During 1977 a Philippine environmental impact statement (EIS) system was established and the National Environmental Protection Council (NEPC) was formed to develop environmental policy. Several months after its creation, NEPC was given responsibility to certify that proposed projects met EIS system regulations. With few exceptions, this requirement to gain NEPC's approval was not taken seriously by agencies. The poor record of agency compliance with the EIS system is explained by the absence of ‘controls’ to force thorough assessments. Judicial controls are absent. Procedural and evaluative controls are in place, but NEPC has neither the budget nor the political power to enforce them. Although the national EIS system is ineffective, agencies sometimes conduct informal, ad hoc environmental assessments in response to instrumental controls exercised by international funding organizations, professional controls exerted by planners, and public controls brought about by individuals and groups who would be adversely affected by projects.  相似文献

The traditional approach of coupling estimates of human exposures to individual chemicals with laboratory studies of the toxicity of the chemicals as the basis for quantitative assessments of risk is not adequate when considering problems near hazardous waste sites. For example, there are (a) too many chemicals and mixtures involved, (b) containment uncertainties, and (c) future exposure problems associated with groundwater and soil contamination. Among the items to be considered in expanding the dimensions of risk assessment methodologies of the past are (a) identification of chemical groups or of dominant toxic chemicals of principal concern and the likely man-made as well as natural pathways for environmental migration, (b) the role of biological monitoring in addition to traditional monitoring approaches, and (c) the coupling of monitoring data with past, current, and future population activity patterns and with epidemiological and other health data.Monitoring data is a key in risk assessments since there is little likelihood that materials balances or modelling will provide authoritative information concerning exposure levels. The use of monitoring data from control areas and from nationwide baseline surveys in developing comparative risk assessments is particularly important. Ecological assessments of surface water bodies are essential in order to evaluate the level of degradation in freshwater ecosystems and to address the subsequent decline in services they provide. These assessments cover multiple aspects of the aquatic environment, particularly biological elements due to their ability to respond to all pressures within an ecosystem. Such assessments can enable the identification of the multiple pressures which threaten water bodies, facilitating sustainable decisions regarding their management to be identified. Here, the design requirements of the networks which facilitate ecological assessments are presented. A river basin district in England is used as a case study to investigate the number of elements monitored, the number of failing elements and the relationship between failing elements. Findings demonstrate the value of ensuring that monitoring networks are risk based and appropriately designed to meet their objectives. This therefore requires that monitoring is not only for the communicating of compliance but also for use iteratively so that the design of monitoring networks and ultimately management can be continually improved.  相似文献

This paper provides a review and justification of the minimum data needed to characterize soils for hazardous waste site assessments and to comply with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Scientists and managers within the regulatory agency and the liable party need to know what are the important soil characteristics needed to make decisions about risk assessment, what areas need remediation and what remediation options are available. If all parties involved in characterizing a hazardous waste site can agree on the required soils data set prior to starting a site investigation, data can be collected in a more efficient and less costly manner. Having the proper data will aid in reaching decisions on how to address concerns at, and close-out, hazardous waste sites.This paper was prepared to address two specific concerns related to soil characterization for CERCLA remedial response. The first concern is the applicability of traditional soil classification methods to CERCLA soil characterization. The second is the identification of soil characterization data type required for CERCLA risk assessment and analysis of remedial alternatives. These concerns are related, in that the Data Quality Objective (DQO) process addresses both. The DQO process was developed in part to assist CERCLA decision-makers in identifying the data types, data quality, and data quantity required to support decisions that must be made during the remedial investigation/feasibility study (RI/FS) process. Data Quality Objectives for Remedial Response Activities: Development Process (US EPA, 1987a) is a guidebook on developing DQOs. Risk assessments are the intellectual products of dedicated public health and environmental professionals. Like many other products, risk assessments carry with them the potential for both good and harm. This paper briefly examines some of the harms to which risk assessments have contributed, and then suggests that the legal “duty to warn” doctrine offers a logical and practical way to reduce some of these harms. The paper suggests concepts that could be incorporated into warnings accompanying every formal risk assessment as routine “boiler plate” addenda, just as other potentially harmful products, such as lawn mowers and cook stoves, are accompanied by warnings. Finally, the paper briefly examines the “Code of Ethics and Standards of Practice for Environmental Professionals” (promulgated by the National Association of Environmental Professionals) and shows that the suggested warnings are consistent with recommended practices for environmental professionals.  相似文献

Ecological risk assessment and risk management call for "state-of-the-science" methods and sound scientific assessments of ecosystem health and stressor effects. In this paper recent developments of periphyton indicators of biotic integrity and ecosystem stressors of streams and wetlands are related in a framework of ecological metrics that can be used to quantify risk assessment and risk management options. Many periphyton metrics have been employed in past assessments of water quality and a periphyton indices of biotic integrity has been applied by the state of Kentucky. In addition, the sensitivity of species composition of periphytic diatom assemblages has been shown to respond predictably to ecological stressors so that specific pH, conductivity, and total phosphorus in wetlands and streams can be inferred with weighted average indices. Inference of nutrient conditions by diatom indicators of total phosphorus is shown to have sufficient precision to be a valuable complement to one-time measurement of highly variable total phosphorus in streams. Quantitative indices of sustainability and restorability of ecosystem integrity are proposed, respectively, as the changes in ecological conditions that can occur without significant change in ecological integrity or changes that are necessary to restore ecological integrity.  相似文献

This paper briefly reviews the process of exotic pest risk assessments and presents some examples of emerging opportunities for spatial bioclimatic modeling of exotic species in Canada. This type of analysis can support risk assessments but does not replace the need for on-going high quality field-based observations to validate and update models. Bioclimatic analysis of several exotic pests is provided to illustrate both opportunities and limits. A link is demonstrated to the National Forest Inventory to characterize timber volumes at risk for one exotic species. Challenges' are both scientific and administrative. More accessible and current field survey data are required to improve models. Our experience is that for many exotic species, historical, and even current, data are not always digital or quality controlled for taxonomic identity and accurate geo-referencing. This inhibits their use for integrated spatial modeling applications.  相似文献

Environmental risk assessments are necessary to understand the risk associated with enhanced oil recovery (EOR) solutions and to provide decision support for choosing the best technology and implementing risk-reducing measures. This study presents a review of potentially relevant environmental/ecological risk assessment (ERA) guidelines and, based on this review, proposes an initial suggestion of an ERA framework for understanding the environmental impacts from EOR solutions. We first shortlist the important elements necessary for conducting an ERA of EOR solutions from the selected guidelines. These elements are then used to build the suggested ERA framework for produced water discharges, drilling discharges and emissions to air from EOR solutions, which is the primary objective of the present study. Furthermore, the emphasis is placed on identifying the knowledge gaps that exist for conducting ERA of EOR processes. In order to link the framework with the current best environmental practices, a review of environmental policies applicable to the marine environment around the European Union (EU) was conducted. Finally, some major challenges in the application of ERA methods for novel EOR technologies, i.e. uncertainties in the ERA due to lack of data and aggregation of risk from different environmental impacts, are discussed in detail. The frameworks suggested in this study should be possible to use by relevant stakeholders to assess environmental risk from enhanced oil recovery solutions.  相似文献

In any ecological risk assessment, afull complement of the relevant members of theecosystems being studied should be considered. Reptiles in general, and snakes in particular, areimportant although often neglected components ofterrestrial and aquatic ecosystems and should beincluded in any study on environmental contamination. By neglecting reptiles, the risks posed by aparticular contaminant cannot be fully assessed. Since all snakes are secondary, tertiary, and toppredators, they are susceptible to the bioaccumulationof environmental contaminants. Their unique lifehistories make their roles in food webs diverse andimportant, and they are crucial to the properfunctioning of many ecological processes. We reviewand summarize organic and inorganic contaminant andradionuclide/radiation residue and lethal andsublethal effects data for snakes to stress theimportance of snakes and encourage their inclusion inecological risk assessments, to demonstrate thepaucity of available contaminant data on snakes andreveal the main information gaps, to encourage furtherecotoxicological studies on snakes, and to facilitatethe use of existing snake contaminant data inecological risk assessments. Anthropogenic stressors, such as pollution and habitat degradation, have affected natural fish populations (and other species) by increased mortality and/or impaired reproduction. Depending on the life history of a population, the sensitivity to a particular stress varies. Demographic population models can be used to evaluate these differences and determine which populations are most sensitive to a specific impact. In the present study, five populations of roach (Rutilus rutilus) with different life histories were modeled and compared for sensitivities to reductions in fecundity or survival. The five populations reflected a north–south gradient with increasing life span, delayed maturity, and reduced fecundity at higher latitudes. Furthermore, three types of population models were used and compared. The population models were an unstructured model, a two-stage model with juveniles and adults and an age-structured model with age-dependent fecundity. The results of the population models showed that populations at higher latitudes are more sensitive to a reduction in survival but less sensitive to a reduction in fecundity. Current methods in ecological risk assessment are based on oversimplifications due to a lack of ecological theory. The use of population models may increase the ecological relevance and help produce better risk assessments. The two-stage model provided results that were similar to the results of the more complex age-structured model in most cases. The unstructured model, however, deviated significantly from the other two models.  相似文献

We address the weaknesses inherent in the social risk assessments undertaken for business, especially in the extractive industries. In contrast to the conventional approach that considers consequence to the company rather than to impacted communities, conformance with the United Nations Guiding Principles on Business and Human Rights requires that consequence to affected communities has precedence. In order for social risks to be properly assessed, we consider that: companies need to know and understand the human rights impacts of their activities; contemporary approaches to project impact and risk assessment need to be adapted to consider human rights; and environmental impact assessment (EIA) and social impact assessment (SIA) methods need to be adapted to give greater attention to impacts on human rights. Using an example from the mining, oil and gas sector, we provide a method that differentiates social risks from business risks, and we position impact assessment as an instrument that actively facilitates the improved identification, analysis and management of social risks. Practical adaptations to SIA activities and risk assessment processes are provided. Taking human rights impacts into account and using the dimensions of gravity, extent, vulnerability and remediability, we nominate criteria to assess the significance of negative social impacts.  相似文献

Integrated food security covers three aspects: food quantity security, food quality security, and sustainable food security. Because sustainable food security requires that food security must be compatible with sustainable development, the risk assessment of sustainable food security is becoming one of the most important issues. This paper mainly focuses on the characteristics of sustainable food security problems in the major grain-producing areas in China. We establish an index system based on land resources and eco-environmental conditions and apply a dynamic assessment method based on status assessments and trend analysis models to overcome the shortcomings of the static evaluation method. Using fuzzy mathematics, the risks are categorized into four grades: negligible risk, low risk, medium risk, and high risk. A case study was conducted in one of China’s major grain-producing areas: Dongting Lake area. The results predict that the status of the sustainable food security in the Dongting Lake area is unsatisfactory for the foreseeable future. The number of districts at the medium-risk range will increase from six to ten by 2015 due to increasing population pressure, a decrease in the cultivated area, and a decrease in the effective irrigation area. Therefore, appropriate policies and measures should be put forward to improve it. The results could also provide direct support for an early warning system—which could be used to monitor food security trends or nutritional status so to inform policy makers of impending food shortages—to prevent sustainable food security risk based on some classical systematic methods. This is the first research of sustainable food security in terms of risk assessment, from the perspective of resources and the environment, at the regional scale.  相似文献

The Ecosystem Management Decision Support (EMDS) system is an application framework for knowledge-based decision support of ecological assessments. EMDS integrates geographic information system and knowledge base system technologies to provide an analytical tool for environmental assessment and monitoring. The basic objective of EMDS is to improve the quality and completeness of environmental assessments and the efficiency with which they are performed. The USDA Forest Service and the U.S. Environmental Protection Agency have cooperatively developed an EMDS knowledge base for watershed condition assessment. Specifically, this knowledge base evaluates watershed processes, patterns, general effects of human activity, and fisheries habitat suitability. Such assessments are based on spatially explicit input data concerning current conditions and reference conditions which are subsequently interpreted by user-defined "fuzzy" membership functions. In this paper we describe basic components of our knowledge base for assessing watershed condition and illustrate its application within northern Idaho and northwestern Montana.  相似文献

Divergent scientific and regulatory agency perspectives about contaminants in fish have lead to contradictory advice and confusing public messages about its consumption. The evidence for the protective effect of eating fish on cardiovascular outcomes is considered to be convincing. It has long been attributed to n-3 unsaturated long-chain fatty acids. Persistent organic pollutants (POPs) are compounds that are lipid soluble and accumulate in the aquatic food chain. Despite a considerable decrease in their levels in fish during the last two decades, there is still significant concern about potential negative health effects and an ongoing debate exists about what type of fish consumption advisories are most suitable. In this review our aim is twofold, namely to explore: (1) the underlying causes for the conflicting recommendations by discussing the strengths and limitations of risk assessment and epidemiological evidence; and (2), the role of risk management in formulating public dietary advisories. It is our view that the latter advice is most appropriately formulated in the context of risk management, of which both epidemiologic evidence and risk assessment are essential components.  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献

Ground-water flow and solute-transport simulation modeling are major components of most exposure and risk assessments of contaminated aquifers. Model simulations provide information on the spatial and temporal distributions of contaminants in subsurface media but are difficult to apply to karst aquifers in which conduit flow is important. Ground-water flow and solute transport in karst conduits typically display rapid-flow velocities, turbulent-flow regimes, concentrated pollutant-mass discharge, and exhibit open-channel or closed-conduit flow. Conventional ground-water models, dependent on the applicability of Darcy`s law, are inappropriate when applied to karst aquifers because of the (1) nonapplicability of Darcian-flow parameters, (2) typically nonlaminar flow regime, and (3) inability to locate the karst conduits through which most flow and contaminant transport occurs. Surface-water flow and solute-transport models conditioned on a set of parameters determined empirically from quantitative ground-water tracing studies may be effectively used to render fate-and-transport values of contaminants in karst conduits. Hydraulic-flow and geometric parameters developed in a companion paper were used in the surface-water model, TOXI5, to simulate hypothetical slug and continuous-source releases of ethylbenzene in a karst conduit. TOXI5 simulation results showed considerable improvement for predicted ethylbenzene-transport rates and concentrations over qualitative tracing and analytical ground-water model results. Ethylbenzene concentrations predicted by TOXI5 simulations were evaluated in exposure and risk assessment models.  相似文献

The National Environmental Policy Act (NEPA) requires U.S. Forest Service planning processes to be conducted by interdisciplinary teams of resource specialists to analyze and disclose the likely environmental impacts of proposed natural resource management actions on Forest Service lands. Multiple challenges associated with these processes have been a source of frustration for the agency. One of these challenges involves administrative appeals through which public entities can challenge a Forest Service decision following a NEPA process. These appeals instigate an internal review process and can result in an affirmation of the Forest Service decision, a reversal of that decision, or additional work that re-initiates all or part of the NEPA process. We examine the best predictors of appeals and their outcomes on a representative sample of 489 Forest Service NEPA processes that were decided between 2007 and 2009. While certain factors associated with pre-existing social contexts (such as a history of controversy) or pre-determined elements of a proposed action (such as the extraction of forest products) predispose certain processes to a higher risk of appeals, other practices and process-related strategies within the control of the agency also appear to bear meaningful influence on the occurrence of appeals and their outcomes. Appeals and their outcomes were most strongly related to programmatic, structural (turnover of personnel in particular), and relationship risks (both internal and external) within the processes, suggesting the need for greater focus within the agency on cultivating positive internal and external relationships to manage the risk of appeals.  相似文献

The US Environmental Protection Agency conducts risk assessments of insecticide applications to wild birds using a model that is limited to the dietary route of exposure. However, free-flying birds are also exposed to insecticides via the inhalation and dermal routes. We measured azinphos-methyl residues on the skin plus feathers and the feet of brown-headed cowbirds (Molothrus ater) in order to quantify dermal exposure to songbirds that entered and inhabited an apple (Malus x domestica) orchard following an insecticide application. Exposure to azinphos-methyl was measured by sampling birds from an aviary that was built around an apple tree. Birds sampled at 36 h and 7-day post-application were placed in the aviary within 1 h after the application whereas birds exposed for 3 days were released into the aviary 4-day post-application. Residues on vegetation and soil were also measured. Azinphos-methyl residues were detected from the skin plus feathers and the feet from all exposure periods. Our results underscore the importance of incorporating dermal exposure into avian pesticide risk assessments.  相似文献

Advances in research on pollution of organic pesticides (OPs) in surface water, pollution survey and risk assessments of organochlorine pesticides (OCPs) and organophosphorus pesticides (OPPs) of surface water in Hangzhou are conducted. Total concentrations of dichloro-diphenyl-trichloroethane (DDT) and hexachloride-benzene (HCH) in surface water were observed to be 0–0.270 μg/L and 0–0.00625 μg/L respectively. DDE, as a metabolite of DDT and many species of OPPS were determined in some samples of surface water. Parathion, the main pollutant among OPPs in surface water of Hangzhou, was observed to be 0–0.445 μg/L. Based on these experimental results, health risk assessments on the organic pollution are developed. It is observed that the total risk “R T” at present time of surface water in Hangzhou is mainly contributed by organophosphorus pesticides, especially Parathion; HCH and DDT are not the main contaminants; on the contrary, organophosphorous pesticides, especially Parathion, must be of concern at the present time.  相似文献
