry for the Environment, Physical Planning and Public Works were analyzed and the original dataset has been reduced using a data evaluation procedure. Results and Discussion Seasonal pollutant concentration trends suggested that the reduction of CO and NOx concentrations observed in the beginning of the '90s is almost entirely attributed to the increase of the catalyst-equipped cars during this period. The numerical parameters of an empirical model relating EU standard exceedances with mean annual concentrations were defined and the model was validated using datasets from years that were not used for the estimation of these parameters. This model was used in conjunction with a roll-back equation as a policy tool for the assessment of the effect of different CO and NOx emissions reduction scenarios on air quality standard compliance for CO and NO2. Results predicted with this empirical modelling approach were assessed with monitored data averaged over a 3-year period, giving satisfactory results. Conclusion A methodology suggested for assessing the effects of different emissions reduction scenarios on air quality standard attainment was successfully applied for CO and NO2 in the Athens area. Recommendation and Perspective The proposed methodology can provide a useful tool for the evaluation of policies already in progress as well as the development of future policies for emissions reduction in urban areas with similar characteristics, aiming at air quality standard compliance on a timely manner. Such a methodology could be applied in other urban areas of Greece characterized by dense traffic, therefore assisting the development of national policies in relation to air pollutants for which standard exceedances occur.  相似文献

In this paper, an integrated MM5–CMAQ modeling approach was employed to investigate the PM10 air pollution issue in Beijing, China, with a focus on assessing pollution contributions from surrounding provinces. A 2-level-nested grid domain with spatial resolutions of 36 and 12 km was designed for the study region. Seven monitoring stations across Beijing municipality were selected to provide hourly PM10 measurement data. The months of January, April, July and October in 2002 were taken as target periods for model performance evaluation. Five emission scenarios were designed and run in order to quantitatively assess the trans-boundary PM10 contributions. The results show that, while Beijing needs to take positive steps to reduce its own pollution emissions, much effort should also be placed on demanding more pollution reduction and better environmental performance from surrounding provinces.  相似文献

In the last 10 yr, Beijing has made a great effort to improve its air quality. However, it is still suffering from regional coarse particulate matter (PM10) pollution that could be a challenge to the promise of clean air during the 2008 Olympics. To provide scientific guidance on regional air pollution control, the Mesoscale Modeling System Generation 5 (MM5) and the Models-3/Community Multiscale Air Quality Model (CMAQ) air quality modeling system was used to investigate the contributions of emission sources outside the Beijing area to pollution levels in Beijing. The contributions to the PM10 concentrations in Beijing were assessed for the following sources: power plants, industry, domestic sources, transportation, agriculture, and biomass open burning. In January, it is estimated that on average 22% of the PM10 concentrations can be attributed to outside sources, of which domestic and industrial sources contributed 37 and 31%, respectively. In August, as much as 40% of the PM10 concentrations came from regional sources, of which approximately 41% came from industry and 31% from power plants. However, the synchronous analysis of the hourly concentrations, regional contributions, and wind vectors indicates that in the heaviest pollution periods the local emission sources play a more important role. The implications are that long-term control strategies should be based on regional-scale collaborations, and that emission abatement of local sources may be more effective in lowering the PM10 concentration levels on the heavy pollution days. Better air quality can be attained during the Olympics by placing effective emission controls on the local sources in Beijing and by controlling emissions from industry and power plants in the surrounding regions.  相似文献

However, several counteracting aspects affect the choice of gas cleaning technologies, which are confirmed by the discrepancies encountered in actual suppliers' bids. In this paper, the main pollution control options are analyzed by carrying out a critical comparison under the cost-effectiveness point of view to select the lowest cost arrangement considering capital investment, operating expenses, and energy-saving revenues from heat recovery processes. Two-thirds of China’s cities have not attained the ambient air quality standards applicable to urban residential areas (Grade II). Particulate matter (PM), rather than sulfur dioxide (SO2), is the major pollutant reflecting the shift from coal burning to mixed source pollution. In 2002, 63.2 and 22.4% of the monitored cities have PM and SO2 concentrations exceeding the Grade II standard, respectively. Nitrogen oxides (NOx) concentration kept a relatively stable level near the Grade II standard in the last decade and had an increasing potential in recent years because of the rapid motorization. In general, the air pollutants emission did not increase as quickly as the economic growth and energy consumption, and air quality in Chinese cities has improved to some extent. Beijing, a typical representative of rapidly developing cities, is an example to illustrate the possible options for urban air pollution control. Beijing’s case provides hope that the challenges associated with improving air quality can be met during a period of explosive development and motorization.  相似文献

Long-range transboundary air pollution has caused severe environmental effects in Europe. European air pollution abatement policy, in the framework of the UNECE Convention on Long-range Transboundary Air Pollution (LRTAP Convention) and the European Union Clean Air for Europe (CAFE) programme, has used critical loads and their exceedances by atmospheric deposition to design emission abatement targets and strategies. The LRTAP Convention International Cooperative Programme on Modelling and Mapping Critical Loads and Levels and Air Pollution Effects, Risks and Trends (ICP M&M) generates European critical loads datasets to enable this work. Developing dynamic nitrogen flux models and using them for a prognosis and assessment of nitrogen effects remains a challenge. Further research is needed on links between nitrogen deposition effects, climate change, and biodiversity.  相似文献
