Local governments and communities have a critical role to play in adapting to climate variability and change. Spatial vulnerability assessment is one tool that can facilitate engagement between researchers and local stakeholders through the visualisation of climate vulnerability and the integration of its biophysical and socio-economic determinants. This has been demonstrated through a case study from Sydney, Australia where a bushfire vulnerability assessment was undertaken as the first-step in a project to investigate local government perceptions of climate vulnerability and adaptive capacity. A series of relevant biophysical and socio-economic indicators was identified that represented the region’s exposure, sensitivity and adaptive capacity with respect to bushfires. These indicators were then combined to develop maps of net landscape vulnerability to bushfire. When presented in a workshop setting, vulnerability maps were successful in capturing the attention of stakeholders while simultaneously conveying information regarding the diversity of drivers that can contribute to current and future vulnerability. However, stakeholders were reluctant to embrace representations of vulnerability that differed from their own understanding of hazard, necessitating the demonstration of agreement between the vulnerability assessment and more conventional hazard assessment tools. This validation opened the door for public dissemination of vulnerability maps, the uptake and use of the assessment in local government risk assessment and adaptation planning, and more focused case-studies on barriers to adaptation.  相似文献

Climate change adaptation and mitigation decisions made by governments are usually taken in different policy domains. At the individual level however, adaptation and mitigation activities are undertaken together as part of the management of risk and resources. We propose that a useful starting point to develop a national climate policy is to understand what societal response might mean in practice. First we frame the set of responses at the national policy level as a trade off between investment in the development and diffusion of new technology, and investment in encouraging and enabling society to change its behaviour and or adopt the new technology. We argue that these are the pertinent trade-offs, rather than those usually posited between climate change mitigation and adaptation. The preference for a policy response that focuses more on technological innovation rather than one that focuses on changing social behaviour will be influenced by the capacity of different societies to change their greenhouse gas emissions; by perceived vulnerability to climate impacts; and by capacity to modify social behaviour and physical environment. Starting with this complete vision of response options should enable policy makers to re-evaluate the risk environment and the set of response options available to them. From here, policy makers should consider who is responsible for making climate response decisions and when actions should be taken. Institutional arrangements dictate social and political acceptability of different policies, they structure worldviews, and they determine the provision of resources for investment in technological innovation and social change. The importance of focussing on the timing of the response is emphasised to maximise the potential for adjustments through social learning and institutional change at different policy scales. We argue that the ability to respond to climate change is both enabled and constrained by social and technological conditions. The ability of society to respond to climate change and the need for technological change for both decarbonisation and for dealing with surprise in general, are central to concepts of sustainable development.  相似文献

In Australia, shared responsibility is a concept advocated to promote collective climate change adaptation by multiple actors and institutions. However, a shared response is often promoted in the absence of information regarding actions currently taken; in particular, there is limited knowledge regarding action occurring at the household scale. To address this gap, we examine household actions taken to address climate change and associated hazards in two Australian coastal communities. Mixed methods research is conducted to answer three questions: (1) what actions are currently taken (mitigation, actions to lobby for change or adaptation to climate impacts)? (2) why are these actions taken (e.g. are they consistent with capacity, experience, perceptions of risk); and (3) what are the implications for adaptation? We find that households are predominantly mitigating greenhouse gas emissions and that impact orientated adaptive actions are limited. Coping strategies are considered sufficient to mange climate risks, proving a disincentive for additional adaptive action. Influencing factors differ, but generally, risk perception and climate change belief are associated with action. However, the likelihood of more action is a function of homeownership and a tendency to plan ahead. Addressing factors that support or constrain household adaptive decision-making and action, from the physical (e.g. homeownership) to the social (e.g. skills in planning and a culture of adapting to change) will be critical in increasing household participation in adaptation.  相似文献

Recent extreme weather events worldwide have highlighted the vulnerability of many urban settlements to future climatic change. These events are expected to increase in frequency and intensity under climate change scenarios. Although the climatic change may be unavoidable, effective planning and response can reduce its impacts. Drawing on empirical data from a 3-year multi-sectoral study of climate change adaptation for human settlements in the South East Queensland region, Australia, this paper draws on multi-sectoral perspectives to propose enablers for maximising synergies between disaster risk reduction and climate change adaptation to achieve improved planning outcomes. Multi-sectoral perspectives are discussed under four groups of identified enablers: spatial planning; cross-sectoral planning; social/community planning; and strategic/long term planning. Based on the findings, a framework is proposed to guide planning systems to maximise synergies between the fields of disaster risk reduction and climate change adaptation to minimise the vulnerability of communities to extreme weather events in highly urbanised areas.  相似文献

This paper develops definitions of adaptation and successful adaptation to climate change, with a view to evaluating adaptations. There is little consensus on the definition of adapting to climate change in existing debates or on the criteria by which adaptation actions can be deemed successful or sustainable. In this paper, a variant of the Delphi technique is used to elicit expert opinion on a definition of successful adaptation to climate change. Through an iterative process, expert respondents coalesced around a definition based on risk and vulnerability and agreed that a transparent and acceptable definition should reflect impacts on sustainability. According to the final definition, agreed by the Delphi panel, successful adaptation is any adjustment that reduces the risks associated with climate change, or vulnerability to climate change impacts, to a predetermined level, without compromising economic, social, and environmental sustainability.  相似文献

Article 4.1(F) of the Framework Convention on Climate Change commits all parties to take climate change considerations into account, to the extent feasible, in relevant social, economic and environmental policies and actions and to employ methods such as impact assessments to minimize adverse effects of climate change. This could be achieved by,inter alia, incorporating climate change risk assessment into development planning processes i.e. relating climatic change to issues of habitability and sustainability. Adaptation is an ubiquitous and beneficial natural and human strategy. Future adaptation (or, better, adjustment) to climate is inevitable at the least to decrease the vulnerability to current climatic impacts. The urgent issue is the mismatch between the predictions ofglobal climatic change and the need for information onlocal to regional change in order to develop adaptation strategies. Mitigation efforts are essential since the more successful mitigation activities are, the less need there will be for adaptation responses. Moreover, mitigation responses can be global (e.g. a uniform percentage reduction in greenhouse gas emissions) while adaptation responses will be local to regional in character and therefore depend upon confident predictions of regional climatic change. The dilemma facing policymakers is that scientists have considerable confidence in likely global climatic changes but virtually zero confidence in regional changes. Mitigation and adaptation strategies relevant to climatic change can most usefully be developed in the context of sound understanding of climate, especially the near-surface continental climate, permitting discussion of societally relevant issues. Unfortunately, climate models cannot yet deliver this type of regionally and locationally specific prediction and some aspects of current research even seem to indicate increased uncertainty. Climate change and sea-level rise (SLR) increasingly threaten the world's coastlines, managers at local, regional, state, and federal levels will need to plan and implement adaptation measures to cope with these impacts in order to continue to protect the economic, social, and environmental security of the state and of local communities.In this paper, we explore the information needs of California coastal managers as they begin confronting the growing risks from climate change. Through this case study we examine the challenges managers face presently, what information they use to perform their responsibilities, what additional information and other knowledge resources they may need to begin planning for climate change. We place our study into the broader context of the study of how science can best support policy-makers and resource managers as they begin to plan and prepare for adaptation to climate change.Based on extensive interview and survey research in the state, we find that managers prefer certain types of information and information sources and would benefit from various learning opportunities (in addition to that information) to make better use of available global change information. Coastal managers are concerned about climate change and willing to address it in their work, but require financial and technical assistance from other agencies at the state and federal level to do so. The study illustrates the strong need for boundary organizations to serve various intermediary functions between science and practice, especially in the context of adaptation to global climate change impacts.  相似文献

Geographic factors make mountain communities around the world vulnerable to the direct effects of climate change, and reliance on recreation and tourism can increase vulnerability to the secondary economic impacts.The goal of this research was to investigate the current state of community adaptation planning in the Southern Rocky Mountain region of North America. Using original survey data this paper discusses the challenges that community and county officials currently face, the perceived effects of future climate change in this region, and the perceived barriers to adaptation planning and hurdles to adaptation implementation. Results show lack of resources, information and political will are the most commonly reported barriers to adaptation. This paper also examines the connectivity between mountain communities and the surrounding federal public lands. Fifty one percent of respondents report that decisions made on nearby public lands frequently or always affect planning and decision making in their community. Collaborative efforts between these entities are proposed as a way to reduce the resource burden of adaptation planning for both entities. Finally, this paper discusses how attitudes and beliefs about climate change affect responses to questions about adaptation planning. On average, respondents who report higher levels of concern about and belief in climate change and those who are better informed about climate change report higher levels of adaptation planning. Elected officials in this sample have, on average, lower concern about and belief in climate change than bureaucratic respondents. Collective actions of stakeholders are required for fulfilling the climate commitments of the Kyoto protocol. The insurance sector's global influence and societal impact is fairly well documented. The sector influences societies based on its interaction with stakeholders, on its products, business and political stance. As such, it is a critical actor in facilitating key climate change actions of mitigation and adaptation, and has already been recognized as a leading sector in terms of climate adaptation. The aim of this paper is to explore the role of non-life insurers in fulfilling the climate commitments of the Kyoto Protocol. This paper is based on a case study on Nordic non-life insurance companies. The study documents that Nordic insurers are responding to climate-related threats and opportunities in a strategic manner by reducing their own impacts, through their core activities, and by influencing others to act. Although Nordic insurers do not classify their actions into mitigation and adaptation, but classify them according to their core activities, they demonstrate through actions their role as potential allies for nations in fulfilling the Kyoto protocol climate commitments. The study also reveals that the commercial reality of the industry is not the same as the expected contribution to climate commitments, for instance as specified in international conventions and treaties and in the Intergovernmental Panel on Climate Change (IPCC) and industry reports.  相似文献

This paper builds on work on the dynamics of vulnerability and multiple stressors through a case study in the Afram Plains of the Eastern region in Ghana. A vulnerability framework is applied in the community of Mimkyemfre to identify and explain the multiple underlying political, socioeconomic and environmental forces that influence the ways in which people are exposed and sensitive to climate, and their capacities to adapt to changing conditions. The results of the study indicate that the community experiences a range of biophysical and socioeconomic conditions that contribute to its vulnerability. Vulnerability was found to change over time and in some cases was cyclical, in that certain actions taken for the purposes of adaptation were found to exacerbate existing vulnerabilities. Processes of vulnerability were also found to occur at several scales and were experienced unevenly at the community level. The findings of this assessment have important implications for the design and implementation of successful adaptation initiatives, both in Africa and elsewhere. In particular, they demonstrate the need to understand the social, economic and institutional challenges to development as a basis for any contemplation of adaptation to climate change.  相似文献

Climate scenarios for the Amazon region (Brazil) indicate an increase in temperature and a precipitation decrease, affecting society and economic activities, particularly small-scale rural communities. The research aims to identify, describe and evaluate factors present in sustainable development projects for small rural communities (Type- A Demonstration Projects - PDA and Alternatives to Deforestation and Burnt Projects - PADEQ), already implemented, for recognizing its potential use as strategies for adaptation to climate change for small rural communities in the Amazon region. The researches, concerning fifteen projects in Rondonia, Para and Mato Grosso States, were developed through document analysis, technical visits, and interviews with stakeholders of three projects about the community perception, vulnerability and adaptation capacity. The analysis of documents regarding the potential success of the projects highlights their short history, important in the local context, prospects for continuity, and community participation in decision making. Few activities developed in projects could be associated with climate change adaptation practices. Two strategies and practices are the most important: the social organization and the process of awareness and training of the community, and the diversification of the types and forms of agricultural production. The interviews indicate that adaptation is implemented in projects, but without considering the pressures of climate variability and change. While these projects were not planned in the context of climate change, the greatest role of the projects relates to the strengthening of the already existing adaptation capacity, creating good conditions for incorporation of new strategies and adaptation measures, now clearly associated to the objective to reduce the vulnerability to climate change and variability impacts.  相似文献

Addressing the global challenges of climate change (CC), food security and poverty alleviation requires enhancing the adaptive capacity and mitigation potential of land use systems. To this end, Climate Smart Agriculture (CSA) aims to identify land use practices that sustainably increase productivity, enhance climate change (CC) adaptation and contribute to CC mitigation. A transition towards CSA requires technical, but also socio-institutional changes, for improved smallholder agricultural systems. Such changes may be triggered by stakeholder participation processes that stimulate social learning and collective action. This article evaluates whether a role-playing game (RPG) is an effective participatory tool to encourage social learning and collective action among local stakeholders towards adoption of CSA strategies. We designed and implemented an RPG with three groups of farmers in Apuí (Southern Amazonas), evaluating the game’s impact on social learning by interviewing each farmer before and after the RPG. Our findings show that the RPG induced not only technical learning, but also socio-institutional learning and engagement for collective action, though outcomes varied between different RPG sessions and among farmer participants.  相似文献

While there is a growing body of knowledge on potential impacts of climate change on water availability, there has been much less empirical research on exploring the viability of particular adaptation options. The participation of stakeholders in defining appropriate adaptation strategies is increasingly recognized as a critical element in the translation of climate change impact research into effective actions to reduce future vulnerability, yet the process by which stakeholders are included in such initiatives is not well-defined. This article presents the results of a pilot project in which a participatory approach was employed to identify and evaluate adaptation options to climate change scenarios for Sonora’s capital city, Hermosillo. In an iterative process, stakeholders representing different water users and managers in the city met to discuss climate change scenarios, identify specific adaptation options, and evaluate a subset of options for possible future implementation. This process enabled the focus of the investigation on those adaptations that addressed not only concerns with the potential future impacts of climate change but also the immediate and pressing concerns about development patterns and water use in the city. Two of the adaptations to climate change identified by stakeholders would also reduce energy demand. The simplicity of the approach makes it a feasible model for adaptation initiatives in other regions of Mexico and in other countries in Latin America.

Climate is an important component of the operating environment for the Canadian mining sector. However, in recent years mines across Canada have been affected by significant climatic hazards, several which are regarded to be symptomatic of climate change. For the mining sector, climate change is a pressing environmental threat and a significant business risk. The extent to which the mining sector is able to mitigate its own impact and adapt to climate change will affect its long-term success and prosperity, and have profound economic consequences for host communities. This paper draws upon case studies conducted with mining operations in Canada involving in-depth interviews with mining professionals and analysis of secondary sources to characterize the vulnerability of the Canadian mining industry to climate change. Five key findings are discussed: i) mines in the case studies are affected by climate events that are indicative of climate change, with examples of negative impacts over the past decade; ii) most mine infrastructure has been designed assuming that the climate is not changing; iii) most industry stakeholders interviewed view climate change as a minor concern; iv) limited adaption planning for future climate change is underway; v) significant vulnerabilities exist in the post-operational phase of mines. This paper argues for greater collaboration among mining companies, regulators, scientists and other industry stakeholders to develop practical adaptation strategies that can be integrated into existing and new mine operations, including in the post-operational phase.  相似文献

To prepare agricultural systems for climate change, scientists need to be able to effectively engage with land managers and policy makers to explore potential solutions. An ongoing challenge in engagement is to distil the complexity of climate-change-management-change interactions in agro-ecological systems to identify responses that are most important for adaptation planning. This paper presents an approach for selecting climate change scenarios to provide a focal point for engaging with stakeholders to evaluate adaptation options and communicate assessment outcomes. We illustrate how scenarios selected with the approach can be used by evaluating climate change impacts and an adaptation option for livestock industries in the north-east Australian rangelands. Climate change impacts on forage production, animal liveweight gain and soil loss are found to track projected climate changes in four pasture communities; increasing by up to 50% and declining by up to 110% in response to doubled atmospheric carbon-dioxide (CO2), 4°C warming, and +20% to ?40% changes in mean annual rainfall. The effectiveness of reducing grazing pressure as an adaptation option shows a similar response; resulting in higher forage production (up to 40%), animal liveweight gains (up to 59%) and gross margins (up to 40%), and reduced soil erosion (down by 91%) per hectare relative to the baseline management. The results show that a few key scenarios may be selected to represent the range of global climate model (GCM) projections for use in assessing and communicating impacts and adaptation; simplifying the assessments and allowing limits to the effectiveness of adaptation options to be explored. The approach provides a framework for capturing and communicating trends in climate change impacts and the utility of options, which are required for successful engagement of stakeholders in finding viable adaption responses.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

The intersection of present vulnerability and the prospect of climate change in Africa warrants proactive action now to reduce the risk of large-scale, adverse impacts. The process of planning adaptive strategies requires a systematic evaluation of priorities and constraints, and the involvement of stakeholders. An overview of climate change in Africa and case studies of impacts for agriculture and water underlie discussion of a typology of adaptive responses that may be most effective for different stakeholders. The most effective strategies are likely to be to reduce present vulnerability and to enhance a broad spectrum of capacity in responding to environmental, resource and economic perturbations. In some cases, such as design of water systems, an added risk factor should be considered.  相似文献

We propose a generic framework to characterize climate change adaptation uncertainty according to three dimensions: level, source and nature. Our framework is different, and in this respect more comprehensive, than the present UN Intergovernmental Panel on Climate Change (IPCC) approach and could be used to address concerns that the IPCC approach is oversimplified. We have studied the role of uncertainty in climate change adaptation planning using examples from four Danish water related sectors. The dominating sources of uncertainty differ greatly among issues; most uncertainties on impacts are epistemic (reducible) by nature but uncertainties on adaptation measures are complex, with ambiguity often being added to impact uncertainties. Strategies to deal with uncertainty in climate change adaptation should reflect the nature of the uncertainty sources and how they interact with risk level and decision making: (i) epistemic uncertainties can be reduced by gaining more knowledge; (ii) uncertainties related to ambiguity can be reduced by dialogue and knowledge sharing between the different stakeholders; and (iii) aleatory uncertainty is, by its nature, non-reducible. The uncertainty cascade includes many sources and their propagation through technical and socio-economic models may add substantially to prediction uncertainties, but they may also cancel each other. Thus, even large uncertainties may have small consequences for decision making, because multiple sources of information provide sufficient knowledge to justify action in climate change adaptation.  相似文献

Climate change is already affecting ecosystems in protected forest areas. The Intergovernmental Panel on Climate Change (IPCC) has predicted its impacts will accelerate rapidly over the coming decades. The components of vulnerability have been defined as exposure, sensitivity and the capacity to adapt to climate change. Vulnerability, however, is not an easy concept for policy makers, local communities and other affected stakeholders to understand. This paper illustrates the use of participatory processes in understanding climate change adaptation and defines indicators for assessing the vulnerability of the Javan rhino's national park habitat in Indonesia. The processes generated local vulnerability indicators, organised hierarchically as principles, criteria and indicators (PCIs). While vulnerability principles and criteria were pre-determined and globally defined, the indicators were designed to address the local context. We found the PCIs to be practical tools for communicating vulnerability and for multi-stakeholder dialogues on vulnerability to climate change.  相似文献
