ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

ABSTRACT: Water and energy are inextricably bound. Energy is consumed and sometimes produced by every form of water resources system. Opportunities for future development and production of energy resources abound as well as those for significant reductions in energy consumption through wise water development and management. Technological, political, social, economic and environmental factors interrelate in the energy-water mix. The role of the water resources planner will have to be expanded to include assessment of water-energy impacts in addition to traditional planning considerations. An energy conservation account may well have to be added to the dimensions of national economic development and environmental quality in water resources planning. Ways must be found to reduce amounts and rates of water used and energy consumed through new manufacturing processes, improved irrigation practices, better management, new or altered social-political-economic arrangements and other procedures. To do this will require setting priorities and making difficult management decisions. The water fraternity can play a major role in alleviating the energy crisis we now face.  相似文献

ABSTRACT A conceptual framework and the systematic collection of reliable information for application within the framework are the cornerstones of effective water planning. The ideal of strengthening these cornerstones was a driving force behind formation of the Water Resources Council and Council efforts, during its life, to develop the Principles and Standards and to complete two National Water Assessments. The Assessments contained voluminous data but never really became an integral component of the national water planning process. Before being disbanded in 1982, the Council solicited several appraisals of its assessment process. This paper reports one made by the university community in which experiences and opinions were obtained from 108 water research administrators and water policy experts.  相似文献

ABSTRACT: Water resources professionals should be engaged actively in revisiting state water rights law. During the past four years, sponsored by the American Society of Civil Engineers with cooperation of other water resources organizations, over a hundred engineers, hydrologists, geographers, lawyers, administrators, educators, water users, and other persons interested in water law have been preparing a Model State Water Rights Code. Preliminary drafts of the Model Code have been considered in four states, and its provisions will be disseminated nationally to state legislators and other policy makers upon formal publication in September 1994. The Model Code gathers the best provisions from state water laws into comprehensive regulated riparian and prior appropriation provisions, includes commentaries explaining how its textual sections address water resources planning and management issues, and references similar language in current state water statutes. The goal of the Code Project is to provide materials which will assist legislators so they can enact effective, efficient, and equitable water laws. In the future, the Code drafting group will expand its efforts to develop legal guidelines for allocating shared transboundary water resources, water quality law, federal water statutes, and other water resources legal issues.  相似文献

ABSTRACT: In 1973 the National Water Commission concluded its five-year study of national water policy by issuing a massive report containing over 200 recommendations for improvements in the way the Nation deals with its water resources. The Carter Administration is now engaged in another water policy review which incorporates many of the policies espoused by the National Water Commission. In this paper, presented at the 13th American Water Resources Conference in Tucson in November of 1977, the author describes the work of the National Water Commission and the actions taken on its recommendations.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

ABSTRACT Water resources planning has emphasized the consideration of alternatives in the formulation of goals and objectives. With greater availability of data and projection models, optimization of plans is now much nearer to accomplishment. In contrast to these favorable aspects of planning, increased complexity of plans and large number of alternatives serving differing sets of goals have extended the time horizons from initial plan formulation to eventual implementation. In this paper a man-machine strategy is proposed to reduce the time required for decision making and conflict resolution. A panel of representatives of the decision makers, influentials and publics involved are selected and brought through a series of dynamic planning steps that simulate real time decision making. Computer interaction graphics is used to visualize the decision making process and to illustrate where and why conflict arises. A mechanism for resolution of conflict and retention of consistency in policy formulation using a cognograph is described.  相似文献

ABSTRACT: Alaska possesses a diversity and magnitude of water resources unmatched in any other state. With over 15% of the area of the whole United States, and 40% of the nation's total fresh water supply, but an extreme lack of basic hydrologic and climatologic data, cooperation among agencies and individuals concerned with evaluating, planning, and carrying out water resources programs is essential. Toward this end, the Inter-Agency Technical Committee for Alaska (IATCA) was established under charter from the Water Resources Council. Representation in IATCA includes virtually all Federal, State, and academic entities in Alaska having an interest in the water resources of the State. Existence of IATCA has permitted or facilitated numerous Alaskan water resources programs. Several are described briefly in this paper: A flood warning network in the Chena River basin; establishment of the Caribou-Poker Creeks Research Watershed in Central Alaska; preparation and periodic updating of the “Ten-Year Plan for Water Resources Data Acquisition”; current planning for an integrated “real-time reporting network” for hydrometeorological data within the State; and a framework for implementation of the Alaskan phase of the National Water Resources Assessment, currently in the initial phases. Accomplishments to date testify that it is indeed possible to “get it all together” in the broad field of “Water Resources” in the largest of our 50 states.  相似文献

Decisions to develop water resources systems so far have been primarily taken on the basis of engineering and economic feasibilities. Very rarely, if ever, sociological feasibility has been considered, except in a very broad sense. Planning is for the people, and it should improve the quality of life. Hence, it is argued that water resources decisions ought to be primarily social ones, and that the success or failure of any resource development should not only be judged by its techno-economic excellence but also by its impact on people. Water resources planning process is discussed, and the difficulties associated with the evaluation of sociological feasibility of projects are enumerated. The social consequences of water development projects are traced through planning, construction, operation and management impacts. Finally, it is suggested that the foremost factor in the success of any water management program is the public understanding and acceptance of that program.  相似文献

ABSTRACT: Agreements between states, or compacts, provide a mechanism for resolving transboundary resource issues. The twenty-two compacts allocating the water of rivers among states in the western United States are examined to provide guidance for drafters of future compacts. The method of allocation selected for a compact reflects the state's allocation of the risk of dry years. Allocations based on models have been unsuccessful. Percentage allocations are good for fairly apportioning risk, but conflict with principles of prior appropriation. Guarantees of minimum flows should be used with great care, to avoid any state becoming a guarantor of natural phenomena over which it has no control. Disputes should be anticipated, and a dispute resolution mechanism agreed upon. Arbitration or litigation are likely to prove the most politically acceptable. Compacts should be comprehensive in scope, encompassing groundwater as well as surface use. Federal claims should also be addressed, and some form of protection from subsequent changes of federal policy should be incorporated in the agreement and its ratifying legislation.  相似文献

ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

ABSTRACT: Since Saskatchewan assumed the responsibility for managing the Province's water resources in 1930, the importance of the Province's water resources has been recognized by assigning the responsibility for managing the resource to higher levels in the government structure. With such recognition, there tended to be an overlapping of responsibilities that resulted in undefined areas of jurisdiction and duplication of services. Also, there was no opportunity for direct public participation in the management structure. These deficiencies were recognized, and following a series of public hearings a “Cabinet Committee on Water Concerns” in 1983 concluded that the most appropriate government structure for managing the water resources of Saskatchewan would be a Crown corporation. As a result, in 1984 the Saskatchewan Water Corporation was formed and given the responsibility to manage, administer, develop, control, and protect the water and related land resources in Saskatchewan. An important aspect of this responsibility was that the corporation should initiate a process of public involvement. Thus, six “Regional Watershed Advisory Boards” were established. The Advisory Boards provide the Corporation with a linkage to the general public by providing advice, participating in policy revision and development, and assisting Corporation staff in other related water management activities.  相似文献

ABSTRACT. The task of resource management, in this case water resources, is rapidly becoming more complex, particularly because decision making is often contingent upon various prior activities and sets of data. Comprehensive planning is required in order to prevent misallocation of resources or mismanagement in resource development. Such planning involves five general phases which are applicable to any problem faced by society: (1) problem identification; (2) formulation of alternatives; (3) evaluation of alternatives; (4) implementation; (5) review. There have been many attempts to simplify the planning process and effectively carry out these five phases. The experience of the Alberta Water Resources Division has been that the Critical Path Method is one of the most useful tools available today for planning. It involves two basic steps: (1) preparation of a network diagram which (a) identifies all the activities necessary for the completion of a project, (b) correctly sequences these activities, (c) allocates resources; and (2) mathematical computations for scheduling the activities. In other words, this approach breaks a task down into smaller units or activities for easier organization, scheduling, and performance for eventual completion of the project. This paper will illustrate the effectiveness of the Critical Path Method by discussing its application to actual water resources projects.  相似文献

ABSTRACT: The American Society of Civil Engineers (ASCE) Model State Water Code provides suggested statutory language and commentary helpful in guiding western water law reform. Departing from the past preference for stream diversions and consumptive uses, the code is sensitive to the public's interest in maintaining environmental quality. The traditional doctrine protected inefficient uses and in some states hampered transfers. The model code addresses these issues as well as advocating integrated manage. meat and water resource planning. The debate on how to reform water law has already started, and the model code provides material useful in the reform process. ABSTRACT Water resources planning in India since the First Five-Year Plan (1951-1956) has been a very important part of national development planning. However, records show that the results of such planning in the last three decades have fallen short of expectations because of various complex factors. Most of the limiting factors are administrative, political, legal, and philosophical, involving premature comprehensive planning, arbitrary selection of plan targets, administrative “red-tape,” ineffective coordination among water resources related departments, and water ownership conflicts among various states and with neighboring countries. Other constraints are related to a lack of adequate dependable data, the inadequacy of project feasibility studies, and a lack of social and political discipline necessary for adequate mobilization of financial resources.  相似文献

Engineers have traditionally led the planning effort in water resources developments. The engineer's leadership role in water resources, as well as in many other planning activities, has been challenged by technical and scientific people as well as by the general public for insensitivity to social, aesthetic, ecological, and political problems created by planning. The paper draws attention to the fact that the engineer cannot continue to expect the role of leadership to fall to him unless he prepares himself properly for that role. However, it is brought out that the engineer, by his education and training, is still the best qualified among all the representatives of the various disciplines associated with water resources planning to lead the planning effort if he prepares himself for the task. The requirements for preparation for leading water resources planning are outlined.  相似文献

ABSTRACT: A comprehensive nationwide recognizance-level assessment of water needs for energy development over the 1985 to 2000 time frame and options for overcoming any actual or potential water supply problems are summarized. Water requirements for energy production and other uses are totaled for each geographic region of the United States and compared with available stream flow to identify regions with potentially inadequate water supplies to meet expanding energy needs. Water quality impacts and water-related institutional factors affecting energy development are also considered. It is concluded that, if proper planning measures are not initiated, water demands for energy production will not be satisfied by the year 2000, particularly in those areas with known fossil energy resources. No unmanageable water quality problems are foreseen, and water-related institutional factors will primarily delay rather than exclud energy development.  相似文献
