ABSTRACT: Water quality monitoring, as a function of society's efforts to manage the environment, is the contact mechanism that management and the public has with the actual water quality in the environment. Water quality monitoring has been studied extensively for many years to ensure that it produces information about water quality conditions. Current efforts to reduce government spending will have negative impacts on those government functions deemed to be non-responsive to the needs of the public. How well does water quality monitoring inform taxpayers about the status and trends in water quality conditions in the United States? This paper reviews a number of past efforts to “improve” water quality monitoring, discusses barriers to such improvement, and suggests ways that monitoring can be made more accountable for the information it should be producing for public understanding of water quality conditions. In particular, the need for standardization in data analysis and reporting of information to the public, is highlighted.  相似文献

ABSTRACT. Most of Utah's rapid population and industrial expansion is taking place along the western base of the Wasatch Mountains, with consequent increases in water demand. As a part of Utah's “Developing a State Water Plan,” a foundation investigation of the Utah Lake drainage area, which is at the Southern end of the Wasatch Front, was completed which delineated the quantity and quality of the water resources, present water uses, and opportunities for further water conservation. To prepare water budgets, land use data was collected to delineate all areas using water in excess of normal precipitation, which includes agricultural croplands, phreatophytes, open water surfaces, industrial areas, and urban areas. The water budgets were prepared for the time base 1931-1960, but adjusted to physical conditions existing in 1960. The Initial Phase of the Bonneville Unit of the Central Utah Project is presently under construction, with costs expected to exceed 300 million dollars. The principal feature of this project is the exportation of waters from the Colorado River Basin into the Utah Lake drainage area (Great Basin). This importation provides a large number of alternatives for allocation, reallocation of present supplies, and exportation. The possible effects of the Central Utah Project for realizing some of the above alternatives is delineated. Fortunately, the features of this project allow a wide latitude for water management in Utah, thereby facilitating its corporation into a “State Water Plan.”  相似文献

The purpose of this paper is to consider the vision for public participation in water resources management embedded in Kenya's 2002 Water Act, as it relates to pastoralists. The Act envisions that responsibility for management of water resources at the local level will be devolved to community-level bodies. Our approach was qualitative and included interviews with government officials and Gabra pastoralists, observation of and participation in traditional Gabra korra meetings and focus group discussions. We conclude that the ‘institutional model’ of participation being pursued through the creation of Water Resource User Associations is particularly problematic for mobile pastoralists such as the Gabra, and we suggest an alternative strategy that would focus on the fostering of deliberation processes.  相似文献

ABSTRACT: Alaska possesses a diversity and magnitude of water resources unmatched in any other state. With over 15% of the area of the whole United States, and 40% of the nation's total fresh water supply, but an extreme lack of basic hydrologic and climatologic data, cooperation among agencies and individuals concerned with evaluating, planning, and carrying out water resources programs is essential. Toward this end, the Inter-Agency Technical Committee for Alaska (IATCA) was established under charter from the Water Resources Council. Representation in IATCA includes virtually all Federal, State, and academic entities in Alaska having an interest in the water resources of the State. Existence of IATCA has permitted or facilitated numerous Alaskan water resources programs. Several are described briefly in this paper: A flood warning network in the Chena River basin; establishment of the Caribou-Poker Creeks Research Watershed in Central Alaska; preparation and periodic updating of the “Ten-Year Plan for Water Resources Data Acquisition”; current planning for an integrated “real-time reporting network” for hydrometeorological data within the State; and a framework for implementation of the Alaskan phase of the National Water Resources Assessment, currently in the initial phases. Accomplishments to date testify that it is indeed possible to “get it all together” in the broad field of “Water Resources” in the largest of our 50 states.  相似文献

Water conservation is a much emphasized policy of the Federal government. Discussion of water conservation proposals often involves confusion between a conservation “ethic,” which is an end in itself, and conservation as a means for attaining various economic objectives. Analysis indicates that outside of ground water “mining.” water is usually a renewable and reusable resource. During periods of normal precipitation, water conservation should be employed only when the value of the water saved exceeds the cost of effecting the savings. Water conservation is most valuable as a drought contingency tactic. Water conservation as a substitute for structural provision to meet normal water demand growth is apt to prove shortsighted.  相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described.  相似文献

ABSTRACT: The objective of this paper is to examine a deficit in water for the Hsinchu area, the location of Taiwan's “Silicon Valley.” The methods suggested in this paper to diagnose water shortage problems are simple and practical. The results show that Hsinchu is in an area without sufficient water to meet demand for domestic and industrial uses. Until the completion of the Baoshan II Reservoir in 2006, the most feasible options for the Taiwan Water Supply Corporation to offset the water deficiency in Hsinchu City over the next five years are: (a) to obtain water gratuitously from the southern Yungheshan Reservoir; (b) to import additional water at an extra charge from other sources such as the northern Shihmen Reservoir and the agricultural sector; and (c) to conduct a comprehensive water conservation program at the Hsinchu Science‐based Industrial Park.  相似文献

Many reports have recognized the need for a national water census for the United States and have called upon the U.S. Geological Survey to undertake this challenge. For example, the National Science and Technology Council stated: “The United States has a strong need for an ongoing census of water that describes the status of our Nation's water resource at any point in time and identifies trends over time.” Responding to the need for this information, the U.S. Congress established the SECURE Water Act. The directives are to provide a more accurate assessment of the status of the water resources of the United States; determine the quantity of water available for beneficial uses; identify long‐term trends in water availability; assist in determination of the quality of the water resources; and develop the basis for an improved ability to forecast the availability of water for future economic, energy production, and environmental uses. This article provides summary and new information on the process and progress on work to estimate water budget components nationwide, involvement of stakeholder interests, efforts to examine water‐use characteristics throughout the Nation, studies of water availability in geographically focused areas and the initiation of methods to provide open access to existing and new water resources information contributing to Open Water Data Initiative (OWDI) efforts and objectives.  相似文献

ABSTRACT: A series of studies and experiments were conducted to identify rural water supply quality problems and to develop and demonstrate solutions. We found that rural people had severe and widespread problems, while state agencies held potential answers. Communications between experts and town officials were weak or absent. To bridge this gap, an information system was devised and tested. A computer program was developed to provide a printout map of the state, showing town boundaries and the quality of water supplies for each public water system monitored by the State Health Department. The map and data were published in local newspapers with an explanation of the map and its symbols. Town health officers were interviewed to determine the results of the public disclosure. We found that the news releases led to increased awareness, interest, and understanding of water quality and demands for ameliorative action. This program was supplemented by two publications: “A Layman's Guide to Eutrophication” and “A Handbook for Rural Water Uses.” The handbook explains the nature of drinking water standards, the reasons for these standards, the dangers and results of not meeting the standards, and cost-effective alternatives for improving water quality.  相似文献

ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

ABSTRACT: Dinosaur National Monument, in northwestern Colorado, has become a test case in the establishment of a federal reserved water right to instream flows. For the first time, the Interior Department was forced to rigorously defend its claims in a watershed where the federal government did not control the upstream reaches. Inadequate quantification of minimum flow requirements, court orders, and an apparent Congressional ban on the spending of Water Resources Program funds by the Park Service to quantify its water rights have already placed the Service in a difficult position to protect instream flows for maintaining the ecological integrity of the Monument. As late as 1983, administrators of the Park Service were divided over their legal strategy, many wanting to pursue a policy of claiming “natural, historic” flows rather than “minimum” flows. The conditional right to instream flows panted to the Park Service in 1978 was subject to quantification within five years. That deadline has been extended, but it is not likely that the case will reach final settlement this decade. Until the design and conduct of federal water rights quantifications better integrate public policy and law with science, the principle lesson from Dinosaur may have to be repeated.  相似文献

ABSTRACT India's multidimensional water development programs have contributed significantly to the promotion of the country's economic growth. Rapid growth of irrigation has substantially increased agricultural production. Hydro power generation has doubled during the last two decades, and this has accelerated industrialization and extended rural electrification. Minor irrigation has taken on a new importance in the Fourth Five Year Plan, signifying a departure from the earlier Plans. “Green Revolution” owes a large measure of its success to the availability of assured water supplies. Water development projects have also generated tremendous employment opportunities. Despite its pronounced impact on the economy, India's water planning strategy has some glaring weaknesses: the failure to incorporate “indirect benefits” in cost-benefit calculations; the under-utilization of water potential; and, the progressive increase in the cost of irrigating an acre of land. The prevailing institutional structure in India constitutes a major deterrent to the diffusion of the benefits of water development. There are stubborn psychological factors which render the adoption of innovative irrigation practices difficult. There is thus an overwhelming need to revamp India's institutional framework. On balance, however, water development in India has made its impact felt on India's myriads of villages. And from the arid “dust bowls” of India new life has emerged.  相似文献

ABSTRACT: There is increasing interest in using watershed councils to provide information to public natural resource managers, particularly in the western states. Watershed councils are composed of interested governmental and nongovernmental stakeholders that form to collaboratively manage water and other natural resources at the scale of a watershed. This research is the first step in a multi-step policy analysis designed to answer the question of whether watershed councils are an improvement over traditional methods of public involvement in natural resource management. This paper outlines why watershed councils form and discusses their structure and operation. There is considerable variability in terms of watershed councils' goals, their effectiveness, stakeholder composition, their involvement in the “real” decision-making process, types of participation that are allowed, leadership, financing, decision-making procedures, efficiency, and temporal scale. These structural components are presented as a framework that can be used by researchers to develop criteria to evaluate watershed councils.  相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献

Water resources professionals must turn more of their attention to this issue. Various avenues are open for their involvement. ABSTRACT: The Truckee River is a vitally important water source for eastern California and western Nevada. It runs 100 miles from Lake Tahoe to Pyramid Lake in the Nevada desert and serves urban populations in greater Reno-Sparks and agricultural users in three Nevada counties. In the 1980s and 1990s, a number of state and local groups initiated projects which, taken collectively, have accomplished much to improve watershed management on the Truckee River. However, the task of writing a management plan for the entire watershed has not yet been undertaken. Key players in state, federal and local government agencies have instead chosen to focus specific improvement efforts on more manageable, achievable goals. The projects currently underway include a new agreement on reservoir operation, restoration of high priority sub-watersheds, public education and involvement, water conservation education, and water resource planning for the major urban population centers. The approach which has been adopted on the Truckee River continues to evolve as more and more people take an interest in the river's future. The many positive projects underway on the watershed are evaluated in terms of how well they meet the definition of the ambitious water resources strategy, “integrated watershed management.”  相似文献

ABSTRACT: Nebraska has abundant supplies of high quality surface and ground water. The U.S. Supreme Court decision in 1982, declaring ground water to be an article of commerce, is widely perceived as giving neighboring states easier access to Nebraska water. Some neighboring states, particularly Colorado and Wyoming, are in water short situations. Additionally, current legal restrictions on certain types of transfers within the State could be inhibiting the “highest and best use” of Nebraska's water. Thus, in 1987 the Nebraska Legislature called for the development of a new water policy for Nebraska that would promote the economically efficient use of water, yet protect the environment as well as the rights of individuals (for example, third parties) and the public. Through an interagency study employing an extensive public involvement process, a policy to be recommended to the Legislature in 1989 emerged. The policy revises the basic definition of water rights and transfers and eliminates most of the inconsistencies in the water allocation system by treating most types of water resources, most types of water users, and most locations of use similarly in the permitting process. (The principal exception is the individual irrigator using ground water on the overlying land where overlying land is one government surveyed section; such use is not defined to be a transfer nor is a permit required.) An impact assessment would be required of most new water uses except on site uses of ground water. Compensation measures could be specified as a condition of the permit where appropriate. The permit would be issued only if the benefits of the proposed transfer clearly outweigh adverse effects that could not be avoided or effectively compensated. The policy allows for the sale or lease of “salvaged” water. It calls for the State to facilitate transfers by acting as a clearinghouse for potential buyers and sellers, and it allows the State to sponsor water projects. An annual fee to be paid by many water users, in order to provide a fund for compensation and for state sponsored water projects, was proposed. However, it met with extensive opposition. Thus, the policy recommends only that the Legislature examine potential funding programs and equitable user fees.  相似文献

ABSTRACT: Water management in England and Wales has undergone a major transformation in the past three decades, and especially under the 1963 and 1973 legislation. It has witnessed a shift from local to national responsibility, an integration of functions, and a move towards the incorporation of economic principles into water policies. For some observers the new legislation appeared to be “pioneering” and “farsighted.” There is little doubt it has resulted in many beneficial changes. But not all the goals have been achieved. Modifications of the 1973 legislation are already in prospect. This article reviews the progress to date and comments on the problems now to be faced.  相似文献

ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management.  相似文献

/ This study evaluates the institutional capacity and performance of the Taipei Water Management Commission. The commission, which manages the Taipei Water Special Area-one of 95 such areas in Taiwan and the only one managed by a supervisory agency-has established a record of water conservation that suggests its utility as a model for managing other protected water resources areas in Taiwan. However, its present institutional structure limits its ability deliver on its mandate. The study identifies a number of problems related to the commission's current institutional structure that need to be addressed if the commission is to serve as a viable model for managing other protected water resource areas in Taiwan.KEY WORDS: Water resources management; Commissions; Institutional capacity; Taiwan  相似文献
