During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

The international competitiveness of the New Zealand (NZ) dairy industry is built on low cost clover-based systems and a favourable temperate climate that enables cows to graze pastures mostly all year round. Whilst this grazed pasture farming system is very efficient at producing milk, it has also been identified as a significant source of nutrients (N and P) and faecal bacteria which have contributed to water quality degradation in some rivers and lakes. In response to these concerns, a tool-box of mitigation measures that farmers can apply on farm to reduce environmental emissions has been developed. Here we report the potential reduction in nutrient losses and costs to farm businesses arising from the implementation of individual best management practices (BMPs) within this tool-box. Modelling analysis was carried out for a range of BMPs targeting pollutant source reduction on case-study dairy farms, located in four contrasting catchments. Due to the contrasting physical resources and management systems present in the four dairy catchments evaluated, the effectiveness and costs of BMPs varied. Farm managements that optimised soil Olsen P levels or used nitrification inhibitors were observed to result in win-win outcomes whereby nutrient losses were consistently reduced and farm profitability was increased in three of the four case study farming systems. Other BMPs generally reduced nutrient and faecal bacteria losses but at a small cost to the farm business. Our analysis indicates that there are a range of technological measures that can deliver substantial reductions in nutrient losses to waterways from dairy farms, whilst not increasing or even reducing other environmental impacts (e.g. greenhouse gas emissions and energy use). Their implementation will first require clearly defined environmental goals for the catchment/water body that is to be protected. Secondly, given that the major sources of water pollutants often differed between catchments, it is important that BMPs are matched to the physical resources and management systems of the existing farm businesses.  相似文献

This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

The fifth Action Programme on the Environment: Towards Sustainability, defines European Union (EU) environmental policy until the year 2000 and emphasises the need for greater disclosure of environmental information. This paper discusses the Eco-management and audit scheme (EMAS), and EU market based instrument designed to bring more industrial environmental performance data into the public domain. The paper discusses the purpose of the Regulation's environmental statement identifying the potential audiences and their requirements. Using six corporate environmental reports, the paper analyzes how these meet the Regulation's reporting requirements and what modifications would be needed in current reporting trends. The paper concludes that existing reporting requirements will need to change to satisfy EMAS requirements and the increasing public demands for industrial environmental performance information.Ruth Hillary successfully completed a MSc in Environmental Technology at Imperial College, University of London, and is currently undertaking a doctorate to continue her research into the fields of environmental auditing and environmental management. She was placed at the European Commission's Industry and Environment Division of DG XI where she worked on the draft Eco-management and audit Regulation during its progress towards adoption and application. This study aims to analyse the potential market for emissions permits that the European Union (EU) established in 2005, in a first-mover attitude with regard to the frame of the Kyoto Protocol. To this end the integrated assessment Regional Integrated Climate and the Economy (RICE) model is employed, adapted to the specific objectives intended. A referential paretian-optimum price of US$25.63 tCO2 is obtained around the year 2007, which duplicates the hypothetical harmonized carbon tax. The ratio between the willingness to pay and the net environmental damages as a result of adverse climate change point to the high degree of commitment and the leadership initiative that seem to be assumed by the EU-15, the extended EU including Eastern European countries and the European OECD as a whole, with the hinterland geo-strategic referent represented by Russia and the Ukraine.  相似文献

The European Environment Agency (EEA) is the European Union body dedicated to providing sound, independent information on the environment. It is a major information source for those involved in developing, adopting, implementing and evaluating environmental policy in Europe, and also for the general public. In line with its mandate, the EEA has developed — focused around a set of policy relevant questions — a set of indicators to assess progress in Europe in integrating environmental considerations into the energy sector. Each question is answered through one or more indicators describing the development of the sector in Europe, implications for the environment and links to policy actions. The indicators cover not only the current situation, but also trends and prospects and, most importantly, point to the conditions for change that are needed for progress towards a more sustainable energy policy that benefits the environment. The results of the most recent assessment are presented in this article and show that in many areas of environmental integration there have been some successes, but overall progress to date has been insufficient. Substantial additional action will therefore be required in the future if the European Union is going to move towards a more environmentally sustainable energy system.  相似文献

The loss of phosphorus (P) from land to water is detrimental to surface water quality in many parts of New Zealand and Australia. Farming, especially pasture-based dairying, can be a source of P loss, but preventing it requires a range of fully costed strategies because little or no subsidies are available and the effectiveness of mitigation strategies varies with different farm management systems, topography, stream density, and climate. This paper reviews the cost-effectiveness of mitigation strategies for New Zealand and Australian dairy farms, grouping strategies into (i) management (e.g., decreasing soil test P, fencing streams off from stock, or applying low-water-soluble P fertilizers), (ii) amendments (e.g., alum or red mud [Bauxite residue]), and (iii) edge-of-field mitigations (e.g., natural or constructed wetlands). In general, on-farm management strategies were the most cost-effective way of mitigating P exports (cost range, $0 to $200 per kg P conserved). Amendments, added to tile drains or directly to surface soil, were often constrained by supply or were labor intensive. Of the amendments examined, red mud was cost effective where cost was offset by improved soil physical properties. Edge-of-field strategies, which remove P from runoff (i.e., wetlands) or prevent runoff (i.e., irrigation runoff recycling systems), were generally the least cost effective, but their benefits in terms of improved overall resource efficiency, especially in times of drought, or their effect on other contaminants like N need to be considered. By presenting a wide range of fully costed strategies, and understanding their mechanisms, a farmer or farm advisor is able to choose those that suit their farm and maintain profitability. Further work should examine the potential for targeting strategies to areas that lose the most P in time and space to maximize the cost-effectiveness of mitigation strategies, quantify the benefits of multiple strategies, and identify changes to land use that optimize overall dairy production, but minimize catchment scale, as versus farm scale, nutrient exports.  相似文献

/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

Agri-environment schemes (AESs) have been implemented across EU member states in an attempt to reconcile agricultural production methods with protection of the environment and maintenance of the countryside. To determine the extent to which such policy objectives are being fulfilled, participating countries are obliged to monitor and evaluate the environmental, agricultural and socio-economic impacts of their AESs. However, few evaluations measure precise environmental outcomes and critically, there are no agreed methodologies to evaluate the benefits of particular agri-environmental measures, or to track the environmental consequences of changing agricultural practices. In response to these issues, the Agri-Environmental Footprint project developed a common methodology for assessing the environmental impact of European AES. The Agri-Environmental Footprint Index (AFI) is a farm-level, adaptable methodology that aggregates measurements of agri-environmental indicators based on Multi-Criteria Analysis (MCA) techniques. The method was developed specifically to allow assessment of differences in the environmental performance of farms according to participation in agri-environment schemes. The AFI methodology is constructed so that high values represent good environmental performance. This paper explores the use of the AFI methodology in combination with Farm Business Survey data collected in England for the Farm Accountancy Data Network (FADN), to test whether its use could be extended for the routine surveillance of environmental performance of farming systems using established data sources. Overall, the aim was to measure the environmental impact of three different types of agriculture (arable, lowland livestock and upland livestock) in England and to identify differences in AFI due to participation in agri-environment schemes. However, because farm size, farmer age, level of education and region are also likely to influence the environmental performance of a holding, these factors were also considered. Application of the methodology revealed that only arable holdings participating in agri-environment schemes had a greater environmental performance, although responses differed between regions. Of the other explanatory variables explored, the key factors determining the environmental performance for lowland livestock holdings were farm size, farmer age and level of education. In contrast, the AFI value of upland livestock holdings differed only between regions. The paper demonstrates that the AFI methodology can be used readily with English FADN data and therefore has the potential to be applied more widely to similar data sources routinely collected across the EU-27 in a standardised manner.  相似文献

Nitrate leaching in intensive grassland- and silage maize-based dairy farming systems on sandy soil is a main environmental concern. Here, statistical relationships are presented between management practices and environmental conditions and nitrate concentration in shallow groundwater (0.8 m depth) at farm, field, and point scales in The Netherlands, based on data collected in a participatory approach over a 7-yr period at one experimental and eight pilot commercial dairy farms on sandy soil. Farm milk production ranged from 10 to 24 Mg ha(-1). Soil and hydrological characteristics were derived from surveys and weather conditions from meteorological stations. Statistical analyses were performed with multiple regression models. Mean nitrate concentration at farm scale decreased from 79 mg L(-1) in 1999 to 63 in 2006, with average nitrate concentration in groundwater decreasing under grassland but increasing under maize land over the monitoring period. The effects of management practices on nitrate concentration varied with spatial scale. At farm scale, nitrogen surplus, grazing intensity, and the relative areas of grassland and maize land significantly contributed to explaining the variance in nitrate concentration in groundwater. Mean nitrate concentration was negatively correlated to the concentration of dissolved organic carbon in the shallow groundwater. At field scale, management practices and soil, hydrological, and climatic conditions significantly contributed to explaining the variance in nitrate concentration in groundwater under grassland and maize land. We conclude that, on these intensive dairy farms, additional measures are needed to comply with the European Union water quality standard in groundwater of 50 mg nitrate L(-1). The most promising measures are omitting fertilization of catch crops and reducing fertilization levels of first-year maize in the rotation.  相似文献

Farm diversification by farmers' open-door policy generates opportunities for farmers to internalize externalities of multifunctionality. Although the educational function of agriculture is an example of such an open-door policy and is attracting growing attention, this function has been little explored. To promote farm diversification in this direction, this paper examined how and to what degree farmers internalize externalities of multifunctionality by focusing on the educational function provided by dairy farming, i.e., farming experience services, in Japan. The main findings were as follows. First, we can say that the educational function is determined by ordinary technical jointness as well as institutional jointness, which is represented by food culture and the agrarian heritage. Both the technical and institutional jointness enhanced the externality. Because of these two working factors, there is a U-shaped relationship between farm diversification and provision of farming experience services. Second, however, an empirical evaluation indicated that farmers only partially internalize educational externalities by treating them as supplementary services combined with processed milk products. Therefore, appropriate integrated management of these newly emerging educational services to become a viable market should be fully addressed in the future, especially for family farms.  相似文献

The Rodopi mountain range is located between Greece and Bulgaria and constitutes a natural and political boundary whose crest delimits the frontier between the two countries. However, these two neighboring countries have significant differences: Greece is one of the oldest members of the European Union (EU) while Bulgaria has just recently entered the European family. As a result, the existing financial and political differences between the two nations are also reflected in issues concerning the environmental know-how, education, and training, since Greece seems to have a small lead in these fields. On the other hand, given that Bulgaria possesses exceptional scientific personnel, it has made significant progress in all aspects of environmental policy during the last decade by absorbing up-to-date knowledge and putting it into practice; thus, catching up with the other EU countries in environmental issues is just a matter of time. Taking these factors into account, the Department of Forestry and Natural Environment Management of the Technological Educational Institute of Kavala (Greece) and the Department of Geography-Ecology and Natural History (Bulgaria) prepared a joint proposal which was approved and financed by the European Union Initiative ΙNTERREG IIIΑ/PHARE CBC GREECE-BULGARIA. The proposal concerns the Rodopi mountains and focuses on integrated environmental education, technology exchange, and transfer between the two institutions. The Rodopi complex constitutes a very important ecosystem of particular ecological and biological interest for both countries. This paper reveals the cooperation possibilities on environmental education and know-how exchange with regard to the shared natural resources of these contiguous countries.  相似文献

Small-holder farmers often develop adaptable agroforestry management techniques to improve and diversify crop production. In the cocoa growing region of Ghana, local knowledge on such farm management holds a noteworthy role in the overall farm development. The documentation and analysis of such knowledge use in cocoa agroforests may afford an applicable framework to determine mechanisms driving farmer preference and indicators in farm management. This study employed 12 in-depth farmer interviews regarding variables in farm management as a unit of analysis and utilized cognitive mapping as a qualitative method of analysis. Our objectives were (1) to illustrate and describe agroforestry management variables and associated farm practices, (2) to determine the scope of decision making of individual farmers, and (3) to investigate the suitability of cognitive mapping as a tool for assessing local knowledge use. Results from the cognitive maps revealed an average of 16 ± 3 variables and 19 ± 3 links between management variables in the farmer cognitive maps. Farmer use of advantageous ecological processes was highly central to farm management (48% of all variables), particularly manipulation of organic matter, shade and food crop establishment, and maintenance of a tree stratum as the most common, highly linked variables. Over 85% of variables included bidirectional arrows, interpreted as farm management practices dominated by controllable factors, insofar as farmers indicated an ability to alter most farm characteristics. Local knowledge use on cocoa production revealed detailed indicators for site evaluation, thus affecting farm preparation and management. Our findings suggest that amid multisourced information under conditions of uncertainty, strategies for adaptable agroforestry management should integrate existing and localized management frameworks and that cognitive mapping provides a tool-based approach to advance such a management support system.  相似文献

Solid bioenergy from forests plays — and is expected to continue to play — a key role to fulfil the renewable energy targets at the European Union level. When the Renewable Energy Directive was enacted, sustainability criteria were incorporated solely for biofuels and bioliquids. Sustainability criteria for solid bioenergy are also needed in order to prevent wood and primary forest residues from posing additional environmental risks to ecosystems. Acknowledging this, the European Commission has been working on extending the biofuels and bioliquids provisions to solid biomass. An internal draft was circulated in August 2013 which addressed the ways to both balance and mitigate the risks in three main topics: biodiversity; sustainable forest management; and greenhouse gases. This paper presents a set of criteria and indicators, developed during workshops with experts from Governments, scientific institutions, businesses and NGOs, that may be considered by the EU to assure that solid biomass from forests is obtained in an environmentally sustainable way.  相似文献

The Pressure-State-Response framework for environmental reporting was used as a basis to develop a long-term study of people's perceptions of the state of the New Zealand environment. A postal survey of 2000 people, randomly drawn from the New Zealand electoral roll was used to gather data--an effective response rate of 48% was achieved. A range of different resource sectors was examined. We report on New Zealand's air, native animals and plants, and marine fisheries, as well as New Zealand compared to other developed countries. Respondents generally considered that in terms of pressures, states and responses, New Zealand was performing better than other developed countries and that for the resources examined here overall performance was in the adequate to good range, except for marine fisheries. The survey appears to be a useful tool for linking perceptions data into State of the Environment reporting. It also helps identify policy issues where perceptions do not match other scientific evidence or management initiatives. Such findings can be important for the successful implementation of policy measures.  相似文献

The European Union (EU) is the world’s largest trading bloc and the most influential supra-national organisation in the region. The EU has been the goal for many eastern European States, for Croatia accession remains a priority and underpins many of its national policies. However, entry into the EU requires certain commitments and concessions. In October 2003 the Croatian parliament declared an ecological and fisheries protection zone in the Adriatic. Under pressure the zone was suspended, finally entering into force in March 2008 exempting EU States. There are other marine conflicts between Croatia and the EU, particularly the contested maritime border with Slovenia, and the development of the Croatian fishing fleet in opposition to the Common Fisheries Policy. Conversely, attempts to harmonise Croatian Nature Protection with the EU Habitats Directive, facilitated by pre-accession funding, has galvanised conservation policy. Since 2005 two marine protected areas have been declared, significantly increasing the marine ecosystem under protection. Finally, the development of the Marine Strategy Framework Directive is the latest EU attempt to integrate environmental policy in the maritime realm. This will have an effect not only on member States but neighbouring countries. For marine nature protection to be effective in the region the Adriatic Sea needs to be viewed as a mutually important shared and limited resource not a bargaining chip. Negotiations of the EU and Croatia have been watched closely by the other Balkan States and precedents set in this case have the potential to affect EU expansion to the East.  相似文献

Program stakeholders are interested in better understanding farmers' experience, and factors that affect farmer participation in the relatively new Environmental Farm Plan (EFP) program, implemented in several provinces in Canada. To increase relevance of the research findings to EFP program administrators and policy makers, the research methods emphasised determining whether relationships exist among program-related variables, and how such relationships affect farmers' decision choices and behaviour. Traditional farmer and farm attributes that have contrasting effects in agricultural innovation adoption and conservation management (namely age, and formal education completed), were not associated with EFP program participation. Farm income, years of farming experience, and type of agribusiness managed were associated with participation in the Nova Scotia EFP program. Although program participants tended to have higher incomes, overall, non-financial considerations dominated monetary considerations in Nova Scotia farmers' reasons for participating in the Nova Scotia EFP. Helping to publicize positive farm stewardship practices was reported as the most important reason for participating in the EFP scheme, followed by its use to help improve relationships with non-farming neighbours, and to comply with government environmental regulations. In contrast, and somewhat a surprising finding, minimizing potential farm environmental risk, program administrators' raison d'être for promoting the NS EFP, was ranked the lowest, with no respondent rating that as a "very important" or "extremely important" reason for participating in the EFP program.  相似文献
