In the past, most of the attempts to improve the situation of the developing countries have focused on economic policy, on the conditions of international trade, on aid and direct investment. A debate on a New International Economic Order (NIEO) was launched in the 1970s (c.f. Tinbergen, 1976)—and largely failed (c.f. Simonis, 1989). This paper shows that environmental policy could be a more effective lever for improving the lot of the developing countries; the near future may see the evolution of a new international environmental order which is likely to better link environmental protection and economic development.  相似文献

The significant progress made during the UN International Water Decade is reviewed, eight years after its inception in 1981. Major issues remain, especially in rural areas. The advantages of an integrated water resource planning framework (IWRP) are explained, including the use of this process to develop a flexible strategy for the water and sewerage sector to meet national policy objectives. Economic efficiency in supply implies optimal service quality and least cost planning, while efficient pricing policy requires the implementation of long-run marginal cost based tariffs. Better sector organization, management, accountability, options for decentralization and innovative financing methods are also discussed.  相似文献

This paper presents a qualitative assessment of the participatory water management strategies implemented at the community level in rural Mali through a water supply project — The West Africa Water Initiative (WAWI) — coordinated by World Vision International, a non‐governmental and humanitarian organization. Data for the study were generated through a combination of primary and secondary sources in three villages. Results of the study indicate that while community‐based rural water supply is a positive step in responding to the needs of rural Malians, the installation of boreholes with hand pumps informed merely by consultative participatory approaches and limited extension involvement will not necessarily proffer sustainable rural water supply in the region. A “platform” approach to rural water supply management that can mobilize the assets and insights of different social actors to influence decision making at all stages, including the design and choice‐of‐technology stages, in water supply interventions is instead advocated.  相似文献

This summer, July 1, 1997, to be exact, marks the deadline for compliance with the International Code for the Safe Management of Ships and Pollution Prevention (ISM Code or simply the Code) as set forth in Chapter IX of the Safety of Life at Sea Convention (SOLAS). As widely reported, enforcement officials in the United States, Australia, and other major flag and port states are promising stepped-up criminal enforcement of marine pollution laws and “zero tolerance” for non-compliance with the ISM Code. The Department of Justice has highlighted this area in enforcement policy announcements, including a statement by the Assistant Attorney General last autumn.1 Especially given Justice's recent indictments of vessel owners for modest pollution events and these new admonitions, prudent vessel owners will be striving to meet the SOLAS timetable. For shipping firms discerning enough to have successfully navigated a course to certification, the issue instead will be how to sustain safety and environmental management improvement and build on this excellence to advance a broader range of objectives. This article will show how firms in either position may find inspiration in ISO 14001—the environmental management system (EMS) specification developed by the International Organization for Standardization.  相似文献

To meet the changing needs of 3M's expanding worldwide operations, its International Environmental Operations group is striving to enhance and integrate a global environmental management system. When well-designed, such systems not only can function to guarantee compliance with environmental regulations but also serve to help the company reap the benefits of going “beyond compliance.” They can also prepare facilities to meet the requirements of international standards, such as ISO 14000 or EMAS. An Environmental Management System (EMS) is a necessary step toward achieving sustainable development and gaining competitive advantage in the global marketplace. The challenge of constructing such a system can seem daunting to a multinational company confronted with the spectrum of regional environmental regulations/directives and its own diversity of business and social cultures. The purpose of this paper is to conceptualize the hitherto separate domains of Cyberspace and International Relations into an integrated socio-technical system that we jointly call the cyber International Relations (Cyber-IR) system and to identify and analyze its emergent properties utilizing the methods common to science and engineering systems adapted here for the social sciences. Our work is an exploration in both theory and methodology. This paper (a) identifies the actors and functions in the core systems, Cyberspace, and IR, (b) disambiguates system boundary, (c) creates a design structure matrix (DSM), a matrix of the interdependencies among functions of actors, (d) analyzes DSM qualitatively to show multiple interdependent and heterogeneous Cyber-IR properties, and (e) analyzes quantitatively the differential importance of core functions as well as the impact of actor attributes on influence in Cyber-IR. This work forms a baseline for further understanding of the nature of the heterogeneous influences of the various actors and the various outcomes that could result from it.  相似文献

As environmental management responsibilities expand beyond regulations to address business issues such as design for the environment, total cost accounting, and strategic planning, it is tempting to plan for expanded information systems (EMIS) to handle new responsibilities. The author argues that we should pursue exactly the opposite course: shrink the EMIS to the minimum size possible. It would be impossible to feed the self-standing EMIS with all the data it needs—replicas of almost any data tracked by the organization. The EMS and EMIS should be “meta-systems” that store the organization's knowledge about how EH&S relates to various business processes, and what should be measured and reported to assure that EH&S objectives are met. The author provides examples of how companies are creating these EMS “metasystems” by leveraging enterprise systems implemented for accounting, business planning, groupware, maintenance, and process control.  相似文献

This study uses Danxiashan, a world heritage site in Guangdong province, China, as a case study for planning a hypothetical geotourism network of heritage sites. This landscape has a multiplicity of values—its geoheritage cannot be separated from its ecological or cultural heritage. When designing a network of heritage sites for such a diversely valued landscape trade-offs must be made between differing and potentially conflicting objectives such as geotourism and geoconservation. To solve this multi-criteria decision problem, sites with potential value for people were designated as heritage sites, adapting the concept of geomorphosites—i.e., geomorphological heritage sites—to represent the intersection of anthropic values. In a GIS-based spatial decision support system heritage values for each site were weighted and ranked using the analytic hierarchy process and scenarios for alternative trail systems, and networks of tourism sites were generated by multi-criteria map overlay analysis and networking algorithms. The scenarios generated show how trade-offs can be made between oft-conflicting tourism and conservation objectives, how the design of parks can be optimized for multiple objectives, and how alternative design strategies can be explored. Such an approach could be used in scenario planning workshops to engage stakeholders in participatory design and consensus-based decision-making driven by geospatial science.  相似文献

Having reponded to various crises since the Paris Sugar Convention 1864, the process of international commodity organization is now recognized as a positive means of securing expansion of world trade and of bringing about development in producing countries. But these objectives necessitate multi-dimensional measures. The supply-management techniques, hitherto the pivot of international commodity agreements, have proved to be inadequate. It is argued in this article that the trade and development objectives can be better achieved by the provision of varied measures; that a ‘GATT for primary commodities’ is among such measures; and that such an organization does not negate, but supplements, the existing system.  相似文献

The International Natural Rubber Agreement (INRA) 1979 is the first, and so far the only, commodity agreement to emerge from the negotiations under the Integrated Programme for Commodities (IPC). The agreement is examined in the context of the issues relating to international stock and as an indicator for future development. The author concludes that while the principle of joint responsibility for financing international stock has been for the first time accepted in INRA, this has been achieved at the cost of reducing the scope of the regulatory mechanism, and that the single-instrument pattern that the agreement has adopted may not be suitable or acceptable in other commodities.  相似文献

From a discussion of the main objectives of river basin planning, the author develops the elements needed to assure successful river basin planning at the multinational level. Functions of some existing international river basin commissions are described and a fourfold classification based on the degree of planning undertaken is proposed. The Canada—United States experience in river basin planning is placed in a historical framework and the political, legal and economic factors which influenced the operations of the Canada—US International Joint Commission are described. The central point about Canada—US experience appears to be that direct planning is less frequent than indirect “planning.” The two main functions of the Canada—US International Joint Commission are regulation on the one hand and dispute settlement on the other. Partant d'une discussion sur les principaux objectifs de la planification des bassins fluviaux, l'auteur analyse les éléments nécessaires à la planification efficace de ces bassins au niveau multinational. II décrit les fonctions de certaines commissions internationales de bassins fluviaux et propose une classification en quatre parties basée sur le degré de planification envisagé. L'auteur situe les travaux du Canada et des Etats-Unis en matière de planification de bassins fluviaux dans un contexte historique et analyse les facteurs politiques, juridiques et économiques qui influencent les activités de la Commission internationale mixte du Canada et des Etats-Unis. Le résultat principal des travaux de cette Commission semble être que la planification directe est plus rare que la planification indirecte. Les deux fonctions principales de la Commission sont la réglementation d'une part et le règlement de disputes de l'autre. Después de discutir los objetivos principales la Planificación de Cuencas Hidrográficas, el autor desarrolla los elementos necesarios para asegurar una planificación apropiada de cuencas a nivel multinacional. Se describen las funciones de algunas Comisiones de Cuencas Internacionales y se propone una clasificación basado en el grado de planificación emprendida. Se pone en un marco histórico la experiencia de Canadá y los Estados Unidos en materia de planficación de cuencas hydrográficas y se describen los factores politicos, legales y económicos que influenciaron las operaciones de la Comisión Conjunta Internacional Canadá-Estados Unidos. El punto central de la experiencia Canadá—Estados Unidos parece ser que la planificación directa es menos frecuente que la “planificación indirecta.” Las funciones principales de esta comisión son establecer regulaciones y dar solución a las disputas existentes.  相似文献

This article is a conceptual contribution on how to make human habitat more sustainable. Taking Heidegger’s conception of “dwelling” as a starting point, a new form of understanding the organization of the city as a human habitat is proposed. It is argued that human habitat is today in crisis and that such crisis has its roots in a spatial understanding of human dwelling, disregarding its temporal-historical dimension. For long time, the city has been considered as a physical “place” and its organization—the urban planning—has been addressed in terms of “locating” (building). Many of the challenges in organizing habitat are the result of reducing the organization of the city to the organization of physical space. One of these is the conflict between preservation and development, a central issue in approaching sustainability. The aim of this article is to propose a new perspective on the organization of human dwelling, which overcomes the spatial-based conception of habitat and involves its temporal dimension. The meaning of human “habitat” as a historical process for developing “habits” will be recovered, and the implications for organization of the city considered. Human habitat is above all an ethical space (ethos), constituted in a spatial–temporal process of developing learning and capabilities. This habitat can be shared and developed infinitely so that a pathway is opened for overcoming the logic of competition and the conflict between sustainability and development. Finally, three forms of the human habitat as an “ethical space” are proposed.  相似文献

In managing environmental problems, several countries have chosen the management by objectives (MBO) approach. This paper investigates how focus group participants from the Swedish environmental administration used metaphors to describe the mode of organization needed to attain environmental objectives. Such analysis can shed light on how an MBO system is perceived by actors and how it works in practice. Although the Swedish government intended to stimulate broad-based cooperation among many actors, participants often saw themselves as located at a certain “level,” i.e., “higher” or “lower,” in the MBO system—that is, their conceptions corresponded to a traditional, hierarchical interpretation of MBO. Prepositions such as “in” and “out” contributed to feelings of inclusion and exclusion on the part of MBO actors. However, horizontal metaphors merged with vertical ones, indicating ongoing competition for the right to interpret how the system of environmental objectives should best be managed. The paper concludes that any organization applying MBO could benefit from discussing alternate ways of talking and thinking about its constituent “levels.”  相似文献

The Environmental Auditing Roundtable (EAR) is the original professional organization dedicated to furthering the development and professional practice of environmental, health, and safety auditing. It began in 1982 as literally a roundtable of managers who met to discuss what environmental auditing was and to share practices. The group has held quarterly meetings since that time and has undergone several major changes. In 1984 the organization significantly expanded its membership and established a formal program committee. Major steps were taken in 1987 through the adoption of the Code of Ethics and the first formal bylaws to allow the EAR to be an organization with individual members and election of a board of directors by the membership at large. A significant milestone toward becoming a professional society occurred in 1991 with the incorporation of the EAR as a not-for-profit organization with a two-fold purpose: to provide a forum for the exchange of technical, regulatory, and professional auditing information; and to further the development and professional practice of environmental, health, and safety (EH&S) auditing. Today, there are about three hundred members of the EAR—individuals from industry, academia, service organizations, law firms, and government—who have agreed to abide by the Code of Ethics and to advance the practice of EH&S auditing.  相似文献

Like many environmental sciences, archaeology has its origins in an academic discipline. But organizational models derived from scholarly research are not adequate for large scale archaeological salvage excavations that must be carried out by many archaeologists within a short time. A non-traditional organization model, developed to parallel the organization of project engineering, is more responsive and can be designed to preserve the most significant traditional archaeological objectives.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

This paper identifies criteria for efficient public utilization of designated wildlife sites. It describes a survey of the major wildlife sites in Scotland in order to determine the site management objectives and extent to which sites are utilized by visitors. Substantial differences were found to exist between organizations as regards site management objectives, promotion and the provision of visitor facilities. Explanations for the apparent variability in efficiency of site utilization are discussed in terms of organization ideology, funding and structure. It is argued that trusts funded through membership may be best able to reconcile the benefits from current site utilization with the conservation of long‐term use and existence values.  相似文献

This article discusses the attempts by the Working Group of the UN General Assembly's 6th Committee, which held its first session from 7 to 25 October 1996, to elaborate a framework convention on the Law of the Non-navigational Uses of International Watercourses. The Convention is based on the 1994 draft articles by the International Law Commission, and is intended to have a residual character. As such it will apply to States parties in the absence of specific watercourse agreements, and serve as a guideline. However, the persistence of a fragmented defence of short-term national self-interest on the part of many delegations prevented the finalization of a universal legal instrument in the first round of the negotiations. The major stumbling blocks relate to the natural adversarity between "upstream" and "downstream" riparians. Deep seated conflicts of interest were particularly prominent in discussions of concepts such as the "equitable utilization principle" vis-à-vis the "no-harm rule" (art. 7), the concept of "optimal utilization" (art. 5); the determination of when a particular use is "equitable and reasonable" (art. 6); constraints on the freedom of exploitation of natural resources (art. 7); and the obligation to notify co-riparians of planned measures which may have adverse effects upon other watercourse states (arts. 11–19). Despite many obstacles, the Working Group made considerable progress in identifying language that would balance respective interests in the Convention. It is hoped that agreement may be reached on the final text during the next session, scheduled for 24 March–4 April 1997 While the present article traces the deliberations at the UN in October 1996, and some of the main conflicts, a separate article by Maurizio Arcari in the forthcoming August 1997 issue of Natural Resources Forum will discuss the draft articles submitted by the International Law Commission.  相似文献
