Many reports have recognized the need for a national water census for the United States and have called upon the U.S. Geological Survey to undertake this challenge. For example, the National Science and Technology Council stated: “The United States has a strong need for an ongoing census of water that describes the status of our Nation's water resource at any point in time and identifies trends over time.” Responding to the need for this information, the U.S. Congress established the SECURE Water Act. The directives are to provide a more accurate assessment of the status of the water resources of the United States; determine the quantity of water available for beneficial uses; identify long‐term trends in water availability; assist in determination of the quality of the water resources; and develop the basis for an improved ability to forecast the availability of water for future economic, energy production, and environmental uses. This article provides summary and new information on the process and progress on work to estimate water budget components nationwide, involvement of stakeholder interests, efforts to examine water‐use characteristics throughout the Nation, studies of water availability in geographically focused areas and the initiation of methods to provide open access to existing and new water resources information contributing to Open Water Data Initiative (OWDI) efforts and objectives.  相似文献

ABSTRACT: Forecasts of 1980 river basin water use presented in the reports of the 1960 Senate Select Committee on National Water Resources and in the Water Resources Council's First National Water Assessment of 1968 were compared to estimates of actual use in 1980 to assess the accuracy of efforts to forecast future water use. Results show that the majority of the forecasts were substantially in error. In general, the First National Assessment forecasts erred by a smaller margin, but tended to repeat the regional patterns of overestimation (underestimation) exhibited in the Senate Select Committee forecasts. Moreover, forecasts of the two groups that came within 20 percent of the 1980 withdrawals, in general were accurate, not because of superior prediction, but because of offsetting errors in forecast components. This performance leads us to conclude that water use forecasts, regardless of the time-frame or the forecast method employed, are likely to always be highly inaccurate. Accordingly, if such forecasting efforts are to be of value in contemporary water resources planning, forecasters should direct their attention toward methods which will illuminate the determinants of the demand for water.  相似文献

ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献

ABSTRACT: This analysis identifies two basic structural features of Colorado's water management system which inhibit constructive reform and perpetuate inefficiencies in water use and distribution patterns. These features are: (1) the fragmentation of authority and influence over water, and (2) the estrangement of interest in reform from formal control over water policy. These interrelated features have continued to produce: sporadic, high conflict battles over proposed changes in the status quo; decision making which tends to exaggerate the importance of narrow, special interests while virtually ignoring legitimate interests of major sectors of the public; an inertia which discourages innovation; and an agglomeration of rules and water rights that are predicated on obsolete social and economic needs. Two radical proposals for reforming the state's water resource management system in order to overcome these problems and to enhance the probability that wise water policy will result are offered. These proposals are: (1) the abolition of the present system of water rights founded on the doctrine of prior appropriation, and (2) the consolidation of authority over water allocation in a single board of governors.  相似文献

ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

The U.S. National Committee for the International Hydrological Decade is proposing a National Water Atlas as a contribution to the improvement of the quality of information available for this Nation's large-scale planning and management studies. The atlas would provide hydrological maps of the United States and its principal basins and of its territories. The nationwide maps would be at a scale of 1:5,000,000 and the 17 principal basins at 1:2,500,000. The principal basins will be those delineated by the Water Resources Council. Wherever feasible and appropriate, the data will be presented with a common standard period of record, preferably 1941–70, as a base. Map subjects would include station networks, radiation, precipitation, snow and ice, evaporation, atmospheric vapor fluxes, surface-water discharge, ground-water storage and discharge, chemical quality, sediment discharge, water temperatures, and soil moisture. The list of maps subjects and types of data shown within each subject are flexible and open-ended so that additional maps could be added to the atlas as information is available or as new needs arise.  相似文献

ABSTRACT: In 1973 the National Water Commission concluded its five-year study of national water policy by issuing a massive report containing over 200 recommendations for improvements in the way the Nation deals with its water resources. The Carter Administration is now engaged in another water policy review which incorporates many of the policies espoused by the National Water Commission. In this paper, presented at the 13th American Water Resources Conference in Tucson in November of 1977, the author describes the work of the National Water Commission and the actions taken on its recommendations.  相似文献

ABSTRACT: Since 1991, the U.S. Geological Survey has been conducting the National Water Quality Assessment (NAWQA) Program to determine the quality of the Nation's water resources. In an effort to obtain a better understanding of why pesticides are found in shallow ground water on a national scale, a set of factors likely to affect the fate and transport of two herbicides in the subsurface were examined. Atrazine and metolachlor were selected for this discussion because they were among the most frequently detected pesticides in ground water during the first phase of the NAWQA Program (1993 to 1995), and each was the most frequently detected compound in its chemical class (triazines and acetanilides, respectively). The factors that most strongly correlated with the frequencies of atrazine detection in shallow ground‐water networks were those that provided either: (1) an indication of the potential susceptibility of ground water to atrazine contamination, or (2) an indication of relative ground‐water age. The factors most closely related to the frequencies of metolachlor detection in ground water, however, were those that estimated or indicated the intensity of the agricultural use of metolachlor. This difference is probably the result of detailed use estimates for these compounds being available only for agricultural settings. While atrazine use is relatively extensive in nonagricultural settings, in addition to its widespread agricultural use, metolachlor is used almost exclusively for agricultural purposes. As a result, estimates of agricultural applications provide a less reliable indication of total chemical use for atrazine than for metolachlor. A multivariate analysis demonstrated that the factors of interest explained about 50 percent of the variance in atrazine and metolachlor detection frequencies among the NAWQA land‐use studies examined. The inclusion of other factors related to pesticide fate and transport in ground water, or improvements in the quality and accuracy of the data employed for the factors examined, may help explain more of the remaining variance in the frequencies of atrazine and metolachlor detection.  相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee.  相似文献

ABSTRACT: Water resource scientists face complex tasks in evaluating aspects of water projects, but relatively few assessment procedures have been applied and accepted as standard applications. Decision-makers often rely on environmental assessments to evaluate the value and operation of projects. There is often confusion about scientists' role in policy decisions. The scientist can affect policy-making as an expert withess, an advocate or a surrogate. By understanding the policy process, scientists can make their work more “policy relevant.” Using the Terror Lake hydro project in Alaska as a guide, three lessons are discussed: (1) not all problems are able to be solved with technology; (2) policy-relevant technology is rarely imposed on a problem; and (3) the scientist need not just react to the policy process, but can have an impact on how that process unfolds.  相似文献

ABSTRACT: Since Saskatchewan assumed the responsibility for managing the Province's water resources in 1930, the importance of the Province's water resources has been recognized by assigning the responsibility for managing the resource to higher levels in the government structure. With such recognition, there tended to be an overlapping of responsibilities that resulted in undefined areas of jurisdiction and duplication of services. Also, there was no opportunity for direct public participation in the management structure. These deficiencies were recognized, and following a series of public hearings a “Cabinet Committee on Water Concerns” in 1983 concluded that the most appropriate government structure for managing the water resources of Saskatchewan would be a Crown corporation. As a result, in 1984 the Saskatchewan Water Corporation was formed and given the responsibility to manage, administer, develop, control, and protect the water and related land resources in Saskatchewan. An important aspect of this responsibility was that the corporation should initiate a process of public involvement. Thus, six “Regional Watershed Advisory Boards” were established. The Advisory Boards provide the Corporation with a linkage to the general public by providing advice, participating in policy revision and development, and assisting Corporation staff in other related water management activities.  相似文献

ABSTRACT: The municipal water conservation options available to meet the goals of a national water conservation policy are evaluated. Water conservation with water conservation devices is shown to offer many significant advantages over education and pricing and metering as a method of accomplishing water conservation goals. ABSTRACT: Existing legal regimes for the management of water resources are already stressed by changing technologies and growing populations. There is little reason for doubt that today the planet is undergoing significant and even alarming climate change. In the past such global climatic changes had dramatic effects on water resource availability with disastrous consequences for many human communities. Today's climate changes can be managed without such disastrous consequences for present day communities only if there are major reforms to existing water law regimes at the local, national, and international levels. In particular, at the local and national levels, water resources must be treated as public property rather than as common or private property. At the international level, water must be managed at the drainage basin level rather than according to national boundaries that largely ignore rational water management criteria. At all levels, care must be given to decentralizing decision making and to use economic incentives insofar as possible, without, however, mistaking economic incentives for markets. The public nature of water resources precludes true markets as a significant management tool.  相似文献

ABSTRACT: Most spatial decision support systems for natural resource planning and management are limited by their scenario-based (non-behavioral), deterministic (non-stochastic) structure. A spatial decision support system is developed that uses a multiple attribute decision-making model to explain how a property manager selects a land and water resource management system (LWRMS) based on its multiple, stochastic economic and environmental attributes. The decision support system assesses sustainable resource management at the property and watershed scales and identifies the most cost-effective policy for enhancing sustainable resource management. Economic attributes are determined with an economic model and environmental attributes are simulated with an environmental model. Input parameters for both models are generated with a geographic information system. The decision support system is used to rank five LWRMS for a sample of 20 farmers in Missouri's Goodwater Creek watershed and for two hypothetical watershed alliance groups. Results indicate that the average farmer and the two alliance groups would rank the five LWRMS in the same manner. From the viewpoint of the watershed alliance, the most preferred LWRMS for the average farmer in the watershed is sustainable.  相似文献

ABSTRACT: The “policy environment” is defined herein as the institutional setting in which planning is conducted and policy decisions are made with regard to meeting two of the Nation's high priority goals: water quality protection and energy independence. The simultaneous pursuit of these goals has resulted in numerous conflicts among the energy industry, environmentalists, and government. An analysis of selected energy development-water quality conflicts shows that these conflicts can be described in terms of one or more of the following policy environment characteristics: resource scarcity, sense of urgency, lack of experience, administrative complexity, uncertainty about future policies and regulations, technological complexity, and uncertainty about impacts. These characterics provide a useful framework for formulating potential strategies for the resolution of energy development-water quality conflicts.  相似文献

Texas' surface water law began its evolution during the Hispanic period of occupance. Later, the English riparian doctrine was adopted, and finally, in the late 1800's, the prior appropriation doctrine was superimposed, resulting in an exceedingly complex dual system. Though the judiciary, legislature, and state water agencies have wrestled with the problem of coordinating these diverse water rights and more accurately delineating and measuring riparian rights and water use since early in this century, until recently all attempts were unsuccessful. The unknown riparian element, in particular, made coordinated and efficient management and administration of the state's surface water resources impossible. Finally, measurable progress toward solution of these problems began in 1967 with passage of the Water Rights Adjudication Act, aimed at identifying all unrecorded surface water rights claims and eventually merging all claims into the permit system. This paper examines the gradual evolution of Texas' curious blend of Hispanic-English riparian rights and later appropriate rights; discusses the resultant problems of water resource administration; and traces the progress of the ongoing water rights adjudication, a lengthy, expensive, and complex procedure, which should eventually make possible more efficient administration of all surface water rights.  相似文献

ABSTRACT: A wide variety of regional assessments of the water-related impacts of climatic change have been done over the past two decades, using different methods, approaches, climate models, and assumptions. As part of the Water Sector research for the National Assessment of the Implications of Climatic Variability and Change for the United States, several major summaries have been prepared, looking at the differences and similarities in results among regional research projects. Two such summaries are presented here, for the Colorado River Basin and the Sacramento River Basin. Both of these watersheds are vitally important to the social, economic, and ecological character of their regions; both are large snowmelt-driven basins; both have extensive and complex water management systems in place; and both have had numerous, independent studies done on them. This review analyzes the models, methods, climate assumptions, and conclusions from these studies, and places them in the context of the new climate scenarios developed for the National Assessment. Some significant and consistent impacts have been identified for these basins, across a wide range of potential climate changes. Among the most important is the shift in the timing of runoff that results from changes in snowfall and snowmelt dynamics. This shift has been seen in every regional result across these two basins despite differences in models and climate change assumptions. The implications of these impacts for water management, planning, and policy are discussed.  相似文献

ABSTRACT: Public awareness of the importance of protecting the nation's water supplies is growing. Recent studies have shown a substantial increase in the perceived value of protecting water supplies for future use. In the Northeast, much of the water supply comes from ground water. This paper examines three test cases, each with different approaches for using geographic information systems (GIS) for ground water protection planning. In Wellfleet, Massachusetts, build-out scenarios were used to support regulatory and land acquisition decisions for siting a public water supply well. In Hadley, Massachusetts, the focus was on a decision support model for septic suitability assessment in support of regulatory efforts and infrastructure expansion. For Cortland County, New York, an interactive graphic user interface was created to facilitate the manipulation and recombination of a large volume of data by county officials to target ground water pollution prevention efforts. As personal computers become more powerful and inexpensive, and GIS data become more readily available, community and county governments are turning to GIS as a tool for developing comprehensive resource protection plans. Once appropriate data are input, a GIS can effectively and efficiently be used to derive outcomes of various land use plans and regulations.  相似文献

Given the wide diversity of data services provided to national water management agencies, the Group on Earth Observations (GEO) in collaboration with the Committee on Earth Observation Satellites (CEOS) developed the approach described in the report, Implementing the GEOSS Water Strategy—From Observations to Decisions to develop more coherent and equitable data services for water management through the use of Earth observations. Among other water resource issues, it recognized the need to enhance data-enriched water management services to support decision making related to drought monitoring, flood warning, tracking and improving sustainable development and monitoring and ameliorating the impacts of climate change. Needs associated with the Strategy's four themes: improved data acquisition for essential water variables, research and product development, interoperability and coordination, and capacity development and decision support, are reviewed. Responses to the recommendations have been undertaken by GEO, led by its Global Water Sustainability (GEOGloWS) initiative which includes NASA contributions, CEOS, and the Global Terrestrial Network for Hydrology (GTN-H). Progress on the themes is reviewed and benefits of these developments for international and US water management are identified. The commentary concludes with a summary of what has been achieved, what remains to be done, and the priority focus areas for implementation in the final year of the Strategy.  相似文献

ABSTRACT: The growing problem of nonpoint source ground water contamination from agricultural chemicals is conceptualized as an historical outcome of the production environment of capitalist agriculture in the Corn Belt. Chronic overproduction and ground water contamination reveal different aspects of the same technological treadmill. The debate over Iowa's 1987 Ground Water Protection Act symbolizes the contradiction between popular demand for clean water and structural limits on policymaking. Although the Act does provide for expanded research, education, and monitoring, a coalition of commercial farmers, local chemical dealers, and the national chemical industry defeated a tax on pesticide use. Analysis of alternate policy responses - Best Management Practices (BMPs), cross compliance, site-specific regulation of chemical use, and taxation of synthetic chemicals - reveals that all tend to founder on the same structural constraints. Without practical, profitable, low-input technologies that farmers, over time, would choose to adopt, both voluntary and regulatory approaches encounter major political or implementation difficulties. The public agricultural research agenda, therefore, emerges as a central control variable for ground water quality management and a central focus for political struggle.  相似文献
