During the Fifth Framework Programme (FP5) of the European Commission--according to an institutional programme in support to the policy of the European Commission for the implementation of Art. 35 and 36 of the Euratom Treaty as well as in the framework of the OSPAR Convention for the protection of marine environment of the north-east Atlantic--at the Institute for Transuranium Elements (ITU--General Directorate Joint Research Centre--European Commission), a reference laboratory for the measurement of radioactivity in the environment (MaRE laboratory) has been set up. In this paper, the principles and philosophy in order to improve the quality and reliability of analytical data for the measurement and monitoring of radioactivity in the environment under a quality assurance (QA) programme are presented. Examples of how a QA programme at the MaRE laboratory is developed and applied are given. Internal and external quality control (QC) programmes are also discussed.  相似文献

Environmental monitoring has been conducted at the South African National Nuclear Research Facility (Necsa site) for the past 38 years. Included in this monitoring programme was the assessment of water, fish and sediment samples. The objective of this project was to review the data of these assessments to establish if the Necsa activities had any impact on the environment. An assessment of the management of discharge limits was included in the review. Fluctuations in the data reviewed can partly be ascribed to errors in sampling techniques and analysis methods, but mostly to external factors. Two main external factors identified during the review were: dilution effects based on the flowrate in the Crocodile River and the percentage of full capacity of the Hartbeespoort Dam, and the atmospheric fallout from nuclear weapons testing. In this project, the impact of these factors were investigated with the help of correlation coefficient calculations and graphs. It was concluded that the flowrate of the Crocodile River and percentage full capacity of the Hartbeespoort Dam did have an impact on the beta activity measured in water and fish samples, and the (nat)U activities measured in water samples. The measured fallout from nuclear weapons testing in the southern hemisphere also had an impact on the beta activity in water. The assessment of the environmental monitoring data also showed that accidental releases were measurable in the environment. The added routine impact to a member of the public downstream from Necsa was on average an annual dose of 0.54 microSv more than that to a person living upstream from Necsa, which is considered insignificant in international radiation protection norms. The conclusion can be made that the monitoring programme is successful in satisfying its main objective, which is to determine the effects of the discharges on the environment and the immediate population.  相似文献

Specification of information needs is an important step in the design of monitoring networks. Within the framework of Monitoring Strategy 2000+, a programme of the Dutch Directorate General of Public Works and Water Management (Rijkswaterstaat) which seeks to provide innovation in the monitoring sector, a method has been developed to link water management policy to monitoring through specification of information needs. Over the past 2 years, this method has been applied in several projects within the Rijkswaterstaat organisation. Use of this method has led to improvements in the monitoring practice and was judged very positively by the people involved. Nevertheless, the main obstacle to employing the method was the actual translation of policy matters into information products. A special study is carried out, focusing on this aspect within the method, to provide the participants of a project with a mental framework that enables them to clearly specify their information needs. The major requirements for this mental framework are that all participants have a clear view of the process (system), and that they are able to relate their contribution to this process and to the contributions of others (transparency). The first step of the process is to focus the attention of stakeholders on the information they will actually need for decision-making. The next step is to confront the different expressed opinions through the method of the 'devil's advocate', which implies criticising the results of the first step by finding as many as possible arguments against these opinions. This should force the stakeholders to better specify their arguments. The method, its improvements and the results of one pilot project will be discussed in this paper. Society's growing interest in environmental issues requires the production of reliable information for policy-makers, stakeholders and society in general. This information must be based on accurate data produced by qualified laboratories and data need to be comparable between numerous laboratories for joint assessments, e.g. in International Conventions. The Marine Environment Laboratories of the International Atomic Energy Agency has been providing Quality Assurance services to laboratories involved in marine radioactivity studies for the past 30 years. This has included training, organization of laboratory intercomparison exercises, production of Reference Materials (RMs) and more recently, production of Certified Reference Materials (CRMs) that comply with relevant ISO standards. Here, the overall process of Certification of Reference Materials is reviewed, past work summarized and future needs of marine radioactivity laboratories briefly discussed.  相似文献

The survey of the environmental radioactivity in Switzerland is the responsibility of the Swiss Federal Radioactivity Surveillance Commission (KUeR).All laboratories specialized in environmental radioactivity measurements in Switzerland take part in the KUeR-sampling and measurement program. This program includes measurements of air, water, soil, grass, important food sources as well as the body radioactivity of human beings.This program and the various measuring methods are based on the experience on fall-out measurements of the KUeR and of various international bodies.Special environmental sampling and measurement programs are implemented in the vicinity of the operating Nuclear Power Stations (NPS) and those under construction. To confirm compliance with the licensing requirements the various activities include all measurements to assess any radiological consequences of NPS operation. Such requirements are drawn up for each power-station by the Nuclear Safety Division of the Swiss Federal Office of Energy (ASK) and the KUeR.They include various measurements and techniques starting from the release-point, to dose estimation from external radiation (plum exposure), dose estimation from internal radiation (ecological pathway) and in some cases whole body counting of persons.In our laboratories and national and international round-robin measurements programs we think it will be useful to include standards developed under the auspices of the ICRM.  相似文献

The Barind tract of West Bengal is an area of tropical sub-humid region composed of old alluvial soil. The area has high water demand due to growing population pressure and intensification in agricultural activity. These create huge stress on surface and ground water availability. Continuous withdrawal of ground water has become an alternative source of irrigation water which has also again made the condition critical. Ground water level has been lowered down drastically in many parts in this region. Under this circumstance, it is necessary to delineate potential ground water-bearing layers. Therefore, the present study attempts to identify potential ground water-bearing zones to manage ground water effectively. Instead of usually used parameters for ground water potentiality delineation here only some particular litholog parameters like breadth of water-bearing layer, depth of water-bearing layer, presence of clay layer above or below major water-bearing layer have been considered for delimiting the same. The result shows that out of total area, 60% area (405,382.2 ha) falls under very low to low potential ground water-bearing zone and only 8.19% area (55,634.97 ha) is potential. Considering this spatial pattern of ground water availability, harvesting structure and magnitude of water withdrawing should be designed.  相似文献

During the last decade, the Department of Applied and Medical Physics has been involved in the development of a radiation protection programme. In the framework of this programme, measurements of indoor radon, principally, have been carried out nationwide. Geometric mean radon concentrations of 45 Bq m(-3) in the whole country and 130 Bq m(-3) in the high natural radiation area have been estimated. On the other hand, the so-called MARNA Project is developed into the framework of an agreement subscribed between the Spanish Nuclear Safety Council (CSN) and the National Uranium (ENUSA), the first phase of which has been the elaboration of the Natural Gamma Radiation Map of Spain on the scale of 1:1,000,000 using radiometric data generated in the 30 years of the lifetime of the ancient National Uranium Exploration and Investigation Plan mainly through airborne, carborne, and by foot surveys, within the MARNA Project itself. The lowest averaged dose rate from external gamma radiation (19.3 nGyh(-1)) was found in carbonate bedrock and the highest (87.7 nGyh(-1)) was found in granite and clay bedrock. This paper summarizes the main results obtained from the measurements performed in both projects, with special interest in those concerning the correlation between the data reported in order to conclude about the potential benefit of the MARNA maps in the definition of affected areas in the country.  相似文献

A fire at the Windscale plant at Cumbria in the UK between the 10th and the 11th of October 1957 resulted in the first publicised release of radioactivity to the wider environment. The cloud of contamination passed to the southeast of England before travelling northwards on the 14th of October as a result of weather fronts in Europe. Monitoring of radioactive fallout in Norway was at the time conducted by the Norwegian Defence Research Establishment (FFI) using a network of air and precipitation monitoring stations. This article presents results from these monitoring activities which were originally contained in laboratory journals and a series of internal reports produced by FFI. Although mainly classified during the 1950s and 1960s, recent years have seen the incremental declassification of these reports and as the 50th anniversary of the accident approaches, a distillation and reanalysis of this information has been conducted. Results indicate that radioactivity from Windscale was first detected at Bergen and Sola in the south west of Norway and a little later at Vaernes, significant amounts of radioactivity being deposited at these locations during the second and third weeks of that month. Results relating to concentrations of activity in air and precipitation and fallout levels are presented for the relevant period and discussed in relation to fallout levels in Norway during the period 1957-1960.  相似文献

The results of long-term studies (1985–2006) on the state of planktonic communities and their capacity for accumulation of radioactive contaminants in the cooling reservoir of the Beloyarsk Nuclear Power Plant (BNPP) have been summarized. The changes in the population density and biomass of planktonic organisms have been estimated in different water areas of the Beloyarsk Reservoir. The levels of radionuclide accumulation by phyto- and zooplankton in the reservoir and technological channels of the BNPP have been determined. The contributions of two nuclear power enterprises (the BNPP and the Institute of Reactor Materials) to the accumulation of radionuclides by planktonic organisms have been evaluated. The rates of radionuclide accumulation by phyto- and zooplankton have been estimated and compared with those of other components of the aquatic biocenosis.  相似文献

The implementation of the Comprehensive Test Ban Treaty is resulting in the construction of a world-wide system of 80 monitoring stations that will be able to detect air-borne radioactivity, not only from atomic bombs but also from other anthropogenic and natural sources. A prototype monitoring station has been operating since April 1996 in Vancouver, BC, Canada. This station provides daily reports of natural radioactivity, including 7Be and decay products of 220Rn (thoron). Data for 212Pb concentrations have been analyzed over a 6-month period. The concentration is reduced by rainfall, high wind velocity, and low temperatures and it also depends on the wind direction, but atmospheric inversions appeared to have little impact. We present a relatively simple model, which is easy to use and which offers predictive powers that can be applied to other similar environmental situations.  相似文献

The concentrations of (137)Cs and (40)K in some Egyptian foodstuffs have been measured. The results of this study can be considered as a first step towards calculating the baseline levels of radioactivity in foodstuffs in Egypt. Furthermore, the data presented herein can be used as a reference level for future food radioactivity monitoring after the possible operation of the planned nuclear power plants, as well as to screen imported foodstuffs that are suspected of being contaminated. The overall intake of (137)Cs is quite low and no significant radionuclide contamination was found. The highest contents of (137)Cs and (40)K among the tested foodstuffs were in Jew's mallow and roquette. Calculations were also made to determine the potential dose to an individual consuming vegetables.  相似文献

The Las Vegas Valley metropolitan area is one of the fastest growing areas in the southwestern United States. The rapid urbanization has presented many environmental challenges. For instance, as population growth and urbanization continue, the supply of sufficient clean water will become a concern. In addition, the area is also experiencing the longest drought in history, and the volume of water storage in Lake Mead, the main fresh water supply for the entire region, has been reduced greatly. The water quality in the main stem of the Las Vegas Wash (LVW) and Lake Mead may also be significantly affected. In order to develop effective sustainable management plans, the very first step is to predict the plausible future urbanization and land use patterns. This paper presents an approach to predict the future land use pattern at the LVW watershed using a Markov cellular automata model. The multi-criteria evaluation was used to couple population density as a variable depicting the driving force of urbanization in the model. Moreover, landscape metrics were used to analyze land use changes in order to better understand the dynamics of urban development in the LVW watershed. The predicted future land use maps for the years 2030 and 2050 show substantial urban development in the area, much of which are located in areas sensitive to source water protections. The results of the analysis provide valuable information for local planners and policy makers, assisting their efforts in constructing alternative sustainable urban development schemes and environmental management strategies.  相似文献

Since the last decade the WHO Collaborating Centre for Air Quality Management and Air Pollution Control, Berlin, Germany, operates a quality assurance and control (QA/QC) programme on air quality monitoring in the WHO European Region. As main activity Intercomparison workshops have been established for air monitoring network laboratories on a regular basis to harmonise air quality measurements, analysis and calibration techniques. 36 air hygiene laboratories of public health and environmental institutions of 24 countries participated in twelve Intercomparisons between 1994 and 2004. The majority was carried out for NO, NO(2), SO(2) and O(3). The results were predominantly satisfactory for automatic methods. The results of manual methods were mainly in a good, and for several concentration levels partly very good accordance with the data obtained by the monitors.  相似文献

Since 2001 a real-time radiation monitoring network of Canadian nuclear facilities and major population centres has been implemented for response to nuclear incidents including a possible terrorist attack. Unshielded NaI(Tl) spectroscopic detectors are employed to measure gamma radiation from airborne radioactivity and radioactivity deposited on the ground. These detectors are composed of a standard 3'x3' cylindrical NaI(Tl) spectrometers with data storage and integrated telemetry. Some of the detectors have been deployed in the Ottawa Valley near Chalk River Laboratories and Ottawa, which has a complex radioxenon environment due to the proximity of nuclear power reactors, and medical isotope facilities. Although not a health threat, these releases have provided an opportunity for the Canadian Meteorological Centre and the Commissariat à l'Energie Atomique to validate their meteorological models. The meteorological models of the two organizations are in good agreement on the origin and the source terms of these releases.  相似文献

The numerous buildings that currently require thermal rehabilitation in Romania means that substantial resources and a large number of competent people are required to carry out surveys and energy audits. However, commercial energy balance software is mostly unaffordable for those organisations involved in this process. This paper describes an energy balance programme – ENEFControl – developed to be a rapid, low cost, local tool able to assist in the choice of energy efficient solutions for buildings. To test the software, thermal and energy analyses were carried out on a 1970s built apartment block in Transylvania. Based on these analyses, three constructive scenarios were proposed for thermal rehabilitation. Compared to the performance of the analysed building, the thermal and energy performance of the retrofitted building in all three scenarios significantly improved. Since European Union accession in 2007, rapidly rising energy costs have affected the Romanian population. ENEFControl offers Romanian engineers and architects an opportunity to speed up the rehabilitation programme of buildings without the need for more expensive expertise and tools.  相似文献

Sustainability is gaining importance in contemporary manufacturing organisations. Modern design engineers need approaches for creating environmentally friendly products. In this context, this paper reports a case study carried out in an Indian rotary switches manufacturing organisation. A component of the rotary switch has been modelled using computer-aided design. Then, the sustainability analysis has been carried out for determining the environmental impact. The environmental impact has been measured in terms of carbon footprint, energy consumption and air/water impacts. The handle design has been modified to minimise the environmental impact. The results of this case study indicate that appropriate modifications in design could lead to the development of sustainable design with minimal environmental impact.  相似文献

A new system has been developed for the detection of low radioactivity levels of fission products and actinides using coincidence techniques. The device combines a phoswich detector for alpha/beta/gamma-ray recognition with a fast digital card for electronic pulse analysis. The phoswich can be used in a coincident mode by identifying the composed signal produced by the simultaneous detection of alpha/beta particles and X-rays/gamma particles. The technique of coincidences with phoswich detectors was proposed recently to verify the Nuclear Test Ban Treaty (NTBT) which established the necessity of monitoring low levels of gaseous fission products produced by underground nuclear explosions. With the device proposed here it is possible to identify the coincidence events and determine the energy and type of coincident particles. The sensitivity of the system has been improved by employing liquid scintillators and a high resolution low energy germanium detector. In this case it is possible to identify simultaneously by alpha/gamma coincidence transuranic nuclides present in environmental samples without necessity of performing radiochemical separation. The minimum detectable activity was estimated to be 0.01 Bq kg(-1) for 0.1 kg of soil and 1000 min counting.  相似文献

In situ gamma spectrometry was introduced as part of a national soil and herbage pollution survey of the United Kingdom (UK) in 2002, to evaluate its potential for complimenting or even replacing the conventional soil sampling approach in environmental monitoring. A total of 128 points were measured across the whole of the UK on a 50-km grid, including 11 calibration sites, encompassing a complete spectrum of soil types, geology and depositional environments. Good comparisons are demonstrated between in situ and soil sample derived estimates of environmental radioactivity from spatially matched sampling plans. Air kerma results and the contributions to air kerma rate are also presented and compared with calibrated conventional single parameter GM based instruments. The preliminary results are presented here and show that in situ gamma spectrometry provides a rapid and robust approach, providing spatially integrated estimates for environmental monitoring purposes.  相似文献
