This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

ABSTRACT: Water and energy are inextricably bound. Energy is consumed and sometimes produced by every form of water resources system. Opportunities for future development and production of energy resources abound as well as those for significant reductions in energy consumption through wise water development and management. Technological, political, social, economic and environmental factors interrelate in the energy-water mix. The role of the water resources planner will have to be expanded to include assessment of water-energy impacts in addition to traditional planning considerations. An energy conservation account may well have to be added to the dimensions of national economic development and environmental quality in water resources planning. Ways must be found to reduce amounts and rates of water used and energy consumed through new manufacturing processes, improved irrigation practices, better management, new or altered social-political-economic arrangements and other procedures. To do this will require setting priorities and making difficult management decisions. The water fraternity can play a major role in alleviating the energy crisis we now face.  相似文献

Urban water planning and policy have been focusing on environmentally benign and economically viable water management. The objective of this study is to develop a mathematical model to integrate and optimize urban water infrastructures for supply-side planning and policy: freshwater resources and treated wastewater are allocated to various water demand categories in order to reduce contaminants in the influents supplied for drinking water, and to reduce consumption of the water resources imported from the regions beyond a city boundary. A case study is performed to validate the proposed model. An optimal urban water system of a metropolitan city is calculated on the basis of the model and compared to the existing water system. The integration and optimization decrease (i) average concentrations of the influents supplied for drinking water, which can improve human health and hygiene; (ii) total consumption of water resources, as well as electricity, reducing overall environmental impacts; (iii) life cycle cost; and (iv) water resource dependency on other regions, improving regional water security. This model contributes to sustainable urban water planning and policy.  相似文献

ABSTRACT: In the arid West, the development and implementation of water policy often results in disputes among water users, resource managers, and policy makers. Although significant attempts have been made to improve public involvement and dispute resolution in water resources planning, the traditional planning process has not historically played this role for a variety of reasons. Water resources planning can become a forum for proactively resolving water policy disputes by employing the principles of environmental dispute resolution. The purpose of this article is to explore the role of collaborative, consensus-building planning processes in resolving water policy disputes. The Montana State Water Plan is evaluated as an example of such a process, and a model state water planning process is outlined.  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

ABSTRACT: A deterministic hydrologic model, encompassing the hydrologic regime and all water uses, is developed by integrating empirical hydrologic relationships. The Brandywine Basin, located in southeastern Pennsylvania and northern Delaware, is used as an example to demonstrate this modeling effort. The basin is divided into 19 subwatersheds to account for the spatial variation of resource characteristics. The output of the model is the response of the hydrologic system to various inputs such as precipitation, land use characteristics and policy decisions. This modeling effort is applicable to watersheds similar to the Brandywine Basin in size, and once the model is developed and validated, can be applied continuously in the management and planning of water resources such as predicting the hydrologic effects of proposed projects and simulating hydrologic information.  相似文献

Summary In Queensland, Australia, instream resources planning ranges from "fragmentary" to overlooked. But the State of Queensland, with engineer dominant water management, is only a little behind some other Australian States and Western countries in evaluating the environmental uses and values of river systems. Management is pragmatic about its abundant water endowment! Highly contrasting biophysical environments, from arid to tropical rainforest, as well as a dominance of ephemeral river systems should not preclude instream assessment. The new coastal $A430 million, Burdekin Falls Dam, the "1800's dream" has radically altered that river and delta region for economically amorphous agricultural purposes and, seemingly, to encourage crocodiles to recreate. In comparison, the "urbanised" Brisbane River is the focus of southern state water use competition issues such as flooding, eutrophication, turbidity, public access, preservation of river islands, sand and gravel mining, and recreation. A veritable host of river related management authorities preside!Dr Diana Day is trained as a fluvial geomorphologist and a water policy analyst. Her research has focused on natural resources management especially related to water and soil/land assets. Dr Day is an editor of the newAustralian Journal of Soil and Water Conservation. Her many publications include a recent book entitledWater and Coal -Industry, Environment and Institutions in the Hunter Valley, N.S.W., published by The Australian National University, Canberra, where until recently she was a Research Fellow. ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献

Assessing Public Perceptions of Computer-Based Models   总被引:1,自引:1,他引:0  
Although there is a solid body of research on both collaborative decision-making and on processes using models, there is little research on general public attitudes about models and their use in making policy decisions. This project assessed opinions about computer models in general and attitudes about a specific model being used in water planning in the Middle Rio Grande Region of New Mexico, United States. More than 1000 individuals were surveyed about their perceptions of computer-based models in general. Additionally, more than 150 attendees at public meetings related to the Middle Rio Grande planning effort were surveyed about their perceptions of the specific Rio Grande-based model. The results reveal that the majority of respondents are confident in their ability to understand models and most believe that models are appropriate tools for education and for making policy decisions. Responses also reveal that trust in who develops a model is a key issue related to public support. Regarding the specific model highlighted in this project, the public revealed tremendous support for its usefulness as a public engagement tool as well as a tool to assist decision-makers in regional water planning. Although indicating broad support for models, the results do raise questions about the role of trust in using models in contentious decisions.  相似文献

Participatory planning applied to water resources has sparked significant interest and debate during the last decade. Recognition that models play a significant role in the formulation and implementation of design and management strategies has encouraged the profession to consider how such models can be best implemented. Shared Vision Planning (SVP) is a disciplined planning approach that combines traditional water resources planning methodologies with innovations such as structured public participation and the use of collaborative modeling, resulting in a more complete understanding and an integrative decision support tool. This study reviews these three basic components of SVP and explains how they are incorporated into a unified planning approach. The successful application of SVP is explored in three studies involving planning challenges: the National Drought Study, the Lake Ontario‐St. Lawrence River Study, and the Apalachicola‐Chattahoochee‐Flint/Alabama‐Coosa‐Tallapoosa River Basin Study. The article concludes by summarizing the advantages and limitations of this planning approach.  相似文献

Australia's Murray–Darling basin (MDB) water plan is an ambitious attempt to balance ecological, social and economic benefits, where a key aspect of the reform process has been recovery of water for environmental use. This paper focuses on a set of initiatives established by a local non-governmental organisation and an Indigenous community designed to engage with local values and priorities and incorporate them into this complex river basin governance system. Contrary to expectations that local and basin-scale interests and outcomes will diverge, the case studies reveal the ability for local groups to collaboratively manage both land and water resources to achieve locally important outcomes, and contribute to basin-scale outcomes. The analysis also highlights a progressive style of community-based environmental management for water management that utilises multiple institutional arrangements and planning pathways to protect the values that are important to local communities, and to nest those values within the broader effort to sustainably manage the basin's water resources.  相似文献

ABSTRACT: A major contaminant monitoring and modeling study is underway for Green Bay, Lake Michigan. Monitoring programs in support of contaminant modeling of large waterbodies, such as for Green Bay, are expensive and their extent is often limited by budget limitations, laboratory capacity, and logistic constraints. Therefore, it is imperative that available resources be used in the most efficient manner possible. This use, or allocation of resources, may be aided through the application of readily available models in the planning stages of projects. To aid in the planning effort for the Green Bay project, a workshop was held and studies designed to aid in the allocation of resources for a year-long intensive field study. Physical/chemical and food chain models were applied using historical data to aid in project planning by identifying processes having the greatest impact on the predictive capability of mass balance models. Studies were also conducted to estimate errors in computed tributary loadings and in-Bay concentrations and contaminant mass associated with different sampling strategies. The studies contributed to the overall project design, which was a collaborative effort with many participants involved in budgeting, field data collection, analysis, processing of data, quality assurance, data management and modeling activities.  相似文献

ABSTRACT: Two major challenges face today's water professionals. The first is finding solutions to increasingly complicated water resources problems. The second challenge is nontechnical. It is effective interaction with the public recognizing both the public's increasingly elevated goals relative to water and the public's growing understanding of water science and technology. The traditional DAD approach, that is, decide-announce-defend, is no longer appropriate. The much more progressive, and inclusive POP approach, that is, public owns project, is more likely to be effective given the changing nature of the public's expectations and knowledge. A water resources planning or design effort that fails to include a public interaction program plans to fail. Described in this paper are three suggested objectives of the POP approach, namely demonstrating awareness, gathering supplemental data and information, and building a base of support. Having established specific objectives for a particular water resources project, appropriate public interaction programs and events must be selected, scheduled, and implemented. ABSTRACT: In this paper, a system approach to water resources development in Tehran Metropolitan Area, with its complex system of water supply and demands, is discussed. Water resources in this region include water storage in the Lar, Latyan, and Karaj reservoirs, the Tehran aquifer, as well as water discharge in local rivers and in drainage channels (mainly supplied by urban runoff and wastewater). This study consists of three phases of long‐term water resources planning and management in the Tehran metropolitan area. In each phase, a different level of details among different components of the system is considered. In the first phase, optimal operating policies for Tehran reservoirs and a decision support system are developed. In the second phase, interactions between surface and ground water resources as well as surface runoffs and wastewater disposal in different subareas are investigated. The water table fluctuations as a result of implementing sewerage collection project was also simulated. In the last phase, long‐term scenarios for water resources and agricultural development in the Southern part of Tehran are defined, and the effects of each scenario on the quality and quantity of surface and ground water resources are studied.  相似文献

ABSTRACT: The “principles and standards for planning water and related land resources” were made effective October 25, 1973. The document was noticeably deficient in suggestions for the necessary implementing procedures to ensure its success. Current implementing procedures are based on an incorrect premise of maximizing a single objective subject to non-quantified constraints. A successful implementation of multiple objective planning requires optimizing simultaneously several competitive goals. A system of goal programming has been developed and applied to decisionmaking situations as a test of its usefulness in planning for multiple objective water resources projects. The result is a project planning process which can be replicated for adjustments in expected resource supplies or demands to provide a tradeoff matrix between economic and environmental objectives as well as traditional functional purposes. This procedure, tested on the Cross Florida Barge Canal, is an integrated analysis of economic and environmental values which may be as effective in implementing multiple objective planning as the “Green Book” was in developing the now inappropriate benefit cost analysis.  相似文献

With the increasing Federal role in all aspects of water resource planning, the need for a planning model to enable calculations of projected Municipal Water requirements has become evident. This study represents an initial effort at developing an econometric model of Municipal Water requirements which (1) incorporates variables (or proxies) reflecting the various factors affecting water demand (i.e., demographic, social, industrial), and (2) requires only readily available, published data for its use. This model permits determinations of the water requirements of 488 cities grouped into 19 geographic regions or “Pseudo States.” Separate regression functions have been fitted to the cities within each of the 19 regions. Derivation of the exact functions for each region entailed a cross section stepwise regression analysis in which some 18 different variables were examined. The National Forest Management Act (1976) specifies that multiresource inventories be conducted to provide baseline data for development and, later, monitoring of national forest management plans. This mandate entails the most ambitious and complex resource planning effort ever attempted. In this paper we evaluate the structure and use of current inventory-monitoring programs and recommend a framework for gathering data to improve national forest planning. Current national guidelines are general and provide only basic directions to forest-level planners. Forest inventories have traditionally concentrated on timber. Although these inventories are often well designed, the questions we are now asking about forest resources have outgrown these methods. Forest management is impeded by general confusion over definitions of resources and the interactions among them. We outline a simple classification scheme that centers on identification of basic ecosystem elements that can be readily measured. Furthermore, spatial and temporal scales must be considered in the design of inventory-monitoring programs. The concept of ecological indicators is reviewed, and caution is advised in their use. Inventory-monitoring programs should be goal-directed and based on as rigorous a statistical design as possible. We also review fundamental issues of variable selection, validation, and sampling bias. We conclude by developing a flexible inventory-monitoring program that is designed to provide information on individual characteristics of the environment, rather than being based on fixed definitions of resources.  相似文献

Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献
